tired of all the death in our city. >> donald lacey, whose daughter, lois shea was killed in oakland back in 1997, is reacting to what we have seen in oakland in recent years and this past year is a 2023 that saw a rise in robberies, burglaries, stolen vehicles and homicides. 126 homicides total, including a police officer. it is so painful to me, as someone who was reared in what used to be the one of the greatest cities in the planet in the mid 60s, when i was a kid, and in the 70s, friday, community members in oakland will hold two events a vigil in chinatown for twan lay, the oakland police officer who was killed last week, and a rally outside of oakland city hall to demand that mayor shengtao and council members declare a state of emergency to help speed the process in getting a permanent police chief, something the city has not had since last february. >> i don't need to wait till

april may for another police chief. we got to do this a lot. sooner and remember that uh, the mayor has promised us that, you know, by by the end of this year, we should have a police chief uh- or should be calling for the state of emergency. >> so i think that's a that's the reason why many people are, um, i think some people are extremely, extremely upset. but lacey questions the implications of what a state of emergency for residents would mean and says it's important to get the right chief. >> i don't want to rush and hire somebody who's doesn't know oakland. it has to me, to me, be someone who's from oakland. >> there will be a buddhist ceremony friday when officer lay is remembered in oakland's chinatown. lacey believes coming together is key. moving forward, we have to start caring for each other, start loving each other, being more considerate for each other. >> i know these sounds trite and true, uh, trite things to some people, but it has to start with

basic human decency. i wish j.r. i knew the answer. if i did, i would be promulgating it from the highest mountain. but one thing i do know, we have to do better, j.r. stone, abc seven news. >> and we have been in contact with mayor qingdao's office. >> they tell us they are working actively working with oakland's police commission to find a new chief as soon as possible. >> the two men charged with the murder of officer lay made their first appearances in court today, 27 year old mark sanders, 28 year old alan brown are charged with murder. sanders turned away from a camera inside a downtown oakland courtroom this morning, facing the judge today, brown showed no emotion. they are scheduled to return to court on january 18th to enter pleas in tonight's deep dive. >> we are getting new numbers on the number of officers shot in the line of duty. it comes on the heels of what happened last week in oakland. >> twan lay was the first oakland police officer killed on the job since 2009. a total of 54 have been killed in the line

of duty since 19 1867. in 2023, nationwide, 378 officers were shot. >> that's a 60% increase over the past five years. at the same time, the number of fatal shootings of officers is at its lowest point in five years. the report by the fraternal order of police resonates with los angeles county sheriff robert luna, his department lost a deputy in september. >> it's an alarming report. no matter how you shake it out and it hurts, uh, it hurts us as a family. the department. uh, we will never get over that. >> the report added there were 115 ambushed attacks on officers last year, resulting in 20 deaths. and i want to correct that. >> it should be 1967. we had it wrong in the copy there once again tonight. tensions are boiling over between police and protesters in berkeley. all of this over the historic area near cal's campus, known as people's park. earlier, we saw this clash between demonstrators and officers. three people were arrested berkeleyside reports.

11 people were arrested. and in total today, it started when uc berkeley officials began blocking off the park with shipping containers for years, the university has been has wanted to build student housing on this contested open space. protesters trying to stop construction want to preserve it as a landmark. >> we need a place where community members can find each other and learn about their history of berkeley. that's a human right. knowing what your culture is, having water, having food, what we're doing out here is taking advantage of a time of the year when we have very few students, very few people here to be able to do this as safely and as quickly as possible. >> the project is now before the state supreme court. construction cannot start until they make a ruling. >> all right, now to the weather that we are seeing outside tonight. abc seven news meteorologist sandhya patel is here to fill us in. sandhya. yeah. all is quiet right now, but that is going to change. >> let's take a look at a live picture right now from our santa cruz camera. and you will see that the waves are just kind of

sloshing against the shoreline there in santa cruz. here is the view from earlier this evening. the waves were choppy and they will be building. and that's because there are several storms in the pacific that are kicking up the swells. so that is what's going to result in a beach hazard statement for tomorrow, 6 a.m. to 10 p.m. large breakers, ten foot or higher. and that means there is a risk of sneaker waves. current wave heights are 4 to 10ft. waves can hit without warning, so never turn your back to the ocean and be extra careful. here's a look at those wave heights tomorrow afternoon. coming up, you will notice around 14 footers along the california coast, which includes the bay area and the wave heights will remain elevated as we head into the weekend. and the first part of your sunday live doppler seven is tracking the first of two systems that will impact us through the end of the workweek and weekend, and that one is bringing some showers and snow showers to northern california. we are seeing a few returns in the northern part of our viewing area. so far. most of that is

moisture in the clouds, but there are a few sprinkles that are reaching our area. i'll be back with a look at the timeline for your weekend storm, and a look at that winter storm warning for the sierra coming right up ama. >> all right, we'll check back. thank you. sandhya and because of the pounding waves, the pacific pier is closing for three weeks from the damage. abc seven news reporter lauren martinez found out just how big of a blow this is to locals and tourists alike. reporter >> powerful waves have compromised the pacifica pier on thursday, the city's public works engineering division said on december 28th, a combination of high tides and large waves damaged sections of the pier's deck and concrete railing. now the pier will be closed for three weeks to undergo structural assessment. len adams, president of the pacific beach coalition, is not surprised. >> i'm really proud of them for making that call. i think it's the right thing to do. we have to be safe.

>> the pier is a quarter of a mile long, adams said. it's a popular place, especially for those who fish for work or fun. oh it's used. >> i mean, sometimes it's elbow to elbow by people. >> the city tells me they understand this is a heavily used area, one of the only piers where people can fish for free. sometimes they see up to 2000 visitors a day every day that people are allowed on it. >> there are people fishing a lot. these are people who do it for a living, you know, do it to feed their families and stuff. um, and so it's a really critical part of pacifica, the pacifica pier was built in 1973. >> the public works director says a structural assessment last spring looked at damage from previous storms. now the city will combine those findings with this new assessment for a finalized report, the public works director estimates repairs could cost around $20 million. >> but the question is how can you stop that much force? we have to look at nature, you know, mother nature winds and it it predicates what we need to do next. >> the assessment is expected to

be complete by january 25th. afterward, the city will determine if the pier can be reopened in pacifica. loren martinez, abc seven news and powerful waves hit capitola village hard one week ago. >> you can see they turned a main road into a sloppy, muddy mess that forced businesses to close. but now capitola village is back open for business. the community came together with shovels along with the help of a backhoe to clean up the mess. all the restaurants, bars and shops were welcoming customers as of yesterday afternoon, this same area was inundated by brutal surf. nearly one year earlier. >> happening now. some emergency pothole repairs are going on at the richmond-san rafael bridge. sky seven was up overhead, getting an up close look. this is in the westbound direction. fortunately tonight traffic is thinned out compared to the extreme backups we saw earlier. you're looking at a picture of the pothole that is causing that problem is huge there. the repair work is expected to last until 1 a.m.

>> new at 11. a mysterious flier is going around lake tahoe tonight with a passionate, passionate message telling people to feed the bears. >> abc seven news reporter tim johns is hearing more about the trouble that lies with the trash . >> alarm is rising in lake tahoe. this week after this flier was found posted around the area. the flier calling attention to the local bear population, saying things like the black bears of lake tahoe are some of the most marginalized and oppressed species of life, and that they spend most of their life going from garbage can to garbage can, finding it locked due to selfish, heartless human beings leaving the bears with absolutely no choice but to starve to death or attempt a home invasion. finally, the flier calls on people to actually feed the bears. >> after my first read, i couldn't even decide if is this some kind of sick joke that someone's trying to play on the community? >> 2g silk is a local tahoe bear expert who says the information and the flier is false. he says. on wednesday, he saw dozens of them posted around south lake

tahoe and began taking them down . >> i only pulled about two thirds of them down as i went through town, and it took me two hours. >> experts say these fliers aren't just full of missing information, though. they tell me that if people take them seriously, they could cause long time damage to the tahoe bear population. peter tierra of california fish and wildlife, tells me he's aware of the fliers and that his department is telling people not to follow them. tierra says feeding bears human food ultimately causes harm to both the animals and people they look for. >> they become addicted to it. they get dependent on it, and their behavior changes. you know, it gets more brazen. we see it escalate. >> but fish and wildlife is one of several organizations that has called out the posters in recent days. experts say bears are perfectly capable of surviving on their own and better off without human handouts. anne bryant of the bear league says the fliers are antithetical to the values held by most tahoe residents. >> it's disgusting and a in a complete it's against everything
