sandhya patel, who's taking us through what we're seeing right now. sandhya yeah, the fog is in right now. and let's take a look at a live picture, dan and anna. and you will notice that it is showing up on our tam cam. it is thick across parts of the bay area. we have that dense fog advisory until 10 a.m. tomorrow. so let's get you into the visibility. it's a quarter mile right now in santa rosa, just over a mile in half moon bay as we back out here, show you the wider perspective. it's not just the fog, but the clouds, visibility with a quarter mile or less. this is your dense fog alert. use low beams, leave extra distance, extra time, and then a light level one system is coming our way on live doppler seven, and that is for tomorrow. it's kicking up the surf high surf advisory until 4 a.m. thursday. we're looking at 18 to 22 foot break is expected and risk of rip currents. current wave heights are 12 to 17. there's a beach hazard statement for the risk of strong currents and hazardous swimming right around the santa cruz county area until 4 a.m. thursday. so just timing this all out for

gaza, joining cities like richmond and oakland. >> israeli airstrikes killed three generations of my family at once. >> the country is looking to us as a leading voice in social and racial justice in san jose. >> speaker after speaker demanded city council introduce a resolution in the first place, a cease fire is ceasing fire. >> it means that people stop dying every day. >> my friend ibrahim checks in to say hi, i'm alive. >> following hours of public comment there, mayor matt mehan said city policy prevents council from taking positions on foreign policy. >> should one or more members of the council bring forward a resolution? i just want to be clear with folks that our legislative process would have that land and were it to move forward through the rules committee in january, during the berkeley city council meeting. >> okay, this is my second attempt to restore order. >> calls for ceasefire led to several disruptions for the second week in a row. >> this is not okay. you are too close to the dais. you're too

close to staff. >> the council had to take five minute recess breaks before reconvene, earning the vast majority of people here are simply asking you, our local officials, to call an end to the bloodshed. >> what are you so afraid of? you've got to stand up. you've got to endure and people in hayward asked their city council members to draft a cease fire resolution there. >> two. >> and we are here to invite you to stand with us. we come to you because you have institutional power that we do not. >> public comment in san francisco is still going on at this time, so it is unlikely they will vote on a resolution tonight. there was no vote in berkeley either in hayward. the mayor said they can't make a decision tonight, but some of the city council members said they're interested in continuing the conversation. in san jose, lauren martinez, abc seven news. >> now our mission of building a better bay area means protecting our beautiful local climate and

environment and right now there is a beach trash problem being revealed up on a stretch of coastline in san mateo county. pieces of junk and litter are showing up in the sand. lots of pieces. a neighbor noticed one large pile here at mussel rock beach in daly city. abc7 news reporter tim johns went digging to find the source of the trash and the bigger concerns ahead. >> watching the sunset over the ocean at mussel rock beach, you'd be forgiven for t a littlf heaven. but under the surface of all that natural beauty is a persistent and worsening problem. trash and a lot of it making its way down the bluff and towards the beach. and water. >> we can't treat the ocean in like a supermarket and a sewer at the same time and expect no problems. >> the trash issue stems from an old landfill that was in operation in the area from the 1950s to 1970s until it was built over over the decades. natural erosion and other

factors have slowly chipped away at the terrain, exposing decades of old trash. >> the really scary thing is that in many of these old landfills, we don't really know what was what went into them. >> liz taylor is the president of deep ocean exploration and research in alameda. she says problems with former landfills are popping up all over the country with devastating impacts on everything from the local environment to marine life. >> it comes back to us eventually in in for people that consume seafood. we're consuming plastic at an alarming rate. >> san mateo county supervisor david canepa tells us local leaders are well aware of the problem. he believes that due to its massive scale, fixing it once and for all will require outside help. >> and the only way we're going to solve it is if we double down with federal and state dollars. but even with extra assistance, fixing it won't be easy. >> you're talking not tens of millions of dollars. >> you may be talking 150, $200

million. >> for residents who live nearby, though, they say they just want something to be done. >> we want a beach clean for everyone. we want to help build our tourism and stuff like that. that's one thing that helps the community out. we live here all of our lives, and we like to show people like, listen, you come to pacifica, you're not going to see trash. >> in daly city, tim johns, abc seven news. >> all right. let's move now to tonight's abc7 news advancer at 11. it's our way to put you ahead of some of the headlines. you'll be seeing more of in the days to come. and tonight we start at the state capitol. it's an abrupt change. change to tomorrow's christmas tree lighting in sacramento. this year will now be a prerecorded virtual ceremony. the governor's office tells our sister station in sacramento the change is due to safety concerns surrounding possible protests. here's a look at last year's annual tree lighting event. it featured the oakland interfaith gospel choir, which will perform again this year. governor newsom and first partner jennifer siebel newsom will still host the 92nd annual

event. this year's special guest is a five year old girl, the first native american to assist with lighting the 60 foot red fir tree. it should be a dramatic moment in washington. republican senators are expected to vote against a last minute push for additional aid to ukraine and israel. senate minority leader mitch mcconnell insists that aid be tied to border security improvements. majority leader chuck schumer scheduled a vote for tomorrow on a measure that doesn't include border provisions. schumer accuses republicans of holding ukrainian aid hostage over these demands on border policy change. talks have been at an impasse since friday, trying to negotiate these two topics that have now been tied to one another. and our final abc7 news advancer at 11. a big win for california's high speed rail project. the us transportation department is awarding more than $6 billion for construction on about half of that will go toward a section of the rail connecting merced, fresno and

bakersfield. and another 3 billion will go toward building the high speed rail between las vegas and southern california. officials are hoping to complete that project by the 2028 los angeles olympics. >> tonight, we're making sure our take action san francisco event has long lasting impact. our candidate conversation with mayor london breed police chief william scott and district attorney brooke jenkins touched on solution to everything plaguing san francisco. from homelessness and crime to drugs and an empty downtown on. >> i mean, i have lost friends and relatives to drug overdoses in this city of san francisco. >> tonight, abc seven news reporter tara campbell takes a closer look at the goal of tackling the drug crisis where we are and where we're going on the streets of san francisco, a drug overdose crisis is set to hit new heights. >> the city is on pace for its deadliest year yet amid the fentanyl epidemic and could see the loss of 800 lives. >> these are 800 people who have

mothers, grandmothers and inside the abc7 take action town hall monday roughly 200 people gathered asking city leaders the tough questions. how can we ensure that these numbers go down? next year? >> well, part of it we're already doing we are not only making arrests for those who are dealing drugs on our streets, we're making arrests of people who are using drugs with the hopes of trying to get people into treatment and then the city is now more than six months into a multi-year agency effort to shudder the open air drug market, including california highway patrol, the national guard, dea and the fbi. >> tom wolfe is recovering from addiction to fentanyl and wants to know how long the support will last. >> what can you tell us about our our ability to sustain that operation, to try to close down the organized drug dealing that's happening in san francisco? >> police chief william scott saying as long as it takes. >> we've had some very successful operations.

>> they've already arrested hundreds of drug dealers. >> we're almost at 900, which is almost double where we were this time last year. and those cases are being prosecuted. >> and district attorney brooke jenkins says there's more that could be done to keep drug dealers off the streets, calling on the courts to take more action. >> we have filed over 300 motions to detain defendants in drug dealing cases. that means keep them in custody while their cases are open and we have only had a little over 30 of those motions be granted and so that means 300 drug dealers who are in a revolver door in our courthouse. but some of the audience saying the city is focusing too much on law enforcement moment. >> i'm a little concerned that that we don't have a balanced approach. >> gary mccoy is with healthright 361 of the nonprofits helping people on the streets. and he says there needs to be more efforts put into providing treatment and other services. that is 24 over seven drop in centers that is wellness hubs. >> that is staffing.

>> i would have liked to have heard exactly how they're going to fill the shortages, like how they're going to hire mental health professionals, what they're going to do to bring them in. >> it's a question tanya tillman asked directly. her son, roman struggles with severe mental illness and substance use disorder. how will the city hire an and find the professionals as needed to fit the demand and or fill the demand for our mental health care? >> well, good question. >> yeah, well, thank you for your question, and i can answer that. one of the things that we did, we opened in a year or so ago a linkage center. and in order to staff up the resources necessary part of that emergency declaration gave us the ability to hire a couple of hundred additional mental health and social workers to assist with this issue. we've added more people. we, of course, need to continue to add more.

to pick up another dog, leaving a client's puppy inside the van at california and hyde streets on nob hill. next thing she knew, a stranger was in the driver's seat, taking off with a six month old puppy still inside . someone eventually spotted the van on baker and fell and called the police after hearing about this from a nextdoor post. murray. murray murray? >> yeah. >> hey, get in there, too. hey, we found him. >> oh, they are so happy. here's the family reunion. murray is just fine. he just needed to relieve himself. of course, after being stuck inside that van, all day, police say one person was arrested. >> all right. new developments. an off duty pilot is now being charged with 83 counts of reckless endangerment, not attempted murder for allegedly trying to shut off a plane's engines mid-flight. right. today, a jury determined joseph emerson did not attempt to injure anyone on the flight in october. the pleasant hill native was off duty from his alaska airlines job during the

flight, sitting in the jump seat of the plane's cockpit. the flight was headed to sfo, but made an emergency landing in oregon. emerson claims he was in a dream like state and had consumed magic mushrooms 48 hours earlier. and this all comes as the faa is forming a special committee to possibly change the rules regarding pilots and their mental health experts from the aviation and medical communities will try to find ways to encourage pilots to report and seek care for mental health issues. new rules and recommendations will be made by the end of march tomorrow. the ntsb will hold its first ever summit on pilot mental health, a bay area congress man is on the front lines of the fight to make flying even safer. >> mark. jason is a senior member of the house transportation committee and has authored a number of measures to improve airline safety and efficiency. i spoke with him today from washington. we have all gotten accustomed to ultra safe air travel with thousands and thousands of flights a day, day, a week, a month, a year

with no incidents. it is easy to be lulled into a false sense of security. it is. >> and as somebody who flies across the country almost weekly , i'm aware of that as a consumer, there's a lot of dynamics in this, and we've got to make sure before tragedy hits us that we do everything we can hire more air traffic controllers, make sure that we're training them, training the pilots. congress man jason told me there are 1000 fewer air traffic controllers in the us today than there were ten years ago. >> we've got to hire more, he says, and pay them more as well. >> new at 11, a surprise celebration tonight on what would have been walt disney's 122nd birthday at his birthplace in chicago. young fans gathered in excitement and or singing along to christmas carols in the front yard of his former home. >> before, i actually didn't know he lived in chicago. well, his family house, like, i'm like my mind is blown. >> the night included special

guests to angel reyes, who is the walt disney birthplace ambassador and a former miss illinois from the same neighborhood. disney, of course, parent company of abc seven. and we're happy about walt's big milestone. >> yes, looked cold out there. it doesn't chicago not as cold here, but it is a little chilly. we want to update the weather for you. >> that's right. abc seven news meteorologist andy patel is here. sandhya. >> yeah, and dan and ama, we do have the fog outside right now. i want to show you the weather alert that you need to know about first thing tomorrow morning. we have not only the fog around, but we're going to start to see some wet roadways as rain is going to be coming in. so watch out for areas of fog and slick roads due to rain. large breakers along the coastline. so three things that you do need to know, uh- visibility right now, three quarters of a mile in santa rosa just dropped to one half a mile, just over a mile there in half moon bay, you'll notice three miles from novato to napa, six miles out towards livermore. so it is going to be murky first thing tomorrow morning with the fog around our live tower camera views right now not showing a

whole lot of dense fog. sfo and mount tam is showing the fog but temperatures and dew points are getting close together and that means that we're going to be seeing heavier fog towards morning. right now we do have the fog and higher clouds up above the system that is headed our way has been really just pushing all of its moisture in the pacific northwest. they've been getting slammed with rounds and rounds of rain along with that atmospheric river. they're seeing the flooding issues as rain is falling on top of the snow and they have seen rain measure in inches here in the bay area. we've got temperatures in the 40s and 50s. so it's not terribly cold out there. as a matter of fact, live view from our sfo camera right now. dense fog and patchy drizzle overnight tonight. rain returns tomorrow, showers on thursday and we're expecting colder nights and mornings for the end of the workweek. first thing tomorrow morning, not only will we have that heavy fog, but there's going to be some patchy drizzle. temperatures in the 40s and 50s. if i were you, i would give yourself that extra time to get to where you need to go, whether it's a commute or taking your

kids off to school because you will need that time tomorrow afternoon. prepare for the potential for a rough start to the afternoon commute as it is going to be still raining. so 50s and 60s for the afternoon hours on our storm impact scale. this is a light level one light to moderate rain tomorrow. brief downpours, breezy conditions as rough and dangerous surf along the coastline, which is why we have that heavy surf advisory going first thing tomorrow morning, 8:00. you see that fog around here comes the rain. at 11 a.m. it starts to push south and eastward. by 1:00, widespread rain is moving through the bay area. it is going to be briefly heavy. as i mentioned, 3:00, still looking at some wet weather around the region. and by 4:00 pm a few scattered showers remain that will linger into the early evening hours. and then we have another round coming on thursday. so rainfall estimates through tomorrow night will range from about 15 hundredths of an inch to about a half an inch for most of you. there will be some spots that pick up more than that, especially in our

wetter locations in the sierra. this is a winter weather advisory for thursday morning through thursday night, up to a foot for the peaks, looking at up to eight inches above 4000ft. so if you're traveling up there, carry those chains and this is expected to be one of the significant snow events of the season, 21in at donner, 11in at kirkwood. by thursday night. here's your accuweather seven day forecast. a level one for tomorrow. watch out for the fog in the morning and then the rain at a level one for thursday with those scattered showers. hanukkah begins at sundown and as we head into friday and saturday, we are looking at colder mornings with the potential for frost. milder afternoons coming our way next week ama and dan. we'll
