details of the forecast. and of course for the holiday. happy new year. >> thank you. yeah. happy new year to you too. and yes, we are looking at a weak system passing us to the south. so there is a slight chance of a shower. but overall it's going to be a dry and cloudy day for new year's eve. here's a look at live doppler seven. you can see the showers off shore. and as we look at our current numbers, that's probably what you're noticing. it is colder out there, 44 in danville. good morning to you. 46 in san rafael . 50 in santa rosa. seems mild, but our 24 hour temperature change confirms we're anywhere from 3 to 9 degrees chillier. this morning, a look outside our explorer camera. so plenty of clouds to start out. mostly cloudy by noontime, mid 50s and then by the afternoon we could see a stray shower from the south bay. even in the north bay. and as we get closer to round out 2023, we are still holding on to the chance of a few sprinkles out there, so it won't be much, but we are tracking a bigger storm for 2024. i'll have the details on

that and a bright looking start to new year's day in a few minutes. >> all right lisa, thank you. one person is dead and three others are hurt after a four car crash in an unincorporated area in contra costa county. according to the chp. the woman who died was not wearing a seat belt. the other three people involved had to be airlifted to the hospital and are recovering. it happened on byron highway between brentwood and tracy. developing news now. no arrests have been made in the shooting. death of 36 year old oakland police officer tuan lay. police have yet to identify any suspects in the case. lay was responding to a burglary near a cannabis business when he was shot and killed early friday. now, community leaders tell abc seven news reporter suzanne fawn . they're telling her how devastating this loss is for his family and the city of oakland. stars.and stripes are flown at half staff around the city of oakland inside the police department. >> a growing tribute for fallen officer tuan lay. lay had been

with the department for four years. he leaves behind his wife and his mother, oakland councilwoman carol fife says this loss is particularly hard on so many levels. >> i've been in conversation with the family and they are heartbroken. this is not something that anyone should be dealing with during the holidays. so my love and support goes out to the family. lay was a community resource officer for the past two years. >> really getting to know the neighborhoods and businesses and making sure they knew him. >> people in the community remember seeing him over the last couple of years supporting our communities. >> lays presents was a big deal to the asian community, says the president of the oakland vietnamese chamber of commerce. >> oftentimes, our communities don't speak up and so our officers reassure them that, you know, by following reports and by building a relationship with the officers, then their concerns are going to be heard. >> lay was killed in the line of duty while responding to a burglary in progress that has rattled some residents and business owners in oakland's

little saigon, in chinatown. >> this has come to a shock to our communities because as they're weathering the fear and trauma about being the next victim to violent crime or property crime or vandalism, they would think that at least with the police officers, they would feel a little bit more safe, tran says lay's death raises all sorts of questions about the safety and security of oakland's neighborhoods and communities. what is the response from our leadership and what actions are they going to take, particularly around the state of the chief and opd? and these are questions that we are asking, not just in the vietnamese community, not just in the aapi community, but the larger oakland community. >> for now, the community is heartbroken and officer is committed to keeping oakland safe is gone. >> everyone in the city of oakland is devastated and we're just coming together as one. oakland to support each other, and that's how we need to move forward to make everything safer for everyone who calls oakland home in oakland, suzanne phan. >> abc seven news. we are

border crisis, there are new calls from a coalition of democratic mayors demanding federal help as busloads of migrants arrive on their doorsteps. since last year, texas republican governor greg abbott has bussed more than 92,000 migrants to cities across the country. those cities include chicago, new york and denver. all of which are led by democratic mayors. now, those mayors say enough is enough. all of our cities have reached a point where we are either close to capacity or nearly out of room. >> we need more federal support to be able to manage this amount of inflow. >> uh- it will crush city budgets around the country. >> according to border authorities in december, crossings at the us, mexico border reached a record monthly high. border agents encountered more than 225,000 migrant s cal. unions are now banned from carrying concealed guns in public places like libraries and

amusement parks. the order was made saturday at the ninth circuit court of appeals. it temporarily halts a district court decision which deemed the law unconstitutional earlier this month. now, a separate panel of judges will weigh an appeal by the state governor gavin newsom celebrated the latest ruling and the firearms policy coalition challenged the ban, saying it violates the rights of peaceable people. in 2024, there will be harsher penalties for people who distribute fentanyl due to a new law extended intended to prevent overdose deaths. here's how it will work when people are convicted of selling the drug, their prison sentences will get longer based on how much fentanyl they sell. if it's more than one kilogram, that's an automatic. three more years on top of the original sentence, and it continues to go up with a maximum of 25 years for selling 80kg. we are less than 24 hours away from 2024, and there are hundreds of new laws that are

taking effect in california starting tomorrow. they range from increased worker benefits to changes in how we make hotel reservations. this morning we're giving you a rundown of the laws, which will likely affect you. the new year is bringing in a host of new laws that will make living and working in california more enjoyable. let's start with the minimum wage. it's going up to $16 an hour on january first for fast food workers. it's jumping to $20 an hour in april. another benefit for workers all full and part time employees in california are getting a minimum of five sick days a year renting a home is a little bit more accessible, starting in 2024, landlords can only ask for one month's rent as a security deposit instead of the typical two months rent before. if you own an electric scooter or bicycle, good news you can now store it inside your

apartment. if the battery meets certain safety guidelines. if it doesn't, your landlord may require you to purchase liability insurance or may prohibit you from charging it indoors and be careful where you park. come 2024. parking like this will be illegal. the new law prohibits drivers from parking within 20ft of a vehicle's approach to a crosswalk. drivers will only get warnings in 2024, but they will start getting tickets the following year. wondering how much your coworkers make now? a new law protects you from retaliation. if you want to discuss your wages with your coworkers or even compare pain about low wages to your boss, employers are now banned from discussing fighting against a worker who uses cannabis while not at work and away from their workplace. employers also won't be able to ask a job applicant if they've used cannabis, and

now you can make a hotel or airbnb reservation with more ease of mind. a new law gives you 24 hours to cancel a reservation once you make it. if the place you're staying at is located in california, you just need to make the reservation at least 72 hours before you're supposed to check in. but be careful with campground reservations at state parks or beaches. you'll be penalized one day's lodging if you cancel 2 to 6 days from the start of a reservation. in no shows or cancellations within 24 hours of the start of the reservation will be charged for the entire stay in a new law might help you in the kitchen. manufacturers must now disclose if your nonstick cookware has hazardous chemicals. the law also prohibits misleading advertising on cookware, packaging. in march, the california consumer privacy act takes full effect. that means you'll be able to prevent businesses from selling or sharing your sensitive data.

wish there was a cheaper way to repair your broken phone or other electronics? the right to repair act requires electronic and appliance manufacturers to share information about their devices so that consumers and small repair shops can service them. the only bad thing is we have to wait until july for the law to take effect. karina nova, abc seven news and you can find out what else is changing in the new year with this article about california new laws. you'll find it on abc seven news.com. organizers are racing to put the finishing touches on this year's rose parade, and we're getting a sneak peek of the sanford children's hospital float. one teen from san leandro was chosen to ride in the parade on that float. and his name is joseph sanchez, and he's a three time organ transplant recipient in just seven months. at seven months old, joseph was diagnosed with cancer. a liver transplant soon followed. seven years

later, a new kidney, and this year a new heart. >> the donor family being able to put their loved one's picture that looks so real on the float. i just started crying. >> joseph and his mother, elena, are honoring his three donors by placing this rose on the float. he says this rose is his way of keeping the memory of his donors alive and on new year's day, you can catch the rose parade. it'll be here live on abc seven at 8 a.m. again, that's tomorrow. now to the question on some snow lovers minds. did our recent storm system dump snow in the sierra? the uc berkeley sierra central sierra snow lab in soda springs said saturday morning. it received just two inches of snow over the last 24 hours. there are more storms in the forecast for the tahoe area next week, and the slo lab says it

hopes they bring a bigger boost to snow totals. meteorologist lisa argen is tracking the forecast. we are talking about. of course, the snow there and the weather here, whether we're going to see the fireworks. so let's get to all of that. lisa, i know you're tracking all of it in the weather center. >> we have good news and we have maybe not. so good news. the good news is that the next system is going to be cold. so we will see about a half a foot of snow, not only for the tuesday, wednesday system. there's another one. the end of the week. and the not so good news is that there's a system that's going to miss us offshore. but it may bring in a stray shower for new year's eve. so keeping skies cloudy today and that shower chance alive, although it's only a couple of hundredths that we're talking about for your sunday new year's eve live doppler seven showing you the pacific stacked up pretty active and we'll continue to see the storms move on in. and they're going to be pretty generous. a good soaking rain tuesday and wednesday, but a big break for another system to

arrive. the end of the workweek. so as we get started right now, you'll notice the temperatures in the 40s 46 in gilroy, 48 in oakland. it is 50 in hayward with 47 in fremont and in the north bay, you would expect it to be typically colder. but check out that 50 santa rosa as well as napa 51 by the delta outside. cloudy skies. so to start out, we're drying cloudy. a slight chance of showers throughout the afternoon and evening, and then we'll look at a sunny start to new year's day. return to bright skies and temperatures just a little bit warmer as we get into a kind of a chillier evening. tonight, as the skies clear out. so sunday 2:00 notice showers are off shore. could see a stray shower here or there. and then as we continue throughout the day, this is 7:00 and we have a little bit of rain here over in the north bay. perhaps along the east bay and then into the late night hours, as that system has gone all the way down to southern california and looking at a few clouds beginning to part, allowing for a colder

start to the new year. and as we get into your monday afternoon, notice the light winds, the clear sky, the clouds increase as soon as tuesday. some light showers by about 2:00. the evening commute could see a wet go of it. slick roadways, breezy south winds ahead of the system and this will move on through by wednesday. so rainfall totals today couple of hundreds maybe 2 to 4 hundredths. this is the tuesday wednesday 11:00 system. anywhere from three quarters of an inch in san francisco, an inch in the north bay and notice that half inch in our inland valley. so really not bad with the breaks and system after system. what you would expect for winter this time in the sierra nevada, anywhere from perhaps 2 to 5in. that's better than what we've done in the past , and we'll look for highs today. underneath the cloudy skies. upper 50s oakland, 60, in san jose and look at the overnight lows, upper 30s in santa rosa, 46 in san jose. and the accuweather seven day forecast looking at possibly a

estimated 1 million people are expected to join the new year's eve bash. the celebrity filled event will include live performances from flo rida, megan thee stallion and ll cool j. organizers said in-person attendance is expected to return to pre-covid levels, as many states are expecting cold temperatures as we get ready to ring in the new year, and some southern californians are under evacuation warnings. abc news reporter chuck sivertsen shows us what's expected across the country. >> we are hours away from the new year, and those who wish to celebrate may expect cold temperatures. many states in the u.s. could see temperatures at or below freezing, including florida, with frost and freeze alerts in effect. for cities like jacksonville, gainesville and ocala. on the east coast. when the ball drops in times square, spectators should bundle up as temperatures are likely to be in the upper 30s. the ball drop in times square should be tranquil. >> no weather worries out there. worst case scenario, we get a

this morning, we are seeing a busy holiday travel season as thousands of people get to their new year's eve destination. but the good news is we're not seeing any major disruptions as of right now. there are at least 25 flights delayed out of sfo and three delayed at sjc. that's according to airline tracking site flightaware. oakland airport has two travelers. we spoke to say their plans are going as expected, and it was actually really convenient. >> it was great. i don't know why everybody is so scared to travel these days. the tsa predicts us air travel this holiday season will be its busiest since before the pandemic. >> the latest numbers show about 250,000 more passengers on average, pass through tsa checkpoints each day, compared to last year. now, the latest on the growing outrage in the middle east. thousands of protesters are demanding israeli prime minister benjamin netanyahu stepped down over his handling of the war with hamas. they believe netanyahu, who

botched negotiations for the release of more than 100 people, still being held hostage by hamas protests have been underway for more than a day in israel. >> i want them to put this uh- topic first priority more than anything, more than military targets, more than any other political aspirations, netanyahu said. >> the war will likely continue for many months. the fighting in southern gaza is intensifying as israeli troops expand their ground offensive. meanwhile, the humanitarian crisis there is worsening refugee has set up makeshift camps in front of mosques, and the un reports a surge in people fleeing farther south. special counsel jack smith is challenging former president donald trump's claim he should have absolute immunity from criminal prosecution. smith filed new documents saturday. he says trump's claim, quote, threats to license presidents to commit crimes to remain in office. trump's lawyers have argued the former president

are getting ready for the new year. you're looking at a new year celebration this year that's happening in seoul. the time now in south korea is 1138. and here in the bay area, it's 638. so they're going to bring it in, but we'll bring it in later. consumer watchdog wants california's attorney general to look into the practices of clearview ai. the facial recognition company is accused of violating california privacy law. abc7 news reporter stephanie sierra tells us more about the report. >> there's a technology out there that you may not know about, but there's a good chance they know you. and that's clearview ai. in a new report from consumer watchdog claims the facial recognition company scrapes images off the internet, often from social media sites. then sells them to public agencies and potentially foreign companies to make a profit. in

fact, it's virtually impossible to avoid being in that database. consumer watchdogs litigation director jerry flanagan calls it invasive and a violation of state law. >> california law makes it very clearly both illegal for clearview to collect your image without your say so, without your consent, as well as the sell that data or share it to others, he says. >> a recent aclu settlement that barred clearview from selling its product to private businesses, but adds there are no statewide restrictions on the company to sell its tech to government and law enforcement agencies. in california, the ceo has made the point that they are selling broadly throughout the united states to law enforcement. the company advertises on its website it's advancing public safety, adding its investigative platform allows law enforcement to rapidly generate leads to help identify suspect witnesses and victims to close cases faster. but numerous reports highlight concerns about inaccuracies targeting communities of color,

including a recent study published in november by georgetown university's law center saying the tool is, quote, particularly prone to errors, adding the real world consequences of such errors include the investigation and arrest of an unknown number of innocent people, and the deprivation of due process of many, many more. >> in fact, a mit study found that the software incorrectly identified up to 35% of darker skinned women. >> in a statement sent to the i-team, clearview ai refutes that, saying, quote, clearview ai's algorithm has been assessed by the national institute of standards and technology, a us government office, and found to be highly accurate across all demographic mix. there are also questions about the right to privacy with political rallies. clearview ai told the i-team their technology has been used to identify capitol rioters during the january 6th insurrection. lives up my body. but flanagan argues, when you're in a public space exercising your first amendment rights to

keeping the fog away. the temperatures up, but a few numbers slipping into the 40s in our inland valleys. and as we look at our highlights, we've got the clouds to start out and that system sliding by the coast could allow for a shower later on this afternoon into the evening hours, but closer to midnight things look better in terms of dry weather. we're talking maybe 3 or 4 hundredths and then into new year's day it's sunshine, a return to some bright skies and temperatures near 60 degrees. there's a look at the system offshore. 2:00 notice all the cloud cover. and then as we get into the later afternoon and evening hours, you can see a stray shower on the south bay, the east bay, parts of marin county, the coast. and then as we go through the later part of the evening, things really begin to fall apart. that system pulls away. we get into partial clearing. so it's a chillier night, a sunny afternoon on monday. tuesday the clouds begin to thicken, stopping this at 230. the next cold front is on the way, bringing a pretty decent shot of soaking rain for your tuesday into wednesday. so really, we've

been doing pretty well, but still just anywhere from 48 to about 98% or 88% of average from oakland to santa rosa. so we still need the rain, obviously. but as we get to wednesday night, we're looking at maybe three quarters of an inch in san francisco, an inch up in santa rosa and lesser amounts in our inland valley. so this is the tuesday wednesday system. and there's another one behind that. this system is going to be colder. so fortunately we're going to see a couple of inches to maybe five inches. blue canyon of snowfall in the sierra nevada could see a winter weather advisory as we get closer to that event. high temperatures today from the upper 50s with the cloud cover, a stray shower throughout the afternoon. 60 in san jose and then closer to midnight. night conditions will be dry. so we're looking at upper 30s as you get towards early monday morning in the north bay, 46 in san jose and the accuweather seven day forecast possible shower today, a sunny start to 2024 for
