just to get back on city sidewalks. good morning. welcome to thursday, december 7th. >> let's check on the weather with meteorologist drew tuma. >> hey, good morning. so we have a little bit of drizzle out there. another round of showers on the way later on today. here's live doppler seven, you can see a little bit of green on the screen. we have some light drizzle in spots. but what we're watching is another quick moving cold front. the wider view showing you this front is going to swing through here right around midday today and bring us some light scattered showers for a couple of hours on the abc seven storm impact scale today. it's another level one light storm. we'll deal with today. scattered showers, a brief downpour here or there, but they will be very isolated and the biggest impact will be slick travel and some breezy conditions. let's break it down area by area starting at pretty clear inland today. it's around noon. you have the best chance of a shower. some clouds right now around the bay. not too bad. we'll have showers midday before we clear out in the afternoon. it's a similar story along the coast with those temperatures in the upper 50s to the lower 60s.

reggie thank you, drew. >> developing news out of las vegas. the person suspected of a deadly attack on the unlv campus has been identified as a man in his 60s. and sources tell abc news he had applied to be a professor at the school but was not hired. jobina is at the live desk with what we know about the investigation this morning. jobina >> thank you, reggie. authorities credit the responding officers with saving countless lives when the gunman opened fire at unlv, killing three people just before noon yesterday. the sheriff says students were gathering outside a building that houses the business school. they were playing games and eating when the gunfire started inside the building, police arrived and told people to, quote, run, hide , fight. video shows students scrambling to get away. many barricaded themselves in classrooms. about 40 minutes later, two university detectives killed the suspect in a shootout outside the building. >> we heard a bunch of shots and the second police got there, they went in and more shots fired. >> everybody starts running in

the opposite direction. i nearly got trampled like some girl fell over herself, going down the stairs. >> police identified the suspect as 67 year old anthony polito. investigators are searching an apartment in henderson, nevada, believed to be his home police also say the three victims were faculty or staff, not students. stephanie jobina, thanks. >> abc abc7 news also spoke with a unlv student from the bay area. kaitlin tineo was at the university when the shooting happened. she was actually on the other side of the campus when she got the alert from the school. >> i ran to the student apartments across the street because i knew people who live here and then i've just been here ever since. i don't feel safe anymore at all. finals are next week and all of my finals are supposed to be in person on the university. >> she brought therapy dogs to help students and staff ease their fear and stress. the

campus will be closed for the rest of the week. in the east bay, richmond has called a special meeting next week to deal with numerous complaints about a citywide stench. >> the city's mayor says it comes from a private sewage plant and it needs to be addressed immediately. here's the statement from the mayor's office that reads there are some things that are non-negotiable unless you're completely desperate. governor moments have a duty to provide residents with these non-negotiables. the air we breathe is one of those things. now, this has nothing to do with the recent flaring incidents at a chevron refinery in the city. those resulted in air quality officials issuing several violations happening today. >> financial relief may be on the way for struggling san francisco's street vendors after they were banned from selling items along mission street. abc7 news reporter lena howland is live at city hall and lena, the mayor is expected to make an announcement as soon as this morning. stephanie good morning. that's right. abc7 news has learned that the mayor is expected to announce an emergency relief package for low

income households for these street vendors that have been struggling to make ends meet. >> just two weeks into the 90 day street vending ban, many street vendors are pleading for city officials to intervene and help them, saying they don't have the money to pay rent next month. the two locations where vendors are selling from rented out from the city aren't getting much foot traffic. the first is at 2137. mission street, with room for at least 43 vendors to sell indoors. and the second is lilac alley with nine spots for vendors at the first location. juan mendoza told us in the last two weeks he's made $250. before the ban, he used to sell three times that amount a week. now he grabs his merchandise and persuades people to go in. >> you have to do hacer, todos los dias. this is what i have to do every day to stand out here. >> edificio pienta and start promoting what's happening inside.

>> we're trying to help as many people as possible, but unfortunately, as you can see, people are not coming to the placita and people are really losing in their income right now . >> keep in mind, the city originally imposed the street vending ban two weeks ago as a strategy to get rid of unpermitted vendors selling stolen items on the sidewalk works in an effort to help these street vendors. the mayor is also expected to announce plans to launch a marketing campaign to better promote these marketplaces and local businesses in the area. live in san francisco, lena howland, abc seven news. >> thank you, lena. we're now getting a better picture of how apec impacted businesses in san francisco. the summit brought tens of thousands of people to the city, but business owners say they didn't see an economic boost. the budget finance committee heard from them yesterday, according to a report from the yerba buena community benefit district, eight hotels in the neighborhood did very well, but a majority of the 113

restaurants and cafes did not. the number of visitors was down by over 33. revenue was down an average of 64. >> as apex started to step in, we anticipated a three day heavy closure with a little setup. it was much larger than expected. as we can all know, it really became a ten day shut down for the entire neighborhood. >> and they're saying that the advice for workers is stay home in fear of a lot of traffic. also played a role in their business downturn. the board of supervisors anticipated there would be some impact. they passed a resolution on setting aside $10 million to help small businesses, as it's yet to be determined how much money affected businesses will actually get. >> we have precedent for going up to around $50,000 per business. i think that's a good goal. the businesses would have to provide financial loss, although some of the money is actually going to go to cover overtime for 911 operators. >> they were mandated to work extra hours during apec as part

of the emergency response plan. the holidays are starting to come alive in san francisco and small businesses say that that is helping along. the ferry building held its annual holiday open house last night. shop owners say they get a lot more customers from november through valentine's day. and in chinatown, the chinatown merchants association hosted its holiday lights festival. >> the cluster of businesses is what makes chinatown special because you can be on the same block and there is entertainment, there is food, there is a bar, there is. there are small restaurants that you can visit. >> and some customers we spoke to tell us that they are shopping local for the holidays. san francisco city hall getting in the spirit as you can see, it was lit up in red and green last night for the annual civic center tree lighting 5 to 8 this morning. >> here's our san jose camera, a live look we have partly cloudy skies here and we're going to see another round of some light showers around lunchtime with our next cold front. but temperatures right now, most of us starting out in the 40s and low 50s. san jose, we're at 47

solve the homelessness problem that has stuck with the city for years. during our take action san francisco town hall event, abc7 sat down with city leaders who told us things are changing by taking a more forceful approach. h. abc7 news reporter luz pena is looking at what the city is doing to solve the problem and what standing in the way. >> there are nearly 8000 homeless individuals in san francisco, according to the latest count and the city spends 5% of its $14 billion budget tackling homelessness. when questioning the top three city leaders on this crisis, the audience pointed out many of those living on the streets seemingly disappeared during apec and dreamforce and the audience wanted to know why and how it was done so quickly. >> we've made significa progress, and the fact is it wasn't because of apec. we made

progress because we got clarity on a court decision. mayor breed blamed part of the homeless crisis on the ninth circuit court decision that prevented the city from moving people who declined shelter. we were not able to move people the way that we're able to move people now. >> the court decision came after a lawsuit was brought forth by the coalition on homelessness. the executive director for the coalition was sitting in the front row when the mayor pointed out the legal challenge. >> swease have groups that are suing the city for the things that we are and aren't doing. did you notice that she looked at you when she talked about suing the city? >> i did notice that, yeah. and i you know, the lawsuit is a way for us to push the city to have more shelter. guess what? they added more shelter beds since we filed this lawsuit. >> according to the mayor, the city offered 300 people housing and shelter in the month of november. only 100 accepted. the executive director for code tenderloin pushed back on why many tell her they decline

shelter people are turning down shelter because it's not a safe place for them. >> we have to come with out-of-the-box solutions. >> in a recent san francisco report found 54% of people experiencing homelessness declined. shelter district attorney jenkins, is there anything legal? >> all that can be done. so no, i think the recourse is obviously outside of the criminal justice system. >> but is it? it is. i mean, the criminal justice system is just say no, i'm camping here. well, no, they have to be made to be uncomfortable. is the truth of the matter. we cannot make it comfortable for them to pitch a tent on our sidewalks and stay. >> abc seven take action. san francisco brought opposing views face to face after the town hall , we noticed chief scott and the executive director for the coalition on homelessness talking. we asked about it. >> the end of the day, you know, they asked not just for jennifer and me, but i think for everybody. so we have to work together on these things. we're not going to always agree after one hour of tough questions for san francisco's top leaders,

interpreter. the new charges stem from a separate incident involving a different group of children. prosecutors did not go into detail about what happened, but they added seven misdemeanor counts. the women face felony charges in the drownings, and the defendants had one job most important above all, which was to return them to their parents safely. >> they did not do that. >> neither the women nor their lawyers commented after yesterday's hearing. they are due back in court at the end of the month. new developments on the israel-hamas war. today marks two months since the war started and israeli troops and hamas militants continue battling in the center of gaza strip's second largest city. the ground offensive has prevented aid groups from delivering food, water and other supplies. the us and its g7 allies are calling for crossings from gaza into israel to be open for the transfer of humanitarian aid. officials say more than 80% of households in southern gaza are suffering from inadequate food

into the 30. then the weekend outlook is nice. we will have sunshine both saturday and sunday. but we do have some chilly mornings, both days live doppler seven along with satellite. here's our next rain maker. you can see it approaching the coastline right now. this front is a fast moving system. the rain is not going to linger all that long. it's about a five hour window today between 9 a.m. and 2 p.m. that our level one light storm will bring scattered showers, an isolated downpour. and the biggest impact is just some slick travel. here's future weather by 9 a.m, showers moving into the north bay as we approach noon. those showers are breaking up the more scattered in nature. but we'll still track them into the early afternoon as this front crosses the east bay and the south bay. and then after about 2 to 3 p.m, we're done with this storm. the skies will clear and we'll have that chilly air moving in. rainfall estimates really low. just a few hundredths of an inch in most spots where we see those showers for the middle part of our day. highs in the upper 50s to the lower 60s. today we are a bit below average because of this cold front. look at these numbers in the north bay. later on tonight, going well into the
