? how do we get to yes? how do we say yes to small businesses? how do we say yes to new opportunities? how do we make it easier for people to set up shop like this and to thrive and to be a an incredible community asset? >> and now san francisco's mayor, london breed, believes she's found part of the solution to those questions. it comes in the form of 100 changes to the city's planning code. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. the mayor is making those changes tonight. designed to help new and existing businesses thrive. >> abc seven news reporter luz pena spoke to business owners who say these changes will help tackle roadblocks that have slowed down many for decades. she's live in the newsroom for us tonight, luz. >> that's right, ama, these new laws will make it easier for business owners to either expand or change their business model, or even for new businesses to open here in san francisco, removing the burden of the typical permitting process. ten months ago, anthony strong

opened past the supply co in san francisco's inner richmond. >> we make 30 different shapes, making pasta is what he wants to focus on. >> and now two laws signed on his counter will help him and many others do just that. >> all right. it's done in san francisco, mayor london breed says the changes will help new and current business owners worry about their businesses and not fear the city's permitting process. >> these pieces of legislation is going to make things that were impossible for years to happen in the city possible. 100 changes to the city's planning code means eliminating fees and streamlining rules around permits and it also does a lot of things to just remove simple zoning restrictions that won't allow one person with a guitar to play at a coffee shop. >> this is huge, huge, huge for these businesses. >> one of the main changes impacts liquor licenses for music venues. >> now through this legislation, bars nighttime entertainment and

restaurants that want to add liquor licenses. they can actually go through and be eligible for the expedited review process. so they will have a hearing within 90 days. another example might be, you know, i have a coffee shop, but i also want to have an art gallery in there. but normally it would be kind of difficult to go and have two different kind of uses. co-locate so through expanding the ability to have flexible retail use throughout the city, we're offering more creativity. >> these changes will also allow neighborhoods like haight-ashbury to grow for decades, they've had a cap on the number of restaurants and businesses allowed here. that's changing. >> now we will be able to have more restaurants. the shops will be able to be able to have a more diverse, um, offering where if they want to do coffee, if they want to do music, if they want to do a pop up, we can do all these things and be able to do pilot programs to see what works. >> these changes are building on previous small business reforms that went into effect during the

pandemic, like removing roadblocks to opening businesses is just going to help keep any of us small business owners. and these laws will will officially go into effect in 30 days. and it's important to highlight that these new laws build on other small business reforms, like the passage of prop h in 2020 and the small business recovery act in 2021. in the newsroom, luz pena, abc seven news. >> luz it's been well documented by us and so many others at san francisco has some real challenges here. talk about how badly san francisco needs these changes. >> well, dan, it's crucial for the economy of the city and many neighborhoods. our abc seven data team found that during the third quarter of 2023, real estate company cushman and wakefield reported a 6.6% retail vacancy in san francisco. so there are many empty storefronts that could possibly benefit from this very soon. yeah. that's great. >> all right, luce, thank you. >> san francisco has seen a record number of accidental overdoses this year, and there is still one month of data to collect. city officials say 752

people have died. the previous high was 726. in 2020, fentanyl was involved in more than 80% of the deaths. this comes as the city is joining a program to test wastewater for drugs. it will use the data to adjust its response to the opioid epidemic and get a jump on emerging drugs . >> a former east bay police officer accused of shooting his wife during a days long standoff will be back in court next week, a judge delayed this afternoon's scheduled arraignment of 40 year old son liam sacco to allow him more time to hire an attorney, police say sacco was barricaded inside his home a week ago when he shot his wife. as she tried to get inside, she wasn't seriously wounded. there was a protracted standoff that ended when sacco uh- surrendered on saturday. finally the former pittsburgh police officer faces nine felony charges, including firing shots at authorities. >> a person is under arrest, accused of setting three fires near freeways in san jose. the chp is investigating this as

arson. the fires were near each other, one near 101 at the 680 interchange. another along 280 at bascom avenue, and the third just south of there along highway 17. no. one was hurt, but two lanes of southbound 17 are closed because a tree is in danger of falling and blocking some lanes. the chp also closed the on ramps from 280 north and highway 17 south to 80, so they can make sure the areas are safe. >> the troubled self-driving car company cruz is laying off about 25% of its workforce after months of turmoil at the company, the general motors subsidiary had its driverless permit revoked earlier this year, as we reported, after an automated vehicle dragged a pedestrian in 20ft following a crash. about 900 employees will be affected by the layoffs, including nine of cruz's top executives. >> happening now the oakland unified school board meeting is underway. it started about an hour ago with the biggest topic being the district's $33 million budget shortfall next year. and there are concerns that it could

get even worse because of new contracts that are set to take effect next year, as abc seven news reporter ryan curry explains, that could mean school closures and other cuts, costs are going up and revenue is going down. >> the oakland unified school district has to find ways to save money. they say infrastructure needs to be updated. health insurance is rising and now they'll have to pay teachers more after reaching a new union agreement in may. >> we want people to stay in oakland and work in oakland for the long terme. um, but yeah, at the same time, it does mean, you know, we have to balance our budget. and that's a requirement for any district. >> one option is closing certain schools and cutting funding to some programs. enrollment continues to go down and the district says doing that will save money, but it could mean less resources for students. >> it could take a huge hit for us. like, you know, the impact that they have with the students and not having those extra support staff, lawrence williams is a paraprofessional with the district. >> he works with students after school who need extra support.

he understands money is tight, but he fears his program could lose funding. it's like the blind leading the blind, to be honest with you. >> so how are you going to have that type of support if you don't got the impact to help the students become better people, without the money being a huge part of that? >> it's not the first time the oakland unified school board has had to talk about closing or consolidating schools. it's been a topic the last few years, and with the way their budget is looking for the years to come, they say it's necessary to have the conversation again. >> we had a small schools movement where we had many schools that were 350 or 400 students, but now with declining enrollment, we have 11 schools in oakland that are under 180 students each. and that's just not sustainable. >> finding sustainability when academic performance has also been low, according to the state, last school year, only 33% of students were proficient in english and only 25 in math. davis says consolidating schools and putting students in better funded environments will help them succeed. >> it's not just the negative

impact to families. when you do have to close a school, but it's the positive impact when those families end up at a school that's adequately resourced and they're getting the support they need. for williams, he wants the board to still fund programs that will help students achieve a better future and just keep the programs. >> that's important. um, on the top of the list, because at the end of the day, these programs are going to help these kids get through. >> in oakland, ryan curry, abc seven news. >> some health news help is on the way for parents looking to vaccinate their children against the respiratory syncytial virus, or rsv. the white house is urging drug makers to make 230,000 more doses available for infants next month. the cdc announced a supply shortage back in october, and is advising health care providers to prepare i-team's patients at high risk for rsv. roughly 300 children under the age of five die each year because of this illness. >> the first oral pill that treats the symptoms of postpartum depression is now available by prescription at select pharmacies. one out of

team has decided to turn it into a four city tour. the first stop is sacramento on january 20th, then it moves to san jose on january 27th and napa on february third. it will wrap up

in march at oracle park, and fans will get the opportunity to meet current and former players. the tour is viewed as one way to re-energize the fan base. after a couple of down seasons. give them a little lift. >> all right, in more sports news, we are hearing now more reaction to the indefinite suspension of warriors star draymond green. abc seven sports director larry beil is here. larry, let's start with what we heard today from warriors gm mike dunleavy and nba executive vp joe dumars. >> listen, i think for what's best for us and draymond and everybody is um, you know we help him with the appropriate amount of assistance. and then we judge and base it on his comeback dependent on you know, when the right time is. so it's indefinite truly means indefinitely. >> a lot of times people get caught up into like a number like what's the number? what and we didn't want to do that. first of all, we knew that there would be some level of punishment, but we didn't want that to be the focus. we wanted the focus to be on how can we help draymond?

>> but also it also sounds like indefinite by not putting a number on it. larry. that's even more strict punishment. it's open ended. we can let it go as long as you want. as we want. it's up to you. and it depends on your behavior. >> in that case. one thing i want to add to the soundbite from mike dunleavy is he mentioned in the news conference that, you know, they're going to reassess after 15 to 20 games and it was unclear whether he meant that they expect draymond to be out that long or the team struggling with a ten and 13 record that they need. that amount of time to figure out what to do with their roster. but at this point, it's undeterred and also undetermined is what exactly do they want draymond to do to show okay. now you're a solid citizen. we want you back. >> get back in their good graces. and of course the whole thing is bad for business i mean draymond on the court helps the team in a lot of ways. they're playing the clippers tonight in l.a. do we expect to hear from coach kerr about any. >> oh absolutely. yeah i'm sure this will be addressed in steve's pregame which usually

abc seven news reporter zach fuentes got an inside look at the facility to learn how it will power both innovation and a local economy. >> there not much larger than a business card, yet there the power source behind some incredible technology. our battery has the highest energy density and the power density in the industry. the battery, a silicon anode, lithium ion cell, is made by amprius. it's helping to power breakthroughs in aviation technology. things like drones, air taxis and solar cars . it's also powering some critical military technology. now the fremont facility where the batteries are made is seeing a major expansion. >> very important milestone of our business. empress says they have so many customers waiting for these batteries right now that there's actually a backlog.

>> so this expansion is going to help increase our capacity to ten times. we have our safety glasses on right now because we're in the room where some of these batteries are being manufactured. this tool right behind me is putting some of those batteries together right now as we speak. >> you know, we sold out this year's capacity and the next year's capacity. so this new facility is very, very important for us to grow our business. >> the company's growth equally important to the city of fremont, the curiosity to pioneer. >> that is what makes our city special. >> mayor lily may says the expansion spotlights fremont's efforts to become a hub for advances in innovation. >> fremont is proud to be home to the most manufacture advanced manufacturing jobs in california, and we've partnered with a lot of different organizations to ensure that. and what we see here is that this is just a critical to our hub and logistics to be able to deliver the new innovation and products, something she said can have ripple effects, not just in the bay area, but nationally. we as cities, working with our counties, regional and federal levels, are able to implement these things that bring

manufacturing back to the united states. >> in fremont, zach fuentes, abc seven news. >> good news there. all right. let's turn to the weather forecast. chilly. and maybe some rain. yeah. >> and a spare the air alert has been issued for tomorrow for the details, let's get to abc seven news. weather anchor spencer christian. hi, spencer. hey, dan . >> hello. hello. yes, that's. spare the air alert is for tomorrow. as we've had increasing concentrations of fine particulate matter in the atmosphere. mainly due to wood burning. so under a spare of the air alert, wood burning is illegal. that is indoors and outdoors. so bear that in mind as we go into tomorrow and the end of the week. here's a look at what's happening on our satellite radar composite image. we've got some high clouds streaming into the bay area, but skies are still mainly bright and clear. we're just going to have we're just going to have some high clouds overnight and tomorrow. so let's take a look at current conditions. it is 57 degrees here in the city right now oakland 54. we have 58 at hayward, 59 san jose and 55 apiece at san mateo and half moon bay. looking back from the east bay camera, the east bay hills camera actually toward the

bay bridge, you can see just a little sliver of brightness in the post sunset sky. other temperatures readings right now 53 at santa rosa, petaluma 52, napa 5651 at fairfield, 55 at concord. livermore 52 degrees. and now let's check out our forecast feature. so for tonight we'll have high clouds. but skies will be relatively clear friday, tomorrow and saturday it will be warmer with near record highs possible both days as we're going to have quite a little midday warm up and then sunday into midweek. next week we expect a rainy pattern that will last several days. let's concentrate on tonight. first though, as those high clouds move through the bay area sky and we'll start the day tomorrow morning again with bright skies, but with lingering high clouds. that pattern will be with us through the day tomorrow. so taking a look at low temperatures tonight, generally in the mid to upper 30s in our inland valleys, especially in the north bay and over in the inland east bay, where we'll see lows of 35 at fairfield, 39, concord, livermore 38. but right around the bay shoreline and down into the south bay. lows
