is a beach trash problem being revealed up on a stretch of coastline in san mateo county. pieces of junk and litter are showing up in the sand. lots of pieces. a neighbor noticed one large pile here at mussel rock beach in daly city. abc7 news reporter tim johns went digging to find the source of the trash and the bigger concerns ahead. >> watching the sunset over the ocean at mussel rock beach, you'd be forgiven for thinking you found a little piece of heaven. but under the surface of all that natural beauty is a persistent and worsening problem. trash and a lot of it making its way down the bluff and towards the beach. and water. >> we can't treat the ocean in like a supermarket and a sewer at the same time and expect no problems. >> the trash issue stems from an old landfill that was in operation in the area from the 1950s to 1970s until it was built over over the decades. natural erosion and other factors have slowly chipped away

at the terrain, exposing decades of old trash. >> the really scary thing is that in many of these old landfills, we don't really know what was what went into them. >> liz taylor is the president of deep ocean exploration and research in alameda. she says problems with former landfills are popping up all over the country with devastating impacts on everything from the local environment to marine life. >> it comes back to us eventually in in for people that consume seafood. we're consuming plastic at an alarming rate. >> san mateo county supervisor david canepa tells us local leaders are well aware of the problem. he believes that due to its massive scale, fixing it once and for all will require outside help. >> and the only way we're going to solve it is if we double down with federal and state dollars. but even with extra assistance, fixing it won't be easy. >> you're talking not tens of millions of dollars. >> you may be talking 150, $200 million. >> for residents who live

is a five year old girl, the first native american to assist with lighting the 60 foot red fir tree. it should be a dramatic moment in washington. republican senators are expected to vote against a last minute push for additional aid to ukraine and israel. senate minority leader mitch mcconnell insists that aid be tied to border security improvements. majority leader chuck schumer scheduled a vote for tomorrow on a measure that doesn't include border provisions. schumer accuses republicans of holding ukrainian aid hostage over these demands on border policy change. talks have been at an impasse since friday, trying to negotiate these two topics that have now been tied to one another. and our final abc7 news advancer at 11. a big win for california's high speed rail project. the us transportation department is awarding more than $6 billion for construction on about half of that will go toward a section of the rail connecting merced, fresno and bakersfield. and another 3

the abc7 take action town hall monday roughly 200 people gathered asking city leaders the tough questions. how can we ensure that these numbers go down? next year? >> well, part of it we're already doing we are not only making arrests for those who are dealing drugs on our streets, we're making arrests of people who are using drugs with the hopes of trying to get people into treatment and then the city is now more than six months into a multi-year agency effort to shudder the open air drug market, including california highway patrol, the national guard, dea and the fbi. >> tom wolfe is recovering from addiction to fentanyl and wants to know how long the support will last. >> what can you tell us about our our ability to sustain that operation, to try to close down the organized drug dealing that's happening in san francisco? >> police chief william scott saying as long as it takes. >> we've had some very successful operations. >> they've already arrested hundreds of drug dealers.

>> we're almost at 900, which is almost double where we were this time last year. and those cases are being prosecuted. >> and district attorney brooke jenkins says there's more that could be done to keep drug dealers off the streets, calling on the courts to take more action. >> we have filed over 300 motions to detain defendants in drug dealing cases. that means keep them in custody while their cases are open and we have only had a little over 30 of those motions be granted and so that means 300 drug dealers who are in a revolver door in our courthouse. but some of the audience saying the city is focusing too much on law enforcement moment. >> i'm a little concerned that that we don't have a balanced approach. >> gary mccoy is with healthright 361 of the nonprofits helping people on the streets. and he says there needs to be more efforts put into providing treatment and other services. that is 24 over seven drop in centers that is wellness hubs. >> that is staffing. >> i would have liked to have heard exactly how they're going

to fill the shortages, like how they're going to hire mental health professionals, what they're going to do to bring them in. >> it's a question tanya tillman asked directly. her son, roman struggles with severe mental illness and substance use disorder. how will the city hire an and find the professionals as needed to fit the demand and or fill the demand for our mental health care? >> well, good question. >> yeah, well, thank you for your question, and i can answer that. one of the things that we did, we opened in a year or so ago a linkage center. and in order to staff up the resources necessary part of that emergency declaration gave us the ability to hire a couple of hundred additional mental health and social workers to assist with this issue. we've added more people. we, of course, need to continue to add more. >> i would like to have heard a

today, a jury determined joseph emerson did not attempt to injure anyone on the flight in october. the pleasant hill native was off duty from his alaska airlines job during the flight, sitting in the jump seat of the plane's cockpit. the flight was headed to sfo, but made an emergency landing in oregon. emerson claims he was in a dream like state and had consumed magic mushrooms 48 hours earlier. and this all comes as the faa is forming a special committee to possibly change the rules regarding pilots and their mental health experts from the aviation and medical communities will try to find ways to encourage pilots to report and seek care for mental health issues. new rules and recommendations will be made by the end of march tomorrow. the ntsb will hold its first ever summit on pilot mental health, a bay area congress man is on the front lines of the fight to make flying even safer. >> mark. jason is a senior member of the house transportation committee and has authored a number of measures to improve airline safety and efficiency. i spoke with him today from washington. we have

just over a mile there in half moon bay, you'll notice three miles from novato to napa, six miles out towards livermore. so it is going to be murky first thing tomorrow morning with the fog around our live tower camera views right now not showing a whole lot of dense fog. sfo and mount tam is showing the fog but temperatures and dew points are getting close together and that means that we're going to be seeing heavier fog towards morning. right now we do have the fog and higher clouds up above the system that is headed our way has been really just pushing all of its moisture in the pacific northwest. they've been getting slammed with rounds and rounds of rain along with that atmospheric river. they're seeing the flooding issues as rain is falling on top of the snow and they have seen rain measure in inches here in the bay area. we've got temperatures in the 40s and 50s. so it's not terribly cold out there. as a matter of fact, live view from our sfo camera right now. dense fog and patchy drizzle overnight tonight. rain returns tomorrow, showers on thursday and we're expecting colder nights and mornings for the end of the workweek. first thing tomorrow morning, not only will we have

that heavy fog, but there's going to be some patchy drizzle. temperatures in the 40s and 50s. if i were you, i would give yourself that extra time to get to where you need to go, whether it's a commute or taking your kids off to school because you will need that time tomorrow afternoon. prepare for the potential for a rough start to the afternoon commute as it is going to be still raining. so 50s and 60s for the afternoon hours on our storm impact scale. this is a light level one light to moderate rain tomorrow. brief downpours, breezy conditions as rough and dangerous surf along the coastline, which is why we have that heavy surf advisory going first thing tomorrow morning, 8:00. you see that fog around here comes the rain. at 11 a.m. it starts to push south and eastward. by 1:00, widespread rain is moving through the bay area. it is going to be briefly heavy. as i mentioned, 3:00, still looking at some wet weather around the region. and by 4:00 pm a few scattered showers remain that will linger into the early evening hours. and then we have another round coming on thursday. so rainfall estimates
