do have some low level cloud cover. we're not tracking any rain today. today is a dry day, but we'll start out with that fog giving way to sunshine. it will be a bright afternoon. it's chilly out there. we're starting out with temperatures in the 40s, so as you take a look at your day planner today, we'll have that dense fog this morning in areas of the north bay and the east bay. the clouds clear by midday and it's a bright afternoon. temperatures going into the 60s. but we do have rain returning tomorrow. reggie we'll show you that in a few minutes. thank you. >> drew. more now on the developing news out of japan, where a large earthquake has triggered that tsunami warning and evacuation along the country's west coast. the 7.5 magnitude quake hit at 4:10 p.m. local time. it was centered on the noto peninsula, which is along the sea of japan, according to the us geological survey. it could be felt hundreds of miles away in tokyo. video on local tv show damage to buildings and there are reports of widespread power outages. there have been at least 19 aftershocks. the japanese prime minister says crews are working to assess the extent of the damage. >> as we mark the first day of

2024, states from coast to coast are ushering in the new year with hundreds of new laws. abc seven news reporter gloria rodriguez in the newsroom. with the changes happening today, here in california. hi, gloria. good morning, kumasi and happy new year and happy new year to all of you at home. >> the new laws in california range from having more leeway in canceling a hotel or airbnb reservation to paying one month's rent as a security deposit instead of the typical two months. now, one new law means that minimum wage is going up. minimum wage is increasing to $618 an hour today for fast food workers. it's jumping to $20 an hour in april. but california's controversial decision to increase hourly pay by $4 between now and april is already facing fallout, with major fast food chains like mcdonald's and chipotle are planning to increase the california menu prices in the coming months. in all, 22 states are adopting laws in the new year to pump up paychecks for workers. the raises they range

oakland police officer who was killed in the line of duty friday morning. >> candles and flowers now marked the location where officer tuan lay was killed on the embarcadero near eighth avenue. the 36 year old officer was shot while investigating a burglary at a business involved with the marijuana industry. a memorial has also been set up inside oakland police headquarters. police have not announced any arrests in the killing. memorial services for the four year veteran officer are being arranged. oakland's chinatown chamber foundation has set up a gofundme for officer lei's family. a heads up if you are riding bart starting today, you're going to be paying a little bit more for every trip fares increase 5.5, which is about $0.23 per ride. this is a scheduled biannual increase that was approved by bart's board of directors in june. a low income fare discount will increase from 20 to 50% through the clipper start program. bart has tied fare increases to the rate of inflation in. >> happening today, dozens of brave ice skaters will don their

resources. us government data shows border authorities encountered more than 225,000 migrants just in december. that's the most they've seen in two decades. it comes as lawmakers prepare to return from their winter break. reporter amy kiley tells us the border and the possibility of another government shutdown are now top priorities. >> the u.s. is ringing in the new year with migration and funding concerns threatening to explode when you're talking about 10% of the budget to allocate for cities on this, that's unsustainable. preliminary government numbers show record migration at the southern border in december. texas governor greg abbott says his state can't handle the surge, so he's sending migrants north. >> they're being told that they are in the city of chicago, literally dropped off in the middle of nowhere. i find that to be inhumane and unconscionable, likely, uh, we will see more people die as a result of the inability of governments to really address the humanitarian needs in

since the war started in the red sea. the u.s. says it has killed houthi rebels for the first time after months of attacks in busy shipping lanes. here's abc news reporter liz landers. >> oh, good morning. the houthi commander told abc news that the attacks in the red sea will not stop as long as israel continues its offensive in gaza, raising concerns over a wider region conflict. the new year, ushering in more tensions in the middle east. as the united states military says that for the first time, they've killed iran backed houthi rebels from yemen after they attacked a navy helicopters in the red sea. and the incident happened when rebels in for small boats launched missiles at a commercial maersk cargo ship. when navy helicopters from the uss eisenhower responded to distress calls from the ship, they also faced incoming rocket fire. u.s. central command says that the helicopters fired back in self-defense, sinking three of the boats, killing ten houthi members. after more than two

dozen recent attacks, the u.s. formed an international coalition to protect the key shipping lane. >> we don't seek a conflict while in the region. we certainly aren't looking for a conflict with the houthis. >> back in israel, 2024 opened where 2023 left off with rocket fire exchange between israel and hamas in gaza. the israeli military saying in recent days that it expects the war in gaza to last through the entire of 2024. prime minister netanyahu is also vowing to take back control of gaza's border with egypt, though most israelis stand behind the goals of the war in gaza, thousands still took to the streets this weekend to protest netanyahu's handling of the conflict, as more than 120 hostages still remain captive in gaza. in washington, liz landers abc news >> oh, this is hard to watch. terrifying moments for people in

japan when a 7.5 magnitude earthquake shook the country's west coast today, the quake damaged buildings and roads across the region, and a lot of people don't have power right now. it's also being blamed for a huge fire. you can see video there of a major tsunami warning. has been downgraded. but authorities say a smaller tsunami is still possible. japan's prime minister says a thousand soldiers have been dispatched to the quake zone to help out with recovery. it's not clear right now how many people were injured or killed after the quake. >> as you wake up on this first day of 2024, there are some new laws to know about abc seven news reporter gloria rodriguez is live in the newsroom, with the changes that took effect overnight. hi, gloria. >> good morning. reggie. at six we told you about minimum wage going up to $16 an hour today in california for fast food workers. it will go up to $20 an hour in april, but this is already facing some backlash. in all, 22 states are adopting laws in the new year to pump up paycheck for workers, and

california's also kicking off 2024 with new protections for pot smokers starting today, it's illegal for employers in the state to fire someone for using marijuana outside the workplace. employers also will not be able to ask about a job applicant if they used cannabis, and renting a home is a little bit more accessible. starting this year, landlords can only ask for one month's rent as a security deposit instead of the typical two months rent before law. and another change if you want an electric scooter or a bicycle, you can store it inside your apartment. if the battery meets certain safety guidelines. if it doesn't, your landlord may require you to purchase liability insurance or may prohibit you from charging it indoors and the right to repair act requires electronics and appliance manufacturers to share information about their devices so that consumers and small repair shops can service them, and that takes effect in july. and here's a fun new law. we

begin 2024 with a political message in front of speaker nancy pelosi's house. of course, we'll be continuing to follow this throughout the day to see what happens there. >> happy new year. happy new year. >> all right then bangkok goes big on new year's. we're getting a look at how some other countries rang in the new year. thailand used this impressive celebration to increase tourism and bring people from around the world to celebrate an. the fireworks lit up the sky over australia's sydney harbor, where it became 20-24 at 5 a.m. our time. so now it's actually january second there. now sydney is one of the first major cities to bring in the new year. it's reported that this display included about 13,000 aerial shells and more than 75,000 pirate techniques. now the celebration in dubai is all about the burj khalifa, which is a tallest building in the world.

ooh that is really cool. okay, now dubai. impressive. do it so it was lit up with fireworks. it had led shows and waterworks. dubai's media office says it takes them ten months to prepare so that this can happen. that is cool. >> for the past few weeks, a lot of us have been gathering with family and friends and traveling, traveling for the holidays. those festivities were great, but they also bring in higher levels of covid, the flu and rsv. we're seeing them spike in more than 30 states now. abc news reporter reena roy hears from health officials who are still urging people to get vaccinated. >> some of the nation's top hospitals are bringing masks back as respiratory infections spread across the country. >> admissions are up and folks are getting sick and getting admitted to the hospital for things like covid, influenza and even rsv. sometimes in wisconsin, a nearly 15% jump in positive covid tests, the university of wisconsin, now

requiring health care staff, patients and visitors to wear face coverings during all patient interactions. >> we are seeing an increase in number of patients admitted with respiratory illnesses compared with the number of patients admitted around thanksgiving time. >> we're up about 40% 31 states plus washington dc, seeing high or very high levels of respiratory illnesses, including covid, rsv, the flu and the common cold. >> flu hospitalizations were up nearly 50% in the last week. the cdc estimating 4500 flu related deaths this season alone, with the number of infections growing or likely growing in every state and covid hospitalizations are at their highest in a year. we are holding some patients in the emergency room waiting a bit, and i would say every hospital in the region is doing that because of just the, you know, just the amount of sick people that we're seeing coming through the doors now urge everybody to be mindful and to spread good

cheer this year, not virus. >> is that part new this morning the queen of denmark is stepping down after more than five decades on the throne, queen margrethe made the surprise announcement on new year's eve, saying she will be abdicating her role on january 14th. >> her eldest son, prince frederik, will succeed her. the queen's 52 year reign is the longest by a monarch in danish history. she's 83 years old and currently the only female monarch reigning in europe. the queen cited age and health issues as a reason for her stepping down the danish prime minister issued a statement thanking her for her lifelong dedication. a supreme court justice, john roberts, is raising concerns about how artificial intelligence could pose a threat to our judicial system. in his end of year report, roberts says ai could invade a person's privacy and, quote, dehumanize the law. he says the judicial conference, the body that oversees policy making for the federal courts, will soon examine the proper use of ai in litigation. roberts

also sees a positive use for ai in the law. he believes it could increase access to information for people who may not be able to hire an attorney. >> now, if your morning money report people who fall for phishing scams on zelle may be able to get their money back. the company recently announced that consumers can get reimbursed if they are victims of certain scams. that includes those duped into sending money to criminals posing as a government agency, or the bank itself. if you're planning a trip to venice, italy, this summer, your trip might look a little different. starting in june, the city is limiting walking groups to 25 people. tour groups will not be allowed to use loudspeakers or stop on certain streets, bridges or passageways. local leaders say the new rules are needed to balance the needs of tourists and people who live in venice. >> heads up if you drive on el camino real along the mountain view los altos border, part of the road is going to be closed for a while so the crews can demolish this building. you remember it got severely damaged

by a fire on christmas day. the city of mountain view says the closure will be impacting eastbound el camino real between san antonio road and sherwood avenue. there are detours in place the demolition and the cleanup work could take anywhere from 2 to 3 weeks to complete. >> this is an incredible story. frontier airlines is having to apologize now after a 16 year old who was flying alone boarded the wrong flight, even though they were at the right gate. the florida team was supposed to fly to cleveland. they ended up in san juan, puerto rico. so here's how this went. the dad says the teen showed up at the gate ahead of ahead of time on december 22nd. now usually that would be a good thing, but in this case, the teen was so early that he boarded the flight that left before his flight. frontier says the boy was flown right back to tampa on the same plane and put on the correct flight to ohio. now, how early was he? >> early. did he have time to go
