a smelly gas got released from a wastewater sewage plant. then a burned tire odor was picked up from the chevron refinery. that was on friday. >> yeah, and neighbors have had enough. it kicks off tonight's abc seven advance for at 11 our way of getting you ahead on some storylines you'll be hearing more about in the days to come. abc seven news reporter tim johns takes it from here. >> the environmental problems are stacking up in richmond. first, several flaring events at the local chevron refinery two weeks ago. then last week, a petroleum smell near chevron, as well as a heavy stench coming from the city's wastewater treatment plant. the cause elevated levels of hydrogen sulfide. >> it was unbearable. and i can't imagine anyone having to spend more than a minute enduring that smell. >> mayor eduardo martinez says he's had enough. he tells us on tuesday, richmond will hold a special emergency meeting over the state of the city's air quality, represent orders from veolia, the company that runs the wastewater plant will also

be in attendance. >> we hope to have a lot of the public there so that the veolia executives can actually hear testimony as to what their company is doing to the richmond community. >> one of the areas most impacted by last week's incident was the point. richmond neighborhood. nathan trivers owns a local pub there and says this isn't the first time strange odors have impacted those who live and work nearby. >> we always would love for them to be conscious of the local community around there to do what they can do. but you know, stuff happens. >> the bay area air quality management district is investigating the incidents. >> veolia says the hydrogen sulfide smell was caused by work being done to replace a fan and to drain a tank at their plant. in a statement, they say in part, we regret that this work may have inadvertently created an odor issue for neighbors in the area. we will review our processes with the city to ensure that the city has, as much notice as possible of any future work that could create odor exposure. and we will continue to implement measures

to mitigate odors at the wastewater plant. the mayor says tuesday's emergency meeting is just one step. he wants to take, though he believes that in the long run, the city of richmond needs greater accountability for large companies. the mayor says he'd like to see that accountability come in the form of more regulations and higher fines paid by large companies. but he knows sometimes things aren't always that simple. >> the issue with corporations like veolia or chevron is that when you get into litigation with them, they have deep pockets. richmond does not. >> in richmond, tim johns, abc seven news. >> all right. our next abc seven advancer at 11 is over. an intense debate on school safety and school violence in the north bay. >> yeah, parents, students and the santa rosa school board will meet wednesday to discuss plans for bringing police back on campus permanently. yeah, the district is bringing back police officers for the rest of the calendar year. >> one officer at every high school each day and routine officer check ins at middle schools.

>> it all ties back to a march stabbing at montgomery high school when a student was killed during a fight. and since then, a growing number of parents have wanted officers back on campus. >> we have seen in the last few weeks some incidents that resonate with the march 1st tragedy that happened at montgomery high school. and so with that, it feels like it's getting worse. and for us, we need to do something now. >> officers were removed from santa rosa school in 2020 as part of an effort to confront racial biases in the criminal justice system. our final abc7 advancer at 11 is the major white house visit tomorrow by ukraine's president vladimir zelensky. >> he will meet with president biden and congressional leaders. now both he and biden are urging congress to provide another $61 billion in military funding for ukraine. it would be part of a $110 billion package with funding for israel and other us national defense priorities. tonight, president biden gave his latest call to action at a white house hanukkah event, arguing for the need to stand with the people of israel

from our bay bridge toll plaza and there is fog out there as well on live doppler seven. we are tracking it as we look at the visibility right now, it's down to a quarter mile in santa rosa. that's dense fog, heavy fog along the coast. half moon bay just over two miles as we go, hour by hour. tomorrow morning at 5 a.m, there's going to be a lot of fog. temperatures in the 30s to 50s, but it's going to take a while. so by noon, the fog starts to peel back and the early afternoon will feature 50 and 60s as we head towards the evening hours, there will be less fog tomorrow at 7 p.m. then tonight at and we will definitely see a change in our pattern as we head towards midweek. i'll be back with a full look at the forecast, which does include food, the possibility of rain. i'ma all right, sandhya. >> thank you. the upcoming new year means plenty of new laws coming into effect in california , but 1st may affect your day to day the most. the change could have a sweeping effect on the fast food industry in the state. so we're making it tonight's abc seven deep dive at 11 to dig deeper on an issue impacting you

tonight, abc seven news reporter jared stone takes a closer look at how a new minimum wage law could shake up your next order. >> california workers at most fast food chains with more than 60 locations will make $20 an hour, starting on april 1st, 2024. it's a new law and economists that we talked with said it will affect you. >> higher prices. but that's not all and most certainly there's going to have to be some price increase. >> it's definitely the case that prices will increase. what a surprising is, they're not going to increase nearly as much as a lot of the commentators like to think. >> so the question is how much more will you pay when you go to eat fast food? in california, we asked three economists, professor from elite universities across the country, three including professor orly ashenfelter at princeton university, 8-80, who studied minimum wage increases at mcdonald's and published his study in 2021. >> if the wage goes up by 10,

the price goes up by 2. amount of projection. this is based on the facts. it's on the history or historic. when minimum wages go up, about 20% of the increase is passed through in prices. that's the way it's been for decades. >> mcdonald's and chipotle both announced earlier this year that prices will go up in california when this takes effect, but they haven't said by how much each food restaurant is different. but let's just say their paying somebody $15.50 an hour. now they're paying somebody $20, which is a 30% or nearly be a 30% increase or who you just heard from there says you'll likely pay an additional 6. so that big mac, that was going for $7 is now going. for $7.42 or likely to go for $7.42. but that's just one of the changes

attempted to provide medical aid to the victim, but sadly did not survive. officers also say the driver of the vehicle hit other cars during this incident. one witness explains what they saw. >> i froze for a moment. i called 911. i'm reporting. i hop out the car. they're like, is he okay? i run over to check and see if he's all right. and unfortunately, it didn't seem as though he was just awful to see. >> obviously, police say this incident is still being investigated and the driver of the vehicle involved is cooperating. investigators don't believe the driver was impaired from any drugs or alcohol. >> there are important new developments tonight when it comes to the future of artificial intelligence. the european union has agreed to map out the world's first set ofguad its capabilities. abc's seven news reporter lauren martinez has a look at the deal that could be a major blueprint here in the us. the european union has released the world's first set of rules for the use of

artificial intelligence. >> comes colonies around the world and here in the bay area can now see regulations designed to govern the technology. joseph thacker is an ai engineer for the san mateo based company app omni. >> i really love that they are focusing on ai and that they're willing to just take a stab at it, even though there is a lot of uncertainty around it. >> the artificial intelligence act takes a risk based approach. the higher the risk, the stricter the rules, the unacceptable risk category includes ai systems that will be banned, such as certain biometric identifiers, systems like facial recognition or social scoring systems comes the high risk ai systems include critical infrastructure like gas and electricity or medical devices. and then there's specific transparency risk, which means users on chat bots, for example, should be aware they are interacting with the machine. >> it feels very focused on ai, safety and on like kind of fighting disinformation, the ways that we can prevent ai from

being used to discriminate or to invade people's privacy. but didn't see a strong focus on like core components of the practical aspects of ai security , thacker said the top level experts would rate the existential risk of ai as significant. >> historically, we government is very slow to respond to technology, and i don't think we can afford to do that this time. >> the ai act is a provisional agreement, one tech expert told us. >> it's like a wish list with changes to come. >> there's a lot of protection for the user more than for the technology. and this is where you're going to see the tech companies are really, you know, holding the flag and say, let's go there and explain to them that this is going to hurt us. the ai act won't take effect until 2025. >> companies not complying with the rules could draw fines of up to ■k735 million or 7% of the company's revenue. in san jose. lauren martinez, abc7 news. >> a jury in federal jury in san francisco has unanimously spoken in an antitrust lawsuit against google. after four weeks of

testimony it took the jurors just three hours to reach a verdict finding the android app store illegally gouged users and stifled innovation. the lawsuit was filed by epic games makers of the popular video game fortnite. the suit alleged. google basically created an unlawful monopoly with its play store. google defends it as a way to compete against apple's app store. this new ruling could lead the way into changes in the way android users pay for their content. >> new details tonight about what's next for some san francisco residents after a fast moving fire destroyed their building. >> a wild story of survival in a california forest. how a hiker escaped after hours pinned under a boulder. and animal style in style, in and out, now has a secret menu of christmas merch. >> a sneak peek at the burger chains, holiday sweaters, that is. >> okay. >> first, here's a look at what's coming up tonight on jimmy kimmel live right after abc seven news at 11, jimmy. >> thanks, dan and ama. don't

george clooney. good morning america. and what a week with timothee chalamet and the stars of wonka. all this week on good morning america, the entire flames are coming out of both stories. >> at the time. >> look at that, an entire san francisco building up in flames the early morning fire woke up neighbors with less than a minute to get out. now some are out of their homes during the holidays and the red cross is

helping, at least after that. >> fast moving fire sent flames as you saw there, shooting out of the second and third floor of a home. >> it broke out near grove street and masonic avenue in the panhandle district around 330 this morning. fire officials say the homes where the fire started, the home, rather, where the fire started, is a total loss to neighboring homes are damaged and seven people are displaced tonight. >> the fire was so powerful it caused the home's floor to partially collapse and a desperate escape for two people living inside. >> one person jumped out of the building unknown whether it was the second or third floor at this time. moderate injuries and another person from that fire building as well with minor injuries escorted out of the building. >> investigators say it appears construction work was happening at the home. it's unclear if it sparked the fire, but could have fueled the fast spreading flames so intense and a hiker was miraculously rescued after being pinned underneath a huge boulder for seven hours. >> it happened in the inyo mountains near sequoia national

park, where his leg was trapped under the boulder, which weighed thousands of pounds on a steep hillside. search and rescue located him, stuck. he was in a lot of pain. well after dark, when they found him with only limited resources, they got him free by using a system of ropes and pulleys to shift the boulder just enough to get him out. he and a medic and a medic were airlifted by helicopter, hoisted up and flown to fresno for treatment after midnight. the extent of his injuries, though, are unknown, but they got him out. >> that's good. all right. well, the texas supreme court has reversed a lower court's ruling that would have allowed a woman to obtain an abortion under the state's medical emergency exception. now that decision comes hours after the woman left the state to have the procedure. there's no outcome here, you know that results in us taking home a healthy baby girl. kate cox got the abortion after learning her fetus has a fatal condition. doctors told her she could risk her future fertility

and life if she doesn't get the procedure. a state judge ruled last week that cox, who was 21 weeks pregnant, could terminate her pregnancy. but the texas supreme court temporarily put that ruling on hold late friday. today, the center for reproductive rights, which represents cox, announced that she has left the state to get health care elsewhere. the federal reserve is meeting later this week with rising expectations that they will put a pause on interest rate hikes. it could be a relief to borrowers after two years of continuous rate hikes. that's been due to the long term campaign to tame inflation. several recent reports show hopeful change with inflation slowing and the economy cooling, this could greatly influence the cost of things like mortgages, car loans as well as personal loans. >> bart fares are going up again starting in the new year. on january 1st, the average fare will increase by 5.5. that translates. to about 25 to $0.50 extra depending on the length of your ride. fares were initially supposed to go up by 11% in

january. instead that will happen in 2025. >> new at 11. this year's in and out. ugly sweaters have dropped and they are much more appealing this time around. the fast food restaurant debuted two new ugly holiday sweater designs on its instagram page. one sweater reads bite me with a large animated burger on the front. i like that one. i don't think it's that ugly. i know it's inspired by in-n-out founder harry snider's bumper sticker for the second sweater is christmas color themed with lots more animated burger photos as well as palm trees. that one's a littlele more like an ugly swear with lots of colors. you know? here's a look at last year's sweater. of course, all in-n-out's wide range of merchandise can be found on the instagram or website. yeah, that one's got a lot going on. yeah i but that kind of fun in a good way. >> all right, let's go back and talk more about the weather. >> yes, hopefully we're getting a little bit warmer. sandyha patel is here with the latest. sandhya. yeah, later on this week it will get warmer.

>> but until then, dan and the concern right now is the fog. and you may want to grab that sweater because it is going to be cool to start the day. not quite as cold as this morning. take a look at these live pictures. good evening, everyone. as you look from mt. tam to bay bridge toll plaza to san jose to exploratorium, all four cameras have one thing in common, and that is we do have fog in the picture. so here's what you need to know. travel hazard in the morning. areas of dense fog reduce visibility. turn on your low beams and drive slow with caution. obviously, as the fog with the fluctuating visibility could make it a tough go in the morning, it may last until late morning for most of you, but then the fog will begin to lift. it's not going to completely clear until the early afternoon for parts of the bay and coast. it is dense right now. quarter mile, santa rosa, half mile in petaluma, three quarters of a mile in fairfield. i wouldn't be surprised if the weather service does issue a dense fog advisory. we certainly have it around. it's not just a coastal fog. we have it around the bay and around some parts of our valleys as well. high

pressure in command of our weather. and as long as it's there, the storm track goes way to our north. so let's check out our temperatures right now in the 40s and the 50s. certainly running cooler, warmer excuse me than yesterday. it was really cold around this time last night . overnight areas of dense fog. these are the headlines tomorrow . you're looking at a mainly sunny day away from those spots that are going to be foggy. and then later this week, it's going to be warming up. we'll bring temperatures into the upper 60s to the low 70s. until then, tomorrow morning, watch out the fog is going to be pretty widespread at 5 a.m. and it will be thick in spots as we head towards the noon hour. look at this fog still blanketing parts of the bay and the coast. and then as we go into the latter part of the afternoon and early evening, the fog will clear our temperatures first thing in the morning, will range anywhere from the mid 30s in places like fairfield to the low 50s. certainly watch out for that fog tomorrow afternoon. you're looking at sunshine for most of you. i won't say everyone because there will be some

lingering fog upper 50s to the mid 60s, but we go with less fog late tomorrow night, which makes for better viewing for the geminid meteor shower late wednesday night into early thursday. there is a new moon passing. high clouds will be there. move away from bright lights and if you're lucky, up to 120 meteors per hour as we go hour by hour, taking you through the workweek. no rain in sight until sunday night at the earliest, going into monday. that's when we're expecting the wet weather. and the climate prediction center is saying december 19th through the 25th, below average back east and across parts of the northern tier states, above average precipitation by 50% to 70. for california, which includes us. so stay tuned to accuweather seven day forecast. it's a foggy start tomorrow. filtered sunshine for your wednesday. certainly going to be mild for december standards. we're going to bump those temperatures up into the upper 60s around the bay to the low 70s for saturday and then we'll cool it off. bring in the possibility of rain
