over 50 air quality complaints have been made related to strong odors emitted during the flaring, which has also led the refinery to issue a level two alert. contra costa county health officials are currently investigate the incident and issued a notice of violation for public nuisance in the east bay tonight. >> mothers united by a common but painful bond came together. they gathered for commemoration of the lives cut short by violence as abc seven news reporter tara campbell explains. speaking tonight, embattled district attorney pamela price and former oakland police chief leronne armstrong. >> one ornament at a time, mothers honoring their children lost to gun violence and other violent crimes at the annual purple gala in oakland. >> the acronym purple stands for prayer, unity, restoration of peace, love and empowerment. >> lorraine taylor started 1000 mothers to prevent violence after her sons were shot and

killed nearly 24 years ago, and having lost both my twin sons at the same time here in the city of oakland, we need all of that to get through the indescribable pain that mothers have to go through, especially during the holidays. and while offering emotional supports and other services. the nonprofit is also working to bring the community together. >> i thought if we brought everybody together, either with the police department, the district attorney's office to try and bridge the gap in trust and communication because a lot of the pain we feel is due to unanswered questions. alameda county district attorney pamela price taking to the podium, pledging her support and commitment to the mothers. >> i know the family that have suffered and cried because of the loss of life in our community. >> as a city like oakland has suffered so much loss and fortunately organized actions like this help families heal. >> that's former oakland police

chief lauren armstrong, his position has now been vacant for nearly a year, and these mothers say the city needs to get it filled. >> we need somebody to really step up, take the helm and just really get this crime under control. i am afraid i've been in oakland all my life and it's just i've never seen it this bad . i'm scared. >> meanwhile, jill blackwell is still mourning. she lost her son, michael, just a couple of years ago and says the support is comforting as he's gone and he's not coming back. >> but at the end of the day, i'm super excited to meet her. >> the evenings event offering some hope for healing to inspire me as well, you know, to just keep praying, keep praying and i know it's going to hurt, but it's going to get better. tara campbell, abc seven news. >> oakland is one step closer to naming a police chief. the sf chronicle reports oakland's police commission voted to pass its three finalists onto mayor

shengtao. we asked former chief laurent armstrong about the opening tonight, and he told us he never wanted not to be chief. he was fired in february over allegations of misconduct, but later cleared of wrongdoing. >> there's another warning tonight about a scam targeting parents in the oakland unified school district. two more families received calls this week that their child was kidnaped, being held for ransom. the district says the caller even knew the names of the students. however in both cases, they were in school and found safe. well, sky seven caught the end of a rather scary situation tonight in san francisco. take a look. a vehicle was reported stolen and there was a two year old inside. it was taken at ashton and holloway in the ingleside neighborhood. police caught up with it about five blocks away, and we did spot a young child with the officers. we're told the suspect escaped and the toddler was fine. >> thank goodness. well, 80 people will be charged with unlawful public assembly and more in connection with that

pro-palestinian protest that shut down the bay bridge in november. the incident tied up rush hour traffic. it called on world leaders for a ceasefire during the apec summit. all those allegedly involved will be charged with five misdemeanor counts false imprisonment, refusing to comply, un lawful public assembly, refusing to disperse and obstruction of public place. each individual who was cited will appear in court throughout next week, starting on monday, the city of san jose struck a deal to keep the berryessa flea market open for the next two years in an agreement with the bumb family, landowners. >> the vendors can continue to operate there up until a big housing development begins. it's a win for nearly 430 vendors who have been in limbo since that project was approved back in 2021. landowners will eventually develop the space into 950 homes, but for now, the market will stay open until at least january of 2026. new at 11 now the winter walk in union square

is back. the festive pedestrian extravaganza has returned in an effort to bring more people back to san francisco's downtown. the winter walk is filled with holiday decorations and features a skating rink, food trucks, bar options and live music. san francisco has been struggling to reinvigorate the shopping district since the pandemic, but this holiday season has seen a significant uptick in visitors. >> thank you for coming out to union square. thank you for not giving up on san francisco. and thank you for shopping in downtown and in neighborhoods and all over. >> this year's winter walk will be the largest one since the event began back in 2015, and will run through christmas eve, and a sure sign the holidays are upon us with the nutcracker are about to hit the stage in san jose, but this production isn't the nutcracker of old. >> it taps into san jose's diverse culture and history, putting a south bay spin on this classic. abc seven news reporter

lauren martinez with the special audience that got a sneak peek tonight. >> the san jose nutcracker celebrates both the holiday classic and the bay area. >> i wanted to create a ballet that was was inspired by our hometown and set in our hometown . >> set in 1905, the backdrop has the san jose electric light tower. on friday, the cast from new ballet held their final dress rehearsal inside the historic california theater. the audience included local students and families from autism bay area. >> those of us who live in san jose and love the city have so much to be proud of. >> dalia rawson is the artistic director. she was inspired to bring the spirit of innovation to the stage. the character clara has a mystical uncle who goes by the name of nikola tesla. >> he brings the gifts of electricity to the home and demonstrates some of his inventions, including setting off a tesla coil on stage,

san francisco. >> watch what leanne found. >> this was downtown reno in 2020. early in the pandemic, nearly four years later, the landscape has changed after washoe county drastically expanded its shelter capacity because the county has enough shelter beds, the cities of reno and sparks can now enforce the no camping rules. this is downtown reno. there used to be a lot of tents here. now it has been cleaned up. >> everybody got a shopping cart . >> we found reno's downtown ambassadors patrolling the streets 24 over seven, making sure people move along and no one sets up a tent that also means many of the unhoused, like 62 year old helena oliver fillled, finally have a warm bed and food. >> and it finally it was my time to live like a human being. what led to their success? >> federal funding during covid and a well-planned, coordinated effort between the cities of reno sparks and washoe county,

the county is essentially be the lead. >> and we are ensuring that everyone works together and coordinate services for each individual. instead of five different caseworkers from different nonprofits, each working on one person, we've got one caseworker working on one person and coordinating with all of our nonprofit partners. so it's a coordination issue where once there was a baseball field, those federal covid funds were used to build the care's campus in 2021. >> about 600 people live in a huge tent and in sleeping pods that was one of the factors that helped to reduce the homeless population here in half. >> right off the top, we're seeing a decrease in our use of emergency services, less calls to law enforcement, less calls to our ambulance service and reliance on the emergency rooms. we're also seeing more people be able to move into housing almost instantly. when we brought in all of those case managers as

the county contracts with volunteers of america to run the everyday needs of the campus, the cost to pay for case managers and behavioral health counselors are also paid for by the county. >> as we saw, the campus is expanding. >> now we're adding in all those services. so this is our welcome center. this will house all of our case management and our behavioral health. all the training and all the dining facilities will be in this one building. we've also brought in some showers, restrooms and laundry into permanent facilities. >> pets are also welcomed and there are rules to be followed. no drugs, no alcohol and no visitors. but people can come and go. if i leave for the entire day, do i lose my place? no. >> okay. no two days? yes >> that, she says, minimizes any disruptions and keeps people on track to getting support and eventually permanent housing. county officials have previously said they needed to get ahead of their homeless issue for fear

they would turn into another san francisco. so when people think of san francisco, so here in reno and sparks and the county, what comes to mind when it comes to the homeless? >> i think that it seems like there's not a handle on it. i think the coordination is a concerning factor, but we had that to washoe county has 500,000 people. >> san francisco has a little morehan 0,000. they spend just shy of $32 million on homeless services. is the budget for san francisco's department of homelessness and supportive housing is $672 million for fiscal year 2023, granted, our entire homeless population is much larger. well over 7000. there is roughly 1700. it's no secret that san francisco attracts many homeless people from other cities. reno does not, in part because of the winters here, not everyone is

ready to commit to a shelter bed at the cares campus for them. there are day services at the resource center. those on the streets of reno or sparks who refuse to go into any kind of shelter faced jail time or a fine. >> this is a rare thing. most of the time we can get folks to go to the cares campus. >> it's the average stay at the campus is less than eight months because was the goal here is to get people into permanent housing. >> are helena invited us to see the small pod where she's been temporarily housed and see this. >> this is what i got today. >> helena showed us the letter. she's been waiting for. notifying her that an apartment had finally become available. this was today? >> yes, ma'am. >> we brought you luck. >> yes, ma'am. it's my time to shine. and to rise. i'm like the dirt still i rise. >> lyanne melendez abc seven news. >> it was fascinating. leanne mentioned our town hall. take

we're going to have nice mild conditions. this is the view from mount tam looking down onto the city right now under hazy but mainly clear skies, 52 degrees here in san francisco, upper 40s in oakland, hayward, san jose, san mateo and half moon bay. another clear view from the emeryville camera looking along the bay bridge. other temperatures right now it's 42 at livermore and at santa rosa. 46, petaluma, 50 napa and 45 at concord. and these are our forecast headlines. overnight hazy. today was the spare of the air day. tomorrow will be as well. and then tomorrow warmer under spare of the air conditions. we've had a build up of particulate matter in the atmosphere because of the smoke from wood burning. of course, wood burning is not permitted under the law. on a spare the air day and on a sunday uh- evening, showers will start moving in and that will be the first of a series of days of rainy weather. but for tonight, dry conditions with low temperatures mainly in the low to mid 40s. inland areas like concord and livermore will drop into the upper 30s. coolest spot will probably be fairfield, with a low of 34. then tomorrow under hazy sunny skies again another

spare the air day. we'll have high temperatures rising up to near record levels for this time of the year. mid to upper 60s around the bay shoreline and inland and down in the south bay. look for highs of 73 at san jose, 74 at morgan hill. now we'll take a look at the exclusive abc seven storm impact scale because the storm that's coming in on sunday is a level one storm. best chance of rain will be in the evening, afternoon and evening hours. scattered showers and lightrillionainfall with minimal rainfall totals. initially but as we follow the forecast animation, you can see there will be rain on monday. in fact, more intense and more widespread than on sunday. more rain will push in on tuesday, followed by rain on wednesday as well. and finally, that rain will start to taper off as the low pressure system that brings the rainfall starts to drop southward a bit. here's the accuweather seven day forecast. level one rainfall or storm activity on sunday a heavier rain level two on monday back down to level one on tuesday and wednesday, but for
