will this high surf stick around ? >> yeah, let's go to abc seven. weather anchor spencer christian tracking a look at this weather advisory. spencer. >> okay. dan. karina well, the wave heights are coming down just a bit as you pointed out, but we still have nonetheless a high surf advisory in effect until 4:00 tomorrow morning. wave heights may reach levels of 19 to 23ft. right now, you see, we still have elevated wave heights around 14 15ft. they appear to be coming down just a bit. nonetheless, there's still the risk of dangerous rip currents. and of course, these are dangerous surfing and swimming conditions. as we look at the satellite radar composite image, you see that the storm that we had last day this morning is moving away. nonetheless behind that storm, we've got some pretty brisk winds. it was the winds with that most recent storm that helped whip up the high surf. and right now we're looking at gusts near the coastline between 20 and 30mph. but those winds are expected to get a little bit tamer as well going into tomorrow. so once again, high surf advisory still in effect. we still have a dangerous, potentially dangerous surf. but

the wave heights are beginning to come down. >> dan okay. spencer. thanks very much. these are live pictures from santa cruz where you can see some small waves crashing at the breakwater there. and abc seven news reporter dustin dorsey is live in santa cruz. >> dustin, what did you find there today? >> you know, dan and karina, it was a beautiful day for wave watching and really still is as you saw that live. look, we're going to give you another one right here. here along west cliff drive. people from all over really wanted to come see these big tides from across the bay area. some of them seeing them for the first time in a while or ever. really but that unfamiliarity with the ocean has also been a problem for local rescue efforts. from to west cliff, santa cruz look more like the north shore of hawaii, with the sun shining bright over the blue water and big waves. the past few weeks of high surf has been a dream for surfers like dylan love and his friends from san francisco, so there's not much like surf

anywhere else right now. >> um, so the winds are, like, favorable right here, right now, and we're just going to get some before storm come. >> yeah. how great is these last few weeks been for these waves that. yeah aren't usually this great. >> yeah. i mean it's been really fun and surfed out here last week. it's been kind of stormy but still like really, really fun through these swells. >> as busy as it was in the water, the coastline was packed with visitors from all over enjoying nature show. >> the waves and the ocean are such a big part of santa cruz, so it's like when we get big waves. it's always fun to see and we saw some big ones. >> i live in reno right now, so it's been a while. >> but for residents here in santa cruz, these massive waves are becoming a common sight. laura morgan and her husband say they look forward to this time of year every year we just live in a beautiful place. >> we're always a little surprised when we walk down here. we don't. we don't really see it coming. >> i think as fun as the surprise factor is for those watching from afar, the idea of not seeing it coming is one of the dangers of the ocean. when

it comes to these big waves. with so many people swimming, surfing or viewing waves too close, it is kept california state parks lifeguards pretty busy the last few weeks have definitely been busy. >> we've seen an uptick in rescues for sure, with a lot of surfers out. you know, the new year, christmas, everyone's getting new equipment. um, last week was definitely interesting, the state park lifeguard tyler lamer says the most common rescues of late were needed when beachgoers got stuck in the water after tides rose, and when people watching the waves got knocked off of the rocks and rip currents took them out to sea. >> lamer is urging caution for all visitors and says, if you're unfamiliar with major waves like these, stay safe and stay away. just remember the ocean is unpredictable and you never know what you're going to get. >> so just you know, check your local forecast and if you're not comfortable getting out there, stay out of the water. >> lamer says that those sneaker waves, as well as debris in the water, really make things dangerous for people. while in there. so he says, don't turn your back to the water. make sure to stay off the rocks to stay safe. for now, live in santa cruz. dustin dawsey abc

seven news just gorgeous nonetheless. >> dustin, thanks very much. well, up the coast a bit in pacific. a cleanup is still underway after last week's high surf damaged the seawall and closed down beach boulevard. abc seven news reporter lena howland has a look at the damage. >> the size is there for those that that really, uh, crave the big waves. >> but while this morning's storm was pretty to look at, the waves didn't quite compare to the high surf this area saw last week. >> or the waves are pretty calm today compared to last week. 4 or 5 days ago. it was awful leaving a trail of damage along beach boulevard, including an entire concrete pillar knocked over. >> you know this road just gets annihilated every year. >> the waves so powerful, pacifica's public works director confirms it made a hole in the seawall, lifting up the sidewalk and causing water to spill out onto beach boulevard. >> you know, it's a reminder that even, like, a little fence like this, that looks like it's safeguarding this person's front yard can be toppled by, you

know, one giant wave with a lot with enough power behind it. beach boulevard is shut down for safety until temporary repairs can be made and the hole can be plugged from the east side of the wall. >> local tobin diller says they're used to this. >> the size and scale just reminds you of, uh, the power of mother nature. and, you know, we're sort of responding to, you know, what? she's dealing us with today's high surf advisory along the central and northern california coastline. >> remember, that means dangerous swimming and dangerous surfing conditions in pacifica. lena howland abc seven news oresund, dential street in larkspur is back open after a large oak came down last night. >> the tree fell onto acacia drive, blocking the street and four driveways, also knocking down some power lines. there are no reports of any injuries and you can track the forecast anytime with the same live doppler center that spencer and our weather team uses. just

search abc seven bay area in your device's app store to download it. now let's go to the east bay now, where we are learning more about the arrests in the killing of oakland police officer tuan lei. >> while he was on duty last friday. since then, several suspects have been arrested and abc seven news has confirmed the name of the suspect accused of firing the shot that killed officer lei. our abc seven news reporter anser hassan has more about the charges he faces the flags are at half staff at the oakland police department in honor of officer tuan lei. >> he was shot and killed last friday. >> i just want to advise everybody that the killer of officer quan lee is in custody. please take care of each one of you. abc seven news has confirmed that the suspect charged with the shooting of officer lei is 27 year old mark sanders. >> lei was fatally shot while responding to a reported burglary at a cannabis business. the lei was working undercover and in an unmarked vehicle, according to court documents. sanders was arrested tuesday

morning in livermore. the charges he faces are first degree murder, assault with a firearm, conspiracy to commit a crime and second degree burglary that that the suspects have been apprehended. >> you know, is a sign in which we need to continue to invest more in our officers and uh- initiatives that are improving relationships between law enforcement and communities so that they can do the job to keep us safe. >> jennifer tran is president of the oakland vietnamese chamber of commerce. officer lei was vietnamese american. she says while the family and the community are relieved that suspects are in custody, there is much skepticism about justice and accountability. >> it's very important for us to, you know, focus on the loss of life and the family you know, officer lee's family, who are are mourning this immense loss and our communities to know that , you know, our our own community member is, uh, receiving the justice that they

serve. >> in a statement to abc seven news, the oakland police department writes, we are not releasing any names at this time. this is an ongoing investigation and we do not want to jeopardize our case. there are additional suspects. we have yet to arrest other sources tell abc seven news that the facts in this case may not be as solid as the evidence suggests, and proving who shot officer lei could prove difficult. sanders first court appearance is scheduled for thursday morning in oakland in san jacinto. abc seven news east palo alto once led the nation with the highest murder rate per capita. >> today, the city is celebrating its real progress, police chief jeff liu announced that there were no murders last year. not a single one. east palo alto has seen a decline in homicides over the past several years. the departmentrillioneports five murders in 2022, 6 in 21. the city had 42 murders back in 1992, when it was named the murder capital of the united states as a caltrain train hit a

car this morning in burlingame, sending one person to the hospital, you can see the crumpled car on the tracks near the broadway crossing. >> trains were held there until emergency workers cleared the scene, and caltrain said service was, quote, completely disrupted. samtrans offered free service to passengers on the train, and none of the passengers had injuries, but the car's driver was taken to the hospital. a disabled bart train caused delays in the east bay today. it stalled around eight this morning between concord and the north concord. martinez station, and was cleared about two hours later. about 300 people had to be taken to a new train, forcing bart to bus passengers between the stations. bart is looking into what caused that train to stall. >> by the numbers san francisco officials say theft was down during the busy shopping season for the holidays. what retailers are saying about that and the battle against drugs in the tenderloin, where the fight stands right now and later. some words of wisdom from the

these. they seem to have been the norm over the holidays in the past, with thieves breaking into stores and cars and some of san francisco's tourist and shopping areas. >> but now, city officials say this holiday season was a success, with some big reductions in retail theft and car break ins. abc seven news reporter luz pena is in the newsroom with the story and lose the numbers. >> that's right. san francisco recently received $70 million in a state grant to combat retail theft. and $15 million for more police patrols. and now the city is reporting the initial result of that investment. it's a new year, and the city of san francisco says the latest crime numbers point to a positive shift during the holiday is a 48% reduction during the holiday is on on theft, and this is greatly contributed by the fact that we had officers present in and around union square. >> other retail shopping areas along market street, according to the city, between november 20th of 2023 and january 1st,

compared to the same time period in 2022, san francisco saw a 48% reduction in larceny theft, including retail theft and auto break-ins. >> a 17% reduction in motor vehicle theft, a 26% reduction in burglaries. these numbers, the mayor views as progress from years past. images from 2021 show thieves targeting union square and stealing close to $300,000 worth of merchandise. these images were viewed nationwide and two years later, a different story. >> my hope is that momentum will carry us through for the rest of 2024 and continue to, because this is exactly what san francisco has been about and will continue to be about. according to the mayor's office, union square saw an 11% increase in unique daily visitors. >> the holidays were absolutely magic this year. we're really excited. i mean, it felt like years past that you really saw people coming from all over the greater bay area. >> the executive chef at sears

do that work. but it's also using technology using we're now able to use live surveillance, monitoring. >> and the union square alliance estimates a financial boost in the tens of millions of dollars during the holidays. and regarding the theft numbers are abc seven news data team double checked the city's data and the numbers are accurate in the newsroom. luz pena, abc seven news is encouraging. >> all right, luce, thanks very much. it appears there's some confusion about how to get rid of christmas trees in san francisco. we found trees on sidewalks and even in a crosswalk in the marina district this morning, san francisco recycles trees free of charge, but residents are required to place them next to their bins. the night before their regular pickup day. the recycling program runs through next friday . >> some much needed snow is falling in the sierra. this is a live picture along lake tahoe from our camera at zephyr cove in nevada, which is located about four miles from state line . the ski resorts are relishing

the new snow, and so are some four legged visitors at palisades tahoe. look how cute! oh, wow. he's having fun! this is video provided by the resort where they received nine inches in the last 24 hours, and more is on the way. good to see that. >> yeah. that's fun up there. the uc berkeley central sierra snow lab near soda springs got nearly a foot of snow in the last 24 hours. it brings the seasonal total there to 42.5in 38% of average. so we are well behind. but at least we're making some headway. yeah, we still have through april to catch up. yeah, and it's snowing out there it is. >> and i know spencer is tracking the snow and some more rain on the way to spencer. that is true. >> karina and dan we are we're getting some colder storms now than the earlier season ones. we had. so they are producing some snow in the sierra. much needed snow. i might add, and more is on the way. looking at live doppler seven right now you can see that we have quiet conditions in terms of precipitation and absence of precip. here's a look at the

satellite radar composite image. and as yesterday's and this morning's storm moves away, we get a little bit of a break. some clearing developing overnight and tomorrow. but there is uh- more storm activity brewing out to sea. and it will be coming our way around the end of the week. right now we're looking at mainly calm winds across the bay area, away from the coastline along the coast. however pretty gusty. about 2220 six mile per hour gusts right now and we have partly cloudy skies over much of the bay area 56 degrees right now in san francisco and in oakland, upper 50s at hayward, san jose and san mateo, and 55 at half moon bay. partly cloudy, also over the golden gate. breezy there 57 degrees up north at santa rosa. mid 50s right now at petaluma, napa, fairfield, concord and livermore. and these are our forecast headlines. we'll see a few high clouds overnight and into the early morning hours tomorrow. sunny but a bit on the cool side. seasonably cool that is. and then towards the end of the week becomes more unsettled. our weather does with more rain coming our way, if not late friday then certainly into

saturday. we still have a high surf advisory in effect until 4 a.m. tomorrow. large breakers may reach heights of 19 to 23ft, but at the moment they're around 14 15ft. so still elevated and still the danger of some risk. risk. i should say, of some dangerous rip currents. and of course, we have dangerous swimming and surfing conditions, but we expect those wave heights to start to settle down a bit overnight and into tomorrow. here's our forecast animation going into the evening hours. we'll see skies clearing out, but some high clouds will sweep through during the overnight and early morning hours. they may linger into the sun rise hours, but then by midday, certainly by mid-morning actually we'll see mainly sunny skies tomorrow. overnight lows will be generally in the mid to upper 40s near the bay and coast, but inland areas napa, santa rosa over in the inland east bay, concord, livermore will see lows dropping into the upper 30s. highs tomorrow, mainly in the upper 50s to right around 60. very narrow range of highs tomorrow, but a couple of degrees milder than the weather we had today and here's a look at the accuweather 70 forecast. so

house republicans are turning up the pressure on the biden administration to stem the flow of migrants across our southern border. but president biden is blaming republicans for rejecting his border security proposals. abc news reporter am

wynne is on the story. >> today, house republicans touring the southern border keen on making the influx of migrants into the u.s. front and center this election year. >> under president biden, america has laid out a welcome mat to illegal immigrants, smugglers and cartels. >> this december alone, sources telling abc news. customs and border protection reported more than 300,000 migrant encounters. but the white house is instead pointing the finger at republicans, accusing them of exacerbating the problem at the border, noting how the house gop has refused to fund president biden's supplemental spending package, which includes money to hire more border agents, among other provisions. >> so we need the resources to actually do the work, and they keep getting in the way. house republicans keep getting in the way. >> meanwhile, as texas governor greg abbott busses hundreds of migrants out of state to so-called sanctuary cities, some, like chicago and new york, are approving new ordinances to

fine bus companies for arriving without notice. the bitter border battle comes as house republicans ramp up efforts to impeach secretary of homeland security alejandro mayorkas for his handling of the crisis, an official hearing now announced for next week as part of the impeachment proceedings, the department of homeland security telling abc news this is a baseless political exercise. mayorkas, with this reaction on cnn, i am surrounded by incredibly talented and dedicated people, and i'm incredibly proud to work alongside them and to support them in advancing the mission of the department of homeland security, mayorkas is now working with a group of senate leaders to try and reach a new bypass border security package that lawmakers can vote on upon returning from holiday recess. and when abc news washington. and another political news today on getting answers, i asked california secretary of state shirley weber about the decision

to keep donald trump on the primary ballot. >> we're covered by our election code and our election code, basically, uh, it tells us what who's qualified to be on the ballot and who's not. but it also doesn't give us the authority to remove people from the ballot unless it's written in the codes. and so we then have to go to court. and that's why you often hear a lot of court cases in california that is there now we've had people to file complaints with us, with the courts and unfortunate or fortunately, depending on what side you're on, the courts have tossed out every, um, every one of the cases that have come forward. weber added, this is why it's important for the supreme court to take up the issue. >> colorado and maine disqualify trump from their ballots and the main decision was appealed yesterday, and trump's legal team appealed. the colorado ruling to the supreme court today, building a better bay area means ending ramps at drug dealing and drug use in san francisco's tenderloin, more than six months ago, san francisco police received a

directive from the mayor to start making more drug related arrests targeting both drug dealers and users. that's right. >> abc seven news reporter lyanne melendez is here with the latest numbers and the impact these arrests are having. >> so this is, as they say, a bit of a conundrum because the number of arrests for both drug dealers and users doubled. yet this year, san francisco will have more accidental overdoses than any other year. so here's the explanation. we received from both health officials and police. abc seven news was invited to follow plain clothes officers during one of many drug surveillance operations in the two neighborhoods where drug dealing is rampant. >> all right, not yet, but you guys just come eastbound mission. >> we have people who are observing the actions of this suspect, and we're going to try to move in and aid and make an arrest at this time, this last year,023, police arrested. 960 suspected dealers in the

tenderloin neighborhood alone, compared to 566 the previous year. >> 2022. we were there for one of them. let me ask you what went down here? so we're doing a narcotics surveillance operation where we set up one officer watching the area. >> they observe, uh, what they believe to be a suspected hand to hand narcotics transaction. then they radio us in the arrest team. they give us a description and a detailed physical description of the person. they tell us where they're at as the arrest team, we move in and we place the person under arrest, and then we wait for the officer that saw the observation. we wait for them to come over here, and then they conduct a search because he has not been convicted. >> we are not showing his face. police find several stashes in his backpack of what they believe is crack cocaine. most officers here are certified spanish speakers where is he from? uh uh. >> jared, let me see. so he has

a honduran passport. >> so he's from honduras. a lot of people from dealing drugs from honduras. >> very, very many. yeah >> drug sales, property crime. >> one of the arguments made by the former district attorney was that many dealers were immigrants from honduras who had been illegally trafficked to the united states in court. many still used that as part of their defense. but that's not what officers say they hear on the streets, as do many people say that they're here because they fear for the lives of their families. in honduras, they've been threatened from from my experience, we're not really ever really told that they're here to send money back home. >> not because they're, uh, victims of human trafficking or anything like that. >> the suspect dealer gave police a different name from that on his passport, which he happens to have with him. he had been arrested before using a false name. police told us half of the suspects arrested for the

sale of drugs were either on probation, pretrial. release or had active stay away orders. this despite requests made in court by the current da to keep them in custody. we're explaining that many of them have been arrested not once, not twice, even three times, for dealing fentanyl in our city. >> and these judges are not taking it seriously. they're allowing the courthouse to be a revolving door. >> the number of drug users in the tenderloin arrested in 2023 nearly doubled from the previous year. so how is it that the city will have the deadliest year on record for accidental drug overdoses with 752 through november of 2023? health department officials have tried to make sense of this disparity by explaining that arresting someone and forcing them into treatment often backfires was, in fact, their risk of overdose. >> sometimes sort of paradox goes up. we've said you can't use you may and created a
