andrew dymburt. we begin with a spectacular display from mother nature, a volcanic eruption in the north atlantic. >> now, iceland is no stranger to eruptions, but this one is not far from the capital city. it has already triggered the evacuation of an entire town with thousands of residents. overnight, new video of lava fountains soaring into the air, lighting up the night sky over iceland after a volcano in the country's most populated region erupted. >> they tend to be gas rich, and that causes them to shoot way up in the atmosphere and give the spectacular fire fountains the glow from the lava visible from miles away, even from the center of the capital, reykjavik, and not far from a power plant that lava, now about two miles from the fishing town of grindavik. >> it's 4000 residents evacuated last month when a series of earthquakes opened. massive cracks in the streets and inside houses. >> lava flows downhill in that sense, it's pretty predictable, but it actually turns out that predicting exactly where the

lava will go is much more challenging. >> back in 2010, a different icelandic volcano erupted, wreaking havoc on transatlantic air travel with the ash cloud canceling 100,000 flights, affecting 10 million passengers. that's not expected this time. >> there are a range of different styles of eruptions. some produce a lot of ash. uh, this is not one of those. this is producing lava flows, so they're very hot and they're very fluid. this is not going to be like the eruption that caused the big air traffic disruption a number of years ago. officials say the eruption does not pose a threat to life, but they are concerned about considerable toxic gases being released. >> so they're keeping people far away from that area. >> back here in the u.s. it could be several days before power is fully restored in the northeast after a storm blamed for at least four deaths. hurricane strength winds brought down trees and power lines along the coast from south carolina all the way to maine. flood waters are still receding in many states. some rivers in new

jersey are not expected to crest until later today. that same system brought lake effect snow to michigan. this highway pileup was near kalamazoo. we'll check today's forecast in just a few moments. >> a new crackdown on migrants flowing across the southern border into the u.s. the governor of texas calling the surge of migrants a tidal wave. now he's taking action. but is it constitutional? here's abc's lina moise. this morning. >> new video from the southern border showing more than 1000 migrants expected to cross as early as today into eagle pass, texas. the latest surge of migrants has already forced border officials to close certain crossings, including some rail traffic. and now the governor of texas is setting up a showdown with the federal government. >> i will sign three laws today to better protect texas and america from biden's border neglect, governor greg abbott signing a law that will authorize state and local law

enforcement to arrest migrants suspected of crossing the border illegally. >> the law, set to take effect in march, will also allow local judges to send undocumented migrants back to mexico. >> joe biden's deliberate inaction has decimated america. two years ago, there was an all time record number of illegal immigrants apprehended, more than 2.3 million in that is larger than the size of houston, texas. >> the law is already expected to face legal challenges. a white house spokesperson saying the federal government, not individual states, is charged with determining how and when to remove non-citizens for violating immigration laws. but given the current conservative leaning makeup of the supreme court, that could be interpreted differently. in a 2012 ruling, striking down a similar law in arizona, the lead dissent in the case, the late justice antonin

scalia, wrote arizona has moved to protect its sovereignty. if securing its territory in this fashion is not within the power of arizona, we should cease referring to it as a sovereign state. that dissent could find a friendlier reception among today's court if the legal battle in texas reaches the justices, they're poisoning the blood of our country. >> that's what they've done. >> meanwhile, new reaction to former president trump's remarks, claiming immigrants are poisoning the blood of america. language similar to what adolf hitler wrote. i don't know what this means with the blood stuff. >> i know people are trying to draw historical lesions. i don't know if that's what he meant. and nikki haley's campaign saying, we don't need chaotic rhetoric that fails to get the job done. >> bipartisan talks in washington aimed at improving security on the border have now stalled, meaning no deal until at least next month. and by then, we do expect to get a better sense of the legal challenges facing the new law in texas. in addition to constitutional concerns, though,

critics have also voiced concern about racial profiling. rhiannon andrew lionel. >> thank you. more than 100 people are confirmed dead after an earthquake in northwestern china. the 5.9 magnitude quake was centered in a mountainous area. most people were sleeping at the time. rescue crews are working in subzero temperatures to find survivors. thousands of homes are damaged. the quake was felt 100 miles away. the pentagon has formed a naval task force with us allies to protect a vital shipping route for global trade. >> the move is aimed at protecting ships from attacks that are fueled by the war in the middle east. everything from gas prices to the global supply chain are at risk. abc's justin finch is here now with more on this. justin. good morning brianna, and good morning. >> tensions stemming from israel's war with hamas are threatening to upend global trade in the region. this morning, a new economic front in israel's war with hamas rebels backed by iran have attacked commercial ships in the red sea.

the pentagon says two more vessels were attacked yesterday. now, british oil company bp says it will temporarily pause all transits through the red sea, including shipments of oil and natural gas. >> the defense secretary announcing a new maritime task force to make sure that critical route is safe. the attacks already causing major economic disruption, sending oil prices surging. >> 10% of the world's trade passes through the red sea. the waters stretching between asia and africa and the suez canal at the tip lead to the mediterranean. some of the biggest shipping companies are now taking a detour, going around africa. that means delays and higher costs. >> nine of the ten largest ocean carriers in the world are representing about 85% of container capacity, have rerouted and going around the cape of good hope. so that is about a 20% decrease in the supply of shipping on that trade lane. >> experts say gas prices in the us, which have been falling for

weeks, could stop falling in the next couple of days. meanwhile, a new push for another ceasefire in gaza. cia director william burns met with the leader of qatar yesterday and the head of israel's spy agency, hoping to secure another hostage prisoner exchange between israel and hamas. burns played a key role in brokering a deal last month. hamas posted video yesterday of three israeli hostages. the men were heard pleading for their release. hamas is believed to be holding more than 100 people in gaza captive right now, including americans. andrew. all right. justin thank you. >> meanwhile, two georgia election workers who just want $148 million in a defamation lawsuit against rudy giuliani are suing him again. ruby freeman and her daughter shaye moss are asking the court to stop giuliani from repeating lies about them. the women faced racist threats and harassment stemming from giuliani's false claims that they engaged in ballot fraud, but he stood by
