is still on this morning for the people involved in the death of an oakland police officer. what we're learning about that officer from community members, and we're looking at the aftermath from yesterday's storms. the major damage impacting parts of the bay area. and right now we're getting a live look outside from our golden gate bridge camera. san francisco is set to host its annual new year's eve fireworks

show. are dry your skies in the forecast for fireworks on sunday night. we all want to know that good morning to you. it is saturday, december 30th. i'm gloria rodriguez and meteorologist lisa argen has been tracking the wet weather as we head into the new year. so that's the big question is it going to be dry tomorrow for the fireworks? >> we are looking at progressively drier weather. in fact, even today our level one system lasting throughout the morning hours, you can see the line of showers really focused from the san mateo coast, the peninsula. they're over into the east bay. so marin and sonoma, still some isolated showers, but the heavier rain. check it out. south of whipple road, moving into union city 8-80 paseo padre parkway and newark. getting the wet weather and westward onto the peninsula. there uh. it has been wet in san francisco, burlingame now, and down towards woodside, los altos hills. the scattered showers and up in the north bay a little bit quieter. some peeks of sun. we are looking at our level one system

with scattered showers, thus high surf warning and the coastal flood warning through 2:00 and this will all be winding down later on today, but very dangerous out there with over 14ft right off point rays right now. there's a look at some sun. our exploratorium camera 54, san francisco, 57, half moon bay and that very rough surf out there. we have drier conditions to end 2023. but, gloria, we've got rain to track for 2024. all right, we'll hear all about that coming up in a little bit. >> thank you so much lisa. well new this morning a crash involving a police cruiser in san francisco. so we are working to find out more details. but you can see this video right here. it shows the mangled patrol car and another vehicle flipped on its side. the suv appears to be a government vehicle. the accident happened overnight on keith street and calzada avenue. it's not clear what led up to the crash, and we don't know if anybody was hurt. we are waiting for an update from san francisco police

developing news out of the east bay. we are learning more about the oakland police officer killed in the line of duty early friday morning, 36 year old tom lee was shot while he and other officers were responding to a burglary at a cannabis business at embarcadero. and fifth, police say the suspects are still on the run. abc seven news reporter suzanne fawn tells us what the community is saying about the fallen officer. >> sadly, today, one of our officers paid the ultimate sacrifice devastating news the death of a colleague, a friend, a brother killed while doing his job on friday afternoon. >> the flag draped coffin carried out and a silent show of solidarity for a fallen officer, tuan lee, a four year veteran of oakland pd. >> hey, i got an officer down. >> according to the interim chief, police responded to a call about a burglary in the 400 block of market early friday morning when officers got there, they spotted several people

trying to get away. one of them fired a gun. several times at officer lei lei, who was wearing plain clothes, was struck while he was driving in an unmarked vehicle. he died from the shooting. >> oakland will work tirelessly with all of our law enforcement partners to find those responsible for this assault on our city and the killing of our officer friday night, the scene was still taped off as the rain came down hard on investigators. >> officer tuan lei was the first officer killed on the job in oakland in 14 years. that's tough news for a lot of people to process. >> it's a tragedy for the officers who served with him to tragedy for our residents, and is tragedy for this city. >> yeah, it's pretty sad uh, so the people protecting us also getting hurt and getting killed. >> carl chan is with oakland chinatown chamber of commerce.

>> he was there for us, you know, when we needed, uh, needed him especially. i remember during that, uh, the aapi hate era, and he's also the cousin of one of our board members. >> he was a great gym for our neighborhood and our community. >> as a community resource officer, officer lei got to know keisha anderson and kept a close eye on her neighborhood. >> i left my garage door open one day. um, and i didn't know i left it open. he came and knocked on my door and let me know. like i went in your garage. i knew that wasn't the normal for you. um i checked it and everything was fine. >> henderson says losing officer lei is losing a positive piece of her community. >> this is a tragic loss for the city of oakland, and that was suzanne phan reporting. >> the last time that oakland lost an officer in the line of duty was the department's deadliest day. on march 21st of 2009, four officers were shot. it started with a routine traffic stop on macarthur boulevard. a convicted felon, lovelle mixon, opened fire,

killing sergeant mark dunakin and officer john hagy. the search for mixon led police to an east oakland apartment complex. he shot and killed sergeant ervin romans and sergeant daniel sakai before he died in a shootout with police. and be sure to stay with abc seven news as we continue to follow this story and the latest on the search for the gunman and of course, you can go to our website. that's abc seven news.com for updates anytime time. this story is on the home page. the chp is investigating a wreck and pacheco that happened last night in heavy rain just before 8:00, trapping the driver . witnesses say he hit several parked cars near bloom drive. the truck continued about 400 yards before striking a power pole and then overturning. fire crews worked to extract the driver, who suffered moderate injuries, and there's no word on what led to the crash. but emergency ■responders say whethr there is likely to be a factor. communities in the south bay are

hoping to dry out today from a12 weather punch. heavy rain last night, preceded by the high surf, caused a mess on thursday. abc seven news reporter lauren martinez has more from san jose. >> a stormy friday night didn't stop families from venturing out in downtown san jose. this is the final weekend to catch the holiday displays at christmas in the park. roberta gardner from spokane, washington, was determined to see it well last year we went on the second and everything was torn down, so we wanted to see it live. >> some people were prepared for the wet weather. >> others were caught off guard before the rain hit santa clara valley water had their free filled sandbags outside available for residents who need any further south. communities like aptos are still cleaning up from thursday's storm. this is video taken from

venus cocktails and kitchen beachside on their instagram. they said they had minor flooding and will reopen on saturday and sunday in capitola the close knit community continues to clean up the seawater and debris. the owner of zelda's on the beach, joshua whitby, said his goal is to reopen sunday for brunch. looking ahead to the new year, whitby said the storms just keep getting worse, so he's preparing for the next one. >> we're installing storm hurricane doors across the back of the restaurant just in preparation for the next one, so i don't have to come down and build a wall in the middle of rain or waves coming crashing over us. >> despite the cleanup, business owners in the treasured beach town of capitola want to let people who are home for the holidays know they're still open. lauren martinez abc seven news. >> the storm brought rain and strong winds to the north bay. a large tree took out the deck of

this home in cloverdale. firstrillionesponders are warning that heavy winds could hit holiday lights and decorations. one santa rosa resident says he'll take his chances. we're going to be laying low and uh- and not climbing any ladders to take down christmas lights. >> if we're smart over the next uh- next couple of days with street flooding likely, the santa rosa fire department is urging drivers to be super cautious. >> downed trees are reported in occidentale and power outages are likely. a steady rain fell throughout the evening last night in san francisco, perhaps putting a damper on some plans, but abc seven news reporter tara campbell talked with some people who say they're actually embracing this wet weather from sandbags to swelling waves. >> friday's storm dropped in on san francisco. >> we enjoy the rain and do some hike in this weather. >> we live up the road and so we were having a nice rain walk with my daughter and from the

word bridge. and you can see right now that the roads are slick. this morning because of that rain that we've been having on and off the past few days, and drivers are taking it slow out there. so that's a very good idea. if you are going to get on the roads. this morning, give yourself a little bit of extra time. we'll check in with lisa in just a little bit to get your forecast. right now we have an update on the chinese surveillance balloon that was shot down by the u.s. military after across the country early this year, u.s. intelligence agencies found the balloon used an american internet service provider to send short data transmissions back to china. an official says a network connection was not used to transmit intelligence, since instead the balloon stored the information, which was studied by u.s. officials. china maintains that the balloon was a civilian weather research craft that was blown off course.

federal prosecutors say a second trial against ftx founder sam bankman fried is not necessary. officials say that evidence would duplicate what was already shown to a jury, so they are dropping the campaign finance charges against him. they say that a second trial would also cause a delay in victims restitution. bankman-fried is a bay area native and son of two stanford law professors. he was convicted last month for wire fraud, wire fraud, conspiracy and conspiracy charges. developing news a joint search by the fbi and police in colorado is underway for a mother accused of killing two of her own children and wounding a third. abc news reporter chuck sivertsen has the story. >> police and the fbi are desperately searching for a colorado mom who is on the run. police say what started as a burglary call earlier this month has turned into a manhunt for 35 year old kimberly singler, accused of murdering two of her

children and attempting to murder another. >> this will be a patient with multiple stab wounds, with other victims involved. >> colorado springs police say the initial call came in just after midnight on december 19th. officers arriving to find sinclar's nine year old daughter and seven year old son both dead . singler and her 11 year old daughter treated for injuries, but as police investigated, they determined there was no burglary . by the time singler was charged with murder this week, police say she already had disappeared. last seen saturday, december 23rd. singler is facing ten charges, including two counts of murder. the court set a $10 million bond. police say her 11 year old daughter injured in the incident is now safe and being taken care of. chuck severson, abc news, new york. >> a scary scene yesterday afternoon in san francisco when a car got crushed under a fire truck near lyon and calif streets. you can see it right there. the fire department says three fire engines were on their

way to calls at separate locations around 4:00, when two of them crashed into each other. they then slammed into three parked cars. three firefighters were hurt and they are expected to make a full recovery. nobody else was injured. new developments a father and son arrested and charged with starting a massive wildfire in the lake tahoe area in 2021, will not be going to trial the caldor fire burned hundreds of buildings in all but wiped out grizzly flats in el dorado county, judge ruled yesterday. there just wasn't enough evidence to go to trial. the two men, however, still face a weapons charges. if you're a p-g-and-e's customer, get ready to pay more for your electricity and gas state regulators approved an increase of 12.8% last month. it takes effect on january 1st, but in a filing yesterday with the california public utilities commission, p-g-and-e's bumped up the estimated increase by $2 and now projects that residential customers will pay an average of

about $34.50 more for originally , it was $32.62. the utility plans to use the money to bury power lines. officials attempted to clean up the aftermath after a massive wave flood. the ventura county coastline. beach closures are in effect through later today as the area remains damaged and flooded more for high tides are expected through the weekend as a storm moves into the region. several streets, cars and homes along the coast were flooded and waves as high as 20ft crashed into the ventura pier. and of course here, santa cruz. we also saw some huge waves. and lisa, you know, we've been getting that rain on and off the past few days here in the bay area. is it looking like this weekend is going to be a little drier? >> we're still going to hold on to a chance of showers. but you know we saw that area of low pressure in the pacific last tuesday. good. five days ago. knowing that we were going to see some incredible surf. and we don't have many surf warnings

around the area, maybe 1 or 2 a year. and boy did we need it. and it continues through 2:00 this afternoon with that flood warning as well. but boy, southern california has been getting hammered. we're getting on the we are on the back side of this. but those cold post-frontal showers in this unstable air allowing for still some downpours out there. we're in the east bay right now around fremont, and you can see cedar boulevard here. looking at the wet weather through 8-80. and we've picked up over an inch, almost an inch and a quarter around fremont and milpitas, taking you on to the peninsula right now, highway 101, eastman drive there. 287 it has been pretty wet, and as we get along to the coast here, even though we're behind the front, you can see that we're still looking at some of these downpours here from woodside, portola valley and the north bay. well, things have quieted down for sonoma for sure. marin, a few light showers, but we're getting a break overnight. we picked up anywhere from an inch and a half in santa rosa, 2.57. still more

to come around ben lomond, san francisco, point 951.23. in oakland. concord .61, in san jose pretty good at 0.82. but you know that southerly flow not doing a sunny favors in the sierra nevada. the snowpack is abysmal really. and we're only going to see maybe an inch more 50 for san francisco. there is some snow sticking to the side of the roads now, but this is a warm system still south winds out there. 56 in hayward, 57 in fremont. and as you look at pier 39, clouds out there but dry for now, 50 for fairfield and concord. but it's colder. so behind the front we're anywhere from five to, oh 4 to 5 degrees cooler out there. so you may feel it with the fog forming from livermore to hayward, 3 to 4 mile visibility. santa rosa highway 37 very treacherous with the fog and the high surf warning. this is a live look at santa cruz isolated thunder chance, but mainly some scattered showers ending throughout the morning hours and then our coastal flooding throughout the 2:00 time frame.

and looking at new year's eve and isolated shower. not only here but down for the rose bowl as well. but the main activity will be behind us. this is our high resolution model that shows just a few showers into the early afternoons. peeks of sun, more clouds for new year's eve and rainfall amounts anywhere from a couple of hundreds to 5/100. so not much left out there. talked about a little snow out there and we're talking just a couple of inches, but wet weather nonetheless. upper 50s, san mateo, about 62, in san jose . some peeks of sun out there. a chance to clean up outside in the accuweather seven day forecast. so the scattered showers this level one lasting throughout the morning hours. then we'll be dry with an isolated chance of showers for new year's eve and some sun into new year's day. tuesday will clot up overnight. could see some rain and then more downpours into wednesday. level one system and then drying out thursday and friday. so the breaks in between are great, but boy we could use some more snow. i mean, it's not great for the

spokesperson anna duckworth explains what people will experience from now on. >> these are seven foot tall gates. we're testing out two different door materials at west oakland, or testing out a polycarbonate material, and then also like a perforated metal type of material, just to see what's going to stand up better to things like, you know, graffiti, vandalism, wear and tear, the doors, kind of swing saloon style, open and close. it's going to be really hard for anybody to climb over or under or push through these gates. >> for bart, fare evasion has been an ongoing issue and one that abc seven has covered in the past. these gates aim to address people who choose to get around paying people can't just enter the system without paying. >> so what we want to do is to tier the fare evasion itself enforces fare payment and that's going to help our revenue, which does get impacted by people who don't pay to get into the system. bart has made other recent changes which include phasing out paper tickets for clipper cards and increasing fares by 5.5. >> come january 1st. daily ridership is still down about

half this year compared to pre-pandemic numbers. duckworth says bart took a step forward in their goal for a better and safer user experience this morning. >> the initial feedback was very positive. people were happy to see that we're doing something, you know, people let us know that west oakland is a place where they've seen fare evasion happening. so to not see it happening this morning because of these new gates kind of show us initially that it's working. >> karina nova, abc seven news. >> bart will announce the next eight stations to get the new fare gates at the january 11th board meeting. in all, more than 700 new fare gates will be installed systemwide by the end of 2025. the entire project is costing $90 million and still to come on abc seven mornings, a family restaurant in the east bay was set to close after 46 years of business. how the community is coming together to keep it open plus, the mayor of san jose is entering his second year in office in 2024. he tells us the vision he has in store for the city

and is tracking it all. and lisa, is the rain intense this morning? yesterday i was driving in it in the evening and it was coming down hard. >> yeah, we had our level two yesterday down to a level one system this morning, but we have some active weather in this post. cold frontal environment where we have unstable air generating more showers from the peninsula to the east bay. we're going to get in closer around fremont, where you'll notice the oranges and yellow there just east of cedar boulevard, paseo padre parkway. looking at the wet weather down through 880 just north of newark. and now we're on the peninsula here from mission college boulevard and uh. look at the wet weather from sunnyvale to 101. and further south that is just north of santa clara. we're looking at la honda, portola valley. but as we

take you into the north bay, less rain there. still scattered showers from san francisco southward. so we're not done with this yet, but we will allow for this level one system to kind of fade away into the afternoon hours. the rough surf that high surf warning and coastal flood warning continues through 2:00. you can see it right there, right along the coast and the current wave heights 12 to 13ft. so still very dangerous out there. the airport wet weather, mid 50s and looking at the fog developing as well. but a few peeks of blue sky there from the golden gate bridge, but still a lot of water on the roadways. and let's take you through the next few hours and you'll notice that we get not only a few peeks of sun, but still a few rain showers right into the afternoon. gloria thank you so much. >> lisa in the east bay, the oakland police commission will restart their hunt for a police chief in the new year. it comes after the city's mayor, shengtao, rejected the first slate of candidates, the open recruitment period begins january first through the 31st.

the commission will begin their evaluation on february first through february 29th. the commission will then send the new finalist names to the mayor on march 1st, five people are under arrest after police busted what they're calling an illegal casino and brothel in north san jose. so take a look at this. officers seized 33 firearms, 150,000 rounds of ammunition, 500 pounds of marijuana and $20,000 in cash. police say its special operations unit uncovered the casino on ortonville drive in december. the warrants were served on wednesday. five suspects are now in jail on various warrants and felony charges. a new law goes into effect next year that will change how many companies report information to the federal government. solano county congressman john garamendi says a corporate transparency act could help his constituents. abc seven news i-team reporter stephanie sierra has the details . >> starting january first, a new

federal law will bring big changes to small businesses as corporations or other domestic and foreign entities that file documents with the secretary of state. the corporate transparency act, passed in 2021 to combat illicit activity hiding behind llcs, including tax fraud and money laundering. >> the purpose of it is to find out who is doing business in the united states, is the people who are receiving benefit from the corporation will have to disclose who they are. the beneficial owners are someone who has substantial control over the company, or controls at least 25% of the ownership interests. >> congressman john garamendi says the new law will prevent secrecy, like the billion dollar land acquisition in solano county that was kept quiet since 2018, the corporate transparency act would provide some information, perhaps not the total detail that would be necessary, but at least knowledge as to who the beneficial owners are. in september, the i-team's sat down with california forever ceo jan

sramek. >> we provided the whole investor list to the federal government a long time ago. >> and when you say a long time ago, when was that? at least six months ago. six months ago. but these purchases started back in 2018. >> that was the first time anyone asked us. >> and to this day, even though we have some information, we still do not know where all the money comes from under this new law, certain companies will be required to report beneficial ownership information or boe to fincen. >> the financial crimes enforcement network. garamendi says there are 23 exceptions to the law, including domestic government authorities and banks. but it's still unclear if any of them will apply to california forever. it will force, at least in the case of california, forever flattering associates to come forward with additional information about the various llcs that provided the money for california forever, or for flannery associates for the i-team. stephanie sierra, abc

seven news. >> a decades old fremont restaurant that was set to close this weekend will remain open, and it's thanks to a new collaboration with the city. dino shared on facebook. we are honored to have the support of our esteemed city mayor, who is committed to helping local businesses thrive. dino's has been serving the community for 46 years, but business has been down since the pandemic. they say the new collaboration isn't a partnership or funding, but instead it's a focus on hosting larger community events, and they plan to share more details soon. 2023 was a busy year for san jose mayor matt mehan, his first one in office. he credits a team effort in working towards solutions to build a better city. abc seven news south bay reporter dustin dorsey sat down with the mayor to look back and look ahead to a new year in 2024. >> 2023 is all but a wrap in san jose. and as the year ends, so too does the first year in office for san jose mayor matt

mehan. so we talked on the very first day of your, you know, rain here in office. here we are one year in. how do you think things are going in san jose? >> i feel good, i feel like we have some momentum in san jose, momentum towards redefining a city thatrillionesidents can be proud of. >> after mayor mehan says strides were made in getting back to basics by addressing major issues like crime, blight and homelessness. san jose saw more than 10% drop in unsheltered homelessness year over year, but mehan admits the housing crisis is still a key area that needs work. it's going to be creating a spectrum of solutions safe sleeping, safe parking, interim housing and on up the ladder and holding people accountable for coming in doors. unhoused advocates maintain affordable housing needs to be the solution. the city has struggled with that due to the high cost of construction. the mayor also launched an ambitious goal to create 1000 safe places for residents to sleep by june 30th. the city is also projected to come up short. there but mehan says his model will give

people off the street and help them to be self-sufficient enough to purchase their own homes. when the units get built in the future. we have a crisis today, we have people dying on our streets and tent encampments. >> we have a moral imperative to create basic, dignified shelter and get people indoors that should be the first order of business. other business the mayor dealt with in 2023. >> the city's budget crisis, highlighted by a threatened strike of a large majority of city union workers. the strike was avoided, but it created issues between workers, council members and the mayor, as well as concerns over future budget cuts. mehan says he stands by paying employees, but doesn't shy away from challenging workers and the council to find solutions that work for all residents as well. he hopes to carry that stance into his next year in office for all problems in the city. >> it's taken years of frankly failed public policies to get us in to the challenges we face today, and i want to do everything i can to help us get on a better path as quickly as possible. i think in san jose,
