pacific. but we're not going to see a lot of rain with it. unfortunately it's a weak weather system, but we are getting ready for the wind and rain that will arrive tomorrow. level one system on our storm impact scale, the north bay could see a little bit of wet weather for the morning commute. the gusty south winds up to 50 miles an hour creating those slick roadways. so here are the south winds right along the north coast from point reyes to a lima. the marine county coastline and right now we are set with a lot of cloud cover. can't see that full moon out there. temperatures are going to stay elevated in the 40s and 50s, and we stop this at 7:00 and you can see the rain just trying to push through the north bay. here it is, 1045 and we are still dry in the east bay, but by about noontime we'll begin to see the showers sink to the south. we have got lots of dangerous surf ahead for thursday with a high surf warning only once or twice a year does the national weather service issue a high surf warning. that's that purple blob there out in the pacific, and that's going to bring in some dangerous surf for the entire weekend. we have another round of rain before for the weekend.

investigators are waiting for water to be pumped out of the sublevel before they can go inside. one of the small businesses impacted is a beloved dance studio. katie described bay area dance school as her second home for the past 11 years. back created a go fund me that is receiving donations from around the country. new york city dance alliance donated $5,000. lila boissonade opened the dance school in 2012. >> i was in there on the 24th, working with a student who has a competition coming up. i have students that that, um, have auditions this week for a professional program. >> james boissonade said. she's now focused on finding temporary locations for her 80 students and seven staff members. so many of her students consider the studio as a safe space they had during and after the pandemic. >> the people that this place has provided me with the support

oakland to lafayette bore three. heading the opposite direction was also closed so fire crews could reach the car and put out the fire. there are no reports of injuries that is the good news. traffic lanes were reopened by 6 p.m. after a number of flare ups, ash and dust coming down from the sky and weeks of rotten smells. >> neighbors living in the town of martinez are telling us they've had enough, and tonight it now appears the health department has as well health inspectors with contra costa county conducted a surprise check in at the martinez refining company this afternoon. it's been at the center of numerous health threatening incidents for more than a year. abc seven news reporter suzanne fawn has the reaction and what comes next? i'm glad that they're investigating. >> i think it's about time. i think it's a it's a good thing that, you know, they're being held accountable for it should have done it ten years ago. >> people who live and work in martinez say it's about time authorities take a closer look at martinez refining company, which is owned and operated by

pbf energy. members of the contra costa health department and bay area quality management district conducted an unannounced inspection tuesday afternoon. they looked at maintenance records and reviewed staff training and procedures, as authorities say they're concerned about the frequency of flaring incidents and hazardous material spills at the refinery. >> we can say that the frequency of incidents at pbf is not normal. pbf has experienced multiple serious incidents that affected the surrounding community. >> contra costa county health says the refinery has used the community warning system to report flaring at a rate of at least once per week. in the past year. >> flare ups in the last three weeks have just been crazy, so and you can smell it. we smelled it all the time. it's so bad we had to close the windows. authorities also accuse the refinery of not being transparent with some of the flaring. >> i'm very upset about it. >> mark ross is a martinez city council member and director of bay area quality management

district. the our our neighbor. >> we have learned to code coexist with previous owners of the refinery, but they have definitely kind of crossed the line a little bit with the recent series of events in the past year, but it seems to be a pattern that is not tolerable to me or the community. >> contra costa county supervisor, federal glover's district includes the refinery he plans to meet with pbf corporate leaders thursday. supervisor glover released a statement today saying, quote, repeated commitments to the community and to regulators to improve the culture and safety at pbf have not resulted in improvement. we intend to hold pbf accountable for making the necessary investments to become a better neighbor in martinez, suzanne phan abc seven news and to the north bay now, and a surprising new finding tonight about the napa fault. >> the fault runs from vallejo to yountville, parallel to highway 29. geologists didn't know it existed that is, until it generated a 6.0 magnitude earthquake nine years ago. now, researchers say the fault

money. for starters, workers in california get more minimum sick time. you now get at least five days or 40 hours of sick leave every year, up from just three days. of course, your employer is always allowed to give you more in the meantime, state minimum wage is getting bumped up to $16 an hour for all employers, it's $12 $20, i should say an hour. for fast food workers starting april 1st, fast food employers are required to pay workers a minimum of $20 an hour, starting on april 1st. we are already seeing the effects of this tonight. pizza hut franchises in california are laying off all delivery drivers in the state due to that rise in wages, a ban on junk fees goes into effect on july 1st. the new law prohibits advertising deceptively low prices, then tacking on additional required fees later that came in large part due to hidden fees on concert tickets, hotels and airfare were also in effect

it's going to move to the north of us. but we've got a spokes of rain around it. some showers for your wednesday and then the high surf warning for thursday into friday. we also have a coastal flood advisory that's going to take us through early tomorrow afternoon. once again high tide seven to 7.5ft at 1046, allowing for some of the underpasses. the low lying areas here to have a little bit of flooding. so we have that and we have some warmer numbers. and really the full moon not visible tonight. we are at 51 in oakland, 46 in sonoma and due to all the cloud cover and those southerly winds on the way, we're not going to drop off to much. but upper elevations already feeling some breezy conditions. there's a big rock at 22 miles an hour. hawkeye 26 miles an hour, mount diablo about 20 miles an hour. the fog has been a concern for concord visibility down to two and a half miles. three miles in livermore as well as novato. so we are getting set for a return to the rain and wind. it won't be as cold overnight, and they're going to turn into

showers throughout the afternoon. so that means we're not going to see a lot of heavy downpours or widespread rain. it's a weak system. and then behind it we have those dangerous waves and the high surf warning. so here's a look at the morning lows. notice how mild in the 50s with those breezy winds and timing out the rain for you, you'll notice that in the morning it's in the north bay. could see a stray shower elsewhere. but as we get into about 3:00, you can see the spotty nature of the shower activity. you'll notice more wind than rain. then we get a break late on wednesday. thursday mostly dry. could be an isolated shower. and then friday you saw that looking at more wet weather. but it's going to take a minute to get here. this is 4:00 in the afternoon. this will be a slightly stronger system bringing a little bit more cold air to the sierra nevada. and that's some good news because this first system really not a whole lot of punch with it. we're talking about a 10th of an inch along the peninsula. 5/100 mountain view. you have to go way up to santa rosa to get anything pretty significant. 0.42 there. and perhaps a 10th

to 2/10 out by the delta. so in terms of the wind, we talked about that it's going to get stronger as the front moves on through throughout the morning and afternoon hours on wednesday. so we have that coastal wind advisory for the north bay. and then by about 1:00 it's breezy in the valleys and you definitely could see some of the lights or some of the santas inflated, drooling down the street or the garbage cans, because it is going to be a quite gusty day. snow not really an issue with this system at all, but as we get into the friday saturday system, that's a little colder so we could pick up maybe a half a foot. it certainly isn't much. the snow has been bleak in the mountains. we need more, but these next two systems not really too promising for that. so highs tomorrow with the windy conditions and the spotty rain showers will be in the 50s to the low 60s, and the accuweather seven day forecast looking at that level one system tomorrow break with an isolated shower on thursday. rain and
