workforce, and it's experience in san francisco could be a big reason why. >> good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. after a series of safety problems in san francisco, the subsidiary of general motors is laying off more than 900 workers. >> abc seven news reporter suzanne phan joins us live in. suzanne, this is a move to slash costs and revamp the company. that's right. ama. now these layoffs come just one day after crews dismissed nine key leaders, including the chief operating officer. i'm concerned about it, edward escobar is really worried about self-driving cars on the streets of san francisco. >> we ourselves had said that san francisco residents are not guinea pigs and techs should not use us as guinea pigs. >> cruise just announced that it slashed more than 900 jobs from commercial operations. >> a very sad day in many respects. >> technology reporter pete bigelow covers the automotive industry. he says the cutbacks reflect further fallout from how cruise handled a critical incident in san francisco on

october 2nd, after being hit by human driver, a woman was launched in front of a cruise robo taxi, got trapped underneath the vehicle and was dragged 20ft. >> in some ways, this has been very much expected in recent weeks as the fallout from the crash in san francisco kind of continues, and general motors announced plans not to make the cruise origin and to really scale back their ambitions of being in more than a dozen cities by the end of next year. >> in response to the layoffs, cruise released this statement saying, quote, these changes reflect our decision to focus on more deliberate commercialization plans with safety as our north star, there's really a lot to work through. >> before san francisco or anywhere else in california kind of becomes uh- practical speaking, a viable market again, there are big questions about the future of cruise in san francisco, and when the short turn, i mean, it looks like cruise is going to slow things down. >> scott moore is a uc berkeley associate professor of civil and environmental engineering and an av expert. we asked him about

the future of the av industry. >> we need to set up entities within our state or federal government that can help push this forward in a way that improves safety, because that's really the goal improving safety and mobility. >> cruise says the company will focus on relaunching in just one city in the future, but experts say it won't likely be in california for as for the av company, still up and running, you know, waymo has been kind of quietly inching along. >> they've been operating in for five years now in both phenix and more recently in san francisco. >> reporter as for escobar and other concerned san francisco residents, we continue to the fight and we are trying to wake the people up and say, hey, we need to be aware of what's going on with technology. >> it can be your friend, but it can also be your foe. >> last month, cruise reportedly laid off a number of contractors as for the employees just laid off, they get paychecks until february and they'll also get severance pay. live in the newsroom suzanne fawn, abc seven news. >> okay, suzanne, thank you. see

what it's like to inside a driverless car. abc seven news reporter lyanne melendez put both crews and waymo to the test. you can check out the adventures she had on our website, abc seven news.com to developing news now, a sigalert for several highways in san jose has been canceled. >> all lanes and ramps that were closed are now back open. the closures came after these three fires near each other along 101, 280 and highway 17. a person was arrested, accused of setting those fires this afternoon. chp investigating it as arson. no one was hurt, but two lanes of southbound 17 were closed because a tree was in danger of falling on ramps from 280 north and highway 17 south to 880 were also briefly closed again. all lanes have now reopened. >> new. at six a settlement in the case of a man who died after officers tried to restrain him. his family will get more than $11 million from the city of alameda. the seven year-old son of mario gonzalez, will get $11 million. gonzalez mother will get 350,000. gonzales died in

2021 after being pinned face down while two officers pressed on his body for more than five minutes. the report says no department policies were violated and the officers were cleared of any wrongdoing. >> san francisco has set a record this year with 752 deaths due to accidental overdose, the public health department says there is one drug that's primarily responsible for the majority of these preventable deaths continue to be driven by fentanyl, with more than 80% of the deaths attributable to that substance. the previous high was 726. in 2020. keep in mind this year's number is only through november. the city is going to start testing wastewater to try to get ahead of the drug crisis. san jose may have found a solution to reducing retail theft, something that is a problem, of course, for businesses all over the bay area and the state for that matter. >> abc seven news south bay reporter dustin dorsey explains what officials have in mind. >> the holiday season is the

most hectic time of year for retailers because of both shoppers and shoplifters. reports of organized retail theft are increasing. san jose police recorded a 25% spike in reported cases from 2021 to 2022. retailers across the state have had enough. >> we're not law enforcement. we're not social workers. but yet we are being we are seeking out training to help our staff be able to uh- learn in de-escalation techniques, all in order to keep our customers and our employees safe. >> lynne melillo worked for new leaf community markets with locations across california including half moon bay and aptos. she shared a video from members of the california grocers association that highlights the struggles her small grocery chain is facing. during a hearing by the little hoover commission in sacramento thursday. the hearing was called to look at issues surrounding retail theft in order to learn what the state can do better. >> we need your help. our

employees need your help. our customers need your help. >> in san jose, sapd is focusing on providing that help here in the south bay, the department's new organized retail theft detail will be deployed on extra overtime based patrols to work to deter crime for businesses. we're hoping that these patrols will assist not only in building relationships with business owners and community members who are going shopping, but also just be a visual deterrent for anybody who is committing additional crimes in that area. the patrols are structured using tactics that were used to make roads safer in san jose, sapd says the presence of officers, slow drivers and they hope it will slow robberies at shopping malls, small businesses and other locations throughout the city. the patrols will take place six hours a day during the evening, four days a week, and will be paired with new automated license plate readers to catch suspected thieves. >> we want to make people aware that these patrols will be there to make them feel safe. we want to make the business owners feel safe and aware that we're going to be there to help them. if these types of crimes are occurring, and bottom line, the most important thing is we want

criminals to know, don't come to san jose to commit crime in san jose. >> dustin dawsey abc seven news happening now the oakland school board is meeting and members may be forced to reconsider a controversial proposal to help balance the district's massive $33 million budget deficit. >> board members are discussing the parameters for a study on school consolidation. board member sam davis understands previous attempts to close or consolidate schools have been met with stiff resistance, but he says the board may have no choice this time. >> we had a small schools movement where we had many schools that were 350 or 400 students, but now with declining enrollment, we have 11 schools in oakland that are under 180 students each. and that's just not sustainable. >> davis says consolidating schools would put students in better funded environments and help them succeed. however some are concerned about equity and impact on the schools that would be closed and earlier this week, san francisco unified school district announced plans to cut more than 900 open positions. school officials say people won't lose jobs. these are

vacant positions that could save the district $100 million a year. the district faces up to a $420 million budget deficit in 2025. >> all right. the warriors are trying to figure out how to get by after losing draymond green. the nba suspending him indefinitely as you've heard, his second suspension in one month. >> abc seven news sports director larry beil is here with us. larry, any idea what indefinitely actually means here? >> indefinitely means indefinitely. nobody knows really. it depends on what the league wants draymond to do, how the nba expects him to demonstrate that these problems will not continue. the issue here is that draymond as you see him slapping jusuf nurkic here which he says he did not intend to do. he's a repeat offender. the on court antics just never seem to stop. and the nba is sick of all of this. general manager mike dunleavy jr emphasized the warriors they want draymond back and now they have to come up with a plan along with draymond and his agent, that will satisfy the league. but nobody knows how long this is going to take. >> yeah i mean i think the

bigger impact will be you know how we do the next 1520 games. and that'll probably determine you know, where we go more than this, this specific incident or this time away for him, the reality of the situation is if you're evaluate draymond his ability this year has been great. his availability is not. >> first of all we knew that there would be some level of punishment, but we didn't want that to be the focus. we wanted the focus to be on. how can we help draymond? >> worth pointing out that joe dumars, who was a star with the detroit pistons, he's the guy that hands out the discipline in the nba. he's known draymond since green was a little kid. so i believe they have his best interest at heart. but also the leagues as well. also draymond hasn't broken the law. he's not a criminal. he's being vilified. but this is all about activities on the basketball court. he needs to change. the warriors know it. the league knows it. everybody knows it. now the question is he capable of changing his bad behavior though. well yeah. but yes but it's a basketball player doing

owners to either expand or change their business model, or even for new businesses to open here in san francisco, removing the burden of the typical permitting process. ten months ago, anthony strong opened pasta supply co in san francisco's inner richmond. we make 30 different shapes, making pasta is what he wants to focus on. and now two laws signed on his counter will help him and many others do just that. >> all right. it's done. >> san francisco mayor london breed says the changes will help new and current business owners focus on their businesses and not fear the city's permitting process. >> these pieces of legislation is going to make things that were impossible for years to happen in the city possible. >> 100 changes to the city's planning code means eliminating fees and streamlining rules around permits. >> and it also does a lot of things to just remove simple zoning restrictions that won't

allow one person with a guitar to play at a coffee shop. this is huge, huge, huge for these businesses. >> one of the main changes impacts liquor licenses for music venues. now through this legislation bars nighttime entertainment and restaurants that want to add liquor licenses . >> they can actually go through and be eligible for the expedited review process so they will have a hearing within 90 days. another example might be, you know, i have a coffee shop, but i also want to have an art gallery in there. but normally it would be kind of difficult to go and have two different kind of uses. co-locate so through expanding the ability to have flexible retail use throughout the city, we're offering more creativity. these changes will also allow neighborhoods like haight-ashbury to grow. >> for decades, they've had a cap on the number of restaurants and businesses allowed here. that's changing. >> now we will be able to have more restaurants, the shops will be able to be able to have a more diverse, um, offering where if. they want to do

they want to do music, if they want to do a pop up, we can do all these things, these changes are building on previous small business reforms that went into effect during the pandemic, removing roadblocks to opening businesses is just going to help any of us small business owners, and these laws will go into effect in 30 days. >> it's also important to highlight that these new laws are coming right after other small business reforms, like the passage of prop h in 2020 and the small business recovery act in 2021, allowing for more commercial projects to be processed in the city a little bit faster in the newsroom. luz pena abc seven news liz lou says we know the pandemic drove away customers. >> inflation drove up costs. yeah, businesses are hurting. how badly do they need this in san francisco? >> dan it's actually crucial for the economy of the city and many neighborhoods here in san francisco. our abc seven data team found that during the third quarter of 2023, real estate company cushman and wakefield reported a 6.6% uh- retail

vacancy in san francisco. so there are many empty storefronts that could benefit from this very, very soon. >> that's encouraging. all right, louis, thank you. >> happening tomorrow, there's a spare. the air alert in effect in the winter doesn't have to do with driving. it's mostly because of wood smoke pollution. wood burning is banned. all day tomorrow because of the spare. the air alert as we do. take a look. a look at traffic down in san jose and even today is a little hazy out, right? >> maybe the coming rain will help kind of wash the air out a little bit. yes >> christian is here with the latest. spencer. okay, but the thing is, the rain may not be here until sunday or sometime next week. >> so we have right now increasing concentrations of particulate fine particulate matter because mainly of the burning the smoke from wood burning. so just bear that in mind. here's a look at our satellite radar composite image. we have basically clear conditions with just high clouds streaming through the bay area sky right now. but there's a fairly significant storm building out at sea that will bring us the rainfall. we mentioned earlier. that will

start on sunday, but right now we're looking at calm and mild conditions. san francisco 57 degrees. we have mid 50s at oakland and hayward, 58 at san jose, 54 san mateo down to 48 at half moon bay. already here's a nice view from emeryville. looking back under mainly clear conditions towards the bay bridge. other temperature readings right now 50 degrees at petaluma and santa rosa. 54 napa down to 46. in fairfield, livermore 50, concord 53. and these are forecast headlines tonight. we'll see more high clouds streaming through the bay area sky tomorrow and saturday. it will be warmer, significantly warmer in fact, the near record temperatures near record highs are likely and then on sunday to the midweek uh- days, we'll see a very wet weather, wet weather pattern developing. the rainfall is going to be significant, so let's start with the forecast animation overnight as the high clouds continue to move through the bay area sky, it's basically going to look rather clear at the start of the day tomorrow morning. so on we go to overnight low temperatures chilly up in santa rosa, low

there at 38 degrees, but most other north bay locations will see lows in the low to mid 40s tomorrow. tonight over in the inland east bay 38 at livermore, 39 at concord down to the south bay. fairly mild, mid 40s in morgan hill and san jose and right around the bay shoreline. will see lows in the mid 40s as well. and tomorrow a pretty mild day. 65 will be the high at half moon bay. we'll see 65 to about 68 around the bay shoreline. the inland east bay, which is often our mildest location, will be the coolest tomorrow with highs only in the low 60s, and we'll see highs up to about 70 at san jose and 71 at morgan hill. now take a look at our future cast forecast animation on saturday night. we'll see the first wave of rain approaching. it'll start to push into the bay area on sunday, followed by more rainfall on monday and some cooler air, perhaps some snow over in the sierra. yet more rain on tuesday and into wednesday. and finally that low pressure system that will be our storm. our rainmaker will start to slide eastward southward rather, and take the rain away. but rainfall totals uh- by next

thursday evening, going to be pretty significant over two inches likely in santa rosa and in san francisco, inch and a quarter over that four day period down in san jose. so the bay area is going to get a nice little pre winter soaking. here's the accuweather seven-day forecast. and of course i say pre winter because it next thursday will be the first day of winter. it starts at 7:27 p.m. pacific standard time. but each of those four days leading up to next thursday we'll have rainfall uh- in the bay area and storm activity at the level one on our exclusive abc seven storm impact scale. so warm couple of days ahead and then a wet week. okay, thanks, spencer. >> the transamerica pyramid has an ambitious new owner. a new york developer purchased it in 2020 for around $650 million and is making major improvements. it's abc seven news insider phil matier spoke with him. >> san francisco is one of my favorite cities in america. i've invested $1 billion here, and i can tell you that i've always been positive. and i've said to

you, faith is something that you always need to have, not just when times are good, when times are tough, when things happen. you have to believe. and i'm a big believer in the city and i just i don't just talk about it. i have $1 billion invested behind my belief. >> phil explained the changes that could be coming not just to the transamerica pyramid, but the entire neighborhood around it. >> this is an icon. this is this is more than a building. this this is an icon of san francisco right along with coit tower and the golden gate bridge. uh. and he knows that. and that's what makes this building and what goes on in it and around it so heightened, both visibly in the business world and in the political world, and what we have here is a developer that bought it for, what, $600 million? he's put in, $400 million in it in a time when we were talking about the doom loop hitting san francisco and offices cratering and trying to revitalize the downtown, well, here's somebody that's betting big on the downtown. but in order for the deal to work, he wants to add on to the buildings around it, one of them in particular, and it's not just

drains this morning at newark penn station. it's not known where he came from or how he ended up the station. did you go there on his own? somebody dropped him off there. multiple agencies responded to the scene and contain the bull inside a fence. officials say he will go to an animal sanctuary. nobody was injured. well, bart promised to upgrade fare gates and is following through. work started today to install bart's next generation fare gates at the west oakland station. they're meant to prevent fare evasion. these prototypes will take about two weeks to install. bart says it's doing the work now because it's typically a low ridership time, so close to the holidays, the new gates will be up and running in the new year, so bart

can test what works. bart plans to install more than 700 of these next generation fare gates systemwide by the end of 2025. >> all right, we are just a week and a half away from christmas. is that unbelievable? i mean, a week and a half away and the end of the year holiday travel season officially starts tomorrow. here's a live look at san francisco international, a thanksgiving travel at sfo this year is 14% higher than last year, and christmas travel is expected to see that same kind of activity to the south bay. san jose mineta international is expecting travel to be nearly 10% higher than last year at this time. and here's a live look at the abc seven oakland airport camera it's offering a free gift wrapping service for passengers after they've passed the security checkpoint. remember the tsa recommends not wrapping gifts because screeners might need to unwrap the items for inspection. oakland airport's gift wrapping is available on just one day. that's next. friday, december 22nd. now nationally, more than 115 million americans are expected to fly or drive to

here in the bay area today. >> the fremont facility that makes them amprius technologies has unveiled a major expansion to power even more products. abc seven news reporter zach fuentes got an inside look at the facility and has the impact locally. >> there are not much larger than a business card yet they're the power source behind some incredible technology. >> our battery has the highest energy density and the power density in the industry. >> the battery, a silicon anode, lithium ion cell, is made by

amprius. it's helping to power breakthroughs in aviation technology. things like drones, air taxis and solar cars. it's also powering some critical military technology. now the fremont facility where the batteries are made is seeing a major expansion. very important milestone of our business, empress says. they have so many customers waiting for these batteries right now that there's actually a backlog. so this expansion is going to help increase our capacity to ten times. we have our safety glasses on right now because we're in the room where some of these batteries are being manufactured. this tool right behind me is putting some of those batteries together right now as we speak. >> you know, we sold out this year's capacity and the next year's capacity. so this new facility is very, very important for us to grow our business. >> the company's growth, equally important to the city of fremont , the curiosity to pioneer that is what makes our city special. mayor lily may says the expansion spotlights fremont's efforts to become a hub for advanced in innovation. >> fremont is proud to be home to the most manufacturing advanced manufacturing jobs in

california, and we've partnered with a lot of different organizations to ensure that. and what we see here is that this is just a critical to our hub and logistics to be able to deliver the new innovation and products, something she said can have ripple effects, not just in the bay area but nationally. we as cities, working with our counties, regional and federal levels, are able to implement these things that bring manufacturing back to the united states. >> in fremont. zach fuentes, abc seven news. >> the dow jones is on a hot streak, posting a new record high for the second day in a row. this comes after signs the federal reserve could cut interest rates in 2024. the dow jumped by 158 points. the nasdaq gained 27 points, the s&p closed the day up by 12 points a solid start to the holiday shopping season also contributed to the winds on wall street. retail sales rebounded in november. they were up 0.3% after declining in october. economists had expected another drop. the increase in sales is a welcome

sign in a year that experts worried would end in a recession , and another welcome sign for the economy. mortgage rates dropped below 7% for the first time since august. the rates have steadily declined for seven straight weeks after hitting a 23 year high in october. experts predict rates will continue to drop in the coming months. >> and while we're talking about homes, if you can't get homeowners insurance through an insurance company because your home is in a hard to insure location like a wildfire area, you will be referred to the california fair plan. it's an expensive insurance of last resort, and now there are delays . seven on your side's michael finney is in the newsroom with what that means for everyone. michael. >> look as if being forced into the fair plan system wasn't bad enough. with high costs and high deductibles. now it is actually harder to get the insurance itself. you can do it, but it really takes some planning. mark and ama o'brien, napa county ranch dodged major damage in a

grass fire. however, it did not dodge all of the fallout when abc seven news spoke with them last year, their insurance company had dropped the couple's coverage, and we've been trying to find alternate insurance since i went to probably 3 or 4 different carriers and got turned down. they were looking at potentially signing up for california's insurer of last resort, the fair plan. that's where you're sent when no insurance companies will offer you coverage. the insurance is more expensive, covers less, and has a high deductible bill. and now it's difficult to get amy bock is the founder of the consumer group united policyholders, says the fair plan is getting 1000 applications a day. >> they switched over to a new computer platform and there seem to be a lot of kinks. so we are getting panicked emails from homeowners, from agents saying, i can't, i can't reach anybody,

i can't. it's taking uh. you know, some agents are saying it's taking two weeks to get a policy locked in. um, and just there's a lot of, um, anxiety out there. >> carl sussman is an insurance broker in los angeles. he says it's hard to even talk with a fair plan employee. >> we have a system now where we have one person in the office that's always on hold with fair plan, because the whole time is four hours a day. i asked him to send me this video website at cfp netcom when one of the assessment staffers get a pickup, the phone is passed around to get policies ordered and updates on those that are already in the system. they're quoting 14 to 21 days to get a quote, right? >> wow. right? wow >> right? right. and you know, when people are in escrow, especially how how how in advance are they looking for insurance? they, they would have day before 2 or 3 days before.
