with its epic fireworks show along the embarcadero. but tonight the fbi and other agencies say that celebration is a cause for concern. good evening. i'm ama daetz, and i'm dan ashley. >> thanks for joining us. we'll get to that report in just a moment, but we're going to begin with some important weather alerts for tomorrow. >> that's right. because we are still tracking some incoming rain tonight as our attention starts to turn toward our coast. >> abc seven news meteorologist sandhya patel is tracking it all for you tonight, sandy. >> yeah, and everything from not just rain, but rough surf as well. so, dan and let's take a look at live doppler seven. we still have some showers moving through the bay area. i'm going

to get you into street level radar in the inland east bay from brentwood to byron, heading into discovery bay highway four. we are seeing the light showers right now. it is steady. it is light from tully road in san jose, heading down coyote road into the evergreen area. mount hamilton is getting wet as well. the wider picture showing you the storm is pushing inland. it has been producing snow over the highest elevations in the sierra and as we go hour by hour, you will notice tomorrow morning there will still be some spotty showers around 5 a.m. and then by 8 a.m. starts to lift to the northern portion of our viewing area. the other big concern is not just the rain, but the surf. right now from our santa cruz camera, you can see the rain that is falling, but also the swells that are building a high surf warning goes into effect at 3 a.m. tomorrow, runs until 3 a.m. friday. current wave heights ford is 16ft. dangerous swimming and surfing conditions with large breakers 28 to 33ft

up to 40ft possible. so this is obviously life threatening. something to keep in mind as you see the swells building going into tomorrow morning and then eventually beginning to subside. i'll be back with a full look at the timeline, which does include some rain and more storms on the way. dan okay sandy, thanks a lot. >> we are already getting a taste of that rough surf along our coastline, bringing some serious danger with the waves. good chance of rip currents and sneaker waves. looked in pacifica today. but the waves are only getting larger. abc seven news reporter lauren martinez caught up with some folks who know this surf very well. huge and deadly waves are expected to hit the bay area coastline thursday morning. >> the national weather service is forecasting waves could reach up to 30ft. pro surfers have traveled from all over the world

to chase these storms and northern california's legendary mavericks. >> if the buoy readings are true and it's not affected by the local winds, well, then it'll be the biggest waves i've been out in by far. >> tanner waite and a group of surfers travel from portugal to half moon bay for the big wave surfing competition well underway, keeping these surfers safe is drake, stanley, a member of the mavericks rescue team. >> i mean, they're they're deadly waves. a few people have passed away here at mavericks. >> stanley will be standing by on a jet ski, ready to pull anyone to safety. the former pro surfer himself loves the adrenaline and found a way to gear that towards helping people. >> we have this inflatable vest and this was actually invented by a pro surfer named shane dorian after he almost drowned here at mavericks thursday is expected to be the biggest day for mavericks in five years. everybody's going to go out tomorrow. it's just a question of how windy it's going to be and again, we hope that the wind is going to stop and it's going

across the country. >> as always, new york city is stepping up its security around times square. >> there's always a serious concern around safety in new year's eve, but this year there are additional concerns amid the israel-hamas war, as a conflict abroad affects things here at home and new. >> at 11, we're learning the fbi, homeland security and other law enforcement agencies are now pinpointing san francisco as a direct source of concern. on new year's eve, abc seven news reporter suzanne phan is live in the newsroom, looking through the details in a brand new report. so ama, right now, there are no specific reported threats, but the report notes that there's a threat of violence by lone offenders, and they could be targeting large public gatherings, looking to ring in 2024. >> san francisco attracts big crowds around the clock, and all year round as many as 150,000 people are expected to turn out to catch

the fireworks display, according to a brand new threat assessment obtained by abc news. the city's upcoming new year's eve fireworks celebration remains an attractive target for foreign terrorist organizations. homegrown violent extremists and domestic violent extremists, as well as lone offenders. it indicates that protecting the city of san francisco's coastline from threat actors remains one of the top maritime priorities during the san francisco new year's eve fireworks celebration, barges along the coastline used for the fireworks display could be attractive targets for malicious actors. jim dudley is a retired san francisco police deputy chief. he dealt with homeland security, special events and critical incident management in san francisco. >> so the threat, um, i think would be more on concentrated areas where large crowds would gather. and i won't let it stand. >> dudley believes some might use the platform to make a political statement. pro-palestinian protests, for example, shut down the bay

bridge for hours during apec. the report indicates more threats since the october seventh hamas attack on israel and ongoing war. according to the document, quote, we assess that lone offenders inspired by or reacting to the ongoing israel-hamas conflict pose the most likely threat to americans, especially jewish, muslim and arab communities in the united states. on november 4th, an arab muslim student at stanford university was injured in a hit and run on campus. and what's being investigated by santa clara sheriff's office as a hate crime. dudley says the report looks similar to previous briefings in the past years. he says the all hazards assessment includes drones, cyber attacks, weather and lone gunman possibilities. but he says this year, the new dimension is the middle east conflict and the related protests. >> just being a significant holiday. uh, significant numbers of people gathering in, uh, high profile infrastructure areas. but also you have the landscape

of the you know, international conflicts and law enforcement will be on high alert. >> you're asked to do your part. if you see something unusual, a reminder, if you see something, say something. live in the newsroom. suzanne fawn, abc seven news. >> all right, suzanne, thank you. another speed bump tonight in oakland's ongoing search for a permanent police chief. the mayor is rejecting all three of the finalists for the job. mayor shengtao made that decision today. she's now requesting a new list of nominees from the police commission. in a response to abc seven news, the police commission president marcia peterson says this, quote, we respect the mayor's decision to ask for a new list of candidates . it's the oakland police commission will continue to perform our duty under the city charter to review candidates and provide recommendations to the mayor, the commission will work collaboratively and diligent with the mayor to find exceptional candidates for oakland and, quote, others are not very pleased with this

decision. it sets back the search tremendously. >> uh, it is a shame what she's done. it is it shows a total lack of leadership. we need leadership in oakland at this time. >> the city has been without a permanent chief since february. mayor shengtao fired leronne armstrong, citing claims he mishandled two officer misconduct cases. an independent arbiter later cleared him of those accusations. he was reportedly one of three finalists rejected today, and in a statement, armstrong says, quote, it is unfair that i am unable to continue to serve and protect the people of oakland. as a native of oakland, nothing gave me greater pleasure and pride than to work in my community and fight to improve it. >> happening tomorrow. we are expecting to learn more about the new county investigation into the troubled martinez refining company. county supervisors will be meeting with the oil refineries corporate leadership, as we told you here last night, contra costa health held an unannounced inspection at the refinery yesterday.

authorities are concerned about the slew of recent flaring incidents and releases of hazardous ash at the refinery. >> organizers are racing to put the finishing touches on this year's rose parade, and one san leandro teenager will be there. joseph sanchez was chosen to ride the float for stanford children's hospital. he is a three time organ transplant recipient. the hospital held a big special sendoff for him today, where he reunited with one of his surgeons, joe. >> joe, as we've affectionately called him over the years. um he's been through a lot, you know, and it's both a miracle and what he's been able to get through at just seven months old, joseph was diagnosed with cancer, a liver transplant soon followed. >> seven years later, a new kidney. and this year, a new heart without the organ donor, there's no story, no hope, no transplant. >> but when there is an organ donor, life springs from death. sorrow turns to hope, and a

area of san francisco. the two people inside were rescued, fortunately pulled up with just minor injuries. so that's good news, right? new year, new laws coming in california and starting january 1st, the cost of wine and liquor will be going up a new recycling fee allows you to get that money back. but for most people, that's been challenging in the past. abc seven news reporter melanie woodrow has the story. >> come january 1st, for the first time, californians will be charged a deposit fee on wine and liquor bottles and containers. they'll also be able to get that deposit back if they recycle properly. consumer watchdog president jamie court says it's time. >> it's a win win win all around

. uh- for the winemakers, for the consumer, for uh- and for the environment. the question is how is this going to be rolled out and how is it going to be worked. and the devil's in the details and that's in the hand of the recycling regulators. >> calrecycle director rachel wagner, where we would typically recycle is where you would recycle your bottles from your your festivities, which is where things get a little tricky. are there enough centers for the volume of bottles that people are going to have to redeem? >> we recognize that for some, especially, either very urban areas or very rural areas, that it is difficult to site recycling centers. >> it's for that reason that the legislation allows for retailers to get together and create dealer cooperative, creating a system that will work for their individual communities. but that won't go into effect until early to mid 2025. right now, retailers still have the option of paying $100 a day to opt out of in-store takeback until that ends in 2025. californians can redeem their bottles at existing

redemption centers, which may be few and far between depending where you live. >> there is one recycling center at the edge of town in south san francisco, where you can go and recycle. that's the only recycling center left in san francisco, wagner says. >> there are pilot projects around the bay area, including backdrops, though she recognizes. >> i know that it's been a little bumpy redemption rates range from 5 to $0.25, depending on the material and size of the bottle or container, beverage manufacturers have until july of 2025 to make sure their label is correct, but will start paying january 1st, 2024. >> even if there isn't a crv label on the bottle, and recycling centers will have to redeem it. as of january 1st, 2024. again, even if there is no crv label on the bottle yet, you can still put your bottles out curbside, but you won't receive any money for that. and cal recycle would rather you didn't. >> we get cleaner, less contaminated material that comes through the redemption centers, so we would prefer you brought them to a redemption center and got your money back. >> melanie woodrow, abc seven

out for some of those roads. will be slippery tomorrow morning due to the showers tonight and also some isolated showers tomorrow morning. coastal flood advisory for the monterey bay until 3 a.m. friday. it goes up for our bay area, a location shaded in green. tomorrow at ten and runs until 1 p.m. high. astronaut tides will be peaking and as a tide peaks, we are expecting some low lying flooding. all right, today we got through the system that came through and it did bring some rain. highest elevations, saw some snow showers, but it has been mostly rain at lake level. here's a look at the rainfall totals so far 1.58 in kentfield. that was one of our higher totals 1.67 ben lowman 17 hundredths in san francisco, quarter of an inch in oakland. about a third in napa, far less in concord. livermore 4 to 6 hundredths in san jose, picking up 100th of an inch, just enough to dampen the ground. now the ground is not only damp, but we have all this low level moisture, so visibility is already dropping

brock purdy was back on the practice field today and most notably, a full participant in the team's walkthrough. after suffering a second stinger on monday. purdy will need all the protection he can get after experiencing left shoulder stingers in back to back weeks. fortunately, the guy that protects his blind side, trent williams, was also a participant at practice to get some clarity on the nerve issues that result in a stinger. i caught up with ucsf's doctor nirav pandya to learn more about what purdy is going through. >> i think it definitely does raise a level of concern, you know, especially when they're back to back and we have to understand a stinger is some degree of injury to a nerve. and whenever a nerve is that sensitive week to week, you worry about, is this going to be a recurring problem or is there
