on thursday night and kept officers at bay for hours. this all happened right off monument boulevard in pleasant hill near a busy shopping center for abc abc7 news reporter suzanne fawn tells us the police chief is now under scrutiny for ordering officers to leave the scene before that standoff ended saturday afternoon. police were still on scene at this home on cleopatra drive. hours after 40 year old chungliang chow turned himself in, police say chow fired a shotgun through a locked garage door thursday night, injured his wife as she tried to get into their home. her injuries were not life threatening. on this saturday, the police chief had a lot of tough questions about their handling of the standoff. so the big question on many minds is why did officers leave the armed suspect barricaded alone in his home? and why did officers leave? late thursday night, we didn't completely leave. >> we had surveillance going. we had undercover. we had ready response team of patrol officers ready to go as well. >> the police chief admits the

swat team did leave the scene, but he says detectives were constantly monitoring chow's social media account and he felt he wasn't a threat to the general public. >> i thought it was the best way to de-escalate plate this situation. i also felt, and some of us felt based on our investigation, that he may have a resentment or hostility towards law enforcement. it being that he used to be law enforcement and he may have been suffering from mental health crises. police officers returned to the home friday evening. >> the chief says chow fired as many as 30 rounds at an armored vehicle overnight. he surrendered peacefully just before 8 a.m. saturday, about 1000 people were impacted by the standoff, according to the chief. they couldn't leave their homes or return home. yeah, that was very unfortunate. >> we regret that. >> neighbors we talked to had mixed reactions. >> it's hard to judge a judge. i think. i think they know what they're doing. >> amy geske lives in the neighborhood. >> i want to give the police credit and think that they are doing the right thing. but it

. police say the victim tried to stop someone from stealing when the suspect fired several shots, then drove away. there have been no arrests in this case. issues around crime and safety continue to dominate public debate in oakland. a community safety forum held this afternoon attempted to address those concerns, but also highlight progress and improve moments. the mayor and acting police chief were among those in attendance. abc7 news reporter anser hassan was also there to have accountability to have action or to have transparency. >> oakland city council member trevor reed held a public safety forum with local, county and state officials. i wanted them to know the investments that we have made. >> i wanted them to hear some of the outcomes that we've been able to deliver on. >> joining reed was acting police chief darren allison. they say since the launch of several initiatives this summer, such as bringing in the chp and foot patrol officers, east oakland's crime corridors have seen a 40% reduction in crime decreases in robberies occurring

in that area. >> so whenever you are very intentional and your approach and you bring a presence and follow on investigations, you will absolutely see an impact. >> there were also tough questions from the crowd. i am the mayor, so i take full responsibility for that. oakland mayor shengtao and airing a question about why oakland missed a multi-million dollar state grant deadline to tackle retail theft. others in the audience praised the progress being made, but not convinced it will last. >> dialog is always going to be good. the concern is that we get dialog, but we don't get follow through. >> this all comes as oakland faces a historic deficit in california, is expecting a $68 billion shortfall. california state assembly member mia bonta says that calls for more coordination across jurisdictions. >> that means that we need to lean into coordinated services to make sure that we are not focusing on duplicated services. and we are being very focused on in addressing the equity gaps

that exist. >> reed also spoke of a new public safety task force that will launch in january. it will work with other cities and counties to share strategies, technology and data to tackle crime. she also discussed a new policy to ensure equitable delivery of services, meaning parts of the cities that are in most need of services will get them first and through the city. >> administrator, who has a directive over those departments that he can help to get that done through that policy. otherwise, we have to get five city council votes to get what communities need, and that process has disserved us and has led to decades of disinvestment for communities like east oakland. >> in oakland, anser hassan abc7 news. >> all right, turning now to the weather. it is another chilly night out there for at least some parts of the bay area. spencer standing by with how long this is going to last and how low the temperatures will go. >> okay. diane willis chilly already and it's going to get even colder in the overnight hours, obviously. let's take a look at some of our current temperature readings. you can see it's down to 34 degrees already in petaluma. we've got

36 at napa, 38 fairfield, santa rosa, 39 and 40 at concord and livermore. there are some other locations that are beginning to get a little bit chilly as well. not quite so cold as the ones i just showed you. 50 right here in san francisco, half moon bay, 52. that's balmy compared to the way it's going to be overnight in some of our inland locations. we have mid 40s right now at san mateo, san jose, hayward and oakland. now in the absence of clouds under these clear skies, temperatures will continue to drop and a frost advisory will be in effect from midnight tonight until 10:00 tomorrow morning for the interior valleys of the north bay where low temperatures will drop down to perhaps even slightly below freezing. 32 degrees. and under these conditions, frost can kill tender plants. so please bear that in mind. it's going to be shivery tomorrow morning i'll have the complete accuweather seven day forecast a little bit later on. all right, sounds good. >> spencer, thanks. well, some sad news to pass along tonight coming out of the south bay. longtime community leader frank fiscalini has died at the age of

101. he was a school superintendent in san jose and in 1990 lost one of the closest mayoral races in city history by just about 2000 votes. he then ran for city council in 1992 and was elected serving two terms. fiscalini also was a founding board member of opera san jose and was a supporter of numerous arts and education programs throughout the city. today, san francisco police collected nearly 200 guns at their annual gun buyback program. those who turned in guns received $100 and $200 for assault weapons. this was a no questions asked event, according to a report, 1 in 3 homes with children have firearms and many of them are loaded and unlocked. organizers say this event is saving lives. >> i'm i'm very supportive. >> we are very supportive of the second amendment. we believe individuals have the right to defend themselves. but there's a lot of loose guns out there. there's a lot of households with individuals who are not trained

in gun safety. and people are being hurt. kids are being murdered. so we have to do something. doing something is better than doing nothing any day. >> san francisco police are still offering free gun locks to gun owners who want one in. three students at san francisco high schools are accused of bringing guns to school yesterday. two of the students attend george washington high school in the outer richmond. one had a gun in a bag and was injured during a struggle with school staff over that bag. the second student had an air gun. the third attends galileo academy of science and technology in russian hill. police don't think those cases are related? no charges were filed and officers say there is no indication that the students plan to use those weapons on campus as well. a reckless driver led chp on a high speed pursuit spanning three bay area counties just after midnight. take a look. helicopter footage captured the 45 minute chase. they crossed the bay bridge driving over 120 miles an hour.

the car lost multiple tires after hitting spike strips, but continued on the rims for some time until the driver eventually lost control and crashed. five people in the car were taken into custody. and chp is investing, waiting over in the north bay. a large corn spill led to some road closures in sonoma county today. it all happened when a truck overturned along highway 116 near stage gulch road in lakeville. chp says the 53 foot long trailer flipped as the driver successfully avoided a collision with the driver who pulled out in front of him. the truck crashed into a small creek bed and also hit a p-g-and-e's power pole. still ahead tonight on abc seven news at 11. is this the end of an era? why san francisco is anchor steam. beer may soon be gone forever. and in antioch, family is doing more than just lighting up the night with its epic disney themed holiday display. the cause they're helping and why this year has

towards the comeback of a new anchor brewery, though reopening that may be a long shot to morrow provides a rare opportunity to see two ink paintings together in the us. the masterpieces, titled six persimmons and chester utz, are on display at san francisco's asian art museum. this is the only weekend you can see them both together. six persimmons is also called the zen mona lisa. after tomorrow, it leaves the us and may never return. chestnuts will be on display through the end of the year attributed to the 13th century monk muqi. they were painted in china and crossed the sea to japan. since arriving there in the 16th century. the paintings had never left that is, until now. new at 11 tonight in antioch, family is making sure families have presents for the holidays. they held a toy drive at their house, which is all decked out with disney characters. as abc seven news reporter ryan curry shows us why this toy drive is not

just helping those in need, but this family as well. >> almost every neighborhood this time of year has a home with a dazzling display. the home of the vistoli family in antioch fits that description. it's not just the thousands of lights. it's the decorations, the whole yard is filled with cutouts of iconic disney characters. so how many cutouts do we have now? >> there's a total of 71. >> gary vitali is the mastermind behind this display, a true diehard disney fan. he doesn't want the joy of visiting disneyland to end when you leave the park, when the holidays come around. he wants to bring that joy to this community. >> for me to be able to bring a just a small smidgen piece of that here and have people say, god, this is like going to disneyland. oh my goodness. that that was what i was trying to achieve. >> but it stretches further than just being a unique way to decorate for the holidays. they held a toy drive saturday. throughout the night, cars drove

by, dropping off money or toys that will go to families who can't afford them. how successful is it this mountain of toys says it all. there is enough here for over 100 families. it's just really fun that people are seeing it and they're coming and they're being involved as well, too. >> and there's people that we don't even know. so that's wonderful. kristen vitali says this is the fourth year they've had this toy drive, but the last two years have been difficult. >> she is battling breast cancer and wasn't able to attend the drive last year. this year she can, she says, helping other families gives her energy to progress through her treatment. >> people say, oh my gosh, you're still going to do it. of course we're going to do it. i want to do it. i can't not do it. i wouldn't it wouldn't be the same. >> they are partnering with the antioch police department, families receiving the toys can come by the department and apply for the program. they say it leaves a lasting impact on those families. >> we know that they're going to take those home and that on christmas morning, those kids that might not have gotten any gifts at all are going to have an opportunity to have gifts. so for us, that's huge. and i think it really impacts the community

but we still have the chill. here's a look from our sutro tower camera looking actually, this is from mt. tam. a great view under clear skies of san francisco where it is 50 degrees right now. all these other locations are in the mid 40s, oakland, hayward, san jose, san mateo and half moon bay all around 45, 46 degrees. now looking down onto san francisco from sutro tower. also under clear skies. check out these temperature readings. 34 degrees at petaluma and still dropping 36 degrees right now at napa. fairfield 38, 39 at santa rosa. and 40 apiece at concord. and livermore. on we go to a look at our forecast headlines overnight . it's going to be frosty in the north bay valleys and tomorrow we can expect a mixture of sun and clouds. and as we go into next week, mainly sunny days lie ahead. it'll be milder as well in the upcoming week. but there's a little wet surprise for us at the end of next week possibly. but first, let's concentrate on tonight. it's going to be quite cold across the entire bay area, but particularly in the north bay

interior valleys where frost advisory will be in effect from midnight tonight to 10 a.m. tomorrow. temperatures will drop as low as 32 degrees in many locations. some spots will probably be a little bit below freezing. and of course, frost can kill tender plants. so bear that in mind. if you've got vegetation out there that you are concerned about overnight, low temperatures across the board generally down to about 40 degrees around the bay shoreline , a bit lower at fremont where it'll drop down to 38 degrees. south bay lows about 40, 41 inland east bay, mid 30s at concord and livermore vallejo over to antioch, 39 degrees. 33 will be the low at fairfield and at santa rosa. again there will be locations that will drop down below that. even so, the forecast animation overnight shows lots of areas of clearing, even with the presence of some high clouds. and that's the way we'll start the day tomorrow. high temperatures tomorrow mainly right around 61 or 62 degrees around the bay shoreline . and inland, it'll be even cooler than that in the inland east bay where antioch and

concord will reach only 58 degrees. and here's the accuweather seven day forecast excuse me, cold air is making me sniffle. so the morning chill followed by a few high clouds tomorrow but it'll be a bright sky tomorrow with high temperatures mainly in the low 60s. now it warms up a bit on monday. sunny or milder with high temperatures in the mid 60s, both around the bay shoreline and the inland. and then temperatures drop off a little bit, a couple of degrees or so. on tuesday, we'll have a mix of sun and clouds on wednesday. then thursday and friday starts to get even milder. saturday day may be the mildest day in the seven day forecast period, yet saturday also may bring a chance of rain. >> so we'll watch that closely. >> interesting week ahead. >> we shall see. spencer thanks. okay, diane. well, santa sure did come to town this saturday. why? you likely saw plenty of imposters roaming the streets of san francisco

universities and colleges where students are reporting high incidents of anti-semitism and islam phobia. the university of pennsylvania and harvard among them derrick dennis, abc news, new york. >> now to the latest on the conflict in the middle east. the us state department sent an emergency declaration to lawmakers late last night. it outlines the sale of thousands of munitions to israel. the move bypasses the standard 20 day period that lawmakers typically get to review such a sale. the us also vetoed a cease fire resolution in the united nations security council. one of the reasons cited was it did not condemn hamas's attack on october 7th and the israeli military has expanded its offensive across central gaza and issued a new evacuation order today. gaza residents say israeli forces are bombing areas where civilians were told would be safe. at least six people have died and dozens more injured following severe weather

in tennessee today. at least two tornadoes and strong thunderstorms moved through the state, which caused widespread damage and knocked out power to thousands. emergency crews are still searching for more dead or injured in the aftermath. one child is among six killed in clarksville and madison near nashville. officials there are working to establish red cross shelters and respond to ongoing calls for help. well, tis the season for getting together with family and friends, but those gatherings could help spread respiratory illnesses. hospitals in california and across the country are seeing an uptick in cases. here's abc's morgan norwood. respiratory illnesses are on the rise and increasing in parts of the country. >> the cdc says 15 states plus new york city are seeing high or very high levels of respiratory illnesses, which is defined as people going to the doctor with symptoms that include fever, cough and sore throats. rsv hospitalizations remain elevated

among children under four and are also increasing in adults over 65. >> rsv is a virus that causes an inflammation of the upper airway and also leads to a lot of secretions and mucus production. >> there is an rsv vaccine that the cdc is recommending for adults over 60 and for pregnant women. the vaccine can then help them produce antibodies that they can transfer over via the placenta to their fetus. according to the cdc, flu hospitalizations are rising, but the number of new admissions still remains low. the southeast and south central areas of the country reporting the highest level of activity. covid hospitalizations have reached levels not seen since february, particularly among babies, young children and older adults. but hospitalizations are still lower than what was seen this time last year. the cdc is tracking a rising covid sub-variant called j. one, which is estimated to be making up more than 20% of the current cases nationwide. but there's no evidence that j. and

five mile tunnel beneath the delta river. it would divert water from the sacramento river intended to secure a water supply from its storm flooding. the report shows environmental troubles with the plan. construction would threaten endangered fish species, convert a significant amount of farmland and impacts tribal cultural resources, including burial grounds. even so, the release of this report is a major step towards the expected approval of the project. the massive ccu lightning complex fire devastated the spectacular redwoods of big basin state park three years ago. but today they are still standing and in many cases making a miraculous recovery. three researchers now say they know why. abc7 news reporter dustin dorsey shows us what they found inside the trees. that's been the key to their survival. the historic fires of 2020 took an incredible toll on nature's giants. >> reminders of the ccu lightning complex fire remain on

the mighty redwoods at big basin redwoods state park in the santa cruz mountains. but these hundreds of years old trees remain resilient. >> you know, it wasn't clear initially if they were going to survive. you know, there's not really a precedent for this kind of event. you know, my first impression was this park is destroyed. you know, um, but pretty quickly it became apparent that a lot of those trees had actually survived biology. >> drew peltier and a team from the save the redwoods league in northern arizona wanted to learn why that was. they knew that some of the biggest redwoods have up to a foot thick of bark to protect the insides of the tree. and when it comes to fighting against fires, the study learned what's on the inside matters. >> trees produce sugars from photosynthesis, and then they kind of have two choices. they can use it for growth or metabolism or something, or they can store it for later. they have these really old 50 to 100 year old carbon reserves that have accumulated for many decades that they can draw upon to build new leaves and do new photosynthesis. >> that's what we saw when we visited the park. new life, from what some experts thought was

the death of the tree, the new sprouts coming from what's known as a bud trace, a line that runs from inside the tree to the surface that could lead to new leaves, peltier says in a big, logical anticipation of an event like the wildfires. some of these trees grew. the bud traces thousands of years ago. so in a sense, then the trees were actually more prepared for the fire than we were. >> yeah, yeah. and so that's kind of the surprise, is that the trees actually, you know, they were able to survive it and they're able to recover. they're not going to look the same as they did in the past and it's going to be a while. um, as to whether or not they'll survive, it seems like they're doing okay, but perhaps they'll be more sensitive to things like drought or definitely a repeat fire. and so those are the types of things that we would hope to avoid for them. >> climate change may make it harder on these trees, but we're learning they remain equipped to survive for the long haul at big basin redwoods state park, dustin dawsey, abc7 news. >> yeah, the resilience of these trees is just remarkable. yeah, we're learning how to adjust and adapt to climate change. >> maybe, maybe not quickly

enough. yeah but we're working on it. yeah. meanwhile we're working on staying warm here in the bay area right now because it's getting cold out there. in fact, especially in the interior valleys of the north bay where a frost advisory will go into effect in just a few minutes and will remain in effect until 10:00 tomorrow morning. overnight lows could drop down to freezing down to about 32 degrees, even lower, possibly in some places. and frost bear mind can kill tender plants. now, overnight lows will be in the low to mid 30s in parts of the north bay, mid to upper 30s in the inland east bay and about 40 degrees, perhaps a little bit lower right around the bay shoreline. so all parts of the bay area will feel the overnight chill tonight. then tomorrow, look for a mix of clouds and sun. more sun than clouds. highs will range from about 60 to about 62. that's as much as much of a range as we'll have tomorrow, except a couple of spots in the inland east bay will be even cooler than that. they'll only reach upper 50s. here's the accuweather 70 forecast. you see it gets milder by several degrees on monday and then temperatures drop a couple
