>> a glitter bomb surprise for some car thieves in san francisco. how would we all know ? youtuber is taking matters into his own hands. >> oh, i was watching this earlier this morning. >> it is something else i. welcome to thursday, december 14. >> we're going to start the check of our forecast with drew. >> all right. we're doing a lot better this morning guys. it is mainly clear out there. we are not dealing with that dense fog this morning. a live look from sutro tower showing you we have great visibility. the lights are shining in the city. you can see as far away as the east bay over on the horizon. so we take a look at visibility. right now santa rosa is our lone problem spot. this morning. we're about a mile visibility there, but elsewhere you can see we're doing just fine. and we're not anticipating widespread fog to start out our morning. but we are anticipating a pretty chilly start out there. a lot of us are in the 30s to begin our thursday. we're down to 34 in santa rosa with that fog, 35 in danville right now, 37 in palo

alto. so it is a chilly start to the day. you want the winter jacket, maybe the hat scarf of the gloves. as we begin the day, here's how the day shapes up. it's a really nice day. it's a mostly sunny day, a mix of sun and clouds, midday and throughout the afternoon. and we're warming up pleasantly 60s by the afternoon. but even warmer weather moves in here tomorrow and saturday. we'll show you those numbers coming up in about eight minutes. let's see how we're doing on the roads with gloria. good morning. >> good morning. the last two days it was really foggy out there on the roads. and today things are looking a lot clearer. so that's some very good news. and of course, we'll keep checking in on the roads for you this morning, guys. >> thanks, gloria. developing news in the east bay oakland police are investigating the destruction of a menorah at lake merritt as a hate crime. it comes as a jewish community celebrates hanukkah. abc7 news reporter lena howland is live in the newsroom with the investigation and how the community came together, lena. >> hey, reggie. with no arrests made, oakland police are looking for anyone with information

about the vandalism to come forward. still, despite all of this, many in oakland's jewish community came together last night to rally, replace and relight oakland's largest menorah relighting ceremony was positive, uplifting and peaceful in the same place where the old menorah once stood and before the lighting, a car parade where vehicle after vehicle could be seen with menorahs on top of them, showing signs of support and unity among both the jewish community and others. but this happened less than 24 hours after oakland police say someone destroyed the original one on the sixth night of hanukkah and threw its parts into the lake. some referenced the arabic graffiti left in the area that translates that some here, even referenced the arabic graffiti left behind in the area that translate to free palestine. >> i read the message that they

left at the place where they destroyed menorah. here it's a death set. it's nothing else but a death threat, and we should not take it lightly. >> too many people have been attacked and targeted and hurt and harmed because of who they are, where they're from, who they love, how they pray and that is wrong. speaker at the menorah lighting included california attorney general rob bonta, who said that hate crimes have become all too common in california. >> the arab resource and organizing center put out a statement saying there can be no question that the destruction of a symbol of jewish identity on a jewish holiday is an intolerable act of anti-semitism and must be condemned. police have not released any suspect information at this time. if you know anything about who may have been involved, you're asked to call oakland police right away. live in the newsroom lena howland, abc seven news. lena. >> thank you. stanford and ucla have been added to a federal investigation into anti-semitism

and islamophobia on college campuses. the universities join a growing list of schools that include harvard, columbia and cornell. investigators are looking into at least 20 incidents on campuses since hamas attacked israel in early october. >> police in san jose say they've identified suspects in two incidents where pro gaza banners were torn down from freeway overpasses and now they're pursuing hate crime charges against both the mostrillionecent happened incident happened on sunday. the council on american islamic relations shared this video from the park avenue overpass above 8-80. the video shows a man in a heated argument. moments later, he pulls out a knife and cuts down the banners. he can also be heard calling the person with the camera a terrorist. in los angeles, 75 protesters calling for a cease fire in gaza were arrested for shutting down the 110 freeway yesterday morning. this protest blocked the southbound lanes, caused a huge backup. the chp worked to clear

the protesters and their cars. chp officials say officers had to break up several violent scuffles between protesters and frustrated drivers. >> biden administration staff and appointees are increasing pressure on president biden to call for a ceasefire in gaza. dozens of people held a vigil outside the white house last night. one sign reads president biden, your staff demands a ceasefire. the group conceal their identity by wearing masks and sunglasses. a former state department official who resigned over disagreements on the war spoke on behalf of the group. i think there's just a blindness to the suffering that the palestinian people are experiencing on a daily basis, thanks to the bombardment that we are facilitating, the bombs that we are providing. last month, more than 700 staffers and political appointees signed a letter urging the president to support a cease fire. national security adviser jake sullivan is in israel this morning meeting with officials as calls for a humanitarian cease fire between israel and hamas grows.

gloria this meeting comes just days after the president warned israel to change course or risk losing international support. >> yes, reggie, the meetings today between sullivan and israeli prime minister benjamin netanyahu and his war cabinet could be tense. sullivan will urge netanyahu to show restraint in the war with hamas and discuss another potential cease fire and getting more hostages released. the meeting comes as the white house is being questioned about president biden's recent criticism of israel at a fundraiser, he said israel is losing international support because of its indiscriminate bombing in gaza. national security council spokesperson john kirby would not confirm whether biden's remark is an official assessment . if so, it could have significant implications as i said to my previous answer there, that they will act in accordance with the law of armed conflict and do everything that they can to match their intent, which is to minimize civilian casualties. >> if they aren't, then isn't there an obligation for the u.s.

to change the way that it's delivering military aid? >> that's a hypothetical that i'm not prepared to engage in right now. >> this morning, 135 hostages are still being held by hamas, including americans. as the israeli foreign minister says israel will continue its war in gaza with or without international support. >> thank you. gloria, we are getting a price tag on what it costs the city and county of san francisco to host last month's apec summit, a report says. more than $11 million was spent in overtime pay, and the bulk of that was for the police department. the mayor's office says a federal government and california highway patrol will pick up their own overtime costs. san francisco did pay for chp officers, hotel rooms. the city got about $20 million in private donations, which should help to offset some of those costs. san francisco, though, is facing an $800 million budget deficit over the next two years, and now mayor london breed is asking city department daetz to prepare proposals to cut

spending by 10. she also asked department heads to outline an additional 5% in cuts in case they're needed. the proposals are due by february. mayor breed's office will then crunch the numbers before presenting her budget to the board of supervisors in june. >> dozens of families living in rvs in san francisco have some more time to figure out where they're going. sfmta says it's postpone planning a new parking restriction that was set to take effect on winston drive next week. now this will happen sometime next year. when it does go into effect, the restriction means everyone parked on that street, which is by stonestown galleria, would need to move their rvs every four hours. seven months ago, sfmt director of streets said this area was dangerous, citing many injuries and the need for a bike lane. >> it's a very complicated thing . um, more or less. more than 100 rvs moving on the city. so we don't know where we can go.

>> the city's department of homelessness and supportive housing said they've been reaching out to the rv resident as of mid november, two dozen households have moved out of their vehicles and into housing. 30 households are in the placement process, three are pending a referral to one of the housing search providers, and 18 are still in the process of being matched to a provider. we're learning more about the process for unhoused people to get a shelter bed in san francisco turns out it's not that easy. for many, it begins with the homeless outreach team known as hot. they help people get on a waiting list for a bed or on house. people can call a phone number. they can also register online. and here's where it gets a little tricky. they have to wait for a phone call back. the problem many of these unhoused people don't have reliable access to phones or the internet. and once the call comes, they have 72 hours to respond. >> you're sleeping. you're not watching it, and so you lose your phone, your hot team, your

homeless outreach team worker calls says there's a spot, and then you don't have your phone to answer. and what happens? and then you back your back at square one. some people also tell abc seven news the waitlist has hundreds of people on it. >> the department of homelessness and supportive housing says it is working to make the process more seamless. >> 5-10 this morning, we'll take you to our abc7 oakland airport cam where where all is quiet this morning. we have great visibility in most areas and we are dealing with some chilly temperatures. first thing, here's live doppler seven along with satellite. what you're noticing a lot of high clouds streaming in from a trough off of our coastline. we actually have high pressure in control. we call this a dirty ridge of high pressure because it's not completely clear underneath of it. we do have those high clouds streaming in, but we're in store for a really nice afternoon with mostly sunny conditions and mild temperatures. but this morning it is quite chilly out there, 30s and low 40s to begin our

the engineer and created what's being called a glitter bomb. he's also one of the many people who've had their car broken into in the city. >> i'm missing a window. not cool. san francisco, so not cool . >> mark rober then decides to do this build a backpack that shoots glitter and also emits a foul odor at thieves. the backpacks were put inside bait cars, where thieves got quite a surprise after their heist. the hidden cameras recorded the break ins and while these pranks are somewhat entertaining, they are also providing value information about the burglaries

. >> something like 80% of our break ins were just individuals, so not groups coming around in cars and honestly, it felt like a lot of them. this could have been almost right. >> the operation also revealed that some of the stolen items, stolen items were offloaded at a fencing operation that we reported on earlier this year. rober says his team recorded 25 break ins overall. former san francisco giants star buster posey raised a controversial point as to why shohei ohtani might have chosen the dodgers instead of the giants to play for. he said in an interview with the athletic that the city's drug and crime issues are some of the concerns that come up for top free agents. we spoke with the journalist who wrote the article. >> he spoke really from the heart that, you know, there are perceptions out there that may outstrip reality for what's going on in the city and for what? uh, um, you know, the vibrancy of the city and he really wanted to try to correct

next week, looks like a wet pattern is going to set up across the region. but today it's all about that filtered sunshine. it's a mix of sun and high clouds. once that sun is up here after 7 a.m. by about 9 a.m, we're into the 40s and 50s around lunchtime, we're starting to see some 60s pop up on the board, and later on this afternoon we do expect most of us to get into the low and mid 60s for our daytime highs later on this evening, we'll start to cool off. it'll be a mix of clouds and stars out there, and then tomorrow morning again, we'll start our day in the 30s and in the 40s. so today, enjoy the pleasant weather again. we're going back into the 60s under that mostly sunny afternoon, 62 in the city, 63 in oakland, 68 in san jose, about 62. in napa overnight tonight. we're not predicting widespread fog. some patchy areas in the north bay. we'll find partly cloudy skies and temperatures in the 30s and in the 40s. take a look at the temperature trend for oakland. our average high this time of the year is 58 degrees, but we're well above that. to start out the week. and

>> new developments. hundreds of people turned out for last night's santa rosa city school board meeting, as the district begins discussions that could bring police officers back on campus permanently. the meeting lasted until midnight, although no big decision was actually made for much of the evening. school board members heard from parents and students, many calling for increased security on campus. following a series of recent violent incidents. at least one trustee questioned if officers were necessary and she got a quick response where are the voices of students who feel so unsafe? >> i'm sorry, i'm not done. >> okay. the meeting had more than 80 public comments. montgomery high students said their survey indicates they do want officers to return to campus. trustees passed a motion to continue the conversation with school officers and city partners. we currently do not know what an sro program tool may look like. >> we do not know what that tool

few hundred yards from highway 101 near menlo park yesterday, and water poured into a former industrial salt pond. it's 300 acres that will slowly and steadily be turned into the bay area's newest tidal marsh, state managers say. when it starts to grow in, it will provide critical habitat for birds and wildlife, along with a multitude of other benefits. >> yeah, the tidal marshes around san francisco bay are doing a lot to benefit people and to benefit the environment. they sequester greenhouse gases, they sequester carbon. so they're helping us reduce climate change impacts. they help us adapt to sea level rise. >> the nonprofit save the bay spearheaded a volunteer program to green the edge of the ravenswood site. over the last several years, they created what's known as a horizontal levee to absorb the rising tides from sea level rise in the south bay. >> san jose city leaders say safety improvement projects are
