we have a lot to cover on this monday morning, starting with major storm slamming the east coast right now. this is a live look outside. you see the rain coming down here in times square. >> it was a rough commute in this morning. ginger is standing by with the latest track and timing with the dangerous weather on the move. and trevor ault has more on how this could impact your christmas travel plans. first rob marciano is going to start us off in norwalk, connecticut, as parts of new england are seeing high winds and flooding. how's it going out there, rob? good morning. >> reporter: you said it, robin. high winds and flooding. it's a nasty morning across much of the northeast. we've got the wind and rain at times blowing sideways. wind gusts 66 miles an hour. the tide coming up. we're nowhere near high tide. we'll probably see coastal flooding as well. it's been a long weekend, from florida to the carolinas and now the northeast.

overnight that massive storm making its way into the northeast. in new jersey, drivers had to be rescued after cars stalled out in floodwater, cars hydroplaning on new york city's fdr drive. and carolina coastline getting hammered. an ocean overwash in buckston, north carolina, part of the outer banks. winds wreaking havoc across south carolina. this shopping center suffering severe damage in south carolina after a reported tornado touched down. pieces of the building ending up in the parking lot. windows smashed after debris was launched into this van. winds toppling trailers and knocking down trees into houses in horry county. >> we were running and heard the glass breaking. we came out and the tree was there. >> reporter: areas near charleston getting more than 16 inches of rain. acuweather captured first responders rescuing drivers in historic georgetown. the storm slamming florida, too.

conditions so bad there, this driver couldn't see the road ahead going right over a sea wall and into the intercoastal. his van floating. first responders though were able to rescue him. >> oh my god. >> reporter: this power line igniting during the storm in st. petersburg. now from the mid-atlantic to the northeast, over 200,000 people without power. the low level jet stream activated this morning. that's about 2,000 feet directly overhead. those winds are whipping at 90 miles per hour. we're going to have that risk here in new england throughout the afternoon. not a great way to start out the week before christmas. robin? >> no, it is not. thank you, rob, for being there with us. ginger is back with where the intensifying storm is heading. good morning, ginger. >> coming back with a lot to do. thank you, robin. good morning, everyone. we start with what happened even on so many of our commutes in. this was my video taken on the west side highway. tree down in the middle. you do not see this often.

ponding on the road way. there were rescuers out there. that's going to be the case. we're in the heart of the storm so it is the most intense it will be through the late morning hours. then the early afternoon it will start to taper off. we've already got gusts 40 to even 60 miles per hour. you were seeing rob standing there. but those flood watches are up to albany. high wind alerts, winter storm warnings that extend down appalachian. real quick timing out, late afternoon it gets outta here -- early afternoon, actually, and then tonight after sunset we start to see those winds subside in maine. but boy, before that, 30 to 60 mile per hour, whit. >> absolutely. millions impacted by this. all right, ginger. thank you. that storm coming ahead of what's expected to be a stretch of record holiday travel. trevor ault is live at newark airport with the efforts to minimize travel delays and some breaking news about southwest airlines, trevor. good morning. >> reporter: good morning. certainly has been nerve-racking to see weather causing significant disruptions, especially as we head into such a busy stretch of travel.

there's already some crowds at newark. this morning the department of transportation is handing out a record setting fine to southwest airlines for last holiday season's meltdown of cancellations and the airline's response to it. this morning as the record holiday rush gets under way, severe weather causing travel trouble. more than 5,000 flights delayed and over 100 cancelled sunday alone. as millions get ready to fly this morning the department of transportation unveiling a record $140 million penalty against southwest airlines over last year's meltdown where 16,900 flights were cancelled, stranding more than 2 million passengers. >> what we're doing here is sending a message to the entire airline industry. you need to take care of your passenger, and if you don't, there will be consequences. >> reporter: dot found southwest failed to provide adequate customer service assistance, flight status notification and prompt refunds. since then they've paid out $600 million in reimbursements to

travellers. now the dot is requiring they establish a $90 million compensation system for future passengers affected by significant delays and cancellations, including a $75 flight credit to pay any passenger whose flight gets delayed more than three hours when it's the airline's fault. southwest saying in a statement, we are pleased that we've reached an agreement with the dot that prioritizes our customers. >> this record penalty is holding southwest accountable for their failure and it is sending a message to the entire industry with a new standard, a new level of accountability. >> reporter: and secretary buttigeig said with failures this large, there has to be consequences. linsey? >> certainly is a massive one. trevor, thank you. now to that collision involving president biden's motorcade. a car crashing into a parked suv near his campaign head quarters in wilmington, delaware.

our senior white house correspondent selina wang has the latest on that. good morning, selina. >> reporter: linsey, good morning. it was a scary moment. but president biden is safe after that car crashed into part of the president's motorcade. overnight a security scare for president biden. a car slamming into an suv that was part of the president's motorcade just as biden was leaving his campaign headquarters in rainy wilmington, delaware. you see in the video, the president just finished answering a question from a reporter. then a loud crash. biden stopping in his tracks, clearly startled as the sedan crashes into the vehicle protecting the rest of the motorcade. secret service agents rushing the president into his suv where the first lady was already waiting. neither were injured. >> back off! back off! >> reporter: officers surround the sedan that rammed into the motorcade. the driver putting his hands up.

police say that investigators are working to determine if driver impairment was a factor. sources say it appears there was no ideological motivation behind the crash. and secret service says the president's motorcade left without any problems and there is no further threat related to that crash. the white house says both the president and first lady are fine. robin? >> good to know that. thank you. the latest on the israel/hamas war. secretary of defense lloyd austin arriving overnight in israel, set to meet with prime minister netanyahu amid reports the administration is pressuring israel to scale back its offensive in gaza. our foreign correspondent britt clennett is on the scene in israel. good morning, britt. >> reporter: good morning, robin. yeah. those high profile visits coming here as the civilian death toll in gaza climbs by the way. questions later over the accidental killing of three hostages by israeli fire. this morning on going hostage negotiations as more than 100 are still being held in gaza, a

u.s. official telling abc news the director of the cia, bill burn, is meeting leaders from israel and qatar in europe to join those high stakes discussions. and defense secretary lloyd austin arriving in israel this morning. he will discuss transitioning to a more focused phase of the war. austin, also hoping to quiet concerns over a wider regional conflict. we saw firsthand israel's growing tension with hezbollah. israel and hezbollah exchanging cross border fire here, incoming artillery sending our team into a bunker. this is a daily experience for you. >> yes. except this time we have the privilege of being right next to this space. hamas cells operate beyond these walls. >> reporter: combat soldiers also on the ground throughout gaza. the idf saying they found the biggest hamas tunnel uncovered so far. >> the idf saying it probably took millions of dollars. they say they will be destroying

this tunnel. >> reporter: the israeli military's assault of the strip remains relentless, too. the hamas run gaza health ministry saying more than 18,700 palestinians have been killed in this war. 64 journalists also killed according to the committee to protect journalists. one camera man laid to rest over the weekend. back in israel, a funeral held for the first of the three hostages accidentally killed by israeli troops. their preliminary investigation says the three hostages had left a building in a very intense area in gaza without shirts, carrying a make shift white flag. now that investigation also said the soldiers initially fired because they thought they saw a threat. but israel still saying it is determined to destroy hamas, although u.s. officials say austin is expected to push israel away from this heavy bombardment we're seeing in gaza

right now. whit? >> britt, thank you. now to the latest on the race for the white house. former president donald trump drawing fire for comments over the weekend attacking immigrants and quoting putin with approval. rachel scott is in washington with more on the reaction from the campaign trail. rachel, good morning. >> reporter: former president trump is holding a commanding lead in this republican primary, but he is now facing criticism for lavishing praise on dictators and ramping up his attacks on immigrants, using phrases that have clear ties to white supremacy and hitler. on the campaigtrail, former president donald trump is drawing big crowds at a swing through early voting states, but coming under fire for these anti-immigrant comments he made in new hampshire this weekend. >> they're poisoning the blood of our country. that's what they've done. >> reporter: that language echos white supremacists and was used by adolf hitler in his manifesto where hitler criticized mixing races calling it, quote, blood poisoning.

trump has repeatedly used the phrase. >> he's disgusting. and what he's doing is dog whistling to americans who feel absolutely under stress and strain from the economy and from the conflicts around the world. he's dog whistling to blame it on people from areas that don't look like us. >> reporter: if elected, trump promised to carry out mass deportation, department deputizing the national guard to arrest undocumented immigrants. >> i will terminate every open border policy of the biden administration, stop the invasion of our southern border and begin the largest domestic deportation operation in american history. >> reporter: on the campaign trail, the former president also praising dictators. at one point invoking russian president vladamir putin using quotes from a top u.s. adversary to attack president biden. >> vladamir putin, has anybody ever heard of him? of russia. he says that biden -- this is a

quote. politically motivated persecution of his political rival, is very good for russia because it shows the rottenness of the american political system. >> reporter: the biden campaign responding with a blistering statement writing trump paired adolf hitler, quoted vladamir putin while running for president on a promise to rule as a dictator and threaten american democracy. trump's own words turning off some republican voters. >> he takes things to the extreme. this is part of the drama we're trying to get away from. there's no reason for it. >> reporter: but the former president is still the far and away front runner ahead of his republican rivals by 50 points. >> he's not afraid to hurt people's feelings. there's nothing wrong with that. people really need to toughen up a little bit. >> reporter: trump of course has pleaded not guilty to 91 criminal charges making this primary unconventional. our friends at 538 took a look at the historical data and found no presidential

autopsy released his death was an accident due to the acute effects of the powerful an aesthetic ketamine. the l.a. county medical examiner's office also noting secondary contributors including drowning, coronary artery disease and a medication often prescribed to treat opioid dependence. >> requesting two additional units and a supervisor respond to blue sail drive. >> reporter: the report said perry likely fell unconscious then slipped under water in his hot tub. there were no signs of trauma or foul play, but the high levels of ketamine found in the actor's blood is sparking renewed discussions about ketamine and its potential risks. >> it's how it's being taken determines how much is getting ino the blood and ultimately the brain which is where the effect is. >> reporter: according to the autopsy, perry was said to be receiving ketamine infusion therapy for depression and anxiety. his last known infusion treatment was a week and a half before his death. the report noting the ketamine in his system and death could

not be from that infusion therapy since ketamine's half life is three to four hours or less. >> really is a balancing act. undoubtedly it has helped many people. the real risk is when it starts to be used outside health care settings. >> reporter: perry became a household name when he starred for ten seasons in the blockbuster sitcom "friends." >> you still want that baby? [ laughter ] >> reporter: meanwhile, he was fighting a private years long battle with drug and alcohol addiction. perry opening up to our diane sawyer about the mental and physical toll that came with it. >> your disease is just outside, just doing a one armed pushup just waiting for you, waiting to get you alone, because alone you lose to the disease. >> reporter: the beloved actor later turning his pain into purpose, helping others facing similar adversity. >> how will we know when you're in trouble, when you're not okay?

>> if i say i'm just gonna chill alone at hope tonight. and part two, the other thing, if i ever say i'm cured. >> reporter: perry's death has undoubtedly opened up the conversation with regard to the safety. how does it work? how much works? is it safe? bottom line, you should always consult a medical professional. >> we're going to do that right now, demarco. thank you. let's bring in dr. sutton. so what exactly is ketamine and how does it affect the body? >> good morning, robin. ketamine belongs to a class of medications disassociate an aesthetics. what that means is, it can interrupt a person's sense of reality. what it might look like is someone might look awake but not fully conscious. it has some other uses, for example, for pain. in the emergency room i have used it for procedural sedation. it's been part of some

incredible advancements in the word of psychiatry. although there are some benefits, there are risks you have to pay attention to. for example, it can negatively affect your heart rate, your blood pressure. it can cause deep levels of sedation and even stop breathing. for these reasons, reasons it needs to be always used and closely monitored by a medical professional. >> speaking of when to use it. what is ketamine typically prescribed for? is it unusual to prescribe it to someone with a history of substance abuse? >> one of the indications in the advancement in the world of psychiatry is treatment for depression. this is one reason ketamine at low doses can be prescribed. it is most often used in a clinical setting under close cardiac monitoring. in terms of using it for someone who might have a history of substance use disorder, it has been studied and found benefits. for example, ketamine has shown to be beneficial in helping patients decrease cravings and helping them with accidents away from drugs. it's still a dangerous medication that given at certain doses can be harmful. >> you're talking about this

>> reporter: good morning again, robin. i'm sure lot of people traveling thought they were getting a head start on holiday travel crowds. this severe weather is putting a wrench in their plans. all this is playing out, 5,000 flight delays yesterday. just a few days ahead of that crazy travel stretch we're expecting from december 23 to january 1. that will be a record setting stretch of travel. this morning the department of transportation has announced a record setting fine, $140 million to southwest airlines. that's based on last year's holiday travel meltdown and how the airline responded to it with 2 million passengers stranded. the department of transportation says southwest failed to provide adequate customer service. failed to provide adequate flight notifications. and they didn't give passengers prompt refunds. in this year since, southwest paid out $600 million to these impacted passengers. in a statement they say they're glad they reached an agreement with the department of transportation that prioritizes their customers and there's been some changes here now going forward.

back now with our gma cover story. you have an update on derek hough's wife. he was here. >> days before this happened. it was suddenly and incredibly scary. we know haley will need a skull implant. this follows her emergency surgery earlier this month for a cranian hematoma. that's when blood collects in the skull. derek this weekend posting a video of the two and mapping out haley's journey in the coming weeks. this morning derek hough revealing his wife haley will need a second operation after undergoing emergency brain surgery for a burst blood vessel. hough sharing video of the two walking in washington, d.c. wearing a protective helmet following her first surgery, explaining this next surgery will insert a skull implant to replace the piece that was removed during the craniectomy. it will restore the skull to its natural shape and it will protect the brain from injury. >> we're talking about two different procedures. procedure number one is the craniectomy.

that's where the piece of skull is removed in that life-saving situation. procedure two happens later after the swelling in the brain has resolved. we don't want a patient to be stuck wearing a helmet their entire life, right? so we want to replace that piece of skull that was taken out so there's no more soft spot. >> reporter: the dancers were performing in washington, d.c. on the night of december 7th as part of their symphony of dance tour where haley became disoriented and was taken to the hospital. she was rushed into surgery after being diagnosed with a cranial hematoma. it occurs when blood collects in the skull. symptoms include dizziness, confusion and a headache that gets progressively worse. hough now calling his wife's recovery nothing short of a miracle. >> to see someone get out of bed and start walking and take their first steps is always a big celebration because it's such a huge milestone. >> reporter: now, recovering from surgery like these could take somewhere between six and eight weeks. derek said he and haley are now

>> i tried to give her some of the things i wish i knew when i got there. >> that was really helpful because i was like, finally somebody that's going through the same thing i am. >> reporter: monoambiotic twins occur in less than .1% of all pregnancies, but summer and kiera were second time moms, but were not prepared for the intricacies of such a high risk pregnancy involving hospitalization at 26 weeks and constant monitoring of the twins. >> just knowing we weren't doing this alone, that there was a light at the end of the tunnel. >> reporter: summer gave birth to healthy twin girls on july 20, 2022. just a few days later kiera received a knock at her door from another woman who had just been admitted with the same condition. all three women receiving their care from atrium health. >> i asked her a million questions. how has it been so far? can you give me all of your advice on staying sane.

long-time push to preserve the powerful history of emmitt till. >> the murder of emmitt till was the real fire that lit the civil rights movement in so many ways. >> rhimes now joining forces with the emmitt till center, memorializing sites significant to the 14-year-old's life and his 1955 brutal killing. tell us about this venture. >> i read this incredible article in "the atlantic." about the barn where emmitt till was tortured and murdered. it inspired me to get involved and help so the foundation could do something with it. >> it's this atlantic article "the barn" which first caught shonda's eye, revealing more about the place where till's life was cut short. >> i don't think i had ever known where it happened, where a child had been tortured and killed. i couldn't let it go. i kept thinking about it for weeks after ward. it changed the course how i was thinking about my charitable giving. it changed the course of how i was thinking of preserving history. it was powerful.

>> deep in the mississippi delta, 120 miles north of jackson, the barn where till was tortured, sent 100 yards off a gravel rural road. this is one of wright thompson's countless times visiting. >> how you doing? >> i'm doing good. a sports writer from mississippi, dedicated to amplifying hidden history in his own home state. 68 years later the barn, forgotten by many. >> got two little girls who are going to grow up in mississippi. they need to know. >> you grew up here. how familiar were you with emmitt till's story and the barn? >> i didn't know a single thing about emmitt till until i got to college and started taking classes. the school system down here is almost designed specifically so that knowledge doesn't get passed. >> the remaining few who knew till as bobo, making lifelong promises to protect his legacy like reverend wheeler parker.

>> seeing how he has spent his entire life trying to make sure people don't forget his friend. he was emmitt's best friend, cousin. they rode the train south from chicago. he was in the house with him the night he was kidnapped. >> while visiting relatives in mississippi, the 14-yr-old, accused of whistling at a woman in a local grocery store. later her husband and brother-in-law kidnapping and killing the teen. his pwotddy found in the talahachie river. describe the relevance of where this is to other significant parts of emmitt till's story. >> he was in the back of a truck. you see how rural this is now, not knowing where you were going. >> wow. what says so much that -- >> 9.9 horsepower. >> it says so much.

these items left inside belonged to the owner of the recently built home that sits feet away. the land holding heavy history. >> rewriting the history on the dirt itself. that means more here than maybe other places. >> with the help of shonda's immense generosity, the barn will not be forgotten, memorialized for future generations to remember and honor till's story. what is your hope in being able to memorialize these different aspects of the tragedy? >> the mellon foundation is doing amazing job with the preservation of the sites and helping us purchase the sites and bringing it altogether. my hope is this story never gets lost. history is always told by the victors. it's important the till family is the victor in this story. >> shonda and the emmitt till center are also including other places in part of the preservation effort including the courthouse for the trial which gained nationwide attention.
