living in richmond not only want answers, but they want some accountability for the smell. >> that has really been difficult for the community to deal with. it started with several flaring events at the local chevron refinery just two weeks ago. then last week, a petroleum smell near chevron, as well as a heavy stench coming from the city's wastewater treatment plant. the cause elevated levels of hydrogen sulfide, which mayor eduardo martinez called unbearable and he says residents have been reporting headaches and breathing issues since last monday afternoon. >> we hope to have a lot of the public there so that the veolia executives can actually hear testimony as to what their company is doing to the richmond community. >> the city's wastewater treatment plant. veolia says the hydrogen sulfide smell was caused by work being done to replace a fan and to drain a tank at their plant. in a statement, they say in part, we

will review our processes with the city to ensure that the city has, as much notice as possible of any future work that could create odor exposure. and we will continue to implement measures to mitigate odors at the wastewater plant. the special emergency meeting over the state of the city's air quality will be held tonight at 5:00. it's happening at richmond's community service building. live in the newsroom, lena howland, abc seven news. lena thank you. >> after a three year absence, police officers are back on some santa rosa city school district campuses temporarily. tomorrow. parents, students and the school board will discuss plans to bring them back permanent. it's because of safety concerns at schools. the concerns first came to light in march when a student was killed in a stabbing at montgomery high school. since then, a growing number of parents have wanted officers back on campus. >> we have seen in the last few weeks some incidents that resonate out with the march 1st tragedy that happened at montgomery high school. and so

with that, it feels like it's getting worse. and for us, we need to do something now. >> we first told you about the temporary plan yesterday morning, one officer will be at every high school each day until winter break and there are routine officer check ins at middle schools. officers were removed from santa rosa schools in 2020 as part of an effort to confront racial bias in the criminal justice system. >> the red cross is helping people displaced by a fast moving fire that destroyed a home in san francisco. if you were with us watching abc seven mornings yesterday, you saw a live coverage of this fire. it burned near grove street and masonic in the panhandle district of the city. a total of seven people have been displaced . san francisco fire officials say this fire, you can see it here, it caused the home's floor to partially collapse. and one person had to jump from a window to get out. now, it's not clear what sparked this fire, but investigators say the home was under construction. >> we're getting more information about san jose's 47th traffic death of 2023. it

happened friday evening on almaden expressway near camden avenue. police say a teenager was driving the car that hit a man crossing the street. the victim was not in a crosswalk and he died at a hospital. the teenager stayed at the scene and cooperated with investigators. at this time last year, 61 people have been killed in crashes in san jose. >> san jose police are out with a new plan to improve public safety and to build trust in 2024. it has five focuses promoting public safety, partnering with the diverse community, creating a more diverse workforce, improving service and adding more staff. the department says it's dedicated to providing public safety through community partnerships and ensuring equity for all, adding that it's, quote, committed to treating all of san jose's diverse community members with dignity, fairness and respect while protecting their rights and providing equal protection under the law. >> a person has died after being hit by a car in the parking lot of a popular san francisco grocery store. the crash happened yesterday afternoon

outside rainbow grocery on folsom street in the mission. police say the driver also hit several cars during that incident. one witness recalls what happened. >> i froze for a moment. i called 911. i'm reporting. i hop out the car. they're like, is he okay? i run over to check and see if he's all right. and unfortunately, it didn't seem as though he was. >> police say they are still investing, stating exactly what happened. they say drugs or alcohol don't appear to be a factor. the driver is cooperating with police. >> new developments this morning from the middle east. yemeni militant group is claiming responsibility for an attack on a norwegian ship in the red sea. a missile hit the ship and caused a fire, but no one was killed. just days ago. that militant group said it would target any ships regardless of nationality, that went to israel. there were no american ships in the area but the uss mason did respond to that call and went in to help. >> this morning, special counsel jack smith is asking the supreme

court to decide if donald trump has presidential immunity from prosecution in the january six insurrection. the court has agreed to hear the request and glory is at the live desk to explain why this unusual request was made. >> reggie smith is trying to avoid any delays to the start of the federal trial, which is set for march. a lower court has already rejected trump's claim of absolute immunity from prosecution, but trump appealed the ruling and the appeals process could end up delaying the trial possibly until after for the 2024 presidential election. while smith admits this is, quote, an extraordinary request, it is not unheard of. abc news chief washington correspondent jonathan karl explains why such a request for quick consideration and quick ruling on such a major issue is highly unusual. >> but it is not without precedent. back during the watergate era, of course, the court ruled and ruled in a very much expedited manner that president nixon could not use

building partially collapsed onto the street. you got to see this video of it, a six story building. it had 47 residential units, six businesses, emergency crews were seen digging through this rubble for hours yesterday, looking for anyone who could be buried there. officials say two people had minor injuries during the evacuation process, but incredible no one was killed. >> it came from the top first and it just started falling down everywhere. and there's an old while time going. the things just kept kept falling down. >> the cause of this collapse is being investigated. our sister station in new york city has pulled reports showing there have been 178 complaint to the city about this building in just the past two years. the most recent report included seven violations actions, including unsafe facade conditions in san

afternoon. but be aware, visibility is reduced. you can clearly see that fog on our golden gate bridge camera right now. here is a live look showing you some of that fog, that low level cloud cover. so certainly use those low beams as you go about your morning and add some extra distance to the cars around you. it is a warmer morning compared to this time yesterday thanks to the fog we're in the upper 40s and lower 50s across much of the bay shoreline, a little cooler in the north bay where we are seeing those dense pockets of fog. but all in all, mid 40s to the low 50s as our starting temperatures. let's break down the day region by region starting along the coast we have that cloud cover this morning giving way to a mix of sun and clouds late this morning into the early afternoon. we'll max out in the upper 50s later on today around the bay shoreline. we have those areas of dense fog right now. start to see sunshine break out later this morning and into the afternoon. it is a bright afternoon. by 4 p.m. it is mostly sunny. those temperatures in the low, if not mid 60s and inland. right now, some of our cooler spots are in the upper 30s to lower 40s with a blend of stars and clouds. but sunshine quickly breaks out

first comprehensive assessment of the world's freshwater fish population in. but local experts say the findings are not surprising. experts say some culprits are warmer waters from climate change changes to the natural flow of rivers along with invasive species. and over fishing. >> our estimate is that about 83% of california fish are vulnerable to extinction in some sort of way. so if we were to put the california number on that iucn number, it would be much, much higher. >> the issue could be a big problem here in california. salmon alone contributes more than $1 billion every year to the state's economy. the upcoming new year means plenty of new laws going into effect in california, but one might affect you day to day. the most. california workers, at most fast food chains with more than 60 locations will be making $20 an hour starting on april first of 2024. we spoke with some economists and asked them how much that might mean you'll pay more when you go to fast food
