bay area moving forward, finding solutions. >> this is abc seven news. >> you are looking live at an iconic part of downtown san francisco, the embarcadero center. it's buildings are outlined in lights for the holidays, but there are some struggles this season. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. like many other parts of downtown san francisco, embarcadero center merchants have been struggling in economically since the pandemic, and as part of our efforts to build a better bay area tonight, we are looking at a possible solution to bring back business. >> the embarcadero center is the case study. >> so how's it going? abc seven news reporter suzanne fan is in the newsroom with the story tonight. suzanne. dan >> ama. the vacant vibrant program took empty storefronts and brought in small business pop ups to operate rent free with the hope that it would inject life back into downtown. now, many businesses came into the embarcadero center. now it's only been a few months, but there are promising signs, even as other businesses close up shop.

>> oh my goodness. okay, so i got my favorite pieces. i got the rum nugget. so many people love see's candies in the embarcadero center, a especially around the holidays. i bought, you know, six boxes for everybody, you know, in new york. >> lisa semeraro got word that the beloved store plans to close on december 24th. she was disappointed, but not surprised. >> it's slow traffic. it's, you know, covid and lots of people working from home. >> mayor london breed launched the vacant vibrant program to help revive downtown san francisco. so the plan offers pop ups, three months free rent to operate out of empty storefront. devil's teeth bakery in embarcadero one is a popular place, and have you ever had a vegan donut before? then there's wacky donuts and embarcadere four and turanga, a senegalese restaurant, also in embarcadero for i got the mafia bowl. >> i asked for a little extra spice. it's a vegan stew on rice

and it smells delicious. >> even as places like see's candies closes, some hope the vacant vibrant program will help breathe new life into the area. for the first phase of the program is wrapping up, and several businesses say they want to stay on a while longer. >> three months it's been a blur, but now i'm at a point where i'm actually working in negotiations to extend my lease. just seeing that potential for that old, um, s.f. coming back is definitely inspiring. >> we'd love to stay nafy flatly owns turanga. we will extend it until february so we can have the full three months, and then so after the february or maybe a little bit before february, we will sit down and then kind of look at, you know, the numbers, how sell has been, how just the experience overall has been for all of us. >> we reached out to the vacant vibrant program director, sf new deal. they shared this reaction saying quote, we are excited and encouraged to report that our vacant and vibrant activators and property owners are engaged

in productive conversations regarding lease extension actions out of respect for ongoing discussions, were not able to share details at this time, but we anticipate that almost all of the nine locations will be continuing beyond our initial three month pop up activation terme and the owner of turanga tells me that of the four towers in the embarcadero center, embarcadero four has the highest percentage of workers returning to the office more than 65. we reached out to the property manager, bxp, for comment. we haven't heard back live in the newsroom. suzanne vaughan abc seven news. all right, suzanne, thank you so much. well, it is a clear night tonight after a foggy start to the day. >> yeah, it sure is. abc seven news meteorologist sandhya patel is here with a quick look at the local weekend forecast, plus what the weather is like for travelers trying to get somewhere for christmas. sandhya. >> yeah. and dan and ama, let's take a look at some live pictures from our tower cameras. and you can pretty much see that all is calm here in the bay area. the mount rose showing you the snow that is up there, but

it is not snowing right now. exploratorium, pier 39. very festive oakland airport. no delays being reported. let's go. hour by hour, 7:00 tonight. temperatures in the 50s. patches of fog later on tonight. 40s and 50 as as we head towards tomorrow morning. watch out for the fog. certainly we'll be chilly. 30s and 40s to start the day, but for the early afternoon, the sun's out. numbers will be in the 50s and the 60s on live doppler seven. most areas are in the clear right now other than a few patches of fog along the coast. southern california is where the problems may still be around for those folks traveling down to southern california, the rain is still falling, although not quite as intense. any rain that falls on saturated ground will lead to some more flooding. so flood watches are still going until 4 a.m. tomorrow. los angeles 60 degrees, but it is going to be dry. just some morning fog after the rain. las vegas 66 degrees. if you're traveling down to texas area drenching there thunderstorms. san antonio 70 degrees chicago 50 with some rain back east,

you're looking at 75. in miami, new york, 46 degrees. i'll be back with a full look at our local forecast for the holiday weekend. coming up, ama. all right. we'll check back. thank you. sandhya. new details. a jury has reached a not guilty verdict in the trial of a man charged with attacking a former san francisco fire commissioner. that verdict comes after three days of deliberation in the trial of 25 year old garrett doherty. the attack was captured on video. prosecutors claim doherty beat don carmignani with a metal pipe, leaving carmignani with a fractured skull, a broken jaw and other injuries. doherty's attorneys say he acted in self defense after he and others were doused with bear spray by carmignani. new details on the deadly stabbing in pacifica yesterday. the chp says the suspect killed himself in front of officers during a traffic stop in ukiah. these pictures show the scene jason gillenwater died around 145 yesterday afternoon. he was the subject of a be on the lookout alert when the chp and ukiah police stopped him on 101. chp says officers didn't fire any

shots. none of them was hurt. only gillenwater died. hours earlier, pacifica police say he went to the home of his ex-wife on naomi avenue, stabbed her and her boyfriend, then took off. the boyfriend died. the ex-wife survived. exactly a week before gillenwater had been arrested for domestic violence and was put on leave from his job as a firefighter paramedic with the colma fire district today, the fire chief says gillenwater actions, quote, came as a surprise to us. >> now we have an update on a story our i-team has been following for several months. the man who camped outside a san francisco grade school for a year post signs offering free drugs, has been convicted on a public nuisance charge. prosecutors say joseph moore also unlawfully displayed signs reading free fentanyl for first time users and meth for stolen items, both signs were visible from the school classrooms. moore remains in custody until sentencing and faces up to six months in jail. now. if you have

luck began to chime again. it's been silent for 18 months during a restoration project, the scaffolding around the clock tower came down in time for apec last month, but it wasn't until today that the chimes resumed. the hull ferry building facade had been undergoing restoration. a four year project to repair and repaint and renovate the 125 year old landmark restoration is now complete. >> nice to have the chime back, isn't it? well, a rallying cry tonight in oakland after a beloved donut shop was robbed yet again. it's the second time just this week, and the third time since june, and now the community is calling on city leaders to do more to help small business owners. abc seven news reporter anser hassan heard their message today. >> surveillance video from early friday morning shows the popular colonial donuts in oakland getting robbed for a second time this week. >> unfortunately, we've heard this is the third time that colonial donuts has been robbed two times this week alone. three

times in the last six months. this is unacceptable. no more crime. >> no more crime. >> a coalition of community groups rallied in front of colonial donuts. they blame failed leadership and failed policies for rising crime. >> we are not safe and it's because of policy, not covid, not economy, not late stage capitalism policy. because otherwise these things will be happening in berkeley with the same frequency as they're happening in oakland. >> among the changes they want, bringing in more county and state resources, hiring a police chief and hiring enough police officers to be proportionate to the city's population, and calling for a state of emergency, saying, nikki bass, we need a state of emergency. >> we got to stop the robbing of this of the community and the business community. >> oakland city leaders countered by saying crime is trending downwards. the addition of foot patrol officers having chp help with traffic mitigation, and the introduction of the mobile command center in

the fruitvale district, they argue, as evidence of progress. in a statement to abc seven news, mayor sheng tao writes oakland has more police officers , safety ambassadors and violence prevention teams on our streets than any time in the past two years. we've also increased patrols and undercover operations and providingunding to business districts to enhance security. but at today's rally, they say these are band-aid solutions to ongoing issues. >> these are all superficial responses to what's been ongoing . we need actual solutions that are sustainable in oakland, anser hassan, abc seven news. >> a sobering statistic from the south bay a record high number of animal deaths at san jose animal care and services. the trend has staff and volunteers worried about the future of the animals. abc seven news south bay reporter dustin dorsey has a look at the issues that are going on at the shelter with the turn of the new year days away, san jose animal care and services staff, partners and volunteers hope it brings a new

beginning as well. >> 2023 is recognized across the board as a harrowing year for the shelter, with jarring overcapacity numbers and tragic animal death statistics. current and former volunteers are concerned about the safety of the animals. it's just terribly, terribly frustrating. >> it's sickening. it's so disturbing. >> it makes me so sad that animals are suffering, being euthanized, dying in their kennels when it's unneeded. >> their concern is warranted. as a year end report released by the shelter shows, 426 animals died while in shelter care during the last fiscal year. a five year high. compounding this problem was overpopulation in the shelter. some 11,000 animals, all year and nearly 950 animals at one time. during the peak, which is more than double operating capacity. city of san jose director of public works matt lesh says the overcrowding forced the shelter to only accept mostly sick and injured animals, and that contributed to the high mortality rate. >> really had some really dire cases of animals that were

really this is their last resort, and we're trying to find that bridge. some of them are trying to give a chance. so we're not euthanizing. so our euthanasia numbers were down overall, those animals in those critical challenging states, we had a really positive outcome for many of them. >> kurt and former volunteers, we spoke with tell a different story, highlighting issues with mismanagement regarding the care of the animals and a new rescue policy of focusing more on adoptions than rescues. town cats board of directors member nineveh parker says only a fraction of the animals in the shelter that need to be rescued are available for partners like her group to take in to help reduce capacity and save lives. >> i'm not sure why they decided to move away with rescues, but that model worked really well. well and now we're seeing the outcome of what happens when they don't rely on the rescue model the shelter is undergoing an audit requested by the city and the results should be released in the new year in san jose. >> dustin dawsey, abc seven news sweet little animals. >> all right, well happening now. holiday traffic. look at this. a ribbon of headlights and

will be some patchy fog around. all right. the rain as we look at live doppler seven has been down in southern california. high pressure will be building in over the weekend, and as it gets a little bit closer, we'll keep it dry through the weekend. here locally, live doppler seven showing you just a few patches of fog at the coast right now, and speaking of a coastal flood advisory up tomorrow morning, 6 to 10 a.m. you've been seeing this all week long. every day. it's astronomical high tides that are leading. they're about a foot above average, leading to some low lying flooding. so expect that again tomorrow. shortly after 8 a.m. peak high tide 6.9 to 7.4 feet. temperatures first thing in the morning, mid 30s to the upper 40s. patches of fog is what you need to watch out for. certainly a chillier start. so if you do have plans early in the morning, make sure you bundle up tomorrow afternoon. it's going to be a cooler day, but there will be plenty of sun san jose 62 degrees, 61 in cupertino 62 for you in gilroy. blue skies in the afternoon on the peninsula 60 in

redwood city, 58 in pacifica, downtown san francisco, 58 degrees a cooler day in the north bay as well. you're not going to be in the upper 60s like you were in some parts. uh- 61, in santa rosa. tomorrow afternoon. by the way, the airport got to the low 70s, 60 in san rafael, 60 degrees in napa in the east bay. a lovely day, 59 in oakland and fremont, orinda as well 60 in castro valley will give you sunshine in the inland east bay, concord, livermore, 60 degrees 59. in pleasanton. here's a look at the accuweather seven day forecast, and it will feature a dry holiday weekend. we will have cooler weather tomorrow, 50s and 60s. a mix of sun and high clouds for your sunday uh- dry skies for christmas day. so santa is making deliveries. hey, we see no issue whatsoever. the clouds up, rains back wednesday. level one storm and then again on friday. going into the following saturday. so really ama and dan it's looking like the kind of pattern we want to

is easing, prices ease. last month, moving closer to the fed's 2% inflation target, the dow jones slipped 18 points. the tech heavy nasdaq rose 29 and the s&p 500 added seven. this year, even the partridge in a pear tree has been impacted by inflation. the christmas price index tracks the cost of all the gifts in the classic carol the 12 days of christmas. some costs remain the same, but the price has gone up for pear trees. two turtle doves, three french hens, six geese a laying, ten lords, a leaping, even 11 pipers piping. and those 12 drummers drumming, buying everything mentioned in the song would cost nearly $202,000. that is up 2.5% from last year. you need a loan. >> all right, that's it. i'm taking those two turtle doves back. >> you should. >> all right, well, just three days until christmas and another holiday tradition is underway. last minute shopping. the holiday hustle was on this morning inside hillsdale shopping center in san mateo. crowds were fairly light,

the city's shelters and transitional housing are dedicated exclusively to women, and it is a problem. >> abc seven news reporter lyanne melendez looked into this issue and she is here with us to explain what the problems are. >> yeah, you know, and we've met so many women who say out on the streets who say, i don't want to go into a coed situation, feel

safe. no. and it makes sense because when, according to a report, 80% of women who are unhoused reported domestic abuse or violence as a cause of their homelessness. so it comes as no surprise that many say they don't feel comfortable being in a shelter with men, homeless women in san francisco face different challenges than men living on the streets. >> it's scary being a woman at any time, but i mean, that's that doesn't sound right. that shouldn't be a thing. but it is. >> and do you get harassed? of course. >> attacked. of course. um, i just i carry mace with me and just try not to instigate problems. >> while some women and transgender people have no choice but to stay in one of the 48 coed shelters in the city, there are a lot of them who don't feel safe there and would rather live outside. >> as women, we don't feel safe in a coed shelter because men, they're not watched. they're not taken care of. so many are labeled to go over to the

women's side and do whatever they want. >> lauren smith has been homeless for 15 years and moved here from los angeles three months ago. she's currently staying at this drop in center for women, run by community forward sf. it's where hospitals send some unhoused patients once they are released, like this woman who was dropped off in a cab. a staff member came out to help her. the drop in center has no beds, only 30 reclining chairs. still, lawrence says she'll take that over a bed at any covid facility in here. >> you can be safe in here. it's only for women. >> community forward. s.f. knows that sleeping in a reclining chair for three months is not ideal. >> however, because of our waitlist and lack of options, folks end up staying longer. >> longer because 41% of those in san francisco who are homeless identify as women. that's more than 3000 people. even more startling is that the city has only enough drop in centers, beds and transitional

housing for only 5% of them. besides their drop in center at one location under the freeway, community forward also has 56 beds in their transitional housing facility in the south of market area. their solution would be to combine both services at one single facility, while tripling the number of beds. a workforce development division would also be added. los angeles has something similar, called the women's center, a bond measure appearing on the march ballot will help fund the proposed center in san francisco as part of a broader $300 million affordable housing measure. >> we're the only women only drop in open 24 over seven. um yeah. so if you need like a shower, food, food. >> meanwhile community protests have continues to reach out to women in the tenderloin and soma to let them know there is a place for them to sleep. where do you sleep at night? >> i kind of wherever that's

like a huge part of it too. like sleeping and like, you know, like sometimes you just go so long without sleeping. like, you don't know what to do and, like you, maybe you get on the bart and you fall asleep, and of course, you wake up to, like, police. >> the number of shelters for women only is so low. i mean, are you ever discouraged? >> you can't do this work if you don't have hope. you have to hold on to hope that we are going to do better and it's hope of our city. we want our city to be better for. >> hmm. well that organization, along with a few other nonprofits that deal with helping women have come together to form the women's housing coalition. now, instead of each of them right, doing their own thing, they share information and make referrals to serve the needs of each person who identifies as a woman. and that's really important, because if somebody is having like for instance, domestic violence issues, they know where to refer them and nobody falls through

the situation here in oakland is kind of a little funny. we have a lot of crime going on. >> he lives in east oakland, his neighborhood, and the ones around it are dangerous. >> i'm not comfortable just allowing anybody to come into this house without me checking their id, knowing who they are and what their intentions are. >> councilmember carroll fife wants to expand protections for tenants. she wants to install new legislation at the city, county or state level, giving tenants facing eviction a right to an attorney. she says having one can help people stay housed and save oakland money. the county unfortunately cut the program, but if we were able to have that, we would save save millions of dollars on the front end from the money that we put on the back end. >> once people end up on the streets, housing providers say this would put them in a bind. >> chris moore with the east bay rental housing association, says their own tax dollars would be used against them if the tenants are provided free legal help by the city uh- then in. >> shouldn't the housing provider be provided help as

warriors absolutely, positively do not win the championship in 2022 without jordan poole. he was tremendous, especially when steph curry got hurt late in the year. and then it got obviously really weird. poole got his big money deal that summer, then got punched in the face by draymond green in training camp that wrecked the entire 2023 season. the team never suspended draymond. that's on the club. he's since had a bunch of other issues and won't be in the arena tonight. he's not allowed in because of his latest suspension. but back to poole. at one point he got demoted to the g league. worked his way back, turned into a prolific scorer. was he immature at times? sure. did he chirp too much? sure. did he play great defense? no. did he turn the ball over too much? did he frustrate the coaching staff and look lost in the playoffs? yes, yes. all that. but he was still productive. if not for the punch, he might still be a warrior. but the team decided we got to keep draymond. he's the top priority. so poole was banished to the lowly wizards in the east, who come in with a record of five and 22. steve kerr expecting a big game from jp and hugs from teammates.
