>> good morning, drew. yes it's definitely impacting traffic today. and right now we have some video from sfo this morning and you could see how thick the fog is out there at sfo. now so far, we're not hearing about any impacts to flights because of the fog, but we'll keep checking in on that. of course. and then let's get a live look outside right now at our bay bridge toll plaza camera. so the metering lights did flip on this morning at 531. so you can see traffic is starting to build up there. it doesn't look as foggy there actually as some other areas. but chp has issued fog advisories for the bay bridge and the san mateo-hayward bridge and also the golden gate bridge. so always a good idea when it's this foggy. give yourself a little bit of extra time. head out the door a little bit earlier because it may take you a little longer. may be hard to see out there on the roads. this morning. guys, thank you, gloria. >> this morning, six people are recovering after a uc santa cruz transit bus crashed on campus last night. uc santa cruz police say the bus was traveling down a hill on coolidge drive when it went off the road and crashed.

investigators haven't said if any students were on board. >> i can't say that there were students, but they were people from the from the university transferring through our loop and the transit system. >> according to university police, the driver and five passengers were all taken to the hospital. two of them have major injuries. >> part of our focus into building a better bay area is to try and work on the homeless crisis in the south. bay city leaders are looking even further south to fix their is abc7 news reporter lena howland joins us live from san jose with the idea of tent cities. >> reggie. that's right. the safe sleeping sites that mayor matt mehan wants to try to help get more people off the streets are essentially san. auctioned encampment sites. now these illegal sites include on site amenities such as restrooms, showers and resource referrals based on preliminary data from this year's point in time, count the city of san jose has more than 4400 unsheltered people,

while the safe sleeping sites would be modeled after a similar program that's working for san diego, where they just expanded to a second site with space for up to 400 insulated tents. sean cartwright, a homeless advocate with the unhoused response group, says if san jose follows the plan, it should be done on a smaller scale. >> all the forced relocation of unhoused people mashed together in a large camp. and that means that you have people together who don't get along, people who may have abused each other as san jose tried something similar back in 2018 to provide immediate housing called hope village. >> the camp only lasted about a month because it technically was on state property and did not have government backing. a timeline for this project has not been released yet. officials say they're still working on both the size and the placement of this potential site. live in san jose, lena howland, abc seven news. thank you, lena.

>> new developments in the horrible smells coming and lingering over richmond. and recently the city council has decided to take action. last night they voted and approved. looking into whether the wastewater treatment plant operator has violated its contract and the possibility of finding a new operator. the decision came after the council questioned leaders from the company called veolia and heard from angry residents. veolia has said the stench was released during a construction process, but they also admitted they made some mistakes. we've retrained our staff. >> we've reviewed our construction activities as well as normal operations and are in the process of creating detailed standard operating procedures and finalization of a full investigation in the city council is requiring veolia to complete a report about the incident by january 8th. >> they plan to discuss it more during a meeting next month. a reversal by cvs that's sure to be a relief for some people living in san francisco's lower haight neighborhood. >> the pharmacy chain has

decided to keep its store near haight and fillmore. last week, cvs announced the store would close january 11th. the reason for the closure was unclear. people who live in the area were upset and worried they'd be forced to travel a long distance to get a prescription. >> overwhelmed because my mama has been helping me a lot with the medicines and the closest pharmacy to walk. we will be, you know, three times the amount of distance. so we were already doing the transfers and stuff. so supervisor dean preston says his office put pressure on cvs to keep the store open. >> abc7 news reached out to the company for more information. they wrote back saying that they are not closing and apologized for any confusion. >> san francisco unified is looking to cut hundreds of positions as it faces a budget deficit that could balloon to more than $420 million by 2025. the issue was discussed during a school board meeting last night. superintendent matt wayne is proposing the district eliminate 900 open positions to save $100

million annually. the positions include teachers, custodians, central office staff and administrators. >> i have a few other areas where we're looking at like where we spend money on consultants or on the district office or how we're staffing our schools. so we'll be looking at that through our budget planning process. yes, wayne said. >> if those vacant jobs are eliminated, the district could move forward with a substantial raise for teachers in the district. he also told abc seven news there are no plans to close schools or lay off staff. >> new this morning, tesla as recalling 2 million vehicles because of a defect with the system that monitors drivers using the autopilot feature that is nearly every vehicle the company has produced since autopilot was introduced in 2015. the decision comes after a review of nearly 1000 crashes that happened while the feature was being used. read emulators found autopilot's method of ensuring that drivers are paying attention in can be inadequate. some teslas already received an over-the-air software update to fix the problem. others will get

it at a future date. >> developing news the federal reserve is set to announce its latest decision about interest rate later, interest rates later this morning as it tries to tame inflation. gloria is live with what we already know about the decision. gloria, good to see the fed is expected to keep those interest rates unchanged at the end of its meeting today. >> investors are hopeful that after 11 rate hikes since march of 2022, rates could start to be cut as soon as this spring. now, this is happening as data shows inflation slowed to roughly 3.1% last month. that is down slightly from 3.2% in october. however, what many experts are calling core inflation is still up about 4% than last time this year, compared to pre-pandemic levels, prices are still higher. >> the good news is that inflation peaked a long time ago and the november inflation report shows that there were increases in the price of rent

chances in one second. so we're dealing with the fog out there this morning. breaking down right around midday, giving us sunshine this afternoon. temperatures very pleasant. we'll go into the low 60s for daytime highs overnight tonight will probably have some more fog developing. so prepare for areas of dense fog again tomorrow morning. and those numbers in the 30s and in the 40s. take a look at the temperature trend. we'll take san jose, for example . we'll find warmer weather moving in here by the end of the week into the upcoming weekend. look at saturday, 73 degrees in the south bay. that feels quite nice. but then cooler. rainier weather starts to move in here sunday, monday and tuesday. so here's the early outlook. this is just one of the models we look at. it is projecting that the storm track moves into northern and central california starting on sunday into next week, where we could see a series of storms finally bringing us some moderate to heavy rain. at times, we're going to fine tune the details as we get closer. we're still about 4 or 5 days out from these events, but we know that the rain looks to return to the forecast starting on sunday. here's the accuweather seven day. fog to sun out there today

unhoused people rejecting help from the city. mayor london breed says in november, 60% of the people offered shelter, refused help. she says the number was 65% in october, 60% in september. some people are saying, though, those numbers are not accurate because of the way the city counts. people as refusing help. the city's outreach team says there are more shelter beds available than ever before. more than 3000 each night, although they do acknowledge that there aren't enough beds for every person who would need one. >> mayor breed is blaming the homeless crisis in part on a lawsuit by the coalition on homelessness. >> when we are out there with our homeless outreach teams, we are out there to offer help. we're out there to offer shelter support services as before. the clarification on the ninth circuit court of appeal, we had a lot of difficulty with forcing people to move from the sidewalk because they were technically

involuntarily homeless, and now when we offer someone a shelter bed, the definition is that they are no longer involuntarily homeless. and so what that means is we can clean and clear the sidewalks, whether they accept help from us or not definitely being a lot more aggressive. we're being compassionate, but at the same time, we need to clean and clear our streets. >> mayor breed says since 2018, san francisco has helped 13,000 people find permanent housing solutions. >> today, the santa rosa city school district will be discussing a proposal to bring police officers back on some school campuses permanently. earlier this week, officers were brought back to some campuses on a temporary basis until winter break. santa rosa police tweeted these photos of the officers assigned to patrol the schools. this is because of safety concerns that first came to light back in march when a student was killed in a stabbing

at montgomery high school. officers were removed from santa rosa schools in 2020 as a part of an effort to confront racial biases in the criminal justice system. as concerns about crime continue to impact people across the bay area, we're learning about a growing security trend bulletproof glass. >> the glass can be up to 2.5in thick. it can resist everything from bullets, of course, to being hit by things like baseball bats, east bay glass in oakland tells abc7 news. they're seeing a big increase in requests for the product. >> you know, you are appreciative of the business but it's gone from getting those phone calls for a broken pane of glass. you know, you have kids out playing and stuff like that to now it's transitioned to something a lot darker to and it's just sad that the condition that the community has gone in, we while homeowners might be curious about installing ballistic glass, they might not be so curious when they find out how much it can cost. >> east bay glass says some of it can cost up to $350 per square foot, not including

installation. businesses and government agencies are still doing it. for example, oakland's permitting office and oakland high school have installed that glass recently. >> p-g-and-e's customers could see a second rate hike next year and it could happen as early as march. the utility company has put in a request to the california public utilities commission for another increase. they're already approved for a rate hike in january that will equal about $33 more a month. the second one, if that's approved, would equal 50 to $60 a month of an increase compared with this year. the increase is are not welcomed by some residents as it continues to go up. >> why? for their for their misdeeds. it's ridiculous. why are we paying for them? not trimming the trees, turning off the power and high winds? why are we paying for their mistakes? >> utility reform network turn is calling for a change in policy to stop the price hikes and plan to launch a campaign for affordable power for the current system. >> we have sets no limits on

rate increases and that needs to be replaced by a cap on annual bills. >> p-g-and-e's says it's working to make its electric system safer. the company tells abc seven news to achieve those goals, we sometimes have to incur exceptional costs to reduce wildfire risk and or respond to emergency events like wildfires and storms which exceed what we've been previously authorized to spend in rate proceedings. do veloping news. >> president biden is warning congress if new funding for ukraine isn't approved before the holiday. it would be giving russian president vladimir putin , quote, the greatest christmas gift they could possibly give him. the ukrainian president was in washington, d.c. yesterday meeting with president biden and congressional leaders. his plea for more help didn't really move the needle. house speaker mike johnson says he's not heard a clear strategy for the war. >> what the biden administration seems to be asking for is billions of additional dollars with no appropriate oversight,

details were given about his death. he was 61. your morning. >> morning. excuse me. your morning money report. now we're watching the federal reserve as its last meeting of the year wraps up today. the fed is set to make an announcement on interest rates. experts believe the central bank will leave the rates unchanged. the announcement comes as new government data shows inflation dropping slightly in november. the expected by many is the fed will start cutting rates as soon as spring. kaiser permanente announcing a second round of layoffs impacting dozens of workers here in the bay area. state filings show the health care company plans to cut more than 100 positions before the end of the year, 65 of them are located in oakland, pleasanton, walnut creek and south san francisco. this after kaiser made the decision in october to cut close to 50 jobs by the end of november. and now we take a live look at the new york stock exchange as trading gets underway. we're down about 30 points. >> city council has voted to defer the so-called responsible

construction ordinance, a decision on an ordinance to prevent wage theft. this is in san jose, will now have to wait until next month. the ordinance stems from the construction of the silvery towers in downtown san jose. a 2018 federal investigation found undocumented workers were hired for this project. they were not paid properly and forced to work 24 hours a day and live in work in unsafe conditions. some council members want to make sure that that doesn't happen again. they believe the ordinance would stop bad actors in the developer community withhold building residency permits for buildings if the construction that you use on your project is with a developer or a contractor that has a history of wage theft. residency permits are required before people can move into a building. council members want to hear from developers before they make a decision on every year. >> 25 movies are added to the national film registry, and this
