as you look at that live picture, you will notice that the rain is coming down as well. so definitely hang on to your umbrellas on live doppler seven. most areas are looking at wet weather right now as the rain is falling, it's steady in the north bay, san rafael heading into marinwood, larkspur, magnolia avenue. as we look at street level radar in the east bay from emeryville all the way out towards orinda, oakland, you will notice seventh street. it is wet and from the san francisco area down the peninsula, heading across the san mateo bridge. watch out as visibility is going to be poor for parts of the bay area. santa cruz mountains, the summit, scotts valley wet as well. a coastal flood advisory is in effect for tomorrow for the bay area shoreline until tomorrow afternoon at 1 p.m. due to the high tides, coastal flood advisory is already up for the monterey bay until 3 a.m. friday day, so we're going to widen the picture here. satellite radar showing you that storm pushing in across the northern and central portion of the state as we go, hour by hour. rain continues tonight. going into 7

p.m. still some steady rain across the region, turning more showery later on tonight. the winds have been strongest in the hills up to 60 miles an hour at times. right now big rock ridge is 4238. in the oakland hills, that wind advisory just expired. it was in effect until 4 p.m. today. as we check out the storm impact scale. it's a level one through tonight. rain, gusty winds, slippery roads and low visibility. i do have more wet weather in the forecast. i'll be back with that in just a few minutes. >> dan okay sandy, thanks a lot to the east bay now where people and power crews are preparing for the rain. abc seven news reporter anser hassan is live with a look at what's happening there. unser dan good afternoon. >> there's been a steady flow of rain for the past hour or so. contra costa county officials want to remind people there are six sandbag stations in the county. one of them is here. walnut boulevard and walnut creek. meanwhile p-g-and-e's and fire crews want to remind residents, even though it's not a massive downpour, there precautions you still need to take. matthew horn and his

family got a walk in wednesday morning before the rain. we just decided to do a little walk because you know, we haven't been just shopping and, you know, sort of staying inside. and he knows this week's weather won't be too intense. but last year's torrential rain caused flood damage to his property. so this year he's more prepared. >> i was cleaning out the garage. i just needed to stay busy after christmas. so, um, i just moved some things out and i was like, okay, now i have to take it to the dump. but but, you know, we have rains coming, so i just put some tarps over it. >> even with the light storm passing through, p-g-and-e's says it's gearing up as well to ensure that we are prepared should a storm shift, as this one has, so that we're able to be ready to respond in a storm. >> it is a it is a response situation. >> dave canny is vice president of p-g-and-e's north coast region. he warns customers to be prepared for possible power outages, but adds p-g-and-e's crews are staged across the bay area ready to respond for this storm. >> we've we've staged polls,

dorsey explains, with more rain moving in, they're taking pre-storm preventative action today with gray skies overhead, all is calm in the south bay wednesday morning, but a few more rainy days remain before the new year hits and the work continues to keep the rivers flowing for valley water. >> we have crews going in, clearing some woody blockages in stream. um. we also have cleared on our pier noses and trash racks about 24yd■!t of material. >> in other words, when there are trees, trash or other debris down valley, water crews are on site getting it out. it was a race against the clock along the guadalupe river near the children's discovery museum, with a level one storm pushing through the area. valley water watershed's operations and maintenance unit manager ryan tregoning says they are keeping an eye on their usual areas of blockages and flood concerns. >> we are monitoring about 302 locations countywide, um, making sure our bridge piers are all

clear and free of debris, um, to allow flows to run smoothly through the system. >> tregoning says most of their work happens before the rain falls. stream maintenance projects like the one at lower silver creek, make it easier on crews to clean up. when the actual rain comes, and that's where we're really doing the bulk of our flood protection work. >> so we do a lot of our sediment removal projects and bank repairs and levee repairs. at that time in the channel, and now we just kind of monitor what we have and try to clear blockages as needed. >> we're almost a year removed from the torrential storms of january 2023, with an el nino forecasted to bring more flooding, rain and downed trees in 2024. valley water crews worked 24 hours a day during that time to keep the creeks and rivers cleared, and they feel better prepared. with this work done before the rain comes, the last january storm only, you know, gave us more experience and preparation for what's to come. >> so, you know, i think our crews are ready for it. i think we're ready to get back out there and, uh, weather, the weather, the weather in the

south bay. >> dustin dorsey, abc seven news, high tides along half moon bay coastline are leading to a high surf warning from the national weather service. >> people who go to the bay area beaches are being told to watch out for possible rip currents and sneaker waves. they're also being advised to stay out of the water tomorrow, as waves could reach up to 30ft. those waves are expected between 3 a.m. thursday and 3 a.m. friday. waves measuring at least 20ft are already pounding. other parts of the northern california coastline. this is video from pacifica. you can see strong waves smashing into the seawall there. a reminder stay off the rocks and the jetties. never turn your back to the ocean and keep pets away from the water. >> highways in the north bay caused some flooding today. abc seven news meteorologist lisa argen posted this video this morning. you can see some road flooding in mill valley. that's pretty deep right there. and lisa says this happened during high tide. we sent out this push alert this morning giving people

nominees from the police commission. it's a big setback for the city, which has been without a permanent chief since february. that's when mayor tao fired leronne armstrong, citing an investigation that he'd mishandled two misconduct cases, an independent arbitrator cleared him of those accusations, and he really applied for his job in october. now it is unclear whether he was on the list of final candidates nominated, but the mayor has made it clear she would not rehire armstrong. hundreds of new laws are taking effect in california on january 1st. they range from increased worker

benefits to how we make hotel reservations. abc seven news anchor karina nova takes a look at some of them. >> the new year is bringing in a host of new laws that will make living and working in california more enjoyable. well, let's start with the minimum wage. it's going up to $16 an hour on january first for fast food workers. it's jumping to $20 an hour in april. another benefit for workers all full and part time employees in california are getting a minimum of five sick days a year renting a home is a little bit more accessible, starting in 2024, landlord can only ask for one month's rent as a security deposit instead of the typical two months rent before. if you own an electric scooter or bicycle, good news you can now store it inside your apartment. if the battery meets certain safety guidelines. if it doesn't, your landlord may

require you to purchase liability insurance or may prohibit you from charging it indoors. and be careful where you park. come 2024. parking like this will be illegal. the new law prohibits drivers from parking within 20ft of a vehicle's approach to a crosswalk. drivers will only get warnings in 2024, but they will start getting tickets the following year. one thing how much your coworkers make now a new law protects you from retaliation. if you want to discuss your wages with your coworkers or even complain about low wages to your boss, employers are now banned from discriminating against a worker who uses cannabis while not at work and away from their workplace. employers also won't be able to ask a job applicant if they've used cannabis use and now you can make a hotel or airbnb reservation with more ease of mind. a new law gives

you 24 hours to cancel a reservation once you make it. if the place you're staying at is located in california, you just need to make the reservation at least 72 hours before you're supposed to check in. but be careful with campground reservations at state parks or beaches. you'll be penalized one day's lodging if you cancel 2 to 6 days from the start of a reservation. no shows or cancellations within 24 hours of the start of the reservation will be charged for the entire stay in a new law might help you in the kitchen. manufacturers must now disclose if your nonstick cookware has hazardous chemicals. the law also prohibits misleading advertising on cookware, packaging. in march, the california consumer privacy act takes full effect. that means you'll be able to prevent businesses from selling or sharing your sensitive data. wish there was a cheaper way to repair your broken phone or her electronics? the right to

repair act requires electronics and appliance manufacturers to share information about their devices so that consumers and small repair shops can service them. the only bad thing is we have to wait until july for the law to take effect. karina nova, abc seven news pizza hut says the hike in california's fast food minimum wage is forcing two large franchisees to lay off delivery drivers. >> the layoffs will affect more than 1200 drivers in sacramento, southern california, southern oregon and the reno tahoe area. after the layoffs, customers will need to use third party delivery apps like doordash, grubhub, and uber eats for food deliveries. we posted a full list of new state laws taking effect in the new year. it's on the front page of abc seven news.com. >> all right, well, what's the end of the year is going out with kind of a bang with some rain today. >> that's right. that's what the noise is. it's the bang from the rain. let's check in with sandhya. hey, sandhya. >> hi there. yeah, and dan and

kristen, we are getting that welcome rain. let me show you live doppler seven right now because it is pretty wet across the bay area. we are seeing rain across the east bay. it's been pretty steady as we look at walnut creek. six 8-80 danville heading into blackhawk, san ramon, acosta boulevard. as we show you street level radar, you will see where it is raining now, san francisco heading down towards brisbane hills side boulevard, south gate avenue along the sunset district. definitely wet out there and from the santa cruz mountains across parts of scotts valley, mountain view. we're also seeing that wet weather as we look at the north bay, seeing that steady rain from south toledo to mill valley heading up into santa rosa. so let's widen the picture here. satellite radar showing you the area of low pressure is well to the north west of the bay area, but that system is pushing this front through the region. and so much of northern and central california dealing with the precipitation. we do have a high

surf warning that will begin at 3 a.m. tomorrow. runs until 3 a.m. friday. current wave heights are 4 to 14ft, but dangerous swimming and surfing is expected as large breakers are coming along the coastline tomorrow, 25 to 30 foot waves. so definitely stay out of the water if you can. there is a risk of rip currents as well. live view from our mount tam cam and it's a pretty wet and windy view. mid 50s from san francisco to oakland. it is 63 right now in san jose, 55 in half moon bay and from our kgo roof camera, the embarcadero is definitely slippery right now. mid 50s from santa rosa to napa to fairfield, 57, in concord, livermore you're at 62 degrees. cloudy skies in san jose and they are starting to see the clouds thickening up through tonight. wet and breezy to windy. high surf warning for your thursday going into friday with rough and dangerous waves. and then friday, saturday is when our nextrillionound of rain comes in. it will be accompanied by some gusty winds as well. current system. on our storm impact scale through tonight is a level one with the rain and

gusty winds, slippery roads and low visibility. so give yourself a little more time, especially if you have plans this evening. so we're going to go hour by hour 5:00 tonight. still looking at the wet weather 530 it's still raining as we go into 7 p.m. turning more showery in nature. and those scattered showers will be with us through late tonight before this system really winds down going into the wee hours of the morning. your rainfall estimates taking you through late tonight will range anywhere from a few hundredths of an inch to about 2000/800 of an inch there in the santa cruz mountains, this is additional rainfall. your numbers first thing in the morning, 40s and 50s. it is going to be mild because of the cloud cover and the south wind. so we're not expecting it to really cool off overnight tomorrow afternoon. you're looking at highs in the mid 50s to the mid 60s. for many of you there might be a 67 there in san jose. a look at the accuweather seven day forecast. mostly cloudy skies tomorrow friday it's wet and windy with a level one storm coming our way that continues on saturday with scattered showers. sunday which

family restaurant. >> blink once while driving down fremont boulevard, and you just might miss it, despite the fact that it's been there for more than 46 years. >> if you remember the long going cheers series. okay, everybody knows everybody there. well this is like the cheers of restaurants. so yeah, to heart, where for most regulars, menus aren't needed and they know they know your order. >> yeah they know your usual. >> yeah. >> they get shocked when i change it up a bit, which doesn't happen very often. >> but earlier this month, the owners took to social media to let customers know they plan to close by the end of the year. he thought, i'm going to keep trying and trying to keep it going, but it was just wasn't getting busy, was slowing down. >> and then billy royce came. >> manager jackie dunda and sister of the owner, says the closure is ultimately due to impacts from the pandemic. the owners also opened billy roy's burger company last december,

and sales there are higher than dino's, but they're still hope for this family restaurant with city assistance as a possible option in the city approached him and wanted him to somehow put the two together and keep this place going. >> and he they were willing to work with him to help him to keep this open. >> and while nothing is set in stone yet, she's hoping that last minute offer is enough to keep dino's open for longer. >> but i am praying that it means that we are given another chance to try to make something better. better for fremont. >> hopefully they don't close. i mean, yeah, we all want them to keep it open. >> for now though, dino's family restaurant says their final day in business will be new year's eve in fremont. lena howland abc seven news online retail company zulily has closed. >> the seattle based company says a, quote, challenging business environment and financial instability is to blame for the shuttering of its business. the vice president posted a message about it on the

company's site. more than 200 workers are being laid off. zulily. zulily faces at least two lawsuits over alleged unpaid invoices. a us federal appeals court has paused an import ban on apple's smart watches. it comes after medical tech company masimo claims that apple infringed on its patents. the international trade commission banned all imports and sales of apple smartwatches that have a pulse oximeter, oximeter, i'm sorry, oximeter that feature that leads to blood oxygen levels and reads them accurately. the court says it temporarily blocked the ban to consider apple's redesign of the apple watch models. now apple says in a statement that the apple watch series nine and ultra two models will be on sale at apple stores today and available online tomorrow. >> that crv deposit we pay for bottled and canned drinks is actually expanding a look at a new state law going into effect monday that will expand to recycling deposit fee. >> also here, the new york times makes a legal move to prevent

the cost of wine and liquor will go up on january 1st. that because that's because of a new recycling fee. you can get that money back. but for most people, that's been challenging in the past. abc seven news reporter melanie woodrow explains. >> come january 1st, for the first time, californians will be charged a deposit fee on wine and liquor bottles and containers. they'll also be able to get that deposit back if they recycle properly. consumer watchdog president jamie court says it's time. >> it's a win win win all around for the winemakers, for the consumer and for the environment. the question is how is this going to be rolled out and how is it going to be worked . and the devil's in the details and that's in the hand of the recycling regulators. >> calrecycle director rachel wagner. >> where we would typically recycle is where you would recycle your bottles. uh- from your uh- festivities, which is where things get a little tricky. >> are there enough centers for the volume of bottles that people are going to have to

redeem? >> we recognize that for some especially, either very urban areas or very rural areas, that it is difficult to site recycling centers. >> it's for that reason that the legislation allows for retailers to get together and create dealer cooperatives, creating a system that will work for their individual community. but that won't go into effect until early to mid 2025. right now, retailers still have the option of paying $100 a day to opt out of in-store takeback until that ends in 2025. californians can redeem their bottles at existing redemption centers, which may be few and far between depending where you live. >> there is one recycling center at the edge of town in south san francisco, where you can go and recycle. that's the only recycling center left in san francisco, wagner says. >> there are pilot projects around the bay area, including backdrops, though she recognizes. i know that it's been a little bumpy. redemption rates range from 5 to $0.25, depending on the material and size of the bottle or container. beverage manufacturers have until july of 2025 to make sure

their label is correct, but will start paying january 1st, 2024, even if there isn't a crv label on the bottle and recycling centers will have to redeem it. as of january 1st, 2024. again, even if there is no crv label on the bottle yet, you can still put your bottles out curbside, but you won't receive any money for that. and cal recycle would rather you didn't. we get cleaner, less contaminated material that comes through the redemption centers, so we would prefer you brought them to a redemption center and got your money back. melanie woodrow, abc seven news. >> people gathered in front of the san francisco chronicle today to commemorate the palestinian journalists killed in gaza. they're honoring the lives of more than 100 journalists lost in the war. activist say they are protesting the u.s. support of israel, and that violence shouldn't be funded with our tax dollars. they say their hope is to shed more light on what's happening in gaza and honor the work that those journalists were trying to do. >> a six year old is being treated in the hospital after being shot on christmas day. now

there's a search for the suspect. police say they were called to a home on clark avenue near west el camino real in mountain view around 830 sunday night. they found the boy with a gunshot wound to his lower body. an adult man with minor injuries. the child is expected to fully recover. >> new details. the company that's planning to build a new city in solano county will soon take their idea to voters. california forever spent $900 million to acquire land near travis air force base, the chronicle reports. the group plans to unveil a ballot initiative next month. the measure would change the county's general plan to allow developers on unincorporated county property. grassroots group solano together, however, opposes the plan, arguing that housing should be built in existing cities where infrastruc already exists. building a better bay area is our daily mission here at abc7 news. as 2023 comes to an end, we're looking back at some of the best and the most memorable stories

of the year. we've compiled them together in a special that you can stream on demand when you have time. at. one of those stories is about the land purchase in solano county. i just talked about, and that was by reporter stephanie sierra. >> over the course of many weeks, i went up to solano county and spent time in the assessor's office tracking each parcel of land. the ownership. it was like putting pieces of a puzzle together. and we were getting mixed messages from county officials and residents and even the farmers living there that say they were getting sued for not selling their land. this story became a great example of why policy implemented on the local level is critical to ensure transparency across the state and even in congress in certain cases, and we got the opportunity to sit down with the ceo of california forever, jan sramek, to discuss why he kept it secret and revealed the reality for the us air force. very concerned about our national security and our food security. >> spy operations.

>> we know nothing about them. >> do you wish you would have done anything differently? no so you don't regret not coming forward with these plans early? >> i think this project could only have happened if it was done in a very methodical way, where someone could take a very long time view, and that included raising capital in a way where the company could take a 40 year view on this. >> did you see our stories as i did? >> yeah. >> you were aware of both congressmen raising the alarm that there was a possible threat to national security. did you have any thought to call them after you saw those stories? >> i folded if they if they if they wanted the answers, they should have reached out for months. >> you know, the better part of a year. people were concerned and that it could be tied to a foreign adversary. do you regret not coming forward and at least calling them to say, hey, this is what's going on? >> i mean, we've provided information to the federal government. we provided the whole investor list to the federal government a long time ago. >> the entire investor list. yes and when you say a long time

ago, when was that? >> at least six months ago. >> six months ago. but these purchases started back in 2018. >> that was the first time anyone asked us. so i mean, we've we've always we've always taken the view that if there was any concern about these investments, particularly in light of national security, we would hear from the appropriate agencies within the government and we would provide that information. and the moment that we heard from the federal government that there was a concern about this being china, we gave them the information they needed to make sure that it wasn't, you know, the county administrator and the county assessor both told us usually when they work with investment groups or developer hours, they are involved in the plans. >> they want to sit down and meet with them to assess the viability of how it would work and what they would be up against. do you think you should have done that? >> we are doing that. we have told them that we would like them to be as involved as they can be in the process. >> i mean, back in 2018, do you think you should have done that when you started this process? do you think you should have done that back then?

>> i think we would have put them in a very difficult position if we had done that. and so i think what you often see is that someone will come in and they will they will acquire the properties. and then once they once they've acquired the properties or once they've optioned the properties, then they will come forward with the plans. and so i think the process we followed is, is very similar to what other people do. >> zoning concerns around travis air force base have certainly raised alarm bells for local, state and federal officials who represent the area specifically congressman garamendi, who told us last week he cannot rule out a threat to national security. still, at this point in time, given the zoning overlay for travis, what's your response to that? um, we told congressman garamendi, and we've told it to many of the local elected officials as well. >> we will not change the travis reserve zoning overlay and so this is a this is a zone that protects about, i want to say, 7000 acres around travis. and we've been very clear that we are not going to use the initiative to change that. and so anything that we do in the zone around travis would only be done with the support of the

defense community and of the base. >> so what will that area be used for? >> it could be used for many things. and one of the one of the things that we're working on right now is talking to the defense community about, um, how can we make travis stronger? what can we do that makes the base stronger? and so any of those uses could go in that area. we have offered it to. we have also discussed growing olive orchards there. um, it could be it could be many things, but it would only be done if travis supports it. when did you first reach out to travis air force base? um, after we've announced basically immediately after we announced the plans publicly, which was a month ago, probably. >> so no communication before that. >> i mean, we've had communications with travis. um, we have communications with travis going back several years where the base, um, there's tactical things that they need. they need they need easements to monitor, um, kind of clean up activities. they need easements for water. um, they need kind of practical day to day property management issues. >> if the intent was to build a

in ai and microsoft for copyright infringement. the complaint says. both companies, ai technologies illegally use times articles to train chatgpt to provide people with information. the times says it has never given permission to anyone to use its content for generative ai purposes. the paper is seeking an unspecified amount of money and the destruction of the ai models that use its journalism. openai and microsoft have not responded to the lawsuit. i mean, we've seen complaints like this from artists, right? but i wonder how like, how do you guys surmise they discover this? like do they enter an aquarium and then something totally new york times popped up, like word for word. casey, what do you think? >> i think all the information has to come from somewhere, and usually it comes from original reporting. and what happens when all the aggregators keep chipping away until nothing is left but aggregating no more real reporters. thus, no more real information. and that is why i don't understand why we're rushing into ai. the information has to come from somewhere. people
