hate crime investigation has been opened into this incident. >> that menorah was destroyed overnight near the lake merritt amphitheater. >> abc7 news reporter ryan curry is live in oakland, where the community is taking a stand against anti-semitism. ryan. >> yeah, larry. kristin. good afternoon. this is the new menorah actually just brought over moments ago from the shabbat center of oakland. there will be a lighting ceremony later on tonight around 7 p.m, to light this new menorah. they're calling what happened overnight an act of hateful vandalism. a hook attached to a pole to get a menorah out of lake merritt, oakland police say someone destroyed it and threw its parts into the lake. it happened overnight wednesday. just four days after the city held a ceremony to light it. >> we came by and we found all these pieces scattered around, rabbi dovid lepkowski got a text message wednesday morning. >> broken glass and debris were everywhere around the edges of the lake merritt amphitheater. arabic graffiti that translates to free palestine. >> i don't know why anyone would

do this. i know that it's toxic. the air is toxic these days. um, and it's just it shouldn't be that way. and we should be better than that. >> rabbi lepkowski joined the mayor and city leaders sunday to celebrate hanukkah. he says the holiday is about shining light in dark times. oakland mayor shang tao called this an attack on the entire city. her office says this menorah is a long tradition for oakland. this was an act of vandalism and a desecration. >> the oakland lake merritt menorah is a long standing symbol of not only the oakland jewish community, but the jewish faith. >> people who walk by this amphitheater every day say they are disappointed to see this area vandalized. this is up every year, and normally it's fine. >> and that's a great thing. and we should all be able to celebrate beautifully together and you know, it sucks when it some jerks try to stop that. >> rabbi lukowski says people should be able to safely celebrate their religion in the bay area. the holidays are bring light to everyone, and i think

we got to rise above it. >> and you know, i'm upset about this. this this is awful. >> now you can see the chain wrapped around the pole next to the menorah, the oakland shabbat center. they don't want this thing to go anywhere. after what happened last night. now, the arab resource and organizing center also put out a statement. denounce what happened overnight, saying that they called it an act of anti-semitism. that menorah lighting ceremony again for 7 p.m. tonight. people are going to start arriving here shortly beforehand. we're live in oakland. ryan curry, abc seven news. >> ryan, thank you. the feds are investigating stanford university as part of its probe into anti-semitism and islamophobia on college campuses. the u.s. department of education added. stanford and ucla to its civil rights investigation. stanford joins a growing list of universities that already includes harvard, columbia and cornell. investigators are looking into at least 20 incidents of possible hate on higher education campuses. since hamas

attacked israel in october in los angeles, 75 people have been arrested after protesters calling for a cease fire in gaza shut down the 110 freeway. the demonstration started just after 9 a.m. and brought traffic on the southbound lanes to a standstill. chp officers had to break up several scuffles between protesters and frustrated drivers. oakland police say their effort to reduce crime in the city's fruitvale business district is working. >> today, the department reported a 43% drop in robberies and a 29% decrease in burglaries since a joint suppression operation began last month. that operation includes increased police presence, foot patrols and dedicated traffic enforcement. >> we have more officers on the streets now than we've ever had. we'll continue to push our officers out. we'll continue to push our traffic officers out. we'll continue to run our violent violent reduction program and our different strategies to ensure that people that come to visit our city feel safe, feel that they can come and shop in the fruitvale area without having their cars broken into, without being robbed.

>> oakland city council member noel gallo represents fruitvale and he says residents have noticed the effort. >> a plan to impose parking restrictions in one san francisco neighborhood has been postponed. the for our restrictions on winston drive near stonestown mall were supposed to take effect a week from today. >> abc seven news reporter luz pena has been covering this issue for months and joins us live in the newsroom with the new developments. luz. >> that's right, larry, sfmta confirmed to us today that they will now postpone the parking restrictions until next year, but they did not specify as to when exactly. for almost two years, chiapetta has lived in this rv on winston drive. >> my small kitchen for months. >> the sfmta parking restrictions approved to go into effect next tuesday have been looming over him. the restrictions would mean that everyone here would need to move their rvs every four hours. it was a very complicated thing. >> um, more or less more than 100 rvs moving on the city. so

we don't know where we can go. >> several months ago, sfmta director of streets said this area was dangerous, citing many injuries and the need for a bike lane. >> the plan is to build is to widen the sidewalks by building seven boarding islands for transit riders to safely get on and off the bus on lake merced boulevard, and to build a two mile long protected bike lane that will slow down the speed of the speeding traffic and separate cyclists from that traffic. >> but today, sfmta a confirmed they're taking a step back on their parking restrictions will now go into effect in 2024. right now, we do not have a start date, but we will continue to work with h'sh and the supervisor's office. it sounds like, um, you know, sfmta has communicated that she used. >> we're very grateful for that. we would love a more official delay or as much of a delay as possible. >> we contacted supervisor melgar's office. this is her district. they declined to comment on camera. the city's

department of homelessness and supportive housing said they've made contact with approximately 100 households in the area living in vehicles. as of november 10th, 2023, they' moved 24 households out of their vehicles a into housing, 30 households into the housing placement process. three households penng referral, 18 households still in the process of being matched to a provider, meaning at least 75 people are being helped. some didn't even know about this help the city hasn't come to offer you guys any sort of housing help. i know , and for over a year there have been conversations about the city opening an rv site for these residents. today, the department of homelessness and supportive housing said they have been unable to identify a suitable property for this specific type of service in the newsroom. luz pena, abc seven news. >> luz. thank you. san francisco district attorney brooke jenkins has received some pushback for saying last week during the abc

seven town hall that the unhoused need to be made uncomfortable. today on getting answers, i asked abc seven news insider phil matier about this comment with with 50 to 60% of the people on any given night saying no to shelter, what do we do to somebody that just decides they want to pitch a tent? >> and she was very clear there wasn't something criminally that she could do. it wasn't going to charge them that wasn't going to be it. but she said, you know, we can make them feel uncomfortable. and that upset some people because they said, well, what makes you think it's comfortable to be on the street and to begin with? but her point i spoke with her, her staff today is that we can't just be compliant with it. and while she's concentrates now, much of her strength on going after the bigger dealers in the drug war on drugs right now that are selling openly. we also have a lot of users in those tents. phil added there is a clear philosophical shift at city hall when it comes to addressing homelessness. >> new developments now with san francisco's budget woes, the san francisco chronicle is reporting

that mayor london breed is looking to cut spending by at least 10. the mayor is also asking for department heads to hire an additional 5. that might be trimmed in case deeper cuts are needed. breed will present her budget to the board of supervisors in june, and the state is also bracing for some budget cuts today. governor newsom's administration sent a memo to state agencies calling for a freeze on spending. the letter asks state departments to spend money only on items that are deemed necessary to critical operation and security. california's facing a record $68 billion deficit in the next budget year. >> san jose is about to take action to increase safety along dangerous traffic corridors across the city. today, mayor matt mehan announced a nearly $13 million federal grant to make safety improvements at four intersections, including curtner avenue and highway 87, according to the city, four people have been killed at that intersection , including 18 year old kyle leblanc. he was standing in a bike lane when he was hit and

killed by a speeding tow today, his mother returned to the site for the first time since her son's death in 2016. >> it is my sincere hope that with these new changes, it will give pedestrians and cyclists the ability to get where they need to go without losing their lives or becoming seriously injured. >> the project will include a protected bike lane, a new section of sidewalk and installing traffic signal improvements. >> a decades long project to restore the shoreline of san francisco bay took a big jump forward today. construction crews punched a break in a levee at menlo park and that, as you can see there, allowed water to start pouring into a former industrial salt pond. 300 acres will slowly turn into the bay area's newest tidal marsh. and that's a pretty big deal, because it's estimated that the bay has lost nearly 85% of its natural wetlands to development since the days of the gold rush. >> a call for help oakland's 9-1-1 system reaches a new breaking point. finding shelter,

a shelter bed can be a really difficult process. abc seven news reporter lyanne melendez joining us now to show us exactly what it takes to actually get one of those beds. >> yeah, you know, i learned a lot during this story. and, you know, you really when you learn and understand how the system works, then you become a more empathetic, i think because says, i'm going to state the obvious here. being homeless is extremely hard. as we found out, the process process of getting a permanent shelter bed in this city is complicated and not practical for many. quite often, people think that the unhoused line up every night waiting to get access to a shelter bed, to day. in san francisco, it's far more complicated every other place i've lived before here, you can just walk in and get a

shelter bed if they had an opening. >> but here you can't do that for many, the first point of contact is the homeless outreach team. >> hot. they help people get on a waiting list for a shelter bed. if not through them. a phone and the internet are other options, so let's check it out. first, i dial the number and i wait. your call is very important to us for spanish press one. so here i'm supposed to talk to somebody or leave a message with my name and contact information. >> you can easily submit your waitlist request online and now i'm being encouraged to go online. >> let's remind people that these are the unhoused housed. some don't have a phone. they may have lost it or had it stolen. >> you're sleeping. you're not watching it. and so you lose your phone, your hot team, your homeless outreach team, worker calls says there's a spot. and then you you don't have your

phone to answer. and what happens? and then you back. you're back at square one. >> so how do they contact you if something becomes available, like a shelter bed? >> um, i give them my email. the department of homelessness and supportive housing says it's working on making the process more seamless because. >> cause once the city contacts a person, they only have up to 72 hours to respond. we found john waiting outside an emergency shelter. he moved here from iowa two months ago after thanksgiving, he finally got on the waitlist. but for a more permanent shelter bed. what number are you? i am, i checked yesterday, i'm at 195. >> that's where i, um, am at currently. and you started close to 500? i think it was 490. yeah john, like hundreds of others, is waiting to get into one of the city's three largest shelters. >> can house 410 people next door 334

and sanctuary 200 people at these three locations are allowed to stay indefinitely without having to pack and leave early. the next morning, someone we found yvonne and her dog zeus at one of them. how long have you been at this shelter? >> a couple of years. two years, a couple. i've been at all of them during those two years. >> you couldn't find some kind of more permanent supportive. >> they offered. i did not want what they offered. >> what they offered her in terms of housing was located primarily in the tenderloin, known as a hotbed of illicit drug use. yvonne told me she wasn't about to give in to temptation. live it. >> been there, done it. got the t shirt to prove it. you know what i mean? i don't want to go backwards. i want to go forwards and i don't want to make bad choices. >> currently, san francisco has a total of 48 shelters, offering more than 3200 beds. yet those

who don't get in more than 4000 people have no option but to sleep on the streets. among their stock are the interfaith winter shelters, four of them, but they only operate from november through march. they come in late afternoon and stay till 7 a.m. the next morning, and during that time they get a home cooked dinner. >> at night. they sleep in the facility. it's nice and cozy and warm, and then in the morning we come in 5 a.m. and cook breakfast and serve them breakfast. and then they have to go back out onto the street at seven in the morning when john leaves any of the emergency shelters, he's now left and navigating life as an unhoused person. >> john. so this year, the department of homelessness and supportive housing spent. 22% of its $672 million budget on shelters alone. still more beds are needed and their plan. is to add 1000 shelter beds over the

next five years. and let me tell you a little bit about john. so he leaves his emergency shelter at 9:00 in the morning. he goes to the library. the library doesn't open until 9:00 in the morning. so he has to figure out what to do out on the streets so they also have to figure out what where to do their laundry, you know, and where to charge their phones. and he's in a wheelchair. okay. so he has to figure out how to, you know, where to where to charge that wheelchair so that i don't get stuck somewhere. and by the way, he's not from san francisco. he came here, as i indicated, from iowa, because of the services there. much better than there. interesting. like so many. >> right. but it's a lot more complicated than just saying, okay, there's your unit, head on up. it's not that simple. >> yes, it is very complicated. >> yeah. thank you leanne. thanks. >> volunteers are making sure hundreds of unhoused people in marin county will be remembered this holiday season. homeward bound of marin hosted a gift wrapping party today. the program is the primary provider of services for the homeless in

marin county. for the first time ever, they've teamed up with the salvation army for a holiday gift handout. 750 people in need will receive christmas presents. it's a symbol for uh- >> you know, just letting letting them know that we love them, that we care about them, and that marin county is a community. >> the gifts are primarily clothes and supplies that will be useful for homeward bound recipients. they were all donated by the community. the glide foundation in san francisco. is making sure those in need have holiday meals. today. volunteers loaded up grocery bags with entrees, fruits, vegetables, bread and dessert tomorrow with the help of meals on wheels. the food will be distributed to residents in san francisco's bayview, visitacion valley and potrero hill neighborhoods. >> that's a great program right there. and so many people need it. uh- turning to the forecast, it's going to be a little, little chilly and then maybe some rain. >> let's talk about that rain. sandhya >> yeah, it's going to start as early as sunday. so you still

have a few more days to enjoy the sunshine. and kristen and larry, let's take a look at a live picture right now from our golden gate bridge camera. you can see a little bit of a breeze there, a mix of blue skies and a few wispy clouds. this afternoon . soon your temperatures 60 degrees in san francisco, oakland, hayward, mid-fifties, 61 in san jose. and it is 55 in half moon bay from our walnut creek camera, we are seeing the sun as well. temperatures in the 50s from santa rosa to petaluma, napa. considering how foggy it was this morning, we've cleared out nicely. 60 in fairfield, 62, concord 58, in livermore. as you know, we had some dense fog this morning. high pressure is in control of the weather for the time being, at least through saturday. and then as we look out over the pacific, an active pattern is setting up. so beginning on sunday, we're going to start to notice the rain moving in. and that's going to continue off and on through the middle of next week on live doppler seven, you can see the high cloud cover overhead once again, just like the last couple of days, we have another coastal

flood advisory that begins at 11 a.m. tomorrow. runs until 2 p.m. and that's because the high tide it will be coming up just above six feet before 4:11 a.m. tomorrow morning, or just around 11 a.m, and then coming down after that. so, you know, the low lying areas will flood. be careful if you are going to be out and about tomorrow looking at filtered sunshine with a mix of sun and high clouds of friday and saturday, warmer, nearing records for a few of the cities sunday through the middle of next week. a wet pattern is going to set up and so you will need to start looking for those umbrellas. but until then, here's a look at your hourly forecast this evening. 50s and 60 high clouds continue to come in. if you're stepping out tonight at 815, you are looking at some 40s popping up so it will get chilly. and as we go towards tomorrow morning, upper 30s for our coldest spots to high clouds will insulate us. i don't think we're going to see as much fog as we did this morning, and it's not going to be quite as cold. so tomorrow afternoon you start to notice those temperatures coming up into the 50s and 60s. for many

of you, your morning temperatures will range from the upper 30s and the coldest valleys north and east bay. the rest of you in the 40s and once again, a lot of high clouds around tomorrow afternoon, a mix of high clouds and sun. your temperatures will range anywhere from the upper 50s to the upper 60s head down towards the gilroy area and you'll get up into the 70 degree range. now our rain chances will begin to increase saturday first around mendocino county at night and then for the bay area sunday through tuesday. so a quick look at what you can expect. these are early rainfall estimates, but through wednesday we're looking at anywhere from. one to two and a half. nearly three inches of rain here in the bay area. so finally getting the soaking that we have been waiting for. the accuweather seven day forecast does feature milder weather. temperatures will come up into the 70s around the bay friday and saturday. certainly the possibility of records those are will be our warmest spots. and then level one for sunday through wednesday. periods of rain

news. a big recall from tesla today. the company is recalling nearly all of its electric cars in the u.s. because of an issue with its autopilot safety system. >> this recall comes after a federal investigation into a series of crashes. abc7 news reporter lena howland with the details. >> more than 2 million teslas are being recalled across the country over their autopilot system, documents posted wednesday by u.s. safety regulators say the update will increase warnings and alerts to drivers and even limit the areas where basic versions of autopilot can operate. >> they are saying that, look, we are going to enhance our our security in terms of to make sure the drivers are actually paying attention while using this feature. the recall comes after a two year investigation by the national highway traffic safety administration into a series of crashes that happened

while the autopilot partially automated driving system was in use. tesla cars are tracking your eyes while they are. while you are driving. i think they are going to use that more, more use that feature more. so that to make sure you are paying more attention to the car. so it it's going to make it harder for you to fake the system. >> let's say you're distracted or you know, you're like not fully like you are supposed to put your both hands on it. but let's say for whatever reason, you're not fully grasping it and your car just swerves. you could easily hit the car next to or go. >> in response to recent criticism of its safety systems, tesla posted on x earlier this week, saying regulators around the globe have a duty to protect consumers, and the tesla team looks forward to continuing our work with them towards our common goal of eliminating as many deaths and injuries as possible on our roadways. this recall applies to models y, x, three, and s all made between october of 2012 and december 7th of this year. you can find a

problems with oakland's 911 system is now failing to meet the state standard when it comes to responding to emergency calls , as the i-team found out, the problem is now threatening access to some critical funding. >> i-team reporter stephanie sierra has been following this and is here now with more. steph. >> yes, larry and kristen. new data shows oakland not only has the worst 911 dispatch response here in the bay area, but the worst in the entire state. people in life threatening situations are telling us they're being left on hold for 10 or 20, up to even 30 minutes. in some cases. >> positas the emergency. >> oakland's 9-1-1 system is reaching a new breaking point. >> 15 07911 would even pick up failing residents not once or twice, but tens of thousands of times. >> that's according to new data analyzed by the abc7 news i-team

. whether it's people calling to report human trafficking operations and nobody do nothing , says this owner of an east oakland auto body shop who's tired of being left on hold. it's the same problem for residents attacked and robbed at gunpoint, stuck with a busy signal. >> just ridiculous. oakland is no longer oakland anymore. >> the stories go on. opd's 911 center receives more than a half million calls each year, according to a recent civil grand jury investigation. the city's emergency communications center failed to answer about half the calls within the state's requirement of 15 seconds. that needs to happen 90% of the time to be in compliance. >> if we would have the support, for example, jesus pelayo told the i-team he had to wait more than 20 minutes to reach a 911 operator as his friend was having a heart attack. it's unbelievable. unbelievable. but it truly happens. >> pelayo says he had to rely on

people calling 911 in neighboring cities to get his friend help. so it's very difficult. >> it's very hard. >> and he's not alone. the state has threatened to withhold funding to oakland if the city fails to improve its 911 response times within a year. that's according to this letter from the california office of emergency services, sent in july . that was more than six months ago, and the response times have only gotten worse. data obtained by the i-team shows the average time it took for a dispatcher to answer a 911 call in 2020 was 28 seconds. this year, that figure is nearly double. at 55.8 seconds. and that's not accounting for the whole time. there are times when folks are hanging on 911 for 30 minutes or longer, and we're talking about real emergencies. >> preston turner works for oakland city councilman noel gallo. >> he says he hears dozens of complaints like this every week. >> too many to count. according to a recent alameda county grand jury report that the city's

emergency communications center is not well prepared for a major disaster and lacks a disaster recovery plan. >> the city agreed with this finding. so what's actually being done about it? in september, mayor xiang tao announced, we are also preparing a major upgrade to our computer aided dispatch system. >> as you we all know this as the cad system, which this will help connect, respond orders to the scene of a call. >> the grand jury report also found opd's cad software supplied by motorola is 20 years old, and the technology that the city purchased in 2018 was never implemented. and now city officials worry it's too late to even use it since motorola recommends making major upgrades to their technology every five years. >> that money is supposed to go to technology upgrades. >> so did it. or was that 2018 investment wasted? the i-team asked the mayor's office about this, but staff could not provide us with a direct response. they also could not clarify if any upgrades have actually been completed. we did,

he was ejected last night for hitting jusuf nurkic of the phenix suns. and that is quite a wallop right there. this was during the game in phenix. draymond has been ejected three times this year including for putting a choke hold on timberwolves center rudy gobert. that's this incident where he was coming to klay thompson's defense. green was fined five games without pay. that cost him $769,000 for that incident. and who knows what this is going to be. you know draymond afterwards came out and said it was not his

for the most lights on a residential property. abc news reporter trevor ault went to check out the display. if you're dreaming of a light christmas, this is the dazzling home display in one small new york town that puts clark griswold to shame. >> honey, i think i know what's wrong with more than 720,000 lights. all programed to music. timothy and grace guay of unionville, new york, say since 2014, they've held the guinness world record for most lights on a residential property. >> it started very simple, with just 600 lights on the two trees by the front steps. my brother
