right there. there is our live doppler seven green yellow going on. let's get right to abc seven news meteorologist sandhya patel. sandhya. yeah. >> ama and dan. let's take a look at live doppler seven. because we are seeing some heavy rain across parts of the bay area. we're going to get you in the street level radar right now in the inland east. first in the east bay. as you will notice, right around hercules san pablo road, elsa bronte, east richmond, we are getting some downpours right across five, 80 and 80 as well. so the commute is not going to be very easy tonight. light to moderate rain from san francisco heading down towards brisbane and in the north bay. it is steady rain right now across highway 101 from san rafael to green beret. as we look down towards the south bay, there are some showers right around the santa cruz mountains and between morgan hill and gilroy. we are seeing that wet weather area of low pressure off the coast. some lightning strikes off the northern california coast just in the last couple of hours. that cold low pressure system will come in once the front passes, and that's why we have the opportunity for some

thunderstorms. so as we go hour by hour, you will notice some downpours at times heading into 8 p.m, 10 p.m. periods of heavy rain as well. and this continues at 11:00 as at this time as well. so gusts right now 23 at oakland, hayward 26 over the higher terrain. we do have stronger winds right now 44 on mount diablo, 40 on mount eminem. here's a look at the storm impact scale. it is a one for tonight. rain. briefly heavy at times. breezy to gusty. south surf builds, and there's a slight chance of thunder. i'll be back with the rest of your timeline, your rainfall totals and some advisories and warnings to pass along in just a few minutes. >> ama all right, thank you, sandhya. we'll check back. and do not forget you can track the rain yourself with the same live doppler seven that sandhya and our weather team use. just search abc seven bay area in your devices app store to download it. oakland police say several people are now in custody related to friday's fatal shooting of officer twan lay. >> according to the department, officers made the arrests over the weekend and into last night, including a key suspect in livermore. the names of the

suspects have not yet been released. the president of the oakland vietnamese chamber of commerce says the arrests will help the community heal. >> it really hit home not only because he was vietnamese american, but he really exemplified what it is that we're trying to strive for with our public safety and for our police officers to be from oakland to be rooted in our community. >> the oakland police department released a statement saying the arrests are just the beginning of a lengthy legal process, and they're hoping they will help start the healing process for officer lee's family and the department as well. >> and this comes as numbers show that reports of certain violent crimes in oakland continue to rise as the city nears one full year without a police chief. >> in fact, new data analyzed by the abc7 news i-team shows the reality out there on the streets, with renewed calls for the mayor to declare a state of emergency. >> i-team reporter stephanie sierra is here now with those details. steph >> yes, another concerning trend after the loss of oakland.

officer tuan lei last week, the new year in oakland has already started off to be a violent one as police are investigating a deadly shooting during a sideshow. so tonight we want to put all the latest crime data in context for you as neighbors push for the mayor to declare a state of emergency. as oakland is nearing a full year without a police chief, certain violent crime and property crime is rising. new data analyzed by the abc7 news i-team and released in the latest citywide crime report. as of late december, show robberies are up 38% from 2022, but when compared over the last decade, are actually down slightly. burglaries are up 23% and motor vehicle thefts are up 44. both stand out to be at the highest rate we've seen since 2013. burglaries towering over the last spike seen in 2019, with nearly 15,000 reported to more than 17,000 reported in 2023, and motor vehicle thefts steadily rising since 2020. as for homicides, there were 92 in

2013 and that went up to 126 last year. all of this comes as residents demand a state of emergency. >> it's just chaos and the city of oakland just cannot afford the chaos, retired alameda county judge brenda harbin forte was removed from the oakland police commission by mayor sheng tao. >> she says a year without a police chief is unacceptable. >> i like to say that this mayor has blood on her hands and we just can't afford to have her in office any longer. >> in september, mayor tao said she would declare a state of emergency if a new police chief is not selected by the end of the year. instead last week, she rejected the three recommendations made by the police commission, delaying the process until march. >> it's been just a laziness and a lack of urgency to get a new police chief to restore public safety to oakland, seneca scott, the executive director for neighbors together oakland, who's also pushing to recall the mayor, says the delay in the search is costing taxpayers.

>> union pacific railroad is investigating tonight after an ace train hit and killed a bicyclist in fremont. sky seven was over the incident this morning near the train tracks at auto mall parkway. we have not let your learn the identity of the victim. >> bart trains were back on track today in the east bay on the busy yellow line after a train derailed and caught fire yesterday morning. nine people went to the hospital with minor injuries. abc seven news reporter leslie brinkly joins us live from the orinda bart station with the latest on the investigation into that derailment. leslie >> and what a difference from last night. >> the station was completely shut down for that derailment. now, trains as of the crack of dawn today were running and everything is back on schedule. but the big burning question is why did that derailment happen in the first place? bart trains got out of the gate on time after a night when an immense craneane lifted, derailed cars d moved them to the concord yard and crews repaired track damage

on fire. >> another car, 3024, is on fire like it derailed. >> it was a difficult start in this new year for bart as the eastbound train caught fire and derailed near orinda at 9 a.m. yesterday, trauma rising over 100 riders and delaying thousands of other passengers. now we turn to the phase of what really happened. bart director deborah allen said the transit agency is still interviewing operations staff as they try to put together the pieces. >> there's an investigation pending, so lots of things could come out that we don't know right now. but what we believe right now is it was not a track issue. it was not a train issue. so those have sort of been ruled out. but what we are left with and what what most of what we know points to is human error, she said. >> the interlocking device was new. the train car was new, the track was new. bart said they were unable to operate the interlocking to change tracks

remotely, and asked the train operator to do it manually. passengers described the trains stopping and moving backwards as the fiber optic network went down. >> due to some software issues, and that was what created the condition from the start that the train operator had to manually realign these tracks. >> it's the fourth bart derailment in the last 15 years, all in the east bay. the incident is a setback for bart, as the agency needs to build ridership in 2024 to secure funding after declines due to safety issues and the pandemic. at least we were able to open for business this morning on time and providing reliable service today, and so that's what we need to do. >> moving forward. we can't really have too many of these types of incidents and expect the public to trust us. >> i am really hoping that we get something out to the public and say, this is what happened, and we are very sorry for the

people who were impacted by this , bart said. >> investigation continues and they said they hope to have some answers by next week. in the meantime, there's a separate investigation taking place by the california public utilities commission reporting live in orinda. i'm leslie brinkley, abc seven news. >> okay, leslie, thank you. alameda's main street ferry terminal is reopened. it closed back on october 23rd for earthquake safety renovations. it also was upgraded and expanded the bike lanes near the terminal. the reopening does come with some ferry schedule changes, mainly to the oakland alameda route on the weekends. also the weekend ferry service from the alameda seaport lagoon terminal was discontinued on new year's day. >> coming up, a fiery crash at an airport in tokyo leaves five people dead and forces the evacuations of hundreds. we're going to have the latest. >> plus, it was the first in the nation created in an effort to reduce greenhouse gas emissions. but now a federal appeals court is blocking berkeley's natural

on a runway at tokyo's haneda airport this morning as the coast guard plane was landing all 379 passengers from the japan airlines flight got out safely before the plane completely burst into flames. the captain of the coast guard plane also escaped, but the other five crew members did not. they were killed. that coast guard plane was helping with earthquake relief efforts after yesterday's 7.6 quake. along japan's west coast, rescue crews are working around the clock to find any survivors of that earthquake, which killed at least 57 people, blocked roads and landslides are making it very challenging to get food, water and other supplies into the affected areas. abc news reporter emma nguyen is on the story. >> the race is on to find any

survivors trapped under rubble or stranded and waiting to be rescued following a powerful 7.6 magnitude earthquake that hit japan's west coast new year's day. since then, about 100 jolts in the region, leading to widespread devastation and a climbing death toll of at least 55. officials warn there may be more quakes ahead. homes and businesses collapsed, like here in ishikawa. this scar dangling over the edge of a damaged riverbank wall. this woman saying they had to rebuild her home after an earthquake in 2007. and she says she doesn't think they can rebuild it again. hundreds of people spending the night outdoors in freezing temperatures, thousands without electricity, making matters worse, rescue teams in japan are struggling to reach isolated areas hit by the earthquake. japanese prime minister fumio kishida says aerial inspections show roads cut off, landslides

and fires still ablaze. he says he has ordered teams to send all necessities such as food and water, blankets and fuel by air or sea. today, one coast guard plane enroute to deliver supplies collided with a japan airlines aircraft at haneda airport. five of the six on board killed all on the passenger plane. expected. to be okay. all tsunami warnings have been downgraded to advisory along the sea of japan. japan has about three times as many earthquakes as california because it's sitting at a very complicated part of the plate tectonic puzzle where four plates come together. >> japan officials say they met today at headquarters to discuss emergency disaster countermeasures. >> they're continuing to warn residents to watch for any evacuations, as there may be more quakes to come. and when abc news, washington. >> and that earthquake in japan is a good reminder to be prepared for the next big one here, experts say you should get a kit, make a plan and be informed. if you need help. just

one month ago, forcing 250,000 birds to be put down. that number has now quadrupled. abc seven news reporter suzanne fawn has an update. >> it's a busy kitchen at mr. mom's cafe in petaluma. the eggs are always a hit. >> the eggs have always been good here. >> petaluma is known for producing eggs. >> this used to be the egg capital of uh, california. but the avian flu has changed a lot. >> it really is devastating and it's crippling our entire poultry industry in sonoma county. >> the avian flu has hit sonoma county's $50 million. poultry industry really hard. so far,

more than a million birds have been euthanized since thanksgiving week. several local poultry producers have been euthanizing chickens and ducks because of the avian flu. there were two more outbreaks in sonoma county last week. >> there's going to be an effect on the market. we're going to see perhaps eggs not available in the market. we may see the price of eggs increase. >> i was shopping yesterday at lucky's here in petaluma and they had no eggs. none not an egg on the shelf in the bay area. >> there's a lot of wonderful restaurants that rely on local duck production and ultimately, right now, that production has completely ceased. >> there's been an outpouring of financial support online for liberty ducks family farm. it provides ducks for many bay area restaurants. according to the california poultry foundation, the losses statewide. in the past two months have been staggering. >> california. we've lost, um, probably over 3 million so far. egg layers, uh- chickens, uh- ducks, turkeys. what's being

done to protect these birds? basically the farms are locked down and that we don't let people in and out of the facilities. the california poultry federation says poultry producers are taking extra measures to protect their birds. >> but the warning extends to backyard chickens. >> people own backyard chickens and they can get wiped out even if they only have five chickens. so they've got to be sure when they go into their backyards every morning. they have clean clothes, clean shoes, clean everything because otherwise that can spread to the neighbor, etc. >> in petaluma, suzanne vaughn, abc seven news, berkeley won't be able to enforce its ban on natural gas appliances in new buildings. >> that's according to the san francisco chronicle. it took effect in 2020, but was challenged by the california restaurant association, a. three judge panel with the ninth circuit court of appeals struck down the ordinance in april, but it was then appealed to the full

court. however, it failed today and the april ruling will stand unless it's appealed to the supreme court. the ban would have been the first of its kind anywhere in the nation. all right, back to work for a lot of people. >> and back to the rain. >> back to work and back to the rain. exactly. meteorologist sandhya patel is here with a how much is going to come down? still, it was heavy at times today. sandy. yeah. >> parts of the bay area in the north bay was getting the downpours. we are now seeing heavier rain falling down and across other parts of the bay area. let's show you live doppler seven. we are seeing some heavy rain in the hayward area. let's first get you into the north bay where we're seeing downpours from napa and heading across highway 12 into the cordelia junction area. 8-80 you will notice american canyon, vallejo,-80 nicia road getting poured on right now from piedmont to oakland, getting some moderate to heavy rains. so definitely watch out, especially if you've got a commute, because this is not going to be an easy commute across castro valley, san lorenzo. this is street level radar. steady rain from san francisco down towards brisbane, san bruno, pacifica

and we are seeing a line of some downpours, not so much between morgan hill and gilroy and the santa cruz mountains, but right around the peninsula from belmont, heading into redwood city, portola valley, there was a special marine statement that was issued until 515, seen as there was a thunderstorm off the coast capable of producing a waterspout that is still not out of the question as you look at live doppler seven, the wider picture, you see all this cold, unstable air. we've seen some lightning strikes off the northern california coast, so we're going to keep that in the forecast. meanwhile, we are seeing snow in the mountains right now. blue canyon also reporting some snow. here are some live views from our tower cameras. and it pretty much tells the story. we have some rainy views from our tower cameras with some surf building in santa cruz. let's check out those temperatures at this hour. anywhere from the 40s around clear lake area to 60s in san jose. and a live view right now from our exploratory camera. it is a wet one tonight. downpours, gusty winds. winter storm

warning for the sierra snow above 4000ft. and we are looking at an unsettled pattern to continue later on in the week. so let's check out our storm impact scale tonightrillionain briefly heavy at times, breezy to gusty surf build and there is a slight chance of thunder. we go hour by hour and you will notice a widespread rain tonight at 8 p.m. some pockets of heavier rain this continues at 1030. tomorrow morning we'll have scattered showers for the commute. if you are commuting between 5 and 830, and then the showers would become more isolated for the early afternoon. in terms of rainfall totals, these are just estimates , so keep that in mind anywhere from 1500 of an inch to about 8/10 of an inch higher totals in the hills and the wetter spots. winter storm warning for the west slope of the sierra. 7 p.m. tonight until 10 p.m. tomorrow. above 4000ft. we're talking 10 to 19in up to two feet for the highest peaks, with those gusty winds, it's going to be very difficult to travel the other side. the tahoe side, under a

winter weather advisory beginning later tonight. we also have a high surf advisory for tomorrow morning through thursday morning. and that's because large breakers are expected 19 to 23ft, dangerous swimming and surfing conditions. so keep that in mind. your morning temperatures mainly in the 40s. keep those umbrellas handy tomorrow afternoon. isolated shower or two. not out of the question. highs will be in the 40s and the 50s. the accuweather seven day forecast. it's a level one for tomorrow. scattered showers. you get a short break on thursday and then friday morning fog with some coastal showers showing up. more showers on saturday. that's also one we get a chance to dry out on sunday with some possible drizzle on monday. so really every few days we are getting some storms in here. and that's exactly what we want to see. >> we love that kind of pattern. absolutely. thank you cindy. >> over the weekend an old bomb washed ashore in santa cruz county. it happened at the pajaro dunes on new year's eve. the santa cruz county sheriff's office says the bomb squad was called out as a precaution. the bomb was quickly deemed safe and
