cart that made this girl's christmas. >> how long it took dad to create the dream gift. >> oh, that's so special. i love that. well, good morning to you. it is. thursday, december 28th. >> yes. we'll start with a check of our forecast. and drew. >> yeah. good morning. we have some pockets of fog out there. we're watching our coastline, especially for those waves this morning. here's visibility mode. the one area we're watching livermore down to a quarter of a mile. some pockets of fog in the north bay. but visibility not too bad. it's all about our coastline. this morning. a high surf warning is now in effect. waves around bodega bay, already at 25ft. this morning we could see waves up to 40ft possible. it's likely these waves peak right around 9 to 11 a.m. later today. these are dangerous surfing and swimming conditions, so be aware of that. keep people and pets out of the water. pockets of fog this morning. it's a mostly cloudy day. some pockets of drizzle to temperatures though on the mild side in the 60s, but rain heavy at times. returns tomorrow. talk about that in a few minutes.

let's check in with sue and see how traffic's doing. >> we're headed to the north bay, san rafael 101 is moving nicely. there's a bit of fog and sometimes it's thicker than other times it's moving around. so heads up those tail lights headed past the northgate mall and on towards the civic center. it is a little hazy there, and towards the richmond-san rafael bridge. it's a little clearer and it's a little busier too. this morning than it has been most of the week. no major delays getting across to marin county. bart is still experiencing at least 20 minute delays. south city to daly city. we did find out there was an unauthorized person on the tracks between those two stations. they have taken that person off the tracks. they had to shut down the power and they do have an ac transit bus to replace while they get the power back up and going. ladies >> thank you. sue. a high surf warning from the national weather service in effect this morning along much of the northern california coastline. so this is what it looked like. you can see people out here dealing with heavy winds and

those waves and officials. this was yesterday. officials are warning of a serious danger when it comes to sneaker waves and possible rip currents. today, abc seven news reporter lena howland live along the coast where the rough waters are not keeping some surfers. there away. lena. >> we are just outside of the pacifica pier where we have been hearing and seeing those waves crashing in all morning long. every few minutes we'll actually see a wave come over the seawall just behind us here. it's quite the sight to see at 6:00 in the morning and the national weather service overnight is warning folks that the ocean is not your friend today. here's a look at some video just into our newsroom showing what conditions looked like right around 3:00 this morning at the pacifica pier. this video shows high tide being almost as big as the pier. officials say a high surf warning is in effect until 3 a.m. tomorrow for extremely dangerous waves up to 28 to 40ft

in some places. still despite the warning, pro surfers have traveled in from all over the world to chase these storms and northern california's legendary mavericks tanner white and a group of surfers came in from portugal to half moon bay for the big wave surfing competition well underway. if the buoy readings are true and it's not affected by the local wind swell, then it'll be the biggest waves i've been out in by far. >> i mean, they're they're deadly waves. >> a few people have passed away here at mavericks. >> members of the mavericks rescue team will be standing by on a jet ski, ready to pull anyone to safety as they believe today is expected to be the biggest day for mavericks in five years. now, these conditions have have also shut down beach boulevard at santa rosa. so you're going to want to avoid this area because of these dangerous conditions. live in pacifica. lena howland abc seven news lena, thank you so much. >> today is one of the busiest travel days of the year as

people are heading home after christmas or maybe getting a head start to their trip for the new year. let's take a live look right now from sfo. now, according to flight tracker, flight aware, there are 33 delays and two canceled missions so far for oakland and san jose. are seeing significantly less impact this morning. airports across the country are seeing record crowds. this week. a bird strike caused problems for a flight heading to austin. the plane quickly returned to fort lauderdale. it is the second bird strike on a southwest airlines plane in less than a week. one expert tells abc's gio benitez that bird strikes are a major concern. >> it can be very serious. the airplanes are not built to brush them aside, but engines. i've taken birds and engines and it can damage the engine. it can cause an engine to fail. meanwhile a big storm in the northeast could disrupt flights. >> today, up to four inches of rain is possible this morning

and kumasi i flew in yesterday from palm springs to sfo and it took me forever to get through security. there were a lot of people at the airport, so definitely if anybody's traveling get there early because it will take a little longer. >> busy time. well, there's another speed bump in oakland's ongoing search for a permanent police chief. the mayor has rejected all three of the finalists for the job. >> mayor jane tao made the decision yesterday. she is now requesting a new list of nominees from the police commission, and a response to abc seven news. the police commission president, marcia peterson, says, quote, we respect the mayor's decision to ask for a new list of candidates. the oakland police commission will continue to perform our duty under the city charter to review candidates and also provide recommendations to the mayor for the commission will work collaboratively and diligently with the mayor to find exceptional candidates for oakland, end quote. but others we spoke with are not so pleased with that. move. it sets back the search tremendously.

>> uh, it is a shame what she's done. it is it shows a total lack of leadership. we need leaders in oakland at this time. >> um, the city has been without a permanent chief since february three. mayor tao fired leronne armstrong, citing claims that he mishandled two officer misconduct cases. an independent arbitrator cleared him of those accusations. he was reportedly one of the three finalists rejected, said in a statement. armstrong says, quote, it is unfair that i am unable to continue to serve and protect the people of oakland. as a native of oakland, nothing gave me greater pleasure and pride than to work in my community and fight to improve it. no word from the mayor on where the process goes next, and today we are expecting to learn more about the new county investigation into the troubled martinez refining company. county supervisors will be meeting with the oil refineries corporate leadership contra

costa health held an unannounced inspection at the refinery on tuesday. authorities are concerned about the slew of recent flaring incidents and releases of hazardous ash at the refinery. >> developing news general motors apparent company of self-driving firm cruise is suing the city of san francisco. the company claims the city improperly overcharged them. $108 million in taxes over seven years. gm claims cruise's payroll should not be included on its tax bill because cruise is run separately. the carmaker is seeking a refund of the money, plus some $13 million in interest and penalties. the new york times is suing san francisco based openai and microsoft for copyright infringement. the complaint says both companies ai technology illegally used new york times articles to train bots like chatgpt to provide people with information. the times says it has never given permission to anyone to use its content for generative ai purposes. the paper is seeking an unspecified

investigations found it was a pilot error. he somehow landed it on the river instead of the nearby runway. 34 people were on board. thankfully everybody got out safely and that part of russia, temperatures are around 40 below zero. this time of the year. and this is when i'm so happy. we have beautiful weather here, drew. right? that right. >> we're not talking about -40. >> yeah. >> at times though we're talking about heavy rain in the forecast . not tomorrow afternoon but this morning. it's a quiet picture from our rooftop camera at kgo. it's a pretty cloudy day. you'll notice it's humid as well. some pockets of drizzle from time to time, but there's no steady showers in the forecast for your thursday. it's also mild this afternoon. we're bumping you into the 60s despite the limited sunshine. a high of 63 in the city, 67 in san jose, 65 in oakland, santa rosa and napa. up to 61 degrees. think about tahoe travel for the new

to killing her mother, who forced her to pretend she was disabled. blanchard s mother forced her to also undergo unnecessary medical procedures as part of a fraud scheme. the story became one of the most infamous true crime cases, with several docu series and miniseries about it. republican presidential candidate nikki haley did not cite slavery as a cause of the civil war. a voter asked her what she thought led to the conflict. >> i think it always comes down to the role of government and what the rights of the people are, and we i will always stand by the fact that i think government was intended to secure the rights and freedoms of the people. it was never meant to be all things to all

people. government doesn't need to tell you how to live your life. they don't need to tell you what you can and can't do. they don't need to be a part of your life. they need to make sure that you have freedom. >> and the person who asked the question told haley he thought it was astonishing that she gave an answer that did not mention slavery. she then quickly moved on to the next question. after this, president biden posted a social media that slavery was the cause of the civil war. the cost of wine and liquor is going up on january first because of a new crv deposit. californians already pay 5 or $0.10 on nearly all bottled beverages, and the new year will add a wine and liquors to that list, and you could get the crv money back. but in the past, that has been challenging for most people. abc seven news reporter melanie woodrow explains. >> come january first, for the first time, californians will be charged a deposit fee on wine and liquor bottles and containers. they'll also be able

to get that deposit back if they recycle properly. consumer watchdog president jamie court says it's time. >> it's a win win win all around for the winemakers, for the consumer, for uh- and for the environment. the question is how is this going to be rolled out and how is it going to be worked. and the devil's in the details and that's in the hand of the recycling regulators. >> calrecycle director rachel wagner, where we would typically recycle is where you would recycle your bottles from your your festivities, which is where things get a little tricky. are there enough centers for the volume of bottles that people are going to have to redeem? >> we recognize that for some, especially, either very urban areas or very rural areas, that it is difficult to cite recycling centers. >> it's for that reason that the legislation allows for retailers to get together and create dealer cooperatives, creating a system that will work for their individual community. but that won't go into effect until early to mid 2025. right now, retailers still have the option of paying $100 a day to opt out

of in-store takeback until that ends in 2025, californians can redeem their bottles at existing redemption centers, which may be few and far between, depending where you live. >> there is one recycling center at the edge of town in south san francisco, where you can go and recycle. that's the only recycling center left in san francisco, wagner says. >> there are pilot projects around the bay area, including backdrops, though she recognizes that. >> i know that it's been a little bumpy. >> redemption rates range from 5 to $0.25, depending on the material and size of the bottle or container, beverage manufacturers have until july of 2025 to make sure their label is correct, but will start paying january first, 2024, even if there isn't a crv label on the bottle, and recycling centers will have to redeem it. as of january 1st, 2024. again, even if there is no crv label on the bottle yet, you can still put your bottles out curbside, but you won't receive any money for that. and cal recycle would rather you didn't. >> we get cleaner, less contaminated material that comes through the redemption centers,

many times. evasive maneuvers. >> cute looks really happy. >> yeah, the helmet is nice, i like that. >> get creative. >> learning some skills. yeah. that's so cute. weather wise, we're watching waves today. rain tomorrow. so we've got a pretty active pattern for the next couple of days. live doppler seven along with satellite. you can see our next storm system churning out there in the pacific. that will bring us some rounds of heavy rain tomorrow afternoon. this morning, it's all about those wave heights. we've seen waves in excess of 25ft already. could get as high as 40ft. will likely see those waves peaking between nine and 11 a.m. this morning. so please do not go into the water. that ocean current is extremely dangerous today. highs will go into the 60s, but it's a pretty cloudy day. it's also a humid day. some pockets of drizzle from time to time, but those temperatures getting above average for this time of the year tomorrow. heavy rain is back in the forecast. it's a level two, a moderate storm on the abc seven storm impact scale in the afternoon and evening, we'll have showers that are heavy at times and some strong, gusty winds as well. let's talk

rain first tomorrow morning to some light scattered showers, mainly along the coast and in the north bay and then in the afternoon. here's 230. you can see that heavy rain, that line of yellow, orange, even red beginning to cross the region. and we're out. in and out, i should say, of those downpours throughout the afternoon and the evening tomorrow. those rain totals will add up. we'll see values between probably a half of an inch up to an inch and a half of rain. so that could create some localized flooding, some ponding on our roadways, slick and slow travel tomorrow afternoon and tomorrow evening. look at the winds too. could have some isolated power outages. winds gusting 30 to 40mph at times tomorrow afternoon as that front crosses us. so here's the accuweather seven day forecast today. it's clouds, some pockets of drizzle. it's wet and windy tomorrow afternoon. and tomorrow evening that level two storm some lingering showers saturday sunday for new year's eve we're dry but pretty cloudy. it's brighter for the start of the new year and then our next storm arrives here on wednesday, may sue and scattered showers of some standing water and fog could be affecting your drive

crashing down, taking out some power lines. look at this. this large oak tree is blocking olema road. p-g-and-e's website shows about 100 customers are without power in the area. there's no word yet on when service will be restored. officials say west bay drive and northwest end and the northwest end of olema road will be closed until further notice >> a high surf warning from the national weather service is in effect this morning, along much of the northern california coastline. now this is how it looked in pacifica yesterday. and you could see strong waves there smashing into the seawall. a reminder stay off of the rocks and the jetties. never turn your back to the ocean and keep pets away from the water. abc seven news reporter lena howland is live in pacifica and lena, i understand the rough waters are not keeping some surfers away right?

>> yeah, gloria. that's right. and all morning long here, just outside of the pacifica pier, we have been hearing and seeing those strong waves crash into the seawall just on the other side of us. and this is something that is expected to peak between the hours of 6:00 in the morning and 6:00 at night, and again, as you just heard, gloria mentioned, this is something that has drawn in surfers from across the world. i want to go now to some new video taken here from the pacifica pier, and it shows the high tides to be as big as the pier right around 3:00 this morning. officials say a high surf warning is in effect until 3:00 tomorrow morning for extremely dangerous waves up to 28 to 40ft high in some places. still, despite the warning, pro surfers have traveled in from across the world to chase these storms and northern california's legendary mavericks as part of the big wave surfing competition. >> everybody's going to go out. just a question of how windy it's going to be, and again, we

and this year, the new year's eve ball is bigger and brighter than ever. it has more than 2600 crystal panels with a bow tie to match. it's a reminder when times square used to be known as the bow tie, organizers unveiled the design at the top of one times square yesterday. more than a million people are expected to be there to watch the ball drop sunday night. as always, new york city is stepping up security around times square and the bay area is also increasing security efforts. >> it comes as the fbi, homeland security and other law enforcement agencies pinpoint san francisco as a source of concern. on new year's eve, abc news has obtained a threat assessment, and it says that the city's upcoming fireworks celebration is, quote, in attractive target for foreign terrorist organizations. homegrown violent extremists and domestic violent extremists. the report does not offer information about any specific threats. retired san francisco police deputy chief jim dudley looked at that report as being a

significant holiday. >> uh- significant numbers of people gathering in uh- high profile infrastructure areas, but also you have the landscape of the, you know, international conflicts, dudley says a report looks similar to briefings in past years. >> but he says this year, the new dimension is the middle east conflict. and the related protests. yesterday, people gathered in front of the san francisco chronicle to commemorate the palestinian journalist killed in gaza. they're honoring the lives of more than 100 journalists last in the war. activists say that they're protesting the u.s. support of israel and that violence should not be funded with our tax dollars. they say they hope to shed more light on what's happening in gaza and commemorate the work that those journalists were trying to do. >> the chp releases the results of its christmas weekend maximum enforcement. that's where it

increases patrols to search for unsafe drivers. chp officers made more than 900 dui arrests, up 42% from last year. there were 20 fatalities, down 23. there will be another maximum enforcement period starting at 6 p.m. tomorrow through 11:59 p.m. monday for the new year, two san ramon police officers are hospitalized after a fentanyl exposure in a safeway parking lot. >> they were called to the diablo plaza shopping center yesterday, but reports of a vehicle with two unconscious people and drug paraphernalia inside police say that they were searching the vehicle when the exposure happened. hazmat crews were then called out. the hospitalized officers remain under observation for dizziness, weakness and elevated heart rates. the u.s. and israeli officials are meeting to discuss the israel-hamas war. >> a senior adviser to israeli prime minister benjamin netanyahu explained how they're trying to curb civilian casualties. >> so we are trying to be as surgical as we can be in a very

difficult combat environment. so once again, i stress we don't want to see a civilian casualties. and i can tell you my information is that civilian casualties are going down, and that's a good thing. every time a civilian is caught up in crossfire. from israel's point of view, it's a tragedy. it shouldn't have happened. >> the us says it talked about the need for israel to focus on high value hamas targets and israel's post war plans in gaza. officials also talked about steps to improve the humanitarian situation there. >> this morning, a new strategy aimed at helping with the crisis at the us mexico border, a new task force has been formed to address the migrant surge sources tell abc news that us officials pushed mexico to step up immigration enforcement within their country, help reopen key ports of entry and encourage migrants to stay in mexico. mexico accepted the request here in the us. texas governor greg abbott continues to anger democratic mayors by sending migrants to their cities

current is very dangerous. the next 24 hours today it's cloudy. it's humid. we have some pockets of drizzle from time to time. it's also mild today. we'll get those temperatures going into the mid 60s tomorrow. break out the rain gear once again, especially in the afternoon. in the evening. level two a moderate storm on the abc seven storm impact scale. showers heavy at times, some gusty winds up to 40mph tomorrow morning. future weather showing you it's a quiet start. we'll have some isolated pockets of lightrillionain, but it's the afternoon. here's 3 p.m. those bright colors indicating the heavy rain crossing us into the afternoon and into the evening. rainfall totals with the storm system likely see a range between half of an inch up to an inch and a half of rain. so we could see some localized flooding, some ponding on our roadways, which would lead to slick and slower travel. the winds will also be an issue. look at friday afternoon. this is 2 p.m. those winds gusting out of the south in some areas, 30 to 40mph. so that could certainly blow around any decorations you have could take down some tree limbs. we could also have some isolated power
