iron man, complete with a bionic arm. good morning. welcome to monday. it's december 18th. >> yes. and as you can see behind us, there's a lot of rain. and if you've been out already, you've likely seen a lot of rain on the roads too. yeah, we have numerous flood advisories this morning across parts of the north bay, the east bay, the city, and for good reason. >> live doppler seven this morning it is really busy where you see the bright colors, the yellow, the reds that is heavy rain that's falling in the east bay, right now. we'll take you down to street level from concord to walnut creek, down through danville, san ramon martinez, right now we have heavy rain falling. it's a similar story as you work your way through five 8-80 into livermore. we have heavy rain and even some pockets of heavy rain in the north bay from mark west springs through saint helena, sonoma, napa, even american canyon. that's where we have some of the heaviest rain currently falling. it's a level two moderate storm on the abc seven storm impact scale until 10 a.m. today. after 10 a.m, the rain becomes lighter, but it is still going to stick around. here's the san mateo bridge. it

is wet out there, so heavy rain right now. those downpours later , rain throughout the afternoon and the evening. those temperatures only in the upper 50s to the lower 60s. let's see how we are doing with the commute this morning. and sue good morning. >> good morning. it's messy. 53 incidents on the chp log this monday morning. drew just showed you the san mateo bridge. it's worth seeing again because it tells the picture here. lots of rain coming down, standing water all around the bay area. lots of solo spinouts. so that just means extra caution and extra time. here we are 8-80 passing the oakland coliseum. those headlights headed south and we had a couple of earlier problems i do want to mention, because they are now clear which will be improving shortly. first, we had a jackknifed big rig that i thought was going to be out there all morning. it temporarily was blocking all lanes that has now been cleared and in recovery mode, guys. >> thank you. sue just like sue and drew have told us, it is wet out there. we've already gotten reports of flooding on roads here in the bay area. abc seven

news reporter lena howland outside in san francisco. with the current conditions, lena, good morning already we are seeing a very slick go around for drivers with a lot of rain and a lot of different problem areas, as you just heard from sue. >> now let's get right into it. this video was taken overnight showing some of the rain hitting san mateo hard. it gives us a good picture of just how slick the roads were. driving northbound on highway 101, and we also saw some pooling happening in a mall parking lot near hillside boulevard and el camino real. it was a similar story in oakland overnight, with reports of more flooding. and yet drivers were still speeding right through it. we also saw some flooding on fifth street and adeline street, with water spilling over the westbound 8-80 freeway overpass onto fifth street, the water coming in down down to the to the gate. >> yeah, down to the gate. to the garage. see the thing is, i'm from germany and i'm used to rain here. >> so when i come to san jose or

like san francisco, i expect sun all the time. and when it rains, it should be like this. so i didn't bring a raincoat at all in san anselmo, we caught up with a few people filling up sandbags proactively yesterday in san francisco, south of market. >> these flood barriers are up now at 17th and folsom streets to try to prevent the kind of flooding that this neighborhood saw last season. so with these slick roads out there, you are definitely going to want to give yourself some extra travel time before getting out the door this morning. and be sure to take that drive much slower than usual. live in san francisco. lena howland, abc seven news. >> thank you lena. in the north bay, workers are preparing for this week's rain by deflating a rubber dam on the russian river. the dam, near forestville is being emptied to prevent flooding. that could happen with the storm. now this is typically inflated in spring or in early summer, when water demand increases. this morning, it isn't just the bay area experiencing colder weather. >> a storm system is moving into the northeast after a weekend of heavy flooding. 2 to 4in of rain

are expected from delaware to the canadian border and more than six inches could fall in parts of new england, with wind gusts up to 60mph. possible. fire worry, anxiousness is just figuring out how we got to set up for the next storm and what time the high tides are coming. the storm is making for difficult travel for millions of americans, as hundreds of flights have been delayed at airports in atlanta, miami and fort lauderdale. after this storm, much colder temperatures will return to the east coast. oh, goody. just in time for us to go stay on top of the conditions as you head out the door this morning with our abc seven news app and abc seven news.com, you can track the rain with live doppler seven and get the seven day forecast anytime. >> this morning. two major freight train crossings between the us and mexico will be temporarily closed after border agents detected a surge in people being smuggled across the border on trains. >> officials say 4000 people were detained yesterday alone. this is coming as a u.s. senate

has delayed the start of its holiday break to try to agree on a new framework for securing the southern border. negotiators met for several hours yesterday, but downplayed the possibility that a deal could be reached before christmas. republicans are demanding border security improvements before agreeing on new support for israel or ukraine. >> to all the national security expert. when you say if we don't have ukraine, they could lose and the world would fall into chaos. putin will keep going. i agree with you, but if you're a national security expert, you should have the same energy and vigor to fix a broken border this morning. >> former president donald trump is facing criticism for his anti-immigration comments about blood purity, which echoed slogans from world war two. trump doubled down last night, saying if he's reelected, he will carry out the, quote, largest deportation in america early this morning. >> we're learning more about a crash involving president biden's motorcade

you could see the secret service and the president reacting last night as he and the first lady were leaving a staff dinner at his campaign headquarters in wilmington, delaware, a car smashed into one of the secret service vehicles that was part of the motorcade. investigators say the crash did not appear to be intentional. they're now looking into the possibility the driver was impaired. an iconic san francisco business closed for months, will be back open just in time for christmas. >> liguria bakery was forced to close because of a fire in august, and it hopes to open back up in just a few days. the north beach staple has been around since 1911, and it's famous for its focaccia. the sorokko family says they are grateful to be opening just in time for the holidays, because christmas eve is the busiest day of the year for business, and they say sometimes customers line up as early as 3 a.m, one of san francisco's last remaining toy stores may have to close its doors if business doesn't pick up very soon. >> the beloved jeffries toy

store in union square, which has been family owned and operated since 1938, has been hit with some hard times. there were once seven jeffries toy stores in the city. this one on kearny street, is the only one remaining. the pandemic has been hard on people uh- the uptick in crime. >> we. i look around me right now and i see so many buildings that are closed, are shuttered. um, why are we here for? well we love san francisco. we love toys and, um, we're the type of family that just doesn't give up . >> the store's co-owner says this week will determine if the store even survives after christmas. still, to come, happy homecoming for brockport. >> the big day he had to help the niners win the west, then respiratoire illnesses on the rise ahead of the holidays. >> a doctor says they're up nearly 400% in california for 608 this morning, and we are to level two. >> moderate storm on the abc

an avenue. so, drew, how long is this going to be going on? >> yeah, reggie, the heaviest rain is between now and about 10 a.m, and santa rosa is one of the areas that is under a flood advisory this morning. you can see why that water is really collect in areas. this flood advisory until 845 this morning. it's a big portion of sonoma and

also napa county. that's not the only place a flood advisory also in effect for parts of the east bay shoreline from richmond down through el cerrito, berkeley, into oakland, san leandro and another flood advisory across the entire city this morning in southern marin county. we have a lot of standing water on our roads this morning, and we are still tracking heavy rain right now. the heaviest rain is falling in the east bay right now from antioch to concord to san ramon, over into livermore and pleasanton. live doppler seven. estimating this rain is falling anywhere from about half of an inch to an inch per hour. so that is very heavy rain that is overhead. future weather after 10 a.m, the rain is going to lighten up, become more scattered in nature, but we still have showers on and off throughout the afternoon and into the evening. so the umbrella surge only going to get a workout for much of the day today. guys >> thanks, drew. still to come, the reimagining of a hit film that topped the box office this weekend. then the family friendly circus setting up in downtown san francisco as we head to break a live look outside. it is now 612.

yesterday, here's what i don't like. you order something, you pay for it. and then it tells you there will be a shipping delay. >> oh no. >> so they tell you it'll be there on time. then say it's a delay. >> it happens. >> it just happened to me. >> shop local? >> yeah. >> you're right, you're right. >> shop local. >> i have nothing to say about that. >> good morning. it is busy out there for both sue and i this morning. we have a lot of rain that is moving through swease, tracking numerous spin outs because we have heavy pockets of rain. the worst right now is in the east bay. you can see 80 through fairfield highway four has been hit pretty hard this morning by heavy rain through antioch, brentwood, discovery bay, some heavier showers. look at this. we have deep red on live doppler seven. that's rain falling at more than an inch per hour. and that's occurring around livermore, pleasanton, dublin this morning. and we have this pocket of heavier rain through kensington, berkeley 580 is certainly very slow. if you're trying to get your way into the bay bridge this morning. we have numerous flood advisories out there, a lot of standing water on area roadways. this is a level two, a moderate

storm on the abc seven storm impact scale until 10 a.m. today. after 10 a.m, the rain becomes a lot lighter, but it still sticks around for the rest of the afternoon and the evening . this is san jose this morning. got some wet lenses out there on our cameras, showers and downpours early on. after 10 a.m, the rain is lighter, but it's scattered showers throughout the afternoon and the evening. let's see how we are doing with this messy morning commute ensue this morning. good morning. good morning drew. >> approaching 80 incidents on the roads. that's according to the chp. so yeah, very busy, very wet standing water. some flooding in spots 101 uh- through lucky drive northbound. that's typically very flooded area. and it is again this morning. you can see the metering lights on at the bay bridge and it's wet out there. richmond san rafael bridge as well. also taking the brunt of some rain. san mateo bridge bart is running slower this morning due to the wet weather and also a 20 minute delay through the trans bay tube due to unscheduled maintenance. you can

see where the slow traffic areas are. and again, here's 101 near lucky drive. northbound is the reverse commute, so not too slow guys. >> thank you sue. the rain is making the morning commute as you just saw a little slow and tricky this morning, so watch out for flooding. abc seven news reporter leana howland continues our storm coverage and how people are preparing for what's going to be a wet week. leana >> that's right. good morning to you. drivers are still seeing quite a slick go around this morning with a lot of rain and quite a few problem areas. it's going to be pretty similar to what much of the bay area experienced yesterday. take a look. this video was taken overnight showing some of the rain hitting san mateo hard. it gives us a good picture of just how slick the roads were driving northbound on highway 101, and it also shows a bit of pooling in a shopping mall parking lot near hillside boulevard and el camino real. oakland also saw reports of more flooding overnight. and yet drivers were still speeding right through it. we also saw some flooding on fifth street and adeline street with water spilling over the

protests called for a cease fire in gaza and it snarled traffic for hours. >> new developments in the war in the middle east. defense secretary lloyd austin has arrived in israel this morning. it comes as a biden administration pushes israel to discuss a more targeted phase of the war that could better protect civil aliens in gaza, israel says it has discovered this massive tunnel not far from its border with gaza. the tunnel is nearly two and a half miles long and big enough to drive a car through. idf soldiers say they found weapons and even a rail system inside. back here at home, authorities are investigating at least 300 swatting incidents targeting jewish communities. >> swatting is not a prank or a joke. it's intended to disrupt, harass, cause fear. and in today's threat environment. swatting is dangerous because it can lead to injury or death, experts say swatting incidents around the country had already

reached crisis levels before for the start of the war. >> in the east bay, a federal judge blocked the city of berkeley from evicting residents of an encampment located located near cal's campus, according to documents. >> residents were warned that the camp near harrison and eighth streets would be closed tuesday. two residents requested a restraining order before the sweep. the judge granted that request on friday. the camp was mostly closed by the time the city got the order, but some residents have since moved back in. another hearing on the matter is set for tomorrow. the owners of a popular donut shop in oakland are feeling defeated and asking leaders for help after their store was apparently just robbed again. now, in this exclusive security video, you can see someone enter colonial donuts on lakeshore avenue around 7:00 last night, the employee at the counter claims the man was armed and demanded cash. he then walks out with a handful of bills. back in june, the shop was also targeted in an armed robbery. after that happened, the community organizer of a buyout event to

show support for the business. colonial donuts and other nearby merchants also met with city leaders asking for solutions, the owner of the shop tells abc seven news she's grateful no one got hurt, but is now demanding accountability from elected officials in a statement, she says in part, quote, we are calling on city leaders to take immediate and meaningful steps toward addressing this crisis. it's crucial for them to acknowledge that the current situation is unsustainable, and we demand a comprehensive and effective response. we have messages out to oakland police and are waiting to hear back. >> only on abc seven news. a san francisco restaurant owner has some beef with the city and thieves who made off with around $5,000 worth of premium wagyu meat. the owner of ace wasabi in the marina district said at around 515 thursday morning, multiple suspects jumped a gate and entered their storage unit. you can see on the surveillance video individuals rooting around in the freezers, ken lowe says in about ten minutes, they made off with around $5,000 worth of

the pricey meat and some seafood . and this isn't the first time lowe has been a victim of crime, although it is the first time he's filed a police report. >> my car has been broken into five times in the last three years. my restaurants have been broken into four times in the last three years. i'm hoping that getting this word out that the city understands that hopefully we'll make some changes. i mean, whatever we're doing now isn't working. um, it's i'm numb to it. i'm saddened by a city that isn't holding people accountable. >> wow. that is a lot of times be broken into. we reached out to sfpd for more information, an we have not yet heard back. new this morning a historic fine for southwest airlines after last year's meltdown during the holiday travel season, the airline ordered to pay $140 million and provide new compensation for people in the future. abc7 news reporter gloria rodriguez is in the newsroom with what the us transportation secretary is saying about that. this morning, gloria. >> good morning. reggie. u.s. transportation secretary pete

buttigieg saying with a failure this large, there has to be consequences. and he says it sends a message with a new standard and level of accountability. this all goes back to the holidays last year, when southwest canceled 16,900 flights after an operation meltdown, stranding more than 2 million passengers. the department of transportation found southwest did not provide adequate customer service assistance. flight status notifications, or prompt refunds. the airline has since paid out more than $600 million in refunds and reimbursements, and now they'll have to pay $140 million in fines and make changes to the way they compensate passengers. >> this means that passengers will be protected. uh. what we're doing here is sending a message to the entire airline industry. you need to take care of your passengers. and if you don't, there will be consequences. we will hold you accountable.

>> southwest saying in a statement, we are pleased that we reached an agreement with d.o.t. that prioritizes our customers. so you might be wondering what changes you'll see if you fly southwest. will the airline will now be required to establish a $90 million system to compensate people affected by delays and cancellations, and that includes a $75 credit to any passenger whose flight is delayed by more than three hours. when it is the airline's fault. live in the newsroom gloria rodriguez, abc seven news thank you gloria, a heads up if you still have to ship items ahead of the holiday, the united states postal service says today is the deadline for ground service or first class mail for day shipping. >> if you want the package to arrive by christmas. as for ups, tomorrow is the final day to send packages via ups three day select. fedex says its deadline for two day shipping, which offers delivery in two business days, is wednesday the 20th. now all of these carriers have overnight options, but that can

similar setup with that heavy rain moving through is creating standing water. slow. go there too, and across the entire city in southern marin county. a flood advisory until 830 this morning so you can see heavy rain has been moving through over the past couple of hours. it's lowering visibility in some spots to less than two miles in livermore, down to a mile at sfo. so it is hard to see out there this morning thanks to the rain. that sun comes up here and about 45 minutes. that will make it a little bit easier to see where that water is standing on our area roadways. some of the heaviestrillionain is pushing off to the north and east, but we're still in and out of pockets of light to moderate rain this morning. after 10 a.m, the rain is going to lighten up. so between now and 10 a.m. is the worst of this level. two storm. after 10 a.m, we'll downgrade this system to a level one light system for the rest of the afternoon and the evening. we will still track some scattered showers for the second half of our monday highs today. it will be in the mild side. we have a south wind right now that will bump us up into the upper

it comes after a rise in attacks on ships by houthi militants in yemen. in a statement, the company said it made the decision because of the deteriorating security situation as circumstances in the area continue to evolve. oil prices in the us are up 1% at $72 a barrel.
