downpours, and flooding. it ranks three on our exclusive abc seven storm impact scale. good evening. >> i'm ama daetz and i'm dan ashley. thanks for joining us. it's a wet end to the week here in the bay area. and we're seeing the effects. of course hundreds of people are without power right now. here's a look at the current p-g-and-e's power outages right now. the worst outage is affecting about 600 customers. that's in mountain view. >> and now a live look outside on the roads. they are wet, but traffic appears to be moving well. what you're seeing on your screen is 8-80 through emeryville 92 over the san mateo bridge and 101 in san jose. >> sfo is blaming wind for delays. here's a live look at the airport. more than 300 sfo flights have been delayed by comparison. oakland and san jose each had about 40 delays, all right, let's find out what we can expect from the storm tonight. >> here's abc seven news meteorologist sandhya patel, who is tracking it. sandhya. yeah, and as we take a look, live doppler seven ama and dan, you will notice where the heaviest of the rain is falling right

now. i'm going to get you into street level radar in the north bay, where it is pounding the pavement from novato highway 101 into sears point, petaluma. you're getting some pretty intense rain right now as you take a look here. some of the rain rates in this area about an inch and 6/10 per hour in emeryville, powell street heading into piedmont, berkeley, oakland. you will notice it is coming down. and from san francisco's sunset district, down the peninsula, across south city, sneath lane into san bruno, to 8-80. you will notice it is also heavy rain right at this hour. half moon bay getting the brunt of it as well. south bay from san jose to the santa cruz mountains. it is steady rain, but more areas are now under urban and small stream flood advisories as we are experiencing flooding, minor roadway flooding and will continue to see it in these areas shaded in green as the rainfall continues to fall. as rain continues to fall. it's a level three on our storm impact scale. a strong storm. we do

have a number of warnings to pass along coastal flood warning until 2 p.m. tomorrow. as the wave heights and the high tides combined to bring significant flooding at the coast. high surf warning until 2 p.m. breakers 28 to 33ft. isolate up to 40ft. dangerous swimming and surfing. stay out of the waters right now. gusts to 30 on diablo and also ben lomond wind advisory until 7 p.m. tonight. gusts could reach as high as 60 miles an hour. it's a level three through tonight. strong storm, heavy rain, strong winds, gusty winds at times. rough surf, thunder chance, flooding on the roadways and along the coast. i'll be back with the timeline coming right up. >> okay, sandhya, thanks very much. >> some of the higher rain totals so far have been in the north bay. firstrillionesponders are urging everyone to be prepared for rough weather. abc seven news reporter cornell bernard is live in a very wet sebastopol with the story there. cornell >> hey, dan. yeah a storm definitely here. it has been raining since midday. really

hasn't stopped. check it out. this is downtown sebastopol, main street cars making their way on various lake pavement. firstrillionesponders urging everybody who's out tonight to be very careful. it's a rough, wet drive on river road in santa rosa by midday, rain had arrived and umbrellas were on duty. the gallagher family got caught in the downpour. we didn't expect to get as wet as we ultimately did. heavy winds are expected with this storm and firstrillionesponders say holiday lights and decorations could blow away. rory says he'll risk it and leave his lights up. >> we're going to be laying low and uh- and not climbing any ladders to take down christmas lights. if we're smart over the next, next couple of days. >> the santa rosa fire department says street flooding is likely across the north bay, and drivers should be super cautious. power outages are possible, too, with the potential of some thunderstorms. >> uh, tonight, uh, that's going

to also bring some strong gusty winds. and so there's the potential for trees and some power lines to potentially come down. and unfortunately that could lead to some power outages as well. >> a large tree took out the deck of this home in cloverdale friday afternoon. it happened on river road. power to the home was also cut. luckily no injuries reported. ideal hardware and forestville is ready to help. they've been selling all the things to help keep your home dry right now. >> tarps, um, caulk to seal stuff up, roofing, roof repair as the rainy season kicks into high gear, the phipps family from san rafael is ready for it. >> i'm going to drag the kids out in the rain, and we're going to enjoy the downpour and, uh, cuddle up by the fire later and dry off. >> we are getting some reports of low lying flooding across sonoma county, including some downed trees in the occidental area. and first responders have said it all night. if you are heading out, be very careful because as you can see, it's

pretty wet out here. we're live in sebastopol. cornell, bernard abc seven news. >> boy, it sure is cornell, thanks so much. you can check out the abc seven bay area app for the latest on weather conditions. and to access the same doppler seven. our weather team uses a search abc seven bay area in your device's app store to download it when you have a moment. >> now to developing news. the search for the people who killed an oakland police officer today. the fbi is now involved in locating evidence as the oakland police department deals with its first line of duty death in more than a decade. former opd chief laurent armstrong just responded to our request for comment, saying, quote, as we grieve together, we must also focus on finding the cop killers who committed this heinous crime and bring them to justice. officer tuan lee was part of a team responding to a pre-dawn burglary on the embarcadero by the estuary when he was shot. it was the second burglary at that location this morning. we've had two reporters working on this story all day to learn about the officer killed and the circumstances of the shooting. we hear first from abc seven

news reporter anser hassan unser . >> omar, good evening. you can see fifth avenue is still closed off as this investigation continues. the good news? the embarcadero has been open after being closed for almost ten hours. but as you can see, this is still very much an active crime scene. >> sadly, today, one of our officers paid the ultimate sacrifice. >> this interim oakland police chief, darren allison, says officers were responding to a burglary in the 400 block of embarcadero early friday morning, when police arrived, they spotted multiple suspects fleeing. one of them fired off multiple shots at officer tuan lee, who was driving with his partner at the time. >> during the response, at least one individual discharged their firearm multiple times, striking a plainclothes officer who was driving an unmarked vehicle. >> hey, i got an officer down. we're hit. we know no one uh- next to the 8-80 entrance on embarcadero 83.

>> what's the condition of the officer? >> unconscious. we're going to take you to the hospital. >> officer lee was a four year veteran of the force. allison says none of the officers on scene returned fire. >> this loss cuts deep. >> an emotional oakland mayor. shengtao called for unity across the city. >> this senseless murder of a police officer, one of the guardians of our beautiful city. >> it will not stand. oakland will work tirelessly with all of our law enforcement partners to find those responsible for this assault on our city and the killing of our officer. >> reporter officer lee was taken to the hospital where he died a few hours later. >> this senseless murder further underscores the courage and bravery of our officers, and it demonstrates every day that they arrive at work to serve and protect our community. >> we still have not been given

a description of those involved in the shooting. oakland police are asking anybody with any evidence to call the oakland homicide division reporting live anser hassan abc seven news. >> all right. unser thank you so much for that update. and alameda county district attorney pamela price responded to today's shooting, quote, the murder of this young officer is inexcusable. she adds. my office stands ready to prosecute whoever is responsible and hold them accountable for killing this officer. >> and governor newsom has just announced an honor for officer twan lee. flags at the state capitol will be flown at half staff. we'll continue our team coverage with abc seven news reporter melanie woodrow. now she's learning more about the man behind the badge, a show of reverence as officers stood at attention outside highland hospital friday afternoon while a flag draped coffin with an oakland police officer's body was carried out. >> the dangers and demands of this profession are real and come with significant sacrifice, according to opd officer twan lee was born in saigon, vietnam,

before later moving to oakland and being naturalized on nine over 11, 2001. >> in 2020, he graduated from the 183rd police academy. for the past two years, officer lee served as the community resource officer in west oakland who works very closely in the field with some of other specialized teams. >> other police officers brought him directly to highland hospital. >> in a statement, the oakland police officers association president said officers carried him to the hospital on their shoulders, personifying what it means to be in oakland. police officer. >> the senseless murder underscores the courage and bravery of our officers, and i know that all of oakland feels the impact of this loss at the hospital, evidence techs appear to be processing a vehicle. >> the oakland, po says lee passed away with his family and oakland police officers by his side. >> we extend our hearts, felt condolences to the officer's friends, family and loved ones

outside highland hospital, a processional of police vehicles in solidarity for a fallen officer now being remembered for sacrificing his life in the line of duty in oakland. >> melanie woodrow abc seven news. >> and the last time oakland lost an officer in the line of duty was the department's deadliest day. on march 21st, 2009, four officers were shot. it started with a routine traffic stop. two motorcycle officers, sergeant mark dunakin and officer john hagy, pulled over a buick on macarthur boulevard. the driver, convicted felon lovelle mixon, opened fire in the search for the gunman. police ended up at an east oakland apartment complex where again, they faced fatal gunfire. mixon shot and killed sergeant ervin romans and sergeant daniel sakai before he was ultimately gunned down. as today's story unfolds, we'll keep posting the latest information on abc seven news.com. this story is right on the home page. still to come tonight from the abc seven news

fire department says three fire engines were on their way to calls as separate locations around 4:00 when two of them crashed into each other. they

then slammed into three parked cars, happened at the intersection of lyon and california streets. three firefighters were hurt and are expected to make a full recovery , though no one else was hurt. >> we're keeping a very close eye on live doppler seven because it's giving us the best view of today's storm. it's lit up in all kinds of colors, tracking the rain that's moving through the bay area. today's storm ranks level three on the exclusive abc seven news storm impact scale, and for a live look at what it's like outside, let's go to abc seven news reporter lauren martinez. she is in san jose, where it is coming down. lauren >> it is dan. i will tell you that within the last hour, the rain really started to pick up the good thing is, if you're planning on driving around san jose or downtown, it's been really easy. this is a holiday weekend, so traffic has been light. earlier today we went to santa clara valley water where they offer free filled sandbags for any residents who need any. the site we went to off winfield boulevard wasn't very busy.

later in the evening, we drove through downtown san jose, where again, not a lot of people were out. we did stop by christmas in the park. this is the final weekend of the holiday exhibit, so families wanted to take advantage before everything gets torn down. on monday night, we spoke with one woman visiting from spokane, washington, who wasn't going to let the rain stop her from seeing the holiday displays. >> well, last year we went on the second and everything was torn down, so we wanted to see it live. okay. >> tonight we spoke to the managing director for christmas in the park, who said that if you don't mind the rain, parking is very easy. we'll be standing by on this stormy night. uh- tracking the rain. that's moving over the south bay. live in san jose lauren martinez, abc seven news. >> all right, lauren, thank you. it is a dark and stormy night, isn't it? >> certainly is. all right. and more rain to come over tonight.

>> yeah. meteorologists sandhya patel tracking it for us very closely. sandhya >> yeah. >> and dan and ama, we are seeing the heavy rain materializing as expected. look at live doppler seven right now. and you will notice where it is coming down. we're going to get you into a street level radar from san francisco to the bay view district, heading down towards colma, daly city, the sunset district downpours all the way to brisbane's south city, san bruno, down the peninsula, across 280 skyline boulevard, burlingame area. heavy rain also falling around mill valley. larkspur. you will notice right around san rafael when you look at some of these rainfall rates, about 1.44 uh- inches per hour is what they are seeing. concord 680 pleasant hill into benicia. seeing some steady rain. it's not quite as heavy there, but certainly seeing decent rain falling in the south bay as well as you just saw from lauren's live shot san jose into santa clara, benton street, sunnyvale rainfall so far kentfield picking up over an inch, almost

an inch at the santa rosa airport, but we have seen rainfall varying quite a bit as some areas are just starting to pick it up. big sur getting 6/10 of an inch from the santa cruz mountains to gilroy. we are seeing the steady rain, so we're going to widen the picture here because we do have this line of some very heavy rain moving in the direction of berkeley. by 653, concord by 8:09 p.m. so we're not done yet. as a matter of fact, some storm reports are already coming in from just the past few hours. nine reports so far from coastal flooding to urban and small stream flooding that is, roadway flooding. live look from our san jose camera right now and the rain drops are on the lens tonight. here's a look at the storm concerns. standing water on the roadways. coastal flooding, high likelihood continuing as we're already seeing power outages moderate to high and sierra snow will be moderate later on tonight. wave heights have been building even though they came down this morning. notice what's going to happen 7:00 tonight. those wave heights in that 18

footer category up to 22 to 28ft, isolated spots will go up to about 33 to 40ft. so the wave heights will be high and dangerous going into your saturday morning. and then they'll slowly subside. so be careful. stay out of the water. don't ever turn your back to the water. as you know, uh- temperatures right now. 5060s highs today have been in the 60s, even some low 70s again in places like san jose. our headlines the week ahead through tonight's stormy weather, strong gusty winds, possible damage will continue. and for your new year's eve, we are looking at cloudy skies with an isolated chance of a shower or two. in places like fairfield and along the coast. as another storm system skirts the coastline offshore and then goes towards southern california. current storm, though, is a strong level three through tonight. heavy rain, strong winds, rough surf, the under chance and flooding on the roadways and along the coast as we go. hour by hour tonight 7:00 you are noticing still some

moderate to heavy rain falling. 8 p.m. this is 9 p.m, but notice up in the north bay you start to switch over to more scattered showers. 11:00 we're still going to be dealing with the soggy mess because the ground will be saturated at that point, and any rain that falls on top of it is just going to cause more problems as we go into tomorrow morning. light to moderate showers. isolated thunder can't be ruled out during the overnight hours and into tomorrow morning. tomorrow afternoon at noon to 2 p.m. we're daily scattered showers is not all over the board and the rainfall will eventually taper. now take this with a grain of salt. not exact. precise rainfall totals, but we're expecting anywhere from an additional half an inch to two inches of rain in the mountains. a winter weather advisory 10:00 tonight until 10 p.m. saturday. foot to foot and a half for the highest peaks with those gusty winds very difficult travel since that snow level is about 6000ft. later on tonight, temperature is 40s 50s out the door tomorrow morning. tomorrow afternoon. hang on to the rain

a live view of san francisco international airport is on your screen, along with live doppler seven. wind is being blamed for nearly 350 delayed flights today. only three, though, have been canceled. >> 2023 was a busy year for san jose mayor matt mehan. his first one in office. he credits a team effort in working toward solutions to build a better city. >> abc seven news south bay reporter dustin dorsey sat down with the mayor to look back and look ahead to a new year in 2024, 2023 is all but a wrap in san jose. >> and as the year ends, so too does the first year in office for san jose mayor matt mehan. so we talked on the very first day of your, you know, rain here in office. here we are one year in. how do you think things are

going in san jose? >> i feel good, i feel like we have some momentum in san jose, momentum towards redefining a city thatrillionesidents can be proud of. >> after mayor mehan says strides were made in getting back to basics by addressing major issues. like crime, blight and homelessness. san jose saw more than 10% drop in unsheltered homelessness year over year, but mehan admits the housing. crisis is still a key area that needs work. >> it's going to be creating a spectrum of solutions safe sleeping, safe parking, interim housing and on up the ladder and holding people accountable for coming in doors. >> unhoused advocates maintain affordable housing needs to be the solution. the city has struggled with that due to the high cost of construction. the mayor also launched an ambitious goal to create 1000 safe places for residents to sleep by june 30th. the city is also projected to come up short there, but mehan says his model will get people off the street and help them to be self-sufficient enough to purchase their own homes. when the units get built

in the future. >> we have a crisis today, we have people dying on our streets and tents, encampments. we have a moral imperative to create basic, dignified shelter and get people indoors. that should be the first order of business. >> other business. the mayor dealt with in 2023. the city's budget crisis highlighted by a threatened strike of a large majority of city union workers. the strike was avoided, but it created issues between workers, council members and the mayor, as well as concerns over future budget cuts. mehan says he stands by paying employees, but doesn't shy away from challenging workers and the council to find solutions that work for all residents as well. he hopes to carry that stance into his next year in office for all problems in the city. >> it's taken years of, frankly failed public policies to get us in to the challenges we face today, and i want to do everything i can to help us get on a better path as quickly as possible. i think in san jose, we're starting to show that with focus and accountability, we can begin to move the needle and i want to see that accelerate in

updating the weather. we're getting some of the worst of today's storm right now. check out live doppler seven, the reds and the orange colors show where it is raining. the most heavy new evacuation warnings will take effect in santa cruz later tonight, as residents clean up from flooding. >> yesterday, the santa cruz sheriff's office is telling residents in rio del mar and

palm dunes to be prepared to leave. it's because of forecast showing large overnight surf and high tides. high tides yesterday hit parts of santa cruz county hard, forcing businesses to close their doors. >> yesterday was a hard one. it really took a blow on a lot of the businesses. everybody had to close or open. we're here, we're going to be fully sit down, full service. there's a lot of the businesses down here in capitola village that are going to be open today and could really use your patronage, take a lot from this little village. >> and from time to time, we got to give some stuff back. tonight's evacuation warnings begin at 10 p.m, and last through tomorrow. >> so let's get a look at what kind of weather to expect tonight. yeah. >> here's sandhya again tracking the storm. sandy. yeah. >> and dan and emma. the damage continues tonight with the rain coming down pretty hard. let me show you a live view right now from our emeryville camera. it's going to be a tough go on the roadways as the rain is causing flooding already. so let's check out live doppler seven. the most intense part of the rain is hitting right now across many

parts of the bay area. let's get you into street level radar where you will see it is coming down from atherton avenue, black point, heading into sears point across highway 37 121. definitely heavy from san francisco. the marina district all the way out towards the bayview district, heading into oakland, central avenue, emeryville. you will notice kensington grizzly peak boulevard. obviously a rough go if you are out and about from half moon bay down towards the peninsula. portola valley, page mill road getting some intense rain and the rainfall intense city is picking up in the south bay from san jose to santa clara , cupertino, saratoga. so watch out. steady rain in the santa cruz mountains all the way out towards gilroy and morgan hill area. i do want to show you where that batch of heavy rain is heading next. tracking it, moving in towards oakland at 644. it will be in the concord area at 7:44 p.m. more areas now under flood advisories. this is

as flooding is already occurring. minor roadway flooding. the winds are gusty. atlas peak 40. mount diablo 31. storm concerns. once again standing water on the roadways and coastal flooding. high likelihood. we've already seen some power outages. moderate to high likelihood of that and sierra snow is coming. so brace yourselves. i'll be back with another look at our weather heading into the weekend. in just a few minutes. >> dan okay, sandy, thanks a lot. a new law goes into effect next year that will change how many companies report information to the federal government? a solano county congressman, john garamendi, says the corporate transparency act could help his constituents. abc7 news i-team reporter stephanie sierra has details. >> starting january 1st, a new federal law will bring big changes to small businesses as corporations or other domestic and foreign entities that filed documents with the secretary of state. the corporate transparency act, passed in 2021 to combat illicit activity hiding behind llcs, including

tax fraud and money laundering. >> the purpose of it is to find out who is doing business in the united states. is the people who are receiving benefit from the corporation will have to disclose who they are. >> the beneficial owners are someone who has substantial control over the company or controls at least 25% of the ownership interests. congressman john garamendi says the new law will prevent secrecy, like the billion dollar land acquisition in solano county that was kept quiet since 2018. >> the corporate transparency act would provide some information, perhaps not the total detail that would be necessary, but at least knowledge as to who the beneficial owners are. >> in september, the i-team's sat down with california forever ceo jan sramek. >> we provided the whole investor list to the federal government a long time ago. >> and when you say a long time ago, when was that? at least six months ago. six months ago. but these purchases started back in 2018. >> that was the first time anyone asked us. >> and to this day, even though

we have some information, we still do not know where all the money comes from under this new law, certain companies will be required to report beneficial ownership information or boe to fincen. >> the financial crimes enforcement network. garamendi says there are 23 exceptions to the law, including domestic government authorities and banks. but it's still unclear if any of them will apply to california for forever. it will force, at least in the case of california forever, flannery and associates, to come forward with additional information about the various llcs that provided the money for california forever or for flannery associates for the i-team. stephanie sierra, abc seven news. you can find out what else is changing in the new year with this article about california's new laws. >> you'll find it on our website, abc seven news.com new at six five people are under arrest after police busted what they're calling an illegal casino and brothel in north san

jose. >> take a look. officers seized 33 firearms, 150,000 rounds of ammunition. 500 pounds of marijuana and $20,000 in cash. police say it's special operations unit uncovered the casino on ortonville drive in december. warrants were served on wednesday. five suspects are now in jail on various warrants and felony charges. stocks slipped slightly on the final trading day of 2023, but overall are up for the year. the dow gained 14% this year. the nasdaq was the biggest success, gaining 43. it's still about 1000 points below its record high from 2021. the s&p is less than 30 points away from its record close this year. it gained 24. well everyone knows you can grow your hair, but now we're learning your hair can grow something for you. >> we'll show you how human hair is transforming plants at the presidio and could help your house plants as well as building a better bay area. best of 2023

here is a look at both live doppler seven on the left, of course, and the golden gate bridge. the conditions don't seem to be delaying drivers at all. you can still see the rain coming down there though. >> we'll stay on that. but moving on sometimes restoring native habitat here in the bay area requires expensive and complex solutions, and sometimes it just takes using your head literally. at least that's the strategy that's being tested at a site in san francisco. so i'm trying to be very precise. >> even a single little sprout can indicate that this plot already has some more seed in it. >> for noah teller, precision is a passion, especially when he's trying to learn how to make things grow as ecological and restoration coordinator at san francisco's presidio, he's testing a variety of fertilizer measures in a tiny square by square competition. and if you think he's splitting hairs, well, you wouldn't be far off.

>> we're ready to apply our restoration treatments so we already have the hair spread out here. >> yes, you heard that right. hair with cars whizzing by above. noah is methodically planting garden patches and covering them with hair collected from humans and animals. he spreads it all like a mulch blanketing the borders of native plants and seedlings. we want to see how the hair compares to commonly used industry material. presidio trust ecology lew stringer says the hair releases key elements as it decomposes. >> what we know about the hair is that it's full of nitrogen ion, and as it decomposes through fungal breakdowns and bacterial consumption, it makes it available for the plants that need it. >> the presidio is working with a group called matter of trust. >> the san francisco nonprofit is driving an international movement to repurpose donated hair for environmental uses. matt is woven from hair, have already been used to help soak up oil from disasters like the

and amy, i want to show you live doppler seven. you will notice a large part of the bay area dealing with heavy rain. so let's get you into street level radar where it is coming down at a good clip here from san rafael, mill valley, tiburon. you will notice right around highway 101 heading into the east bay, berkeley piedmont, kensington regatta boulevard. it is heavy as well from san francisco, so richmond sunset district all the way to the bayview district down the peninsula. rainfall rates in this area around sfo over an inch per hour. so this is why we are seeing the flooding concerns and the flooding issues ongoing. also, around half moon bay, uh- highway one, fairway drive, seeing the heavy rain coming down. right now it is pouring from swanton to davenport. steady rain from san jose to morgan hill into gilroy. these are areas that are all under urban and small stream flood advisories, as they're already seeing that flooding occurring

the line of duty, shot by a burglar, breaking into a cannabis business apparently near jack london square. officer tuan lee joined the oakland force only four years ago. we told we're told he died at the hospital surrounded by his wife, mother and fellow officers. his death a sad reminder that to protect and serve often means risking all and sadly, an officer lee's case, losing. all the men and women of law enforcement. sign up for the inherent danger of this job, of course, but that is cold comfort when something like this happens, the more crime, the greater the chance for a tragedy like this. one more thing to know that cannabis business being burglarized where officer lee responded it had already been broken into. we're told within four hours earlier. all that said, what really matters is that the city has lost a public servant and a family has lost a loved one. i always love to hear from you. let me know what you think. follow me on social media at dan ashley abc
