rain totals and the week ahead in a few minutes. steph >> all right lisa thank you. developing news now a scary scene after a panel and a window blew out during an alaska airlines flight. take a look at this. the airline has now temporarily grounded its fleet of boeing 737 nine max aircraft. after that plane made an emergency landing in oregon yesterday. now, the flight was on its way to ontario. a total of 177 people were on board, and thankfully, the plane returned safely to portland. no one was hurt in this, but you can imagine just how scary it must have been. passengers say it was a typical flight until they heard a loud bang and oxygen masks were deployed. >> and you can see later that there was a two window section panel that blew out. it's about as wide as a refrigerator, and about two thirds is high. and she said there was, i guess, a boy and his mother were sitting in that row, and his shirt was sucked off him and out of the plane, and his mother was holding on to him. >> wow. can you imagine?

according to faa records, the plane has only been in service since october for alaska airlines ceo ben minicucci issued this statement. he said in part, quote, my heart goes out to those who were on this flight and i am so sorry for what you experienced. i am so grateful for the response of our pilots and flight attendants. we have teams on the ground in portland assisting passengers, and are working to support guests who are traveling in the days ahead. back here at home now, today, a formal effort to recall oakland mayor shan tao is expected to be launched. the effort is being led by a former alameda county superior court judge who plans on sending a letter of intent to the mayor. she says town needs to be held accountable for what's happening in the city. >> we need to hold her to the same standard to which she tried to hold uh- chief armstrong, and she said, basically, things happen on your watch. so therefore you have to go. so things are happening on her watch. she needs to go.

>> harbin forte was removed from the oakland police commission by mayor tao. tao has not commented on this recall effort. community groups held a rally yesterday urging the mayor to declare a state of emergency. well it's been abc seven news insider phil matier joined us on our news at four friday. he explained why the recall effort for mayor tao is a realistic one. >> they've collected over 300 signatures in order to get the process going. they need 250. the next step will be to go out and collect 25,000 signatures from the city. citizens of oakland, the voters of oakland. and larry, given the mood not just in oakland, but across the bay area where people are feel under siege by crime and both violent crime and petty crime. whether it's burglaries to your car, burglaries to businesses, uh, it's not out of the realm that they could collect the needed signatures to put this on the ballot for november.

>> it's oakland police officer tuan lei was killed in the line of duty. people gathered in oakland's chinatown to pay their respects. now the vigil with 80. hear there. the vigil began with a traditional buddhist prayer hymns and a bell ringing ceremony. it was organized by the chinatown chamber of commerce foundation. the president of the chamber says it's important to gather in person to remember lei thought there would be a best way for many. >> you know, folks, they they couldn't do it online and they want to send the uh- you know, the messages and the condolence uh- to the family. so which is very important for many of us. >> tuan lei is the first oakland police officer to die on duty since 2009. now the official law enforcement memorial service for

officer lei is on wednesday. it is open to the public. the be h. at the three crosses church in castro valley. well, as we look to build a better bay area, we have focused a lot on san francisco. from fighting crime to reimagining downtown. there are a lot of issues to address, and this morning we're looking at the san francisco center on market street. adidas announced it's closing its store, joining a growing list of big name retailers that pulled out of the mall. abc seven news reporter tim johns tells us about the potential options to fill those vacancies. >> governor gavin newsom in los angeles wednesday announcing a new state of the art tech and health research park, a collaboration between ucla and the private sector. taking over a space that was once a westfield mall. >> this is a race for global dominance in this space. this is about exponentials. >> meanwhile, up north here in the bay area, our own mall in san francisco is seen a new store close its doors. adidas announcing friday they'll be

shutting down on january 13th. it's not just mall space that's becoming more available in san francisco, though. around the city, office vacancies are at record levels. that level now at 35, according to the latest numbers, with all the unused space, there have been questions over whether san francisco could do something similar to l.a. >> you should be able to take a downtown core and make it into not just a business center, but an innovation center, sean randolph works with the bay area council's economic institute. >> he says since the end of the pandemic, several city leaders have been pushing ways to reimagine downtown. in. >> i can only say that there's real interest in in the university of california's design to look at downtown as an option for campus, for housing and a number of things. but it's not just universities that can take up the empty space, says commercial real estate developer mark ritchie. >> ritchie says artificial intelligence businesses stand out as a rapidly growing consumer of office space. in

recent years, especially in san francisco, we're in the best position nationally to recover from this. >> based on the hope for future tech employment and whatever is the vanguard of tech experts say new development won't come without challenges. >> though there are issues of homelessness that are a deterrent. uh for some companies to come in here. um, there are issues of crime. >> however, despite the obstacles, many city residents tell us they'd support the changes, especially if it's done the right way in the housing in, um, uh, community organizer asians, uh, after school programs in san francisco, tim johns, abc seven news. well with the new year comes a new law aimed to make a night on the town safer. >> now, we often hear about people going to a bar and not remembering anything, because someone may have slipped something into their drink. abc seven news reporter tara campbell shows us what's changing to make sure you're safe. reporter the goal is to make scenes like this more safe in just a matter of months. most

time. i worked at a bar and someone got roofied there one time, so i've seen it myself. >> we have a crisis that's taking place. that's resulting in sexual assault, that's targeting primary women and members of the lgbt. q communities. >> assembly member josh lowenthal introduced ab 1013 early last year. in the fall, it became law. >> by way of example, i have members of my staff that have been roofied. there are members of the legislative body that have been roofied, lily horton says. >> it almost happened to her. >> they told me they wanted me to leave with them, so they got a drink and they passed it behind their back. my friend caught that and then, um, defended me. bar owners are required to have tests available starting in july, and it's up to them whether they charge customers. >> tara campbell, abc seven news. across the state now, a new proposal could change a california law to help crack down on car burglaries.

tube and drooling on himself and losing weight and everything else. and so what a way to go for someone that loved, loved uh- the beach and being in the water. >> our thoughts are with the family. thornton was the coach of san ramon valley aquatics, a nationwide egg shortage is creating a challenge at the grocery store. many local stores are reporting empty shelves and low inventory. stores like safeway and lucky's are posting signs asking customers to limit their egg purchases to two packages per family. >> i'm not seeing any eggs as i was in here earlier in the week when they were empty. >> there's not an egg on the shelf, just an empty area. >> it's largely blamed on the highly contagious avian flu, which has infected millions of egg laying hens. officials say 11 commercial farms between marin and sonoma counties had to euthanize their massive flocks. more people are turning to family farms trying to keep up with demand, and it was a

meaningful return for a bay area family after their food truck was severely damaged last month. abc seven news reporter lauren martinez explains how the community helped get them back up and running. hi. are you guys ready to order the san jose based food truck, baja kitchen is back. >> did you want to do the shanghai lumpia on it to friday night marked the official reopening of serving their filipino american food. the event was outside the children's museum. curiosity in san mateo. number eight. we first met selena wong, the operations manager, and rod reyes, founder of baja, in december. there's damage through here. it was days after their food truck was sideswiped and heavily damaged by another food truck that someone had just stolen out of the same lot. they were both parked in a month before that, their insurance company stopped covering commercial vehicles. the couple started a gofundme and it didn't take long for the community to help.

>> as soon as we posted it, you know, we got tons of support and it was kind of overwhelming. i was just like, wow, this is amazing. with over $11,000 of donations, the truck was in the repair shop. >> a week later, staff at curiosity were some of those gofundme donors. i think none of us are thriving unless all of us are thriving. >> and so when you see someone or a group that isn't, you want to reach out and help. and that's really what it's all about. reyes founded a seven years ago in memory of his mother. >> he got the truck in 2021. in 2022, a state food code went into effect that allows mobile food operations to be stored at a private home. it's a law. not many small businesses owners know about, including reyes. >> i could also see how it could be kind of risky. you know, like a food truck is a mobile kitchen, mobile kitchen and you have a lot of expensive equipment on here, right? >> as we'll continue to park the truck at a shared lot as for what's next, the couple are booked out until may. wong and

sunday will bring the cold with low temps in the single digits. two things that residents haven't seen a lot this season. the first sierra snow pack survey of the year only showed a few inches quite a bit of difference compared to this time in 2023. >> it's a tale of two winters, right? last year we were talking about 32ft of snow, right now we just finished up a huge set of systems that came through are events that just left us with six, eight, ten feet of snow. this is like 91 slow start and we've just got to work with it. something ski resorts across tahoe have been doing to the best of their abilities. >> heavenly and northstar have 70 and 65% of their terrain closed. kirkwood doesn't have the backside lift operational, just about 55% total open. kirkwood vice president general manager ricky newberry hopes this storm starts off what will be anything but a dry january in tahoe. >> it's a thin base, but uh- this mountain skis so fun and this snow level. lots of terrain to play with. and yeah, i think you know getting getting the backside and chair for going this weekend this sunday ideally, um, we'll be set up for

the rest of the season ahead. the snow level is expected to be down to 2000ft saturday into sunday, meaning this storm will offer more than just good skiing and snowboarding. >> we're seeing lake level snow, so all the different types of activities that you can do outside cross country skiing, snowshoeing, the snowmobile tours will start firing up again and that's down at the lake level. so anybody that's going to be coming up to the basin, they're going to be able to do a lot more out there. >> driving could be difficult to impossible saturday, but starting sunday it appears tahoe will hopefully be open for full winter mode from here on out. dustin dawsey abc seven news yeah, much needed snow for lake tahoe and much needed rain for us here. >> lisa, how's the timing shaping up? >> you know what? uh- through 4:00 tomorrow. we're going to see the winter storm warning, and we've got 14 degrees at the tahoe valley airport and 18 in truckee right now. so certainly temperatures are cold enough, and we're going to get into some

very cold mornings here. and not only in the north bay valleys. we usually see that frost advisory, but tomorrow for our inland valleys of the east bay and also the south bay. so some cold weather coming in behind this system. here's a look at live doppler seven, where you notice the activity is up to the north. that's going to change by about 10:00 this morning, 37 in sonoma, numbers continue to drop. look at that. 35 in livermore, 34 in danville. so you're certainly feeling the change there. 43 in oakland right now with 48 in san francisco there's fog as well with a mile and a quarter visibility in novato, a quarter mile up in santa rosa. so with the cold temperatures this morning, it's going to be even colder tomorrow. in fact, later on today, northwesterly winds behind the front are going to be quite gusty. south winds ahead of the front. so temperatures will be hard pressed to make it into the 50s. as we get into your sunday afternoon, they will, but it's going to be cold with breezy conditions. level one system today. the rain spreading to the south and those

gusty winds looking at those frosty areas sunday morning and potentially again on monday morning. and then next week we're looking at smaller storms by the end of the week into next weekend, we could see an atmospheric river head our way with more significant rain. perhaps into late friday and saturday. high surf advisory. you can see the current wave heights 11 to 12ft here up in the north bay. looking at large breakers. this last until this evening, the risk of rip currents and some beach erosion. so some dangerous conditions at the coast. here's a look at the timeline for the rain. ten 1030 still up in the north bay. but as it moves quickly, it's going to spread the rain all across the bay area. here we are at 130. you can see from antioch to fremont, half moon bay, down towards pescadero and finally exiting the bay after 3:00. and then we'll clear on out for a cold night. rainfall amounts anywhere from about a 10th of an inch along the coast to a third up in novato, maybe 2/10.

going to drop behind the system. so 9:00 we're still dry, but the rain 10:00 moving into the north bay, then spreading all across the bay area throughout the middle of the afternoon. and we'll talk rainfall totals and the potential for more rain in the week ahead in a few minutes. stephanie >> all right, lisa, thank you. new developing. now, the u.s. supreme court will take up a court challenge on whether or not former president donald trump will be on the ballot in colorado, as abc news reporter daria aldinger tells us, the move puts trump on the ballot for now, as the legal process plays out, former president donald trump once again on the presidential ballot in colorado after an historic announcement by the supreme court. >> the justices say they will hear arguments in the case whether trump should be banned from the state's election ballot for engaging in insurrection against the united states on january six, the colorado supreme court removed moved trump from the primary ballot, citing the 14th amendment, which prohibits any officer of the

united states who swore an oath to the constitution and engaged in insurrection from holding office. the trump team, disputing that ruling in a statement to abc news, a trump campaign spokesman says they are confident the supreme court will affirm the civil rights of president trump and the voting rights of all americans. >> it was inevitable that this was going to end. up at the supreme court. the supreme court's decision could expand beyond colorado. >> similar legal challenges against trump are underway in more than 30 states. >> if trump is on some ballots and not on others, that's going to land in their lap anyway, so they understand that and they're going to have to resolve this once and for all. >> trump, who denies any wrongdoing related to the events of january 6th, reacted to the supreme court's announcement during a campaign rally friday in iowa. oral arguments in the supreme court are scheduled for february 8th. the justices could rule on the matter just in time for super tuesday primary elections in march. daria

aldinger, abc news, new york. >> today marks a somber anniversary in our country's history. it's been three years since the january six attack on the capitol. tens of thousands of trump supporters descended on washington for a rally, then complete chaos overtook the us capitol. i spoke to speaker emerita nancy pelosi about the message she has for our country. looking back at the insurrection , here's her response. >> it was an assault on the congress. to do its job was an assault on the capitol. it was assault in so many ways. the saddest part, stephanie, for me and this is our dome of the capitol, is a symbol to the world of democracy, a symbol to the world. it was built by abraham lincoln during the civil war at that time, people said to him, you should use the steel and the manpower for the war. and he said, no, we must show our strength and our resolve and

build this dome to see that day the dome assaulted by people carrying a confederate flag, a confederate confederate flag through the dome and trying to go outside and under the dome. it was a very sad and especially in terms of lincoln's resolve. but i'm very proud of the work of the january sixth committee to have the narrative for the public to understand and what it is. so the message of it all is democracy is fragile. it was an insurrection by the president of the united states, incited by the president of the united states. and we can't let that happen again. >> speaker emerita pelosi also wrote an op ed published in the atlantic, where she talked in detail about her experience and many others, including the 140 officers that were injured by rioters. highlighting the courage of u.s. capitol police

and the dc metropolitan police, who quote in her words, defended our temple of democracy. now, speaking of democracy, president joe biden made that a focal point in his first major speech of the election year, a speech he made on the eve of the january six insurrection anniversary, arguing donald trump remains a, quote, threat to democracy. biden traveled to valley forge, pennsylvania, where he invoked george washington's words to his troops at the dawn of the american revolution. >> today, we're here to answer the most important of questions is democracy still america's sacred cause? >> president biden's team says his campaign will also focus on everyday issues like education and the economy. new developments now work to double stack shipping containers around berkeley's people's park is. on schedule and is expected to be

completed by tonight. that's according to u.s. officials. the university cleared the park early thursday morning. uc wants to build student housing on that land, but protesters want the historic space preserved. seven arrests were made thursday. all were cited and released in marin county. governor gavin newsom plans to turn san quentin state prison into a rehab and education center. we're learning more about what that would look like, a new report shows the state plans to reduce the population by 30% and retrain the guards. the plan also calls for removing death row. no one has been executed at the prison in decades. the project comes with a $360 million price tag, but a state advisory council said that could be cut down by at least a third to reducing the population. >> single cells will then give us a better chance, we believe, to ensure that every resident has a comprehensive of rehabilitation and reentry plan

is raining from cloverdale to santa rosa, entering marin county, and then by noontime, san francisco, the east bay into fremont, half moon bay. it's 130 now and we'll be looking at this rain sweeping through the south bay through about two 3:00. so it's a quick mover. amounts are generally light, but we could have some heavy downpours at times as it moves through. so a quarter of an inch in san francisco, a third of an inch at best. likely in the north bay. and then you notice maybe a little bit more, well, up towards ukiah. so overall, not a whole lot, but it could really get in the way if you're headed out throughout the afternoon not expecting that rain. the gusty winds out of the south accompanying it, but boy it gets cold behind it and the winds pick up. here we are at 1:00 and we've got 30 to nearly 40 mile an hour winds at the coast. but look at san rafael. nearly 30 miles an hour. there 25 about in oakland. and it lasts right on throughout the day. but the winds will dial back so that we settle into that cold night tonight. winter storm warning
