dangerous conditions here as a level three event on our storm impact scale rolls in. and then how about this ring in 2024? >> then do it again. the unique way you can celebrate the new year twice. >> can't wait to hear about that . okay. well good morning to everyone. it's friday, december 29th. a lot of people getting ready for new year's eve and all the celebrations this weekend. >> they might have to factor in some of the rain. >> yeah, today, especially this evening. if you have plans, you really want to add some extra time if you're traveling because heavy rain will be moving through along with some gusty winds this morning. it is wet out there. it's just some fine mist, some drizzle, some light showers. the main event is this afternoon. this evening. here's a cold front. this moisture stream out of the south is headed in our direction. and it will bring some rounds of heavy rain later on. today it's a level three on the abc seven storm impact scale. this is a strong storm we will be dealing with for the second half of our day. downpours gusty winds, rough surf along our coastline, even a chance of thunderstorms.

and with these downpours, we will likely see some pockets of flooding on our roadways and possibly along the coast. this morning. it's all about breezy. conditions were cloudy with some drizzle. the wind picks up midday and then it's the second half of your day. 4 p.m. 9 p.m. we have those showers, those downpours falling heavy at times . some of us could see an inch of rain. later on this evening we'll take a closer look at the time of the rain coming up in about six minutes. let's check in with sue and see with traffic this morning. good morning drew. >> good morning everyone. it's friday and if your plans take you into the city this morning, larkspur ferry is running a slow boat. we had mechanical problems with one of the faster boats for the last couple of days. so the seven 2850 1005 all the slow boat, which means adds add 15 minutes onto that ride to the bay bridge toll plaza. slick drizzly, a little fog, but no delays. so that's the good news. bad news. and it's moving nicely all the way across the span as we pop to san jose. that's 280 right underneath the 17

overcrossing and it's moving nicely. both directions about six minutes. seven minutes. make it from downtown san jose to cupertino ladies. >> thank you sue. now to breaking news. we've been following all morning. a heavy police presence in oakland. it's happening on embarcadero and fifth avenue near 8-80. we have seen multiple officers racing to the scene this morning. abc seven news reporter lena howland joining us live there with the very latest lena. >> see, we are at the port of oakland right now, and this is about as close as police will let us get to the scene at this hour. now, in the past hour, police moved us several blocks back from where we were as they work to close off the perimeter and push it several blocks back, i want to go to some new video just into our newsroom. police haven't said what's going on here just yet, but this is what we saw right around 5:00 this morning. this was taken near ninth avenue and embarcadero. it shows a white pickup truck that appears to have crashed. we also see a few shattered windows and evidence markers on the ground

near the southbound 8-80 freeway entrance. only feet away from ninth and embarcadero. this all happened right in front of the homewood suites by hilton hotel, and it has brought in an extremely heavy police presence with a massive scene spanning several blocks. we saw many oakland police officers and chp officers racing by us with their lights on as we were headed to the scene right before 5:00 this morning. again we are still waiting to get some more information from police and investigators about what happened here and what is going on right now. as soon as we get that information, we will bring it to you for now. reporting live in oakland. lena howland, abc seven news. >> thank you. lena. now. yeah >> why don't we get a live look from our santa cruz camera this morning? it is a little dark out there right now, so it's hard to see, but all evacuation orders are now lifted. the damage, though, is already done. capitola, which is still recovering from last winter, got hit hard again yesterday. huge waves came crashing in battering

businesses and leaving behind a lot of debris. even sand barriers were just not enough as people took precautions to try to prevent a repeat. this help block us a bit, but one day is all it takes for this to be cleared out. >> our floor is ruined. it'll take at least a month to repair. i would think, and crews are still working on repairing the wharf that was heavily damaged last january. >> it's supposed to be done this summer as long as we don't see another round of rough winter rain storms. >> emergency crews plan to be on watch in the north bay after flooding concerns at people evacuating stinson beach. firefighters were out helping shore up properties and clear sand or really anything else that could cause flooding for some residents, it triggered memories of last winter just trying to barricade to make sure that we're in better hands than last year. >> i think it came kind of a surprise. um last year, with how the water can get completely up to these houses. a warning

issued yesterday morning has since been lifted, but incoming weather and high surf could spell out more problems as dangerous waves struck up and down california's coastline. >> look at that wave right there down in ventura. the massive waves took people by surprise. this is surveillance footage from a business along the beach. when a rogue wave sent people scrambling for safety. at least eight people were taken to local hospitals, beaches in the county have since been shut down. here's a reporter, delia caballero, with more on the damage in ventura >> oh, no. it was a chaotic scene in ventura. >> everyone okay? >> anyone missing? >> as water came rushing into a neighborhood? holy john frizzell capturing the moment it all happened. this wave just came seemingly out of nowhere.

>> just this rush. i mean, you saw it. it was six, eight feet deep. >> but the damage didn't stop there. down below, folks worked quickly to clear out the drains in anticipation of the next swell. >> i'm kind of just shaking. i'm just. i'm just trying to hold on to positive thoughts and just a few miles away, more cleanup. >> and here at emma wood state beach, it didn't take long for those big waves to crash on the shoreline and cause flooding like you can see sending debris everywhere. and now drivers are forced to navigate their way out. >> this is insane. >> stephanie massman says she has never seen anything quite like this. >> when i was up on the pier, i actually felt the pier shaking. >> adding waves only seemed to be getting bigger by the minute. >> it doesn't even seem real. >> and now people are left cleaning up the mess left behind and preparing for what's next. it's really. yeah, it's a lot >> that was luzdelia caballero reporting, and we've been

feet. so please. it is still dangerous to be in the ocean. mind you. ocean water temperatures only 58 degrees. coastal flood advisory also in effect around high tide noon today. we could see some pockets of flooding with the combination of the tide cycle and the increased wave height. here's future weather this morning. isolated pockets of drizzle midday. it's just pretty cloudy. and then we await the heavy rain that arrives later on this afternoon and this evening, which could lead to some flooding in areas, especially on our roadways. not only the flooding we're concerned about a wind advisory in effect until 7 p.m. for gusts up to 45mph, so we could also see some isolated power outages today thanks to the gusty winds, we'll take a closer look at the winds, how much rain you could expect, and also look at the sierra snow kumasi coming up in nine minutes. >> thank you drew. still to come, the popular light show that may be coming back to san francisco after all. then in

three finalists earlier this week. former chief laurent armstrong was reportedly one of the finalists. murtaugh fired armstrong, citing a federal monitors, finding that he mishandled two officer misconduct cases. an independent arbitrator cleared him of those accusations. the police commission held a meeting last night and revealed a timeline for the search. an open

recruitment period will be january. february will be the evaluation period, and then on march first, the final names will be sent to the mayor. community leaders say finding and hiring a police chief is urgent. >> we need a police chief. we've been waiting for a police chief. it's been a year now. we still don't have a police chief to do all these, uh, issues in our city especially. >> there's so many attacks against businesses, residents and pretty much everyone you know is concerned about their own safety. an interim chief has led the department since february. >> murtaugh will make the final decision on who to hire leadership of the oakland police department has been tumultuous now for about a decade. lauren armstrong had the job for two years, from 2021 to february of this year. that's when mayor shengtao fired him, citing that investigation. we just told you about, saying that he mishandled two misconduct cases, but then the independent arbitrator cleared him of those accusations . armstrong replaced interim chief susan manheimer, who

replaced anne kirkpatrick, who in 2017 was oakland's first female police chief. she was on the job for three years and was fired in 2020. her reporting alleged misconduct. kirkpatrick filed a lawsuit dispute her termination and won prior chief sean whent resigned in 2016 after members of the department admitting admitted to having sex with an underage prostitute following his resignation, oakland went through three police chiefs in nine days. former uc berkeley swimming coach teri mckeever has admitted to emotionally and physically abusing cal swimmers for more than 20 years. our media partners at the east bay times are reporting that this is the first time she's acknowledged abusing cal swimmers since 2022. investigation firstrillioneported. these allegations, mckeever led the golden bears to four ncaa titles during her 29 year career. she was fired in january, the new year's eve celebrations in san francisco are on the fbi's

radar. >> abc seven news obtained a threat assessment from the agency, flagging san francisco as an attractive target for would be attackers. that's because of its size, cultural significance and associated media coverage. >> we need to be aware that there are threats out there or there are, um, people that are out to do harm. but for san francisco, there's nothing credible, there's nothing specific, and there's nothing that's prohibiting us from from celebrating the new year. >> the fbi cited specific concerns related to san francisco, though, saying the large, unprotected coastline and fireworks barges could be targets. sfpd says that they're working in coordination with the u.s. coast guard and their marine unit to respond, according lee, san francisco's annual waterfront fireworks show starts at the stroke of midnight on new year's day, but spectators are encouraged to get a spot early along the promenade for the best view. >> the city is also encouraging people to visit the shops and restaurants at pier 39 and the

chance of thunderstorms and we could see some flooding along our coast and on area roadways. live doppler seven along with satellite. this low pressure dragging, this cold front, that moisture streaming in from the south is going to move in this afternoon, this evening and bring some heavier showers this morning. it's isolated pockets of drizzle, some lightrillionain to begin our friday midday. it's just pretty cloudy out there. the winds start to ramp up and then you can see the rain starts to move onshore when future weather showing you these bright colors. even these deep reds, those are isolated pockets of some very heavy rain that will cross through the region throughout the late afternoon and into the evening. so if you have friday night plans, you certainly want to add extra time to your travel because you will be slow and it will be slick out there. rainfall estimates a lot of us getting close to an inch, if not over an inch of rain later on today with these downpours moving through. also, winds will be an issue. wind advisory in effect until 7 p.m. they'll be racing out of the south up to 45 mile per hour. gusts are possible around the bay shoreline and in the north bay, so isolated power outages not out of the question. a

winter weather advisory in effect around tahoe starting at 10 p.m. tonight. overnight above 6000ft, we could see 4 to 8in of snow. our highest peaks could pick up a foot and a half. here's the accuweather seven day forecast. it's all about that stormy afternoon and evening on the way for level three. strong storm. some leftover scattered showers in the morning tomorrow, but we dry out tomorrow night leading to a cloudy but dry new year's eve. a bright start to 2024 with our next shower chance coming on wednesday. >> sue early this morning. we've got some slick roads, windshield wipers and headlights are your friend this morning. this is 101 in san rafael. those tail lights headed past the northgate mall and on to central san rafael, then towards southern marin, where everybody is moving at the limit and we do have slick roads all around the bay, so extra caution advised. 101 here in san jose, right under 8-80 both directions moving nicely. it's pretty light out there this morning. this holiday week between christmas and new year's. just a check on mass transit for this weekend for new year's eve, bart will be running

forecast. you can see the wind ramps up first and then the rain arrives this afternoon. heavy at times. 40 5:06 p.m. the time frame we're watching. it's a similar story around the bay shoreline. it's mild today, but after lunchtime those rain chances really ramp up with downpours moving through this evening and inland. starting out in the low 50 will get into the low 60s, but take the sturdy umbrella. will have those downpours later on. today. the afternoon, the evening is going to be wet. gloria. >> all right. thank you so much. well, it is a new era for bart

as it begins testing out new fare gates. this is all part of an effort to stop fare evasion and to get more people back riding the train, the new gates went into use at the west oakland station yesterday. right now, bart is using the gates to test different door materials, undergoing hundreds of tests so far, the transit agency says the response has been positive, and people were happy to see that we're doing something. >> you know, people let us know th w oakland is a place where they've seen fare evasion happening. so to not see it happening this morning because of these new gates kind of show us initially that it's working. >> more stations will be getting new fare gates next month. bart is expected to announce the next eight stations that will be getting them. well, if you really love celebrating new year's, get on a flight to guam or hong kong right now because you could potentially ring in 2024 twice because of the international date line. it will be the new year several hours before the rest of the world

united airlines has a 735 flight on new year's morning. it arrives in honolulu at 650 in the evening. on new year's eve. and then there's also a flight that leaves just after midnight on january 1st local time. it arrives at sfo on the evening of the 31st, so that gives you plenty of time to celebrate new year right here in the bay area. that would be fun. well, the iconic bay bridge lights could return in 2024. they went dark in march because the people behind the project didn't have the money to fix them. organizers tell our news partner. the sf standard, that they've raised nearly. its $11 million fundraising goal to turn the lights back on. they still need $1.5 million to restore the installation. they expect the lights to return within 8 to 10 months. if the rest of the funding comes in. and if you want to donate, you can go to the bay lights three

minutes, all in the green. if you're headed to the san jose airport this morning on 101 and also north 280 into san francisco is looking good from daly city. >> thank you sue, as you just mentioned, we are following breaking news out of the east bay. a heavy police presence in oakland. officers are surrounding an area on embajador and fifth avenue near 8-80, and this investigation is spanning several blocks. abc seven news reporter lena howland has been near the scene all morning. >> and lena, what have you learned? >> hey, kumasi. well, we are at the port of oakland right now, and this is as about as close to the scene as police will let us get at this hour. police moved us several blocks away from where we were originally set up. as they work to extend the perimeter of the scene to continue their investigation location. now police have not said what's going on here just yet, but we do have some new video just into our newsroom showing lots of uniformed officers from the oakland police department staging outside of the highland hospital. some were

seen standing right outside of the emergency room, others in their patrol cars and some guarding the door. this is only about six minutes from the scene right now. we are still trying to learn if an officer or anyone else was hurt. and here's a look at the scene taken near ninth avenue and embarcadero. you can see a white truck and almost all of the windows shattered that truck also appears to have crashed into another truck with the hood visibly crunched in evidence. tags can also be seen near the southbound 8-80 freeway entrance, only feet away from the scene. this all happened right in front of the homewood suites by hilton hotel, and it has brought in an extremely heavy police presence with a massive scene spanning for several blocks. again, police have not said what is going on out here. we are still working to gather that information for you and as soon as we get that, we will bring it to you for now. reporting live in oakland lena howland, abc seven news thank you. >> lena tsa is saying it's expecting to screen more than

2.6 million people at airports across the country today and this weekend is expected to be even busier. the faa says the busiest day will be tomorrow, with more than 48,000 flights expected and tsa has recorded passenger volumes averaging nearly 2.5 million people since december 20th. and that's down just 5% from the all time air travel record of 2.9 million people. that was set just a few weeks back, the sunday after thanksgiving. oakland international airport it was packed with long lines to check bags at southwest airlines yesterday, and those lines led to long lines to get through security, and many passengers missed their flights even though they got there early. >> we're going to miss our flight, but that's all right. we see another one at seven, so hopefully we'll make that one. yeah, that long line. yeah. we got here two hours early like it said. but just not early enough. >> yeah i expect it to be busy. i did not expect this line. so this will be an interesting day.

>> um, it's been crazy. i've lived here my whole life. i come down here every year for christmas and it's never been this bad. and everybody in line is also like, yeah, it's never been this bad. >> um, oakland airport experienced just 27 delays yesterday with no cancellations. now, here's a live look at san francisco international airport this morning. according to flight tracker flightaware. so far, there are 85 delays, one cancellation here at sfo, waves and surf were so extreme it forced the evacuations of some homes up north in stinson beach. >> there was also flooding on streets in pacifica and in ocean rescue of a surfer off the coast . the worst of the damage, though, seems to be down in santa cruz county. it caps off this 2023 that has been defined by storms for the coastal towns around santa cruz and capitola uh. wow. intense wave there. that's over near the santa cruz lighthouse. the waves were high

enough to knock over people who were watching the surf at what they thought was a safe distance . now, hundreds of people enjoyed nature's show at world famous mavericks beach in half moon bay. this footage, taken in the water, gave us a look at the huge waves that the surfers were able to see. san mateo county officials did what they could to suggest that people stay away, but these waves draw people to the bay area from everywhere. >> that's like pretty gnarly. i mean, it's super big. people from all over portugal, brazil, tahiti, hawaii, kai, lenny and his brother out there. yeah, a lot of a lot of amazing surfing going down hundreds of people also took the two mile walk to the coastline from the town to watch along the steep cliffs of the beach. >> and, you know, we've been putting together a montage of all the crazy weather here locally from both our viewers and also from our own cameras.

so you can check out the best of the footage on the front page of our website. that's abc seven news.com. >> we're hearing from a palestinian american college student who survived a shooting alongside his two childhood friends. it's being investigated as a possible hate crime. kanan abdullah ahmed is visiting family here in the bay area while on break for the holidays. the shooting happened in burlington, vermont on thanksgiving weekend. now, the night of the shooting, the three young men were heading back to where they were staying. speaking a mix of arabic and english and they were wearing the traditional palestinian scarf. they were shot at close range and one of them has been left paralyzed. the suspect, 48 year old jason eaton, is now facing three counts of attempted murder. >> we're hope he is charged to the full extent of the law regarding a hate crime. i'm always going to represent palestine and i hope these events don't deter other palestinians to still be proud of their identity. >> so he was born in the us and

raised in the occupied west bank. he says he will likely remain in the us after graduation. >> developing news. the secretary of state in maine has joined colorado in deciding that donald trump is ineligible to be president. abc news reporter rachel bade explains the unprecedented decisions. we'll head to the supreme court for a final ruling for the second time this month, a us state booting former president donald trump from the ballot, citing the constitution insurrection clause. >> attorneys representing a republican, a democrat and an independent cited the civil war era provision as justification for kicking mr. trump off the ballot. >> we believe former president trump on january 6th engaged in an insurrection against the constitution of the united states and under section three of the 14th amendment that disqualifies him from holding the office of the presidency and president trump's legal team, citing other secretaries of state who passed on removing him

of a loose bolt in the rudder control system. an aircraft's rudder is used to control and stabilize it while it's in flight. now this is coming after incidents on two separate planes that had a missing bolt or a loose nut. the 737 max was previously grounded for almost two years after two deadly crashes that killed a total of 346 people. the spirit airlines gate agent, who put an unaccompanied minor on the wrong flight, has been fired. six year old boy was traveling from philadelphia to fort myers in

to time, but the heavy rain really moves in this afternoon. look at this by 330 4:00. that is heavy rain when you see red on future weather, those are downpours falling and that heavy rain continues its trek east throughout the evening. this is 8 p.m. we're still tracking that heavy rain, so it's a messy evening on the way. rain estimates we will see a lot of areas getting close to an inch of rain, if not more than an inch, and that will lead to some flooding on our roadways and also some pockets of flooding along the coast as well. wind advisory in effect until 7 p.m. for good reason. a south wind could gust as high as 45mph. that could take some tree limbs down. that could also create isolated power outages later today. snow two in the sierra winter weather advisory starts at 10 p.m. tonight above 6000ft, 4 to 8in of snow. our highest peaks could see a foot and a half of fresh powder that's welcome news. here's the accuweather seven day forecast. it's stormy later on today. scattered showers tomorrow morning before we dry out in the evening. new year's eve. we're cloudy, but we are dry. it's a bright start to the new year on

california starting on monday. they range from increased worker benefits to changes in how we make hotel reservations. abc7 news anchor karina nova has a rundown of some of these new laws. >> the new year is bringing in a host of new laws that will make living and working in california more enjoyable. let's start with the minimum wage. it's going up to $16 an hour on january first for fast food workers. it's jumping to $20 an hour in april. another benefit for workers all full and part time employees in california are getting a minimum of five sick days a year renting a home is a little bit more accessible, starting in 2024, landlords can only ask for one month's rent as a security deposit instead of the typical two months rent before. if you own an electric scooter or bicycle, good news you can now

store it inside your apartment. if the battery meets certain safety guidelines. if it doesn't, your landlord may require you to purchase liability insurance or may prohibit you from charging it indoors and be careful where you park. come 2024. parking like this will be illegal. the new law prohibits drivers from parking within 20ft of a vehicle's approach to a crosswalk. drivers will only get warnings in 2024, but they will start getting tickets the following year. wondering how much your coworkers make now? a new law protects you from retaliation. if you want to discuss your wages with your coworkers or even complain about low wages to your boss. employers are now banned from discussing fighting against a worker who uses cannabis while not at work and away from their workplace. employers also won't be able to ask a job applicant if they've used cannabis. and

now you can make a hotel or airbnb reservation with more ease of mind. a new law gives you 24 hours to cancel a reservation once you make it. if the place you're staying at is located in california for, you just need to make the reservation at least 72 hours before you're supposed to check in. but be careful with campground reservations at state parks or beaches. you'll be penalized one day's lodging if you cancel 2 to 6 days from the start of a reservation. often no shows or cancellations within 24 hours of the start of the reservation will be charged for the entire stay in a new law might help you in the kitchen. manufacturers must now disclose if your nonstick cookware has hazardous chemicals. the law also prohibits misleading advertising on cookware, packaging. in march, the california consumer privacy act takes full effect. that means you'll be able to prevent businesses from selling or sharing your sensitive data. i

strong storm on the abc seven storm impact scale. heavy rain, strong winds coming our way later today. rough surf, even the chance of a thunderstorm flooding is a big concern, especially on our area roadways. you look at your 12 hour planner this morning. there's drizzle out there. the winds start to ramp up by midday. they're gusting over 30mph with a wind advisory in effect. but we're really highlighting this evening. that's when the heavy rain starts to move in here. so prepare for some slow travel times and some slick travel conditions. >> number two breaking news in oakland. police surrounding an area around the embarcadero and ninth avenue near 8-80. the investigation spans several blocks. it's not clear at this point if the white truck you see in this video is involved, or if anyone was hurt. we are waiting for an update from police about what's going on. >> number three, 2.6 million americans are expected to board a plane today. the tsa says the busiest day of the weekend will be tomorrow, with more than 48,000 flights expected.
