like so many of late have. we're talking about it because it's actually staying open, but we're very happy that this is still open. >> it's just getting ridiculous. so i'm really glad that nothing's happened to this one. >> last week, cvs announced that this store in san francisco's lower haight neighborhood would close. tuesday, they announced that is no longer the case. >> it's heartening, though, in this case that as they got some some pushback from our office and from the community, that they were willing to reconsider those plans. so we appreciate that. >> i reached out to cvs and asked them why they initially planned to close the store and then why they changed their mind about it. they wrote back only saying they are not closing and they apologize for any confusion . an an employee told us off camera that they have dealt with a lot of theft, but was unclear if that was the original reason for the planned closure. those we talked with said had this pharmacy closed, it would have been a major disruption for

those trying to get their medication overwhelmed. >> because my mama has been helping me a lot with the medicines and the closest pharmacy to work. we will be, you know, three times the amount of distance. so we were already doing the transfer and stuff. >> community members, along with supervisor preston, are happy about the plan to stay open in. but say the fact that this one closure could have left the community without a nearby pharmacy is troubling. >> we are unfortunately at the point where there's very few independent pharmacies remaining. there's a handful, but not too many. so we're reliant on the big chains. >> obviously, it'd be nice to have more like local pharmacies, but i guess that's not the world we live in. we just have these two big chains that get to control, like whether people not have access to their medications or not. there are now no known plans to close this or the 12 other cvs stores in san francisco. >> j.r. stone, abc seven news and tonight, we want to spend a bit more time digging into this retail theft issue as our abc seven deep dive at 11.

>> it's something important enough here at home that it deserves some extra attention. >> yeah, no question. and today the heads of major brand name stores testified about it before congressional committee. but there are new questions over just how bad the organized retail theft problem really is. >> yeah, these thefts are not uncommon in the bay area. we've all seen the videos and today, speaking before the us house's subcommittee on homeland security, a member of the national retail federation confirmed named organized retail crime is a true and even evolving threat. >> shoplifting and organized retail crime is not new. however, the landscape of today is unprecedented and unmatched at the frequency of theft. the openness and brazenness of the criminals, the violence and the quantities and type of merchandise stolen are truthful indicators of criminal activity beyond amateur or opportunistic shoplifting for need. last week, the national retail federation reportedly retracted its estimate that organized retail crime was responsible for nearly

half of the more than $94 billion in inventory loss in 2021. it came after a trade publication said the nrf nrf made mistakes in their data analysis. well, today a homeland security official reiterated the challenges of getting good data on this. >> how much of this is organized crime versus retail crime that is shoplift, shooting? do you have any estimates here? >> the data that that we have is certainly something that we need to work better on and to understand it with our private and state and local partners. i can't speak to exactly the difference. >> regardless, the home depot asset prevention executives said the threat of organized retail crime is changing how they do business today, we're locking up valuable product, employing off duty police and security officers and even putting police cars on the front aprons of our stores, along with many other tactics that we wouldn't have used in the past. >> so in short, the answer is

our san rafael camera, you can't even make out the cars. that's how heavy that fog is tonight. dense fog advisory for the north bay until 10 a.m. tomorrow. i would suspect that this is going to expand to include other areas because as you look at live doppler seven, this isn't just a north bay event and visibility pretty much reflects it down to a quarter mile in santa rosa, a quarter mile in oakland. that's dense fog, two miles in concord right now, just over a mile in half moon bay. here's a look at your planner. tomorrow morning. dense fog 30s 40s for most of you, noontime mainly sunny and then 4:00 pm. you're looking at filtered sunshine with temperatures in the 60s, it's going to get mostly cloudy with higher clouds in the evening. 40 and 50s. here's what you need to know. in addition to the dense fog, there will be some slick roads due to mist and drizzle reduced visibility drive slow with caution. allow that extra distance between cars and don't forget low beams. i'll be back with a full look at the forecast which does include warmth and rain. >> dan okay, sandy, thanks very much. let's move to the east bay

where in richmond and emergency meeting was held tonight on the state of its air quality in two different instances, strong stenches have hung over the city for days. community members were fired up tonight and the mayor even addressed addressed for the occasion wearing a unique mask. abc7 news reporter tim johns has been following this story and has the latest two impassioned comments from community members in richmond tuesday night. simply don't not renew the contract. the city council encouraging public feedback and an emergency meeting over the city's air quality. >> the meeting was called after richmond was hit by several environmental events over the past few weeks at the chevron refinery flaring incidents and a stench and then a strong smell covering parts of the city after the release of hydrogen sulfide into the air by richmond's wastewater plant. >> i came in here angry about being ang living in the smell of poo. >> during the 3.5 hour meeting,

city council members intense questioned representatives from veolia, the company that manages the wastewater plant. they said this wasn't the first time something like this had happened . and they also criticized the amount of time it took veolia to notify the city of the incident. >> these types of things continue to happen and we get great promises. but when an incident actually happens, there seems to be a lack of follow through. >> veolia says the odor was caused by construction and the draining of a wastewater process tank at the facility. we wanted to dispel any doubt that we have taken these this matter seriously. the company admitted they made mistakes in the way they handled the situation during tuesday's meeting. they also vowed to improve their communication with the city and have better safeguards in place to prevent future incidents. we've retrained our staff. >> we've reviewed our construction activities as well as normal operations and are in the process of creating detailed standard operating procedures and finalization of a full investigation on the richmond

city council unanimously passed a motion that, among other things, will look into if veolia violated their contract with the city as well as explore the possibility of finding a new wastewater plant operator. >> because while veolia is expected to produce a report detailing last week's incident in january, council members say they want immediate action on it's about our community. >> yes, it's about holding people responsible and holding people accountable. >> in richmond, tim johns, abc seven news, our central focus here at abc seven is finding everyday breakthrough in the ways we can build a better bay area. >> and tonight city of san jose is speeding up a strategy to solve its homeless crisis in the form of tent cities. abc seven news south bay reporter lauren martinez has more on the idea. >> san jose mayor matt mehan tells abc seven he's looking into safe sleeping sites to help homeless residents. >> mehan is looking at the city

of san diego for examples of these legal camps with insulated tents and on site amenities, including restrooms, showers and resource referrals. in october, san diego's mayor opened a second safe sleeping site that has the capacity for up to 400 tents in san jose. longtime homeless advocate sean cartwright hopes if the mayor is considering a sanctioned encampment, it's done so on a smaller scale. >> it's forced relocation of unhoused people mashed together in a large camp and that means that you have people together who don't get along, people who may have abused each other. it might be best to have a camp for domestic violence survivors together and have small areas for that because people who have gone through the most trauma don't need to be in a camp of like 400 people. cartwright said the city of san jose once had a tent city that was promising in 2018. >> homeless advocates set up

>> i like it. we need one here. >> yeah. good way to help out. all right, let's help on our weather. find out if we need to wear a jacket tomorrow or if it's going to be warmer. right >> if sandy's got a lot going on. they're talking about mentioned the little earthquake up in northern california. a little while ago and now some. we've got some rain coming in. >> yeah. and first, the fog, which is a big concern for tomorrow morning. dan and let's take a look at some live pictures. i would expect delays at our local airports from oakland to sfo to san jose. pretty socked in golden gate bridge showing you a foggy view as well. so let's look at live doppler seven. you can see pretty much that the fog covers us not just the coast but parts of our valleys as well. visibility right now down to a quarter mile. santa rosa, petaluma, napa, oakland, and half moon bay. that's pretty thick fog. and even though the dense fog advisory is for the north bay valleys, i expect it to expand. the weather service should be putting something out in the next hour or so as this fog is going to be impacting many of us. high pressure in command of our weather. stormtracker remains well to the

north for the time being and as you look at those temperatures right now in the 40s and the 50s, the coastal flood advisory that was in effect today, in effect again tomorrow from 8 a.m. to 1 p.m, minor low lying flooding is expected in the usual spots like parking lots, park and rides. also, if you're walking along the bay trail, just watch out. high tides coming up at 6.6, six feet just before 11 a.m. and that is what's going to lead to some minor flooding. now, let's take a look at our headlines overnight. areas of dense fog. we are looking at later this week, warming with near record temperatures, especially places like san jose expected to get up into the 70s. sunday into early next week. rain makes a return. so, yes, we will see some changes in the week ahead. let's talk about our rainy season percent of normal. we're coming up slowly, but still behind. 47% of average in santa rosa with just over three inches of rain, 45, san francisco, oakland, 22, san jose, 30, and a little bit higher at sfo. statewide, sierra

snowpack is at 32% of average. here's a breakdown from north central to south and they will be seeing some snow with rain mixing in in the mountains as that wet pattern unfolds here in the bay area. let's go hour by hour tomorrow morning, we're seeing that heavy fog around between 5 and 8 a.m. by the time we head into the late morning. that fog should peel away, but higher clouds move in, which will filter the sunshine for your afternoon and your evening. your morning temperatures ranging from the mid 30s to the upper 40s. once again, watch out for that fog. give yourself that extra time for the morning commute as a visibility has been fluctuating. high temperatures tomorrow upper 50s to the mid 60s. if you're in the south bay though morgan hill getting up into the upper 60s now. we're going to take a look at what you can expect. dry pattern for now other than the mist with the fog for tomorrow morning, saturday night, something tries to get in here, but it's really sunday that the rain moves in going into monday. and then scattered showers will continue as we go

towards tuesday. rainfall projections, this is pretty early on, but parts of northern and central california could be looking at anywhere from 1 to 2, possibly nearing three inches. so stay tuned. the accuweather seven day forecast will feature that dense fog tomorrow morning, sunshine later in the day a mix of sun and clouds for thursday a little warmer. you will notice temperatures in the upper 60s around the bay, low 70s around the bay. friday and saturday. so we've got that december warmth. likely this is when we'll see the records and rain cooler weather sunday through tuesday with a level one storm during all three days. ama and dan we'll be right back after
