news. >> yeah. good morning, everybody . we are waking up on this november morning. certainly it is feeling a frosty out there across the region. look at some of these temperatures right now,

especially in the north bay, the east bay. we are well into the 30s. we're in the freezing mark at san ramon at 32 degrees. good morning, santa rosa, you're at 33. we're down to 49 in the city, 43 in oakland right now. palo alto, 34 degrees. and we do expect these numbers to drop a little bit more as we head towards sunrise in the next two hours or so. so certainly you want a couple of extra layers, maybe the scarf, the mittens as well, and that heavy winter jacket, because we do have frost advisories and freeze warnings in effect. we have a freeze warning in effect for all of solano county. that's the deep purple you see on your screen. but we also have a frost advisory. this includes the valleys of the north bay. but also parts of the east bay, mainly the inland east bay. and the valleys of the east bay, like danville, livermore, antioch, both the freeze warning and the frost advisory will go until 9 a.m. this morning for about the next four hours. and so, again, just that it's that

cold outside over the next couple of hours. future weather showing you we will warm up with lots of sunshine today. but we do have rain in the forecast late tonight. so temperatures today, they are in the 60s, but that rain returns after the sun goes down. we'll detail that. we'll show you the storm impact scale coming up in just a few minutes. but let's check in with jobina and see how you doing with traffic on this tuesday. >> thank you, drew. good morning, everyone. so we are going to start here with the live camera of the san mateo bridge. everything is moving at the limit and so far, so good in terms of your commute. we do have that signal are still in effect at the richmond-san rafael bridge in week eight of that issue. so that's something to keep in mind this morning. but elsewhere here, we have a different view from the bay bridge toll plaza. look at that. we have a very clear picture of the toll booths. no issues in terms of backup. there of course, no metering lights on. it's a little too early for that. also for mass transit, bart muni and ace are all running on time and so are any other forms of mass transit. so far this morning. but our drive

times are a bit slow for our super commuters. tracy to dublin will be around 50 minutes. antioch to concord, 14 san rafael to san francisco 18. reggie thanks for being a frightening experience for a truck driver in oakland after a possible stray bullet crash pushed through his windshield coming just inches from hitting him this happened as he was driving along interstate 880 near high street yesterday morning. >> he was not hurt. abc7 news reporter lena howland is in the newsroom this morning with what the driver's company is saying about this incident. lena. well reggie, the president of the unite bridge trucking company in oakland says the driver was going north on interstate 880 right around 930 yesterday morning when this all happened. >> now, take a look. this is the aftermath. the driver's window of his truck shattered and although no bullets were recovered and only one window was struck, he said it was as it was as if someone was trying to kill his driver. >> maybe only 50, 50 mile like

that. and then then you don't know what happened. the window is broken. and then the noise and the noise and then the windows broken it. >> he got very lucky because just a split second, he could have been killed. so it was a very close call. >> chp tells us so far they have not received any reports regarding this incident. the owner of the trucking company says he did try to reach out to authorities, but had some issues in doing so, possibly a language barrier. although the oakland chinatown foundation tells us that many in oakland often hesitate to report crimes like these out of both safety concerns and fears that they could lose their insurance. live in the newsroom, lena howland, abc seven news. >> and this morning, the man accused of shooting three palestinian students in burlington, vermont, is being held without bail on three counts of attempted murder. the case is being investigated as a possible hate crime. police say

the 20 year old students were shot outside of the home of a relative while speaking arabic on saturday night. the suspect allegedly approached the young men and shot them without saying a word. the three young men have been the victims of an unprovoked and terrible crime and that their lives have been changed forever. two of the victims are expected to recover, while one is expected to be paralyzed with a bullet lodged in his spine in. >> new developments in the war between israel and hamas after the announcement that a ceasefire has been extended through tomorrow. overnight israel announced that it had identified 50 palestinian prisoners. it is willing to trade for more hostages held by hamas since the cease fire began. dozens of the approximately 200 hostages held in gaza have been released. this morning, the biden administration told israel that when the cease fire ends, it must tailor any ground campaign to avoid more significant civilian displays. moment. elon musk says he wants to help

rebuild gaza after the war is over. he met with israeli leaders during a visit to the country yesterday. a popular israeli newspaper called the visit a pr stunt accusing musk of attempting to calm backlash over his endorsement of an anti-semitic conspiracy theory post on social media platform x. critics accuse musk of turning x into a cesspool of hate, especially since the october 7th hamas attack. >> you have a huge role to play, and i think we need to fight it together because under the platforms which you lead, unfortunately, there is a harbor of a lot of old hate, which is jew hate, which is anti-semitism . >> we have to do whatever we whatever is necessary to stop the i mean, essentially, these these these people have been fed propaganda since they were children. >> musk says the claims that he's anti-semitic, quote, could not be further from the truth. the oakland city council adopted

a resolution last night calling for a permanent cease fire between israel and hamas. >> ahead of the vote, dozens of people demonstrate outside city hall. one group in support of passing the resolution without change. >> and some of the organizations representing israel and the zionist community want us to believe. we want america to believe that all jews support israel and that is simply not true. we are jews who believe that israel is the problem and we want to support the palestinian people. another group calling for amendments to the resolution to specifically call out atrocities committed by hamas, among other things, those amendments were introduced but ultimately rejected by the council. >> we believe that we have to return all of the hostages who are underground in tunnels back to their families as a part of a cease fire. and unfortunately, the authors of this resolution have have failed to acknowledge the importance of reuniting israelis with their families.

>> now that the resolution is passed, it will be sent to governor newsom, president biden and other local and state leaders urging them to join calls for a cease fire. today, the country will pay their final respects to former first lady rosalynn carter. a memorial service is set to be held in atlanta and jobina the guest list for the service is quite extensive. include some of our country's most recognizable people. >> yes, gloria, so president biden is scheduled to attend along with first lady dr. jill biden and every living former first lady, a former president carter is said to be attending as well, despite him being 99 years old and in hospice care himself. family members say he had a new suit made for today because he's lost a lot of weight and didn't have a suit that fit ahead of today's memorial, rosalynn carter is being remembered for having lived a life of faith and service. she would tell people she felt her purpose was to help create a more caring society. >> rosalynn carter had a

determination to make a difference with her life and with the opportunity that she had to use the influence that came with those opportunities. >> mrs. carter was 96 years old when she died last week. during the memorial, the atlanta symphony orchestra will pay her play, her favorite songs and country singers garth brooks and trisha yearwood are scheduled to perform as well. drew hay, jobina. >> let's take a look at temperatures right now. it is cold in a lot of our valleys. we'll take a look at the inland east bay right now. walnut creek, you're down to 33 degrees. the freezing mark from danville to san ramon to dublin, right, 38 in pittsburgh, 35 in livermore. these are areas that do have frost advisories in effect. it's not only there, we have frost advisories in effect in the valleys of the north bay and a freeze warning in effect for solano county. so certainly it's one of our colder mornings. we have seen in a few weeks. and we will have these temperatures dropping maybe a degree or two more for the sun gets up here shortly before 7 a.m. here's live. doppler seven along with satellite. you see this kind of

i call this a cinnamon swirl. that's a low pressure that is getting closer to us. and as it does later on tonight and tomorrow at a skirt by our coastline and supply us with a chance of an isolated light to moderate shower. this morning, though, we are dry out there. here's a day planner, your day to day during the daylight hours is totally fine. we'll have temperatures going into the 60s by 4:00 pm. it's right around 9 p.m. and after that that we have that shower chance moving in. it's a level one or a light storm on the abc seven storm impact scale. so looking at the detail calls tonight through wednesday, we'll have those scattered showers, light to moderate and intensity rainfall totals for most of us less than a 10th of an inch, but it will create some slick roads in the overnight hours. we'll go hour by hour, show you this rainfall, reggie, coming up in about eight minutes. >> drew, thank you. addressing the homeless crisis in san francisco. still ahead, the alarming new statistic for the unhoused and how you can weigh in on the issue. >> remembering george moscone and harvey milk, a vigil for the two leaders helping to re solidify the resilience of the

until yesterday to pass an ordinance by mayor london breed to speed up the process of building by cutting red tape. but the board of supervisors did not get it done. >> the consequences could be very severe. the city could lose state funding for things like housing projects and transportation projects. it will it could lose its land use authority.

>> while the deadline was yesterday, the state law allows another 30 days to comply. so the city could still get it done . governor gavin newsom announced new funding to aggressively tackle the homeless crisis. the encampment resolution funding program will help provide shelter and housing for more than 13,000 people experiencing homelessness across the state. it is a $50 million contribution that will be dispersed across cities and counties in california. homeless advocates say this is the urf's third round of funding. newsom also says there will be additional assistance coming later for more individuals in need of housing. >> thing is a remaining 299 million. let's call it $300 million grant to support it at least 10,000 more people getting back on their feet. >> the project will also help restore former encampment sites to their original states. >> in a first of its kind study on homelessness. an alarming new statistic is being revealed about the state's unhoused

population. they are three and a half times more likely to die unnecessarily early than someone whose housed. that's according to the national bureau of economic research. it studied data on 140,000 unhoused people from 2010 through 2022. research has found a 40 year old person experiencing homelessness has a similar risk of death. as a 60 year old person with housing. if you live or work or just visit san francisco, you know homelessness is one of our city's chronic issues. abc7 news is committed to finding solutions to help build a better bay area. next week abc7 host take action. san francisco. one hour of direct questions with mayor london breed police chief william scott and da brooke jenkins about the city's prolonged problems and potential solutions along with homelessness. we'll also ask the city leaders about crime and the drug crisis and the economic recovery of san francisco,

board member. j focuses on teaching young people about entrepreneurship, career readiness and financial literacy. here's a little bit more about them. so it used to be k to 12. >> that was the sweet spot for junior achievement. but as we really look at the jobs and careers and jobs of the future and there's so much that you can do to with 16 to 25 year olds, that's something somewhat new for j a focus on older students. >> covid 19 deeply impacted that age group missing out on field trips, internships, so many experiences that helped them form who they might want to be in the future. j offers free curriculum to teachers and parent s exposes students to life outside of the classroom through visits with corporate partners and volunteers like myself who come to them at school. we have the resources to help them. >> there's so much tech, there's so much innovation and students really want to know what the jobs of the future are going to look like. >> and so junior achievement is

well positioned to shine a light on what skills are necessary to be able to be competitive in the workforce. s and we do a lot with these companies that are looking for their future workforce. and so knowing that we have the youth, the pipeline we serve, underrepresented youth and under-resourced youth students, that really wouldn't necessarily think about the trajectory of their lives when they're in 16 years old. they're just trying to make it through the day that that's where we stand out. >> and a big thing we want to mention was all of the organizations that we are profiling today. if you're not able to give financially this year, so many of them would value your time as well. they're looking for volunteers. i know j is one, but we all have different organizations that we love and support around town, so check them out today. >> how did you end up getting involved with j. >> actually, it was so random. so someone that works for j is a

viewer and reached out to me in early 2019 and said, hey, we have this event. do you think you can cover it? so i went to cover it and she was like, i had another motive. i wanted to see if you would maybe volunteer, you know, a big thing also with volunteers is diversity. they need more people of color. they need women. they need younger people. they need lgbt. q plus representation, like the diversity of volunteers is a real struggle for so many organizations. and so, you know, i'm young and i'm black. so they were like, yes. and i'm a woman and you're amazing and thank you. >> you're like, check, check, check, check. >> but i really loved it when i covered the event and it was a huge event for northern california girls in high school and middle school. and now i've been visiting schools, talking to them virtually and done just so many things with them over the last four and a half years. >> so you never know when you reach out to someone what could

happen. we might show up, we might. oh, yeah. that's awesome. thanks, jobina. thanks. thank you. this morning we do have a coastal flood advisory. >> it's one of those times of high tides this year. the next couple of months is typically when we have some of our higher high tides just to the astronomical cycle. so just know between 9 a.m. and 2 p.m, those areas close to the coast, close to the bay shoreline may have periods of minor flooding. high tide right around 11 a.m. and that's we could expect some minor issues for most of us, it's not an issue if you live away from the water. here's future weather as we go hour by hour. we have a lot of sunshine to begin the day clouds will start to filter in from the west as we go throughout the afternoon. but again, the daylight hours are dry. it's late tonight. this is 1130. we'll start to see scattered showers. much of the rain that will fall is going to happen in the overnight period. we do expect some slick roads for the wednesday morning commute, maybe a lingering shower around lunchtime tomorrow. and then this system will pull off to the south. we're not expecting a lot of rainfall. it's beneficial, just very limited impact. just

cited hundreds of selfie related injuries and deaths over a decade. they're urging social media companies to install software to warn people of the dangers. >> it's been 45 years since the city of san francisco was shaken by the assassinations of mayor george moscone and supervisor harvey milk. last night, there was a community candlelight vigil held for both men in the castro district. they were shot by supervisor dan white at a at city hall on november 27th, 1978. george moscone is remembered as the people's mayor, harvey milk was the first openly gay politician elected to public office in california. and he was quite the activist that we are very familiar with politicians and candidates daetz and they make significant eye contact and they tell you they understand your struggles and most of them don't have a clue. >> harvey really did. >> that is cleve jones, who is also an activist and was good friends with harvey milk. dan white was tried on first degree

towards the bay bridge or even if you're going further south, it's a good commute so far. this is a live look in san jose showing you 101. those tail lights are traveling in the southbound direction. and then we will wrap up with our bridge drive times here. golden gate bay bridge, san mateo bridge, all running on time, gloria. >> all right. thank you, jobina. five people are recovering after a car crashed into a 711. it happened yesterday day just after 6:30 p.m. at diablo avenue and center road in novato, nevada. police say that four people were taken to the hospital with minor to moderate injuries. the driver of the red sedan was also injured. it's not clear the extent of their injuries or if they were arrested. officers say that alcohol or drugs do not appear to be factors as the cause of the crash is still under investigation. building inspectors redtagged that 711 scary moments for a truck driver when his window shattered while he was driving on an east bay freeway. >> he believes it was a stray bullet. this happened yesterday morning while the man was driving on i-80 80 near high

street in oakland. we're hearing from the leader of the oakland chinatown foundation who says this is an example of how hard it is getting to do business in the east bay. abc7 news reporter lena howland is in the newsroom with the story you'll only see here on abc7 news. >> lena reggie, although the owner of this trucking company says that he did try to reach out to authorities. the oakland chinatown foundation says that many in oakland often hesitate to report crimes like this at all, out of both fear of safety concerns and fears that they could lose their insurance. here's a look at the damage to the driver's side window of a semi truck. president of the united bridge trucking company in oakland says his driver was in this semi going northbound on interstate 80 just past high street before 29th avenue at around 930 yesterday morning. that's when his driver believes a stray bullet came within inches of hitting him and shattered his window. >> the driver is pretty shaken up at this point. okay. so he

doesn't even i guess he doesn't even know what might have happened or he was being followed or not. nowadays a business, you know, doing business throughout the bay area, especially in oakland, many insurance are actually canceling. many you know, business insurance policies or they will be raising it up. so high. so people are so frustrated. >> chp tells us so far they have not received any reports regarding this incident. fortunately, in this case, no one was hurt. but there are still a number of unanswered questions as to if a bullet really did hit this window and where it actually came from. live in the newsroom, lena howland, abc seven news. lena thank you so much. >> the holiday shopping season is now in full swing. early numbers already indicating that it's been a cyber monday for the record books. according to adobe analytics, americans spent about $12 billion shopping online yesterday day, and that number is expected to total more than

37 billion over what's known as cyber week, which is the five days between thanksgiving and yesterday. and that's 5.4% higher than last year. all that online shopping means a lot of doorstep deliveries. authorities are reminding the public to take proper precautions to secure their home deliveries. san mateo county supervisor david canepa says he's hopeful that $267 million in grants will help local police combat so-called porch pirates. >> if you commit retail theft or if you commit a porch piracy, these are serious, serious and personal offenses that should be taken seriously. and so in the spirit of the holidays, our intent is to make people aware and most importantly, most importantly, make sure that people aren't victims. >> and there are some ways to prepare for your deliveries. use a self-service storage locker when possible. you can also

>> ground personnel capturing him until deputies arrived. oh, my god. southwest flight 3172 was still preparing to depart for atlanta around 7:40 p.m. sunday when passengers were told to get off. atlanta businesswoman lakisha martin near the front of the plane. it was really, really, really, really crazy and a lot of chaos. the incident coming as tsa screened nearly 3 million people sunday. it's busiest day on record. the plane had not started taxiing yet. if it had, this could have been much more dangerous. that man was not arrested. instead taken to the hospital. authorities saying he suffered a mental health emergency. victor oquendo, abc news, miami. >> it is day of giving and a fundraiser is being launched to provide some relief for hundreds of unhoused students this holiday season. there are 900 and east side union high school students and families who are unhoused in 2020. that number was just 300 for day of giving

the district and the east side education foundation are launching a fundraiser. it's to supplement the district's mckinney-vento program, a federal program created to protect and support enrollment and education of homeless students. >> we've educated our staff on what what to hear, what to listen for, right? a student may not come up and say i'm homeless, but they may say, oh, i've had a i've been sleeping on my friend's couch for the last week or i don't have a right to school. you know, my dad just lost his job in years past. >> school district officials say they've raised around $30,000 in order to provide $100 gift cards per student. this year, they'll need to raise $90,000 in order to do the same. >> today is giving tuesday. i guess we're also calling it day of giving. and while california attorney general rob bonta is encouraging people to donate, he's also offering tips on how to avoid scams, give to organizations that you trust. >> always do your research before donating. review a charity's website and annual

reeve, abc news, new york. >> developing news in china. scenes of overcrowd hospitals are once again sparking global concern. the chinese government is releasing new details about a surge in respiratory illnesses. health officials say the infections across china are driven by known pathogens, including flu bacterial pneumonia and rsv. they insist they are not detecting a new virus like the world saw with covid four years ago. >> of course, crowded hospitals evoke some serious memories of covid. this is not unexpected given that we are in respiratory virus season and we have reduced immunity as a result of years of lockdowns. >> the chinese government was criticized for its lack of transparency since covid first appeared in wuhan, the country has pledged to strengthen measures and improve transparency around disease control. the world health organization says it believes what china is saying and will continue to closely track the
