880in oakland. the driver, who is okay, believes a stray bullet was to blame on the one window on the driver side, like the somebody want to kill him and hong yin is president of united bridge trucking in oakland. he says his driver was in this semi going northbound on i-880 just past high street and before 29th avenue at around 930 in the morning on monday, only 5050 miles like that and then then you don't know what happened the window is broken and then the noise and the noise and then the windows is broken. >> it he got very lucky because just about a split second, he could have been killed. >> so it was a very close call. >> carl chan is president of the oakland chinatown foundation and also spoke with yin. >> i think the driver is pretty shaken up at this point. okay. so he doesn't even i guess he doesn't even know what might

have happened or he was being followed or not. >> oakland police tell us that any incident on the highway is handled by the california highway patrol. chp tells us they have not received any report regarding this incident. yin says he did try to reach out to authorities but had some issues in doing so. chan tells us that many in oakland often hesitate to report crimes like this out of safety concerns and fears that they could lose their insurance. >> nowadays, a business, you know, doing business throughout the bay area, especially in oakland, many insurance are actually canceling many business insurance policies or they will be raising it up. so high. so people are so frustrated. >> fortunately in this case, no one was hurt. unfortunately there are still a number of unanswered questions as to if a bullet hit this window and where it actually came from. j.r. stone, abc seven news. there are

new details on the fiery scene today at the chevron refinery in richmond. >> the facility is reporting the flaring has stopped and is now under control. officials there say a power outage caused the surge of flaring activity at the refinery. residents nearby reported seeing toxic smoke pouring into the air this afternoon, but no health advisories were issued. chevron also says intermittent flaring is a possibility as they adjust their operation. we'll turn now to the war between israel and hamas. >> the government of qatar, which brokered a four day humanitarian truce, is now saying the cease fire will be extended by an additional two days. so far, 69 israeli and foreign national hostages have been released by hamas. this was in exchange for 150 palestinians held prisoner in israel. the us says that since the truce was brokered, more than 200 trucks carrying aid have been able to cross from egypt into gaza. >> oakland city council met tonight passing a resolution that supports worldwide calls for an immediate cease fire in

gaza. the chronicle reports the resolution was approved. but while the council was deliberating, two groups came to demonstrate at city hall, one in support of passing the resolution without change, outnumbering the other. >> for some of the organizations representing israel and the zionist community want us to believe we want america to believe that all jews support israel, and that is simply not true. we are jews who believe that israel is the problem and we want to support the palestinian people. >> the other group was opposed to the cease fire, saying there shouldn't be a resolution until all hostages are released. >> we believe that we have to return all of the hostages who are underground in tunnels back to their families as a part of a cease fire. and unfortunately, the authors of this resolution have failed to acknowledge the importance of reuniting israelis with their families. >> this resolution is said to affirm the city of oakland's love life commitment, which calls on residents and elected officials to protect life and

stand united against violence. >> a family in piedmont is desperately searching for a mother who disappeared from a houston airport after receiving mental health care there. 36 year old danielle friedland was expected to be home from treatment in time for thanksgiving. she was last seen at busch international airport on wednesday and is believed to be in the downtown houston area right now. her loved ones have flown out there to try to look for her. she has a husband and two kids, ages two and five. >> well, the bay area is feeling quite a chill tonight. >> it really are. meteorologist sanjay patel is here with the cold weather warnings that are in effect and when we could see some rain. >> sandy. yeah. first, the chill and it is really the temperatures are really dropping down. and. let's take a look at those temperatures. is 38 degrees in fairfield, down to 37 right now in santa rosa. brentwood you're already at 39 degrees. carquinez strait and delta going under a freeze warning by 2 a.m. to 9 a.m. tomorrow. upper 20s to low 30s. definitely protect vulnerable

people, especially if they're exposed to the cold and don't have proper shelter. pets plants and pipes to prevent any damage. frost advisory for the north and east bay valleys until 9 a.m. tomorrow, numbers will drop down into the low 30s. here's a look at what's coming with milder temperatures in the overnight hours. as a storm system approaches. it's a light level one, but that's not until tomorrow night. so we'll have milder morning on wednesday as we take a look at that storm. hour by our timeline, you will notice that tomorrow evening is when we're expecting the rain to move in. i'll let you know how long it's going to last. and what's ahead for the rest of the workweek coming up. ama and dan. >> okay, sandhya, thanks very much. holiday shopping season is now in full swing and it's been a cyber monday for the record books. >> it really has. >> the early numbers show americans spent about $12 billion shopping online. today. that number is expected to total more than 37 billion over what's known as cyber week. that's the five days from thanksgiving

until today, according to adobe analytics. and that is 5.4% higher than last year. >> all that online shopping means a lot of doors step deliveries. authorities are reminding the public to take proper precautions to secure their home deliveries. san mateo county supervisor david canepa says he's hopeful that $267 million in grants will help local police combat so-called porch pirates. >> if you commit retail theft or if you commit a porch piracy, these are serious, serious and personal offenses that should be taken seriously. and so in the spirit of the holidays, our intent is to make people aware and most importantly, most importantly, make sure that people aren't victims. there are some ways to prepare for your deliveries. >> you can use a self-service storage locker when possible. you can also request a signature to receive the packages or have them delivered to your workplace . >> if you live or work or even visit san francisco, you know,

slash take action sf more assistance for the unhoused is on the way in the south bay. >> a fundraiser is being launched for tuesday's day of giving and it should provide some relief for hundreds of students trying to get an education while also in need of housing. abc7 news reporter lauren martinez has more. >> this holiday season there are 900 east side union high school students and families who are unhoused in 2020. that number was just 300. district officials say housing costs, inflation and job loss are just some of the factors contributing to the dramatic increase in san jose. >> we ended last year with a little over 1200 students district wide, and we anticipate that this year will be way beyond that number. >> the east side union high school district oversees 19 campuses with more than 21,000 students. school officials say inadequate housing looks different for each student. some are with their families, staying at motels or shelters or some are unaccompanied couch surfing. >> we've educated our staff on

what what to hear, what to listen for. right? a student may not come up and say, i'm homeless, but they may say, oh, i've had a i've been sleeping on my friend's couch for the last week or i don't have a right to school. you know, my dad just lost his job for day of giving on tuesday, the district and the east side education foundation are launching a fundraiser. >> it's to supplement the district's mckinney-vento program, a federal program created to protect and support enrollment and education of homeless students. the district says 900 homeless students qualify for the program, and they're trying to identify more. so it's a sensitive situation like while we don't want to be intrusive and ask all these questions, we are trying to find a way to be able to capture the information in a more gentle and respectful way. in years past, school district officials say they've raised around $30,000 in order to provide $100 gift cards per student. this year, they'll need to raise 90,000 in order to

is the day that shook the city of san francisco. the assassin of mayor george moscone and supervisor harvey milk. all these years later, the loss of moscone and milk is still being felt by many san francisco residents. abc7 news reporter tim johns was at a tribute for both men in the castro district until will we meet >> greeted by song, dozens came out to san francisco's castro neighborhood monday night, all in remembrance of two men. november 27th marks 45 years since then. mayor george moscone and supervisor harvey milk were assassinated inside city hall, an event that forever changed san francisco and the world. >> we are very familiar with politicians and candidates daetz, and they make significant

eye contact and they tell you they understand your struggles and most of them don't have a clue. harvey really did. >> lgbtq activist cleve jones was one of the memorial speakers . a friend of milk who was the first openly gay person to hold elected office in california history. jones says it's difficult to overstate the impact he had on advancing lgbtq rights. >> it was still illegal for consenting adults to engage in intimate sexual behavior. it was a felony, and even here in liberal san francisco, thousands of gay men were entrapped by sfpd. >> as much as this vigil was about remembering the past legacy of harvey milk and george moscone, it was also about the future and the dangers to the rights that the lgbtq community has long fought for. according to the human rights campaign, there are over 500 anti lgbtq bills that have been introduced in states around the country. many of monday's speakers warned the crowd not to take anything for granted. we want people to

wednesday. today marks the start of a three day celebration of life for the former first lady who died last week at the age of 96. a family funeral is set for wednesday, but the former president's grandson tells abc news that jimmy carter does plan to attend to morrow's memorial. he is 99 years old. well back here at home, some changes are coming to bart later this week. no more paper tickets will be accepted. this comes as the transit system continues to deal with some major money issues. as abc seven news reporter leslie brinkly explains, it's all tied together come thursday, november 30th, your paper ticket will no longer work to get into the bart system. >> your only way in after thursday will be via clipper card. even out of towners seem to navigate the process. >> it was easy. >> anybody who comes to a bart station can get a clipper card. we offer it at all of our vending machines that are here at the stations. but if you have leftover paper bart tickets, they aren't worthless yet. >> bart is telling ticket

holders to go online for instructions on mailing in your leftover tickets. if they add up to more than $1. bart will send you a check in the mail. >> i had three paper tickets and i asked him if i can use the three paper tickets. >> some bart agents can take paper tickets and fill out a refund claim form so riders can later be mailed a check. but you still have to get a clipper card to ride. it's the start of a big transition for bart, which is still only operating at 45% of pre-pandemic levels on weekdays. ways to avoid the fiscal cliff they're facing. bart is eligible for $350 million in state and regional bailout transit funds if they improve fare evasion fees to qualify, they're starting to install new fare gates. >> it's the first prototypes will be installed in west oakland before the end of the year. >> even more changes coming in 2024. when you won't have to have necessarily a clipper card, but at some point you'll be able

to simply scan on your apple, pay your credit card, your debit card, just swipe your way right into any bart station in the east bay. i'm leslie brinkly, abc7 news. >> big change coming this week on bart. all right, big change coming in. the weather too. >> that's right. meteorologist sandhya patel has a timing of it for us. sandhya. >> yeah, we're talking about rain ama and dan, but not immediately. so let's talk about first the cold weather. it's already in the mid and upper 30s and our coldest spots like lake port and ukiah, you will notice santa rosa, fairfield field. you know, it's going to be a chilly one. so tomorrow morning, 28 degrees in ukiah. we're going to be dropping down to 31 in santa rosa and fairfield, 33 degrees in livermore. definitely be chilly. 36 in san jose in the 40s for oakland and san francisco. i would bundle up before i leave home because it is definitely going to be frosty cold smoke from the chevron refinery could be seen earlier tonight from our emeryville

camera and this is what has been impacting the bay area air quality along with likely wood burning smoke. so the winds have been really calm to light, but that wind direction has been bringing in some of the smoke from our inland areas and from the refinery out towards parts of the bay area. so we are looking at moderate air quality around parts of the bay area. but when you look at purple air, this is the unofficial reporting agency. but they have a lot more sensors. they do have some oranges and reds indicating some poor to unhealthy air quality. now right now, the air district has not issued a spare. the air alert, but we do have moderate air quality coming our way the next couple of days. we have stagnant air that's going to change as we do have a storm system on the way on live doppler seven. hopefully this will clean out our air mass as we head towards wednesday afternoon. certainly a coastal flood advisory from 9 a.m. to 2 p.m. tomorrow as parts of the north bay shoreline and the san francisco bay shoreline will

experience minor coastal flooding due to peak high tides. so give yourself a little more travel time, especially since some of the parking lots and roadways will be flooded due to the high tides as we look at a live picture from our sutro tower camera, san francisco looking good. freeze and frost warnings again tonight. cold tomorrow morning. rain arrives late in the day and we do have that unsettled pattern continuing through thursday. tomorrow afternoon's highs will be in the upper 50s to the mid 60. unless you're out towards the south bay. that's where you'll see those temperatures in the upper 60s. we'll see some sun in the morning along with increasing high clouds for the afternoon hours. and then a level one system comes in tomorrow night going into wednesday morning, light to moderate rain. we are looking at slippery roads and breezy conditions at times. here you go. the timeline, 8 p.m. rains moving into the north bay. by 11 p.m. we're starting to see it spreading. and then wednesday morning's commute will be dicey between five and 8 a.m. we are looking at some very wet

roadways due to some downpours. so plan accordingly. 10 a.m. wednesday, those showers start to diminish and by noontime, it's all done. rainfall estimates with this system will range anywhere from about a 10th of an inch to a 6/10 of an inch through wednesday afternoon. here's your accuweather seven day forecast. it's a level one tomorrow night after the morning chill rain arrives late in the day and then a level one for wednesday morning. it's a wet breezy start. more rain thursday, also a one with a lingering chance on friday. and then you will notice a slight chance on saturday. but it is a dry sunday and a little bit warmer on monday. dan and ama, we'll be
