pilot to turn around. >> and we are emergency. we are depressurized. we do need to return back to. we have 177 passengers, oxygen masks were immediately lowered, terrified passengers seeing portland lights from the hole in the plane when the oxygen mask came down, my mind was like, oh my god, something is seriously wrong. >> you could like, hear the heavy breathing. and then from there, i just i just kept thinking of my family. it was hard not we were all trying, not to panic. >> alaska airlines say the aircraft carrying 171 guests and six crew members, landed safely at portland international airport, telling abc news, the safety of our guests and employees is always our primary priority. so while this type of occurrence is rare, our flight crew was trained and prepared to safely manage the situation. investigators still trying to pinpoint just what went wrong. >> one of the questions here for the investigators is going to be uh- was that a mechanical failure or was that some failure

in maintenance? >> and the ceo of alaska airlines says they're only grounding these planes as a precaution. and they will only return after safety inspections and maintenance. jacqueline lee abc news, los angeles back here at home today, a formal effort to recall oakland mayor xiang tao is expected to be launched, but the effort is being led by a former alameda county superior court judge who plans on sending a letter of intent to the mayor. >> she says town needs to be held accountable for what's happening in the city. we need to hold her to the same standard to which she tried to hold, um, chief armstrong, and she said, basically, things happen on your watch, so therefore you have to go. >> so things are happening on her watch. she needs to go. >> harbin forte was removed from the oakland police commission by mayor tao. tao has not commented yet on this recall effort. community groups held a rally yesterday urging the mayor to declare a state of emergency. now, abc seven news insider phil

matier joined us on our news at four on friday. he explained why the effort to recall mayor tao is a realistic one. >> they've collected over 300 signatures in order to get the process going. they need 250. the next step will be to go out and collect 25,000 signatures from the city. citizens of oakland, the voters of oakland. and larry, given the mood not just in oakland but across the bay area where people are feel under siege by crime and both violent crime and petty crime. whether it's burglaries to your car, burglaries to businesses, uh, it's not out of the realm that they could collect the needed signatures to put this on the ballot for november. >> it's been one week since oakland police officer tuan lei was killed in the line of duty. people gathered in oakland's chinatown to pay their respects in you are all, all

began with a traditional buddhist prayer, hymns and a bell ringing ceremony. it was organized by the chinatown chamber of commerce foundation. the president of the chamber says it's important to gather in person to remember lei. >> we thought there would be a best way for many. you know, folks, they they couldn't do it online and they want to send the, uh, you know, the messages and the condolence, uh, to the family. so which is very important for many of us, officer tuan lei is the first oakland police officer to die on duty since 2009. >> now the official law enforcement memorial service for officer lei is on wednesday. it is open to the public. the service will be held at 10 a.m. at the three crosses church in castro valley. as we look to build a better bay area, we have focused a lot on san francisco from fighting crime to reimagining downtown. there are a lot of issues to address, and this morning we're looking at the san francisco. center on

an innovation center. >> sean randolph works with the bay area council's economic institute. he says since the end of the pandemic, several city leaders have been pushing ways to reimagine downtown. i can only say that there is real interest out uh- in the university of california's desire to look at downtown as an option for campus, for housing and a number of things. >> but it's not just university biz that can take up the empty space, says commercial real estate developer mark ritchie. >> ritchie says artificial intelligence businesses stand out as a rapidly growing consumer of office space. in recent years, especially in san francisco, we're in the best position nationally to recover from this. >> based on the hope for future tech employment and whatever is the vanguard of tech, experts say new development won't come without challenges. >> though there are issues of homelessness that are a deterrent. uh for some companies to come in here. um, there are issues of crime. >> however, despite the obstacles, many city residents

strip, sticker or straw that can detect common roofie or date rape drugs like ketamine or ghb. >> i worked here for a long time, and i've seen people sort of touch other people's drinks, and i immediately just get rid of the drink because i just, i think that's you have to be careful. >> the longtime san francisco bartender says she does what she can to help keep customers safe, and she thinks making testing available makes sense. >> there are situations. there are times when someone will get up to go to the bathroom and i keep an eye on things. i know men probably experienced it too, but it's something that a lot of women are very cautious about when they go out. >> i know it happens all the time. >> i worked at a bar and someone got roofie there one time, so i've seen it myself. >> we have a crisis that's taking place. that's resulting in sexual assault, that's targeting primarily women and members of the lgbtq communities . >> assembly member josh lowenthal introduced ab 1013 early last year. in the fall, it became law by way of example, i have members of my staff that have been roofied.

>> there are members of the legislative body that have been roofied. >> lily horton says. it almost happened to her. >> they told me they wanted me to leave with them. so they got a drink and they passed it behind their back. my friend caught that and then, um, defended me. >> bar owners are required to have tests available starting in july, and it's up to them whether they charge customers. tara campbell, abc seven news across the state now, a new proposal could change a california law to help crack down on car burglaries right now, prosecutors are required to prove a vehicle was locked and that the break in was intentional. >> this often means the victim has to testify in person, which can be a challenge, especially if the victim is a tourist. some people consider this instance an unlocked door loophole. the bill would eliminate that requirement to prove the vehicle was unlocked. lisa, how's it looking? >> it's cold out there.

public so people can return home and the roads are back open. now the incident was deemed non-criminal and the driver did remain on scene. in santa cruz, friends, family, swimmers and surfers are all mourning the loss of a well-known swim coach, richard thornton died suddenly this week. we're told he collapsed into the water as he was about to go surfing while his exact cause of death is unknown. richard recently fought a battle with cancer. as they mourn his death, they found solace knowing he died doing something he loved. >> it could be in a hospital bed for six months with uh- oxygen tube and drooling on himself and losing weight and everything else. and so what a way to go for someone that loves love to the beach and being in the water. thornton was the coach of san ramon valley aquatics in the north bay, a nationwide shortage is creating a challenge at the grocery store. >> you may see it. many local stores are reporting empty shelves and low inventory.

news. well we are on storm watch this morning. >> cold winter rain here in the bay area means snow in the sierra. the storm is expected to dump some much needed snow in the lake tahoe area starting today. it's been a slow start though to the winter season. the first sierra snowpack survey of the year only showed a few inches. northstar and heavenly have 65 and 70% of their terrain closed. kirkwood is at around 50. >> it's a thin base, but this mountain ski is so fun and this snow level, lots of terrain to play with. and yeah, i think, you know, getting getting the backside and chair for going this weekend, this sunday, ideally, um, we'll be set up for the rest of the season ahead. >> the storm is expected to bring snow that will not only be good for skiing and snowboarding, but also cross country skiing, snowshoeing and snowmobile tours. so much needed snow for tahoe and i just did check this morning 55 ski lifts are still closed and for us here

in the bay area, it's much needed rain. lisa, i know we've been talking a lot about that this winter. how's the timing looking? >> you know what? we are going to see some downpour here and there throughout the middle of the day here. and then the snow picking up and the winter storm warning expiring through 4:00 tomorrow. you know, it has been not great all the way up into whistler, british columbia where they need snow. so things could be changing as we get into the middle of january. that's some good news. always the welcome rain, but obviously that snowpack is what we need to get going as we get into a look at live doppler seven right now, satellite and radar composite a couple hours away, the cold quick moving system to the north of us. and you can see a few returns right offshore here, but we'll be looking at about 10:00 here for santa rosa and then pushing through marin county into the east bay throughout the early part of the afternoon. later part of the afternoon for the south bay. look at the cold

numbers from 35 in livermore. also 35 in saint helena, 38 santa rosa. it is 38, in fairfield, with some upper 30s in palo alto, 44 in oakland, and a live look. outside. you can see partly cloudy conditions. level one system. the rain spreading into the bay area with the gusty south winds ahead of it. cold northwesterly winds behind it. that sets us up for a frost advisory. pretty much for all of our inland areas into 10:00 sunday morning, and then likely extended into monday morning for even colder temperatures. a couple of weak systems on the way next week with cold air in place, and then by the end of the week we could see some heavier rain. but we are looking at the high surf advisory throughout the evening hours. it has been extended from point reyes 15 foot breakers here to 12ft off of san francisco. the risk of rip currents and localized beach erosion right here along the coast, all the way down to big sirup. and a look at our frost advisory for our inland valleys from the north bay, the east

bay, the south bay. current numbers as low as 32 degrees. and the winds are going to be up all night long, so you know how cold it's going to be if we can hold on to those 30s with those breezy winds. there's a look at the timeline. 1030 it's getting pretty soggy in the north bay. 130 it's across the east bay, the peninsula entering the south bay. 3:00 exiting the south bay, and rainfall amounts ranging anywhere from a really light amounts of a 10th, perhaps a little bit more than that in richmond to 2/10 in hayward. and looking at the possibility of a third of an inch up through novato, santa rosa, only a quarter of an inch. but look at the winds out ahead of this system. some 20 to 30 mile an hour winds. and then as we get the system pushing through the bay area, the winds get even stronger. and then they switch around to the northwest. and for a time being, there are over 40 miles an hour at the coast. so 1 to 2ft above 7000ft in the sierra nevada. this ends at 4:00 in the morning. gusty winds 55 miles an hour. so travel through

early sunday will be difficult, with anywhere from 13in tahoe city, 17in at donner and temperatures today. breezy, cold with the rain exiting by the late afternoon in the south bay. 58 there, 55 in richmond. and then tonight, look at all the 30s out there freezing in livermore. that frost advisory for our interior. south bay and inland east bay and north bay level one system, wet and windy. cold to start on sunday and monday with dry days level one system tuesday, wednesday and then more rain the end of the week. >> all right, a busy week, that is. thank you. lisa, when we return coffee company fils is making a move across the bay. why? the ceo says its headquarters will no longer be here in san francisco

trump will be on the ballot in colorado. so abc news reporter daria springer has the latest for president donald trump once again on the presidential ballot in colorado after an historic announcement by the supreme court, the justices say they will hear arguments in the case whether trump should be banned from the state's election ballot for engaging in insurrection against the united states on january six, the colorado supreme court removed trump from the primary ballot, citing the 14th amendment, which prohibits any officer of the united states who swore an oath to the constitution and engaged in insurrection from holding office. >> the trump team, disputing that ruling in a statement to abc news, a trump campaign spokesman says they are confident the supreme court will affirm the civil rights of president trump and the voting rights of all americans. >> it was inevitable that this was going to end up at the supreme court. >> the supreme court's decision could expand beyond colorado. similar legal challenges against

trump are underway in more than 30 states. if trump is on some ballots and not on others, that's going to land in their lap anyway, so they understand that and they're going to have to resolve this once and for all. trump, who denies any wrongdoing related to the events of january 6th, react to the supreme court's announcement during a campaign rally friday in iowa, oral arguments in the supreme court are scheduled for february 8th. the justices could rule on the matter just in time for super tuesday primary elections in march. daria oblinger, abc news, new york. >> today marks a somber anniversary in our country's history. it's been three years since the january 6th attack on the u.s. capitol. ten of thousands of trump supporters descended on washington for a rally, then complete chaos overtook the capitol. i spoke to speaker emerita nancy pelosi about the message she has for our country. looking back at the insurrection, here's her response. >> it was a assault on the congress. to do its job was an

assault on the capitol. it was assault in so many ways. the saddest part, stephanie, for me and this is our dome of the capitol, is a symbol to the world of democracy, a symbol to the world. it was built by abraham lincoln during the civil war at that time, people said to him, you should use the steel and the manpower for the war. and he said, no, we must show our strength and our resolve and build this dome to the see that day, the dome assaulted by people carrying a confederate flag, a confession, confederate flags through the dome and trying to outside and under the dome. it was a very sad and especially in terms of lincoln's resolve. but i'm very proud of the work of the january 6th

committee to have the narrative for the public to understand what it is. so the message of it all is democracy is fragile. it was an insurrection by the president of the united states, incited by the president of the united states and we can't let that happen again. >> speaker emerita pelosi also wrote an op ed published in the atlantic, where she talked in detail about her experience and many others. on that day, including the 140 officers that were injured by rioters. highlighting the courage of u.s. capitol police and the dc metro police, who quote in her words, defended our temple of democracy . tsay now speaking of democracy, president joe biden made that a focal point in his first major speech of the election year, a speech he made on the eve of the january 6th insurrection anniversary, arguing donald trump remains a, quote, threat to democracy. biden traveled to valley forge, pennsylvania, where he invoked george washington s words to his troops at the dawn of the

american revolution. >> today, we're here to answer the most important of questions is democracy still america's sacred cause? was president biden's team says his campaign will also focus on everyday issues like education and the economy. >> new developments now work to double stack shipping containers around berkeley's people's park is on schedule and is expected to be completed by tonight. that's according to u.s. officials. the university cleared the park early thursday morning. now, uc wants to build student housing on that land, but protesters want the historic space preserved. seven arrests were made thursday. all were cited and released, and marin county now governor gavin newsom, plans to turn san quentin state prison into a rehab and education center. and we're learning more about what that process would look like. a new report shows the state plans to reduce the population by 30% and retrain the guards. the plan

also calls for removing death row. no one has been executed at the prison in decades. now the project comes with a $360 million price tag, but a state advisory council said that could be cut down by at least a third, reducing the population. >> single cells will then give us a better chance, we believe, to ensure that every resident has a comprehensive rehabilitation and reentry plan from day one, the report also says the prison should conduct restorative justice sessions between inmates and their victims, or survivors. >> now, incarcerate survivors of sexual abuse at the federal women's prison in dublin, testified before a judge. hearings began this week for the judge to decide whether to appoint a special master to oversee reforms at the prison, a class action lawsuit filed last august accuses correctional officers of rape and sexual abuse. the plaintiffs are

to an investigation of apple, which could lead to a big antitrust case. that's according to the new york times. the government is looking into the company's use of control over iphones and software, which makes it difficult for users to use one product without another. now if a suit is filed, it would be the fourth major tech company sued for a monopolistic business practices within five years. apple has said it does not violate antitrust law. new this morning, a san francisco lawmaker wants robo taxis to start receiving tickets. just

returns here, but it's going to take a couple of hours until we see the rain begin. there's our sweep on top of mount saint helena. so about 10:00 santa rosa and then progressively south and east through marin county, the east bay and south bay 49 san francisco is 44. in oakland, a cold 43, in hayward. and temperatures are right along the coast in the mid 40s. and from our sutro tower camera, we do a fog out there, a wind chill factor and look at all the 30s from 35 in the livermore valley to 36 in petaluma, 37 santa rosa feels even colder than that with a little bit of a wind and if we look at napa 38 now, it's going to be freezing tomorrow morning with a frost advisory. so level one system on the way. the rain will be a quick mover. so it's not an all day rain event, but you could get caught in a downpour, gusty winds and the frost advisory for inland east bay south bay, north bay tomorrow likely extended into monday and then more rain on the

way. weaker systems into tuesday, wednesday potentially a stronger system. the end of the week. so current wave heights are high and our high surf advisory has been extended until about 7:00 this evening. so breakers point arena, 15ft 14ft san francisco. so we've got the risk of rip currents and the large swell along with beach erosion happening at the coast. our frost advisory highlighted areas here through 10:00 tomorrow. so get set for that cold air to stick around 1030. it is raining in parts of the north bay. it's going to slip to the south throughout the late morning hours. middle of the afternoon, over into oakland. it's 130 and you've got downpours there for vallejo. along the coastline. and then eventually about 2:00 into san jose, the santa clara valley, then exiting the bay area through the evening hours, clearing out, still breezy and cold throughout the evening.

rainfall amounts not too impressive. maybe 2/10 to a third of an inch through novato. santa rosa about a 10th of an inch there as we get towards redwood city. but a little more than that, hopefully into the east bay. 2/10. but look at the breezy winds. south winds, and then the north winds behind it. it's 1:00 and it is gusting to 30. and 40 miles an hour at the coast about 25 miles an hour inside the bay there's a look at our winter storm warning above 7000ft over a foot. and then as you look at the local ski resorts, we've got 14in tahoe city, 19in at donner. highs today from the upper 50s at best. san francisco windy conditions, mid 50s in the north bay. you can see the rain there last to leave the south bay freezing perhaps in our inland valleys tonight or close to it and all into our interior valleys, i should say, from the south bay to the north bay level one system, wet and windy. middle of the afternoon for most, a cold start for sunday and monday level one system,
