. >> tonight we're on storm watch abc seven news reporter anser hassan is tracking the preparations underway in the east bay. >> but let's begin with abc seven news meteorologist sandhya patel, who has the very latest on the conditions. sandy. >> yeah, dan and ana, don't ditch the umbrellas just yet. and as you look at live doppler seven, you'll see why we are still seeing the rain. that is pretty steady from marin county heading into the east bay, all the way down towards the south bay and the santa cruz mountains. let's get you in where we are seeing some moderate rain right around lake chabot road between castro valley and san leandro. skyline boulevard. so watch out. showers have been picking up in intensity across the santa cruz mountains highway 17. you know, this is dicey when it is raining, let alone when it is not raining. sometimes it can be dicey, obviously with poor visibility from san francisco down the peninsula heading into san bruno, highway 101 is wet and we are seeing some lighter showers in marin county. as we look there, there is a coastal flood advisory that begins for the bay area tomorrow morning until tomorrow afternoon. coastal flood advisory already

up for the monterey bay until friday morning. high astronomical tides will lead to low lying flooding. here's the storm and it is bringing some high elevation snow to the sierra lake level. we're not seeing that snow as we go. hour by hour. uh- wet weather continuing this evening. going into late tonight, there will still be some showers around and as we check out those winds, still gusty 38 miles an hour mount eminem, 35, on big rock ridge. it's a level one on our storm impact scale through tonight. rain, gusty winds, slippery roads and low visibility. we do have a high surf warning going up tomorrow. i'll be back with the details and the rest of the timeline coming up. ama >> all right sandhya, thank you. and as sandhya mentioned, the high surf warning and take a look at the conditions in half moon bay today. people are being warned to watch out for big breaking waves, as well as rip currents and sneaker waves. today's waves in half moon bay were about 8 to 10ft. tomorrow is forecast to be 20 to 25ft. >> now because of those forecast, massive waves. santa cruz county officials are urging people to just stay away from

the beaches tomorrow. this comes after parts of the county were already hit hard by high surf earlier this year. abc seven news south bay reporter zac fuentes has more. >> rain picked up throughout the day in parts of santa cruz county wednesday, but it did nothing to keep crowds away from the most popular areas. >> we're so lucky where we live here, it's, you know, it's beautiful, but with the high surf warning issued by the national weather service for thursday morning to friday morning, officials want people to stay away. >> what? we're going to see are some extraordinarily large waves on top of a high tide of 6 or 7ft, and the tides have actually been running higher than predicted. >> and when you put waves of that size on top of tides that are that high, we have the potential for some coastal damage and certainly coastal flooding. >> the county says it's been focused on working to get the word out, to avoid the beach and look at the high surf only from safe distances. >> stay on cliffs, stay high off the beach, don't go for a dog walk. areas like this are the biggest concern for county officials. >> the lower lying areas this is

rio del mar beach in aptos. it's an area that was hit very hard by the high surf earlier in the year. the famous cement ship is just behind me, and many of you might remember that it once had that famous pier leading up to it. that pier was so badly damaged in the high surf that it had to be taken out completely. the city of capitola, also still recovering from the high surf in january, construction, was going on to rebuild the badly damaged wharf. businesses hit hardest, like the sandbar in the village, only just now recovering. >> there's still more to do. we've got the front done. it's coming along. it's refreshing to be back in business again. that's great. that's great. but there are definitely worries. >> equipment to create sand barriers could be seen around the businesses, but the county says it's been difficult to keep up with the constant weather events hitting the area. we're kind of into the cycle, unfortunately, of trying to scramble every year to fix these roads, roads and then getting hit with another wave of significant winter storms. the impact of the vicious cycle also felt by the hard hit business

owners, who say they're working hard to keep their spirits up. >> i'm just going to try and stay positive. >> reporter in santa cruz county, zach fuentes, abc seven news in the east bay, lightrillionain made its way through the region early this afternoon, and while it may not have been the heavy downpour, we saw last winter, which flooded streets and homes, officials are still warning residents to be prepared. >> abc seven news reporter anser hassan joins us live from walnut creek with more on sir. >> hello. good evening. there's been a steady flow of rain. it's actually starting to pick up over the past few minutes. contra costa officials want to remind residents there are six sandbag stations around the county. one of them is here. walnut boulevard in walnut creek. meanwhile p-g-and-e's and fire officials want to remind residents, even though we're not getting those heavy downpours there are still precautions that you need to take. matthew horne and his family got a walk in wednesday morning before the rain. >> we just decided to do a little walk because, you know, we haven't been just shopping and, you know, sort of staying inside. >> and he knows this week's

weather won't be too intense. but last year's torrential rain caused flood damage to his property. so this year he's more prepared. >> i was cleaning out the garage. i just needed to stay busy after christmas, so, um, i just moved some things out and i was like, okay, now i have to take it to the dump. but but, you know, we have rains coming. so i just put some tarps over it. >> even with the light storm passing through p-g-and-e's says it's gearing up as well to ensure that we are prepared should a storm shift, as this one has. >> so that we're able to be ready to respond in a storm. it is a it is a risk response situation. >> dave canny is vice president of p-g-and-e's north coast region. he warns customers to be prepared for possible power outages, but adds p-g-and-e's crews are staged across the bay area ready to respond for this storm. >> we've we've staged polls, transformers and other electrical equipment in our yards throughout the region and throughout our service area, and anticipation of potential outages and associated damage. >> vegetation fires are still an issue with us, and this rain is

fire and toxic debris from spreading. the cause. cause is under investigation. >> we have some new details tonight on that deadly hit and run crash in antioch friday night. today the contra costa county coroner's office identified the two victims. the young victim says 12 year old ascanio raab and 13 year old amar minucci. they were brothers driving with their dad in the blue car that was just a few blocks from their home when an suv crashed into them. the brothers were taken to the hospital where sadly, they were pronounced dead. the driver of the suv ran away from the scene. so far, no arrests have been made. >> the clues to solving a 47 year old case in arizona may be here in the bay area, mojave county sheriff's say the investigation started in 1976. a man in his 30s was shot in the head, then buried in a shallow grave. investigators took fingerprints but weren't able to identify him until this year, thanks to new access to a national fingerprint database. luis perez was his name. he was

originally from el salvador, but spent time in the 60s working with the u.s. navy and coast guard in the bay area. investigators are now hoping this composite can help link them with his family coming up here, it's a facial recognition company that probably already has your image in its database. >> and now there are increasing concerns about its violation of privacy laws in california. we'll have that story as abc seven news at five conti

the disproportionate impact the company's alleged practices are having on communities of color. >> that's right. i-team reporter stephanie sierra is here with more. stephanie there's a technology out there that you may not know about, but there's a good chance they know you.

>> and that's clearview ai. a new report from consumer watchdog claims the facial recognition company scrapes images off the internet, often from social media sites, then sells them to public agencies and potentially foreign companies to make a profit. >> in fact, it's virtually impossible to avoid being in that database. >> consumer watchdogs litigation director jerry flanagan calls it invasive and a violation of state law. >> california law makes it very clearly both illegal for clearview to collect your image without your say so, without your consent. as well as the sell that data or share it to others, he says. >> a recent aclu settlement barred clearview from selling its product to private businesses, but adds there are no statewide restrictions on the company to sell its tech to government and law enforcement agencies in california. >> the ceo has made the point that they are selling broadly throughout the united states to law enforcement, but the company advertises on its website it's advancing public safety, adding

its investigative platform allows law enforcement to rapidly generate leads to help identify suspects, witnesses and victims to close cases faster. >> but numerous reports highlight concerns about inaccuracies targeting communities of color, including a recent study published in november by georgetown university's law center saying the tool is, quote, particularly prone to errors, adding the real world consequences of such errors include the investigation and arrest of an unknown number of innocent people, and the deprivation of due process of many, many more. >> in fact, a mit study found that the software incorrectly identified up to 35% of darker skinned women. >> in a statement sent to the i-team, clearview ai refutes that, saying, quote, clearview ai's algorithm has been assessed by the national institute of standards and technology, a u.s. government office, and found to be highly accurate across all demographics. there's also questions about the right to

privacy with political rallies. clearview ai told the i-team their technology has been used to identify capitol rioters during the january 6th insurrection. keep your love off my body. but flanagan argues, when you're in a public space exercising your first amendment rights to protest or to associate with a political party, or you have the right to do so without unwarranted government surveillance. now, clearview ai criticizes a number of the concerns raised in consumer watchdogs report are mistaken conclusions of the law. but that hasn't stopped several california cities from adopting ordinances barring agencies from using its technology. and that's the case in both san francisco and oakland. >> interesting. all right. >> thank you, stephanie

are seeing rain is prettstea around the south bay now. so san jose, you haven't really had any measurable rain, but that's changing moor park avenue heading into cupertino, benton street, santa clara, los altos, some steady showers in the north bay from lucas valley road, woodacre fairfax, san rafael. it is wet and also seeing the rain from oakland foothill boulevard, moraga into danville, san ramon. you will notice danville boulevard, blackhawk area. also wet. now as we look at the peninsula from palo alto heading into redwood city, mountain view , sunnyvale, a slippery roadways . out there, the wider picture showing you that area of low pressure off the coast of the pacific northwest, pushing a front through northern and central california. here in the bay area. that's why we're getting the wet weather. but it is also kicking up the surf

right now. wave heights are 4 to 13ft high. surf warning begins at 3 a.m. tomorrow. it is going to run until 3 a.m. on friday. those breakers building 25 to 30ft. it is going to be dangerous. surfing and swimming conditions, so definitely try to stay out of the water if you can. we're going to go hour by hour. look at those wave heights. they will be building as we head towards tomorrow. definitely will remain high. and then thursday morning there will slowly be after 3 a.m. begin to subside as we take a look at those temperatures right now in the 50s and the 60s, we've had a south wind, so it's been pretty mild across many parts of the bay area. but look at the visibility. it is poor just over a mile in napa right now. two miles there in santa rosa. byron a mile. vacaville, just over a mile. so definitely be careful. give yourself that extra time to get to where you need to go. rainfall. so far, santa rosa picking up 7000/300. a little more than that in kentfield. san francisco a 10th of an inch. oakland 1800s. redwood city less than that and a trace amount in livermore. we're still dealing

with the rain. don't worry. so the week ahead, you saw that visibility from exploratorium camera through tonight, you're looking at scattered showers, high surf warning going up for your thursday remains up as rough and dangerous waves will be with us even into early friday and friday. saturday is when we're expecting our nextrillionound of rain, so let's look at the storm impact scale through tonight. it's a level one showers, gusty winds, slippery roads, low visibility. hour by hour. we go 6:00 tonight. still looking at light to moderate showers. crossing the bay area. 730. we're still dealing with some waves of showers. 930 we continue this. and then late tonight the showers begin to taper, but there may still be an isolated shower or two in the early morning hours. and especially in the north bay. rainfall estimates anywhere from a couple of hundred seven inch to about 2000/800 in ben lomond. this is additional rain your morning temperatures, 40s, 50s. there you go. those isolated showers still in the forecast for the north bay, and they may linger into the afternoon. your high temperatures in the 50s and the 60s. here's a look at that accuweather seven day forecast. and while you do get a little bit of a breather in between systems level one coming in for friday into saturday, wet, windy weather are coming our way. and then for sunday, new year's eve,
