check of our forecast with drew. >> hey good morning guys. it is quiet out there to begin the day but later this afternoon rain returns to the forecast. this morning we're watching visibility. we have some low numbers in fairfield and livermore right now less than a mile. we do have a dense fog advisory in parts of the east bay valleys and the north bay valleys. this until 11 a.m. this morning. we'll watch the numbers ebb and flow a little bit, but we're anticipating rain on the way later on today. here's the bigger picture. live doppler seven. along with satellite. here's our next cold front. it's approaching the region and will bring some downpours later on this afternoon. and this evening it's level one, a light system on the abc seven storm impact scale with showers and downpours. breezy at times and slick roads. your biggest impact this morning though, we are starting out dry later this afternoon. some lightrillionain begins to develop in the north bay, but it's right around 5 p.m. we'll have some heavier showers moving through. we'll take a closer look at this rain coming up in nine minutes, but let's check in with gloria and see how we're doing on the roads this morning. good morning. good morning drew. >> well, right now we want to

tell you about a very important update. bart is going to be running normal train service today between rock ridge and walnut creek. and this, of course, is after that incident that happened. yet yesterday. and i know lena will be giving us more details about that shortly. guys >> thank you. gloria. developing news bart just announced resumed service this morning in the east bay after a train derailed, caught fire and sent nine people to the hospital. all of this happened yesterday. new year's day, near the orinda station, and that impacted service between the rock ridge and walnut creek stations. abc seven news reporter lena howland in orinda with the latest. and are you seeing the trains moving again? lena >> a little too early for us to hear those trains running just yet at the orinda station. but just 30 minutes ago, bart confirmed with us that they will be running normal service through this station. and that's between rock ridge and the walnut creek stations. now, this , of course, comes after crews worked well into the night to make repairs and also do some

inspections. a giant crane was even brought in last night to lift the derailed bart car back up onto the tracks, which took hours to pull off. bart says damage to the track is not extensive, but this is something that cut off all train service between rock ridge and walnut creek, forcing passengers to use a bus bridge, passenger cars say the train stopped twice and then moved backwards as it derailed. then a mad dash to evacuate as the car filled with smoke. somebody behind us was like, just jump, just jump. >> so we just jumped in the outside like like mission impossible almost. but like, not in a cool way. like in a very bad way. like scary. >> we all kind of had to jump off a good distance from the train onto the tracks. bart says in the event that they could not return to normal service by this morning, they would be doing single tracking using one of the two tracks which could create a 10 to 20 minute delay. >> but of course, as we've just learned in the past 30 minutes, they do not have to do that and

for new year's eve gathering. a police officer rendered first aid, but the man died at the scene, came outside and i seen there was a lot of commotion and a lot of people over there. >> a couple people mentioned that someone had passed away due to a firework going off and hitting them. >> san francisco fire department spokesperson said all firework s are extremely dangerous. fire officials are urging you to leave fireworks to the professionals in the north bay. >> sonoma county's poultry industry is being hit again by a wider spread of avian flu. the u.s. department of agriculture is reporting outbreaks at two more commercial egg farms. the farms have been ordered to euthanize more than 91,000 birds, more than a million birds have been euthanized on nine farms in sonoma just since thanksgiving. marin county is also recording its first outbreak. that was last week. >> a deadly crash outside of a concert venue in rochester, new york, is now being investigated as possible. terrorism and

gloria, we know the crash happened as a thousand people were leaving in celebration for new year's eve. that's right. >> kumasi the crash happened in the first hour of 2024, just as a new year's eve concert at rochester's kodak center was wrapping up, and dash cam video shows the fire moments after a ford expedition slammed into another suv outside the theater. the crash sent both vehicles into a crowd of people in across walk. several people in the crosswalk were hurt. two people in one of the suvs were killed. >> when we did finally get outside and you saw the carnage of the cars and the one car burnt up, the smell of gasoline was just so intense. i couldn't believe how strong it was. >> an investigator say they found a dozen gas canisters in and around the ford expedition that had been rented at the syracuse airport right now. that's why this has triggered a

terrorism investigation. when the driver reportedly drove his own car to the airport to rent the suv and then drove more than an hour to rochester. abc news reports that the driver of the ford expedition has died overnight. reggie >> thank you. gloria california is conducting its first snow survey of the season today. state water experts are already expecting the results to be well below normal for this time of year. last week, the uc berkeley central sierra snow lab reported snow levels were around 33% of normal. that was before a storm system arrived over the holiday weekend. the official measurement will be this afternoon at phillips station in the sierra in southern california, a giant sinkhole. >> look at it. it's swallowing up part of a parking lot in orange county. high surf and rain battered the coastline in the past few days. officials came in with a couple of water pumps to try to remove floodwaters, but not everybody thinks mother nature is to blame for the mess. >> with the force of that pump,

they could have pumped out all that sand and caused that. >> the sinkhole appeared on sunday. it's about two parking stalls wide and three feet deep, 507 this morning we'll take you to our exploratorium camera this morning, a live look at the lights. >> we have mostly cloudy skies. it's a dry start to your day, but as we head into the evening, the rain returns and we will have some downpours to deal with. at times. let's break it down for you. your 12 hour forecast. we're pretty cloudy this morning. we have some pockets of fog, but we're dry. if you're going to be out all day, you do want to take the umbrella with you because it's the afternoon and really the evening. we're highlighting 5 p.m. because that is when we'll likely see widespread showers and some isolated downpours moving through the region. we'll have winds gusting about 20mph. and then this front is a pretty quick mover. the heaviest of the rain should be out of here by 9 p.m, but we'll likely have some lingering scattered showers to finish out the night. live. doppler seven showing you right now it's pretty quiet on the

airport overnight. this is video of it. it shows the japan airlines plane bursting into flames, skidding down the runway. local media is reporting the crash happened as the plane was landing. wow the video is incredible. all 379 people on the jet survived, but five coast guard members on the other plane were killed and the pilot was injured. officials say the crew was preparing to head to japan's west coast to help with earthquake relief efforts. >> the death toll from the 7.5 magnitude earthquake has risen to at least 48. inspection of the area by helicopter has revealed widespread damage, including roads cut off, landslides and fires. at least 40,000 power lines were knocked down. there are more than 2005 fighters and

1000 other first responders helping with the rescue efforts. this earthquake happened in western japan, an area that isn't accustomed to earthquakes. of this size. there have been at least 147 aftershocks with a magnitude of one or higher. seismologists say aftershocks could continue for months. >> this morning, a teenager in utah saved after safe after surviving a scam known as cyber kidnaping. this is a growing trend targeting foreign exchange students and their families. >> abc news reporter derek dennis explains how it works. >> this morning, a 17 year old chinese exchange student has been found safe by police in utah, camping out in the woods, cold and alone. he speaks broken english and had been reported kidnaped by his family in china after they paid a ransom demand of $80,000. the parents reported to school officials that they received a photograph of their child that would indicate he was abducted, and they requested a ransom. turns out it was a scam known as cyber kidnaping, in

which kidnapers target foreign exchange students and their families, telling each that the other is in danger and then convincing the student to isolate themselves, send pictures or cell phone videos making it look like they're being held captive to their parents, who in turn hand over ransom money electronically. >> actors are able to manipulate both a victim and their family into believing that something has happened to the victim. >> brandon amacher is a cyber security expert and instructor at utah valley university, and says these unknown actors are crafty. >> they are likely targeting, you know, people who are very out of their element, people who are new in a new country, new environment where they're very unfamiliar with law enforcement, they're very unfamiliar culturally, authorities are trying to track down the so-called cyber kidnapers, starting with the money that was transferred to chinese banks. >> as for the 17 year old student, he was rescued by police three days after his reported kidnaping his story. a. lesson to other parents of kids studying or even working abroad. >> i think it is important that we talk to our children before

they leave to be a foreign exchange student, or to be a missionary somewhere else around the world that we tell them that this is a possibility and just because somebody contacts you online doesn't mean it's real. >> experts say the scam typically stops when the communication stops, so victims are advised to cut off communication and contact authorities as soon as the threat is made. derek dennis, abc news new tensions in the crisis at the southern border are politicians in texas and louisiana have reportedly started sending migrants on busses to new jersey to skirt new rules about charter busses in new york city, the first group was left at train stations in new jersey over the weekend, with tickets to continue the trip into new york under an executive order signed last week, bus operators have to provide new york officials with 32 hours notice before arriving and drop off hours are limited. >> the new rules are meant to help provide assistance in an orderly way. it is a true honor

of a lifetime for one san jose newborn. >> the first baby born in the bay area in 2024, albert is happy, healthy and now the owner of a rare life fact. abc seven news anchor dion lim was able to catch up with the family to introduce us to baby albert in a story you'll only see on abc seven news. >> we didn't expect that we will be the first one. yeah, the first one in the bay area. >> yeah, for parents cheng yang and yao ming wong, their second son, albert, was more than ready to burst into the new year when he was born at exactly 1205 on january 1st. >> she laid on the bed is already like, almost 11. i think it's already 11. and within the hour everything is done and it's like, really, really fast. we know that second one will be faster, but we didn't expect, like, this glass baby albert. >> according to his nurses at good samaritan hospital in san jose, is wasting no time making his voice heard. >> he cries really loud. he that made it clear that he wants something. >> while albert has no problem

looking just fine. new york city, in fact. lots of sunshine today at 45 degrees. it's a different story here though. we have a lot of cloud cover. this morning that will give way to showers this evening. a level one storm that will bring us some showers and downpours on the storm impact scale. so let's take a look. hour by hour this morning, some pockets of fog. it's just mostly cloudy. it's a quiet start to the day. heading into the afternoon, we'll likely see some showers first developing light in nature in the north bay. it's this evening where you see those downpours really developing the bright colors, the yellow, the oranges, even some pockets of red indicating those heavy showers pushing through. it's a fast moving cold front, so by 10 p.m. we're drying out. but we may have a couple of leftover showers early tomorrow morning. rainfall amounts were likely thinking anywhere from a quarter to three quarters of an inch of rain. where we find some of those downpours setting up for a little bit longer. some cities may inch closer to about an inch of rain over the next 24 hours. some snow is coming to the sierra a winter weather advisory kicks in here at 10 p.m. tonight, so it's really overnight into tomorrow. we'll find 6 to 12in of snow above

be taken to the hospital. a giant crane was brought in last night to lift the derailed bart car back onto the tracks, which took hours to pull off, but bart says damage to the track is not extensive. >> the operations control center was unable to communicate with the interlock, working to move the tracks into the proper position. now we want to start 2024. >> you know, you say you want to start with the bang, but not like that, bart says just before the derailment, the train operator was asked to manually switch the track because a signaling issue prevented the computer from doing it. >> they say the procedure is not uncommon in, and operators are trained to do it. the operator switched the track and was then manually controlling the train when it derailed, and now the details into what happened are still under investigation. and we've also learned the public utilities commission of california is launching an investigation into this as well. and right now you're taking a live look as a train passes

sea, where houthi rebels have been attacking commercial ships, gloria iran has now reportedly deployed a warship there. reggie >> that show of force in the red sea came as iran's foreign minister was meeting with a senior houthi leader in tehran yesterday. the meeting happening just hours after the u.s. military responded to a distress call from a shipping vessel being attacked by houthi rebels in the red sea. u.s. central command says that the houthis were trying to board the vessel when they fired at two us navy helicopters. the helicopters returned fire, killing ten rebel fighters. a houthi spokesperson says that they were trying to prevent the ship from reaching israel. the international chamber of shipping says 12% of global trade passes through the red sea. maersk is one of the world's largest shipping companies, and they've now paused all ships from traveling through the area for at least 48 hours. reggie, thanks, gloria. >> this morning we're hearing from demonstrators who showed up to congresswoman nancy pelosi's san francisco home to demand a
