shapes up. limited sunshine. we have those scattered showers this morning, probably a break in the wet weather midday. the clouds will linger though, and by 4 p.m. more scattered showers move in to finish out the forecast. temperatures, though on the mild side going into the 60s for daytime highs. let's see how that commute is doing this morning with sue. hello. >> good morning and we've got a couple of problem spots we're going to go to walnut creek. those headlights are headed in the northbound 680 direction. we've got an accident southbound headed towards highway 24 with a car facing the wrong way on the right side of the roadway. again, a solo spin out due to standing water. so that's the big issue this morning. please watch your speeds. no speeds happening here. we've got back up at the bay bridge toll plaza. yes metering lights were turned on and earlier stall near treasure island. westbound has its slow across the span into san francisco as well. over all, not too bad this morning as far as speeds because people are taking heed. there you go guys.

>> i'm glad to hear that. thank you. sue, as you wake up this morning, you could see more scenes like this. this is what it looked like yesterday when we got all that rain. this is at alemany and bayshore in san francisco. flooding impacted the southbound on ramp to highway 101, and the rain was just too much and too fast for these roof gutters in the city. this building near the embarcadero nearby by a small geyser shot from a downtown storm drain. there it is heavy. rainfall can make this happen when water rushes into sewer pipes too fast and traps the air. abc seven news reporter lena howland is out in the rain this morning. she continues our coverage from the bay bridge toll plaza. >> well, here at the bay bridge toll plaza. luckily, some of that rain has started to taper off a bit, but that didn't stop these drivers from having a very slow moving commute. as they

made their way into the city with a number of problems along their routes this morning. let's go now to some video taken. this morning, right around 430, we saw three different tow trucks helping out three disabled cars after they appeared to have crashed on the bridge and were towed back here for safety. also on scene, helping them out, but no word on any injuries. now to a look. now to a look at the rain and flooding we saw across san francisco overnight. but this flooding happened around the northbound highway 101 onramp and the i-80 80 split and near 101 in grand. chp says that's where some lanes and flooding up to some lanes had flooding up to 12in. but we saw drivers continuing to drive through the high water anyway. this wet weather also caused big problems for drivers on the roads yesterday, two people inside of this honda pilot died after they went off the road in the rain, possibly hitting a tree, according to chp officers.

it happened along i-680 in pleasant in. this is the latest in not one, 2 or 3, but at least four fatal accidents across the bay area over the course of the previous three days. that's why chp has some importantrillioneminders for drivers before heading out the door this morning, they are urging drivers to drive with their headlights on, stay alert for vehicle hydroplaning, which can happen when driving too fast in these wet conditions. apply brakes slowly as they may pull and be sure to leave some extra distance between your car and the car in front of you. it's another important reminder to not drive through any standing water, and be sure to give yourself some extra travel time before heading out the door this morning, live at the bay bridge toll plaza. lena howland abc seven news. >> thank you, lena, if you're in san francisco and you're worried about flooding, you can pick up ten free sandbags. >> they're available at the public works operations yard at marin street and kansas street. it's open monday through saturday from 8 a.m. until 2 p.m. you have to bring a proof of address. and don't forget,

convicted of stealing more than $40,000 worth of items from a target store in san francisco is set to be sentenced next month. aziza graves was arrested in 2021, charged with in connection with an organized retail theft operation. investigators say graves used sell, target, self-checkout kiosks to commit about 120 thefts over a year. >> new details in the search for a new oakland police chief, the police commission has sent its top three candidates to mayor shengtao, who says she'll pick one as soon as possible. the names have not been made public. the police commission says this is to protect the confidentiality of the candidates. oakland hasn't had a former chief. hasn't had a police chief. i should say, since former chief laurent armstrong got fired in february after being accused of mishandling misconduct cases. experts say whoever is chosen will have a monumental task ahead of them. i think it's really important that the mayor get this right. >> oakland is a unique city and so just picking a chief with

leadership skills, you know, that's good. but i think you're going to need a unique chief. we don't know if former chief armstrong is on the list of finalists. >> he made it to the round just before this. however, a mayor has said that she would not rehire him. >> plans to cut bureaucracy in san francisco have reportedly run into trouble just two weeks after they began. our media partners at s.f. standard are reporting the group together. s.f. action has withdrawn a ballot measure intended to cut the number of city boards, commissions and advisory bodies in half. the idea was to empower the mayor, but the measure would have unintentionally shifted more decision making to the board of supervisors. the group says they're now reworking the initiative to change the status quo. this morning, an iconic san francisco business is going to reopen its doors. liguria bakery was forced to shut down after a fire in august. the scirocco family says they are grateful to be opening the doors once again. the north beach staple has been

nation's public nuisance and an illegal burn after locals complained of a grass fire near the plant, the refinery issued a level one alert after the heat of a flare sparked that fire on friday, flaring from the refinery could be seen around the region. it was blamed on an operational incident. ucsf is expanding its bi monthly food pharmacy, where they hand out groceries for food insecure patients. the idea the food is medicine. a physician also gives healthy cooking lessons and nutrition advice on a monthly basis. doctor gina moreno john started this resource a few years ago after seeing a need in the community. >> we found out in 2018 that about 1 in 4 of our patients doesn't have enough food to eat, so in 2019, we started this program called the food pharmacy. it's a food bank in clinic that really tries to center what the patients need so they can have food to get healthier and to reduce their

weather. this morning. more than 1300 p-g-and-e's customers are without power, which isn't very much, but it's still significant if you're the one that it affects. so taking a look at the map now, it shows the current outages. p-g-and-e's says the biggest cluster is on the peninsula. there are 400 customers impacted there. people in the north bay, east bay and south bay are also dealing with outages, and we don't know when they're going to resolve this. you can track the latest weather conditions anytime with the abc seven bay area apps. you can access the same radar that drew uses. just search abc seven bay area in your app store to download it. >> in the east bay, el cerrito, police are searching for a person of interest. interest after the disappearance of alex herman. herman was last seen in santa cruz on december 3rd. no one has heard from her since. her family says he realized something was wrong when she didn't show up for work. police say herman's car was found parked on the street in el cerrito, outside of her boyfriend theo lengel's home.
