finally get to see the sun today . >> yeah, we're going to need it. i mean, temperatures continue to drop off this morning. we're as low as 29 degrees in napa. and that's why we have our frost advisory live doppler seven right now showing you the precip . well to the north it's a dry day today. but look at all the areas that are under the frost advisory in north bay. east bay and the south bay interior valley. so hopefully you protected those plants. it is 30 in san ramon, 31 in livermore, with 38 in hayward, 43 sfo and 34 palo alto. that 29 in napa feels like it's 24 with a bit of a wind chill factor, 34 in sonoma, 30 calistoga and vallejo right by the water. it is freezing, whereas point reyes is at 47. so anywhere from a couple degrees to ten degrees colder. this morning we'll see the numbers continue to drop off through about 7:00 and recover by 8:00. so sunny skies, mid 50s for most of us, some low 50s with breezy winds at the coast. and we'll talk rain for the week ahead in a few minutes.

stephanie >> all right lisa, thank you. developing news now. united airlines is suspending all of its 736 max nine planes after alaska airlines performed an emergency landing. when that section of the plane detached. but as for that investigation, the ntsb is now looking for the door plug that dropped nearly 16,000ft from the sky and into an oregon neighborhood. thankfully no one was seated where that door plug was. the piece of fuselage blew out ten minutes after takeoff. the chair of the ntsb said the situation could have been much more dire if the flight made it to its cruising altitude, with people walking around the cabin. >> our investigation right now is focused on this particular aircraft and we're early on in the investigation, so we can't make any broad, broad statements about the fleet. but i am very encouraged again that the faa took action to temporarily ground this particular aircraft,

left for inspection. the faa ordered the grounding of this model of this boeing plane, although it's unclear what or who is to blame for the accident and engineering and quality problems have plagued boeing in recent years. >> today marks the first full day of this investigation in closer to home. now, all three bay area airports are feeling the impact of the faa's temporary grounding of boeing 736 max nine's oakland sfo and san jose mineta airports combined saw dozens of flight cancellations, as abc seven news reporter cornell bernard says one alaska airlines plane had to actually return to san jose for inspection. more than an hour into the flight, actually, my wife noticed we're going in the wrong direction. >> we're coming back. >> tom lopez's vacation to puerto vallarta was cut short saturday, an hour and a half after his alaska airlines flight took off from san jose mineta airport, five minutes later, captain got on and said, we've

been instructed we have to go back to san jose. lopez says he heard the captain discuss the plane needed to be inspected. >> he never said emergency saturday, the faa temporarily grounding some boeing 737 max nine airplanes. >> after this alaska flight from portland to ontario lost a cabin door plug mid-flight on friday night. no one was hurt, but lopez wonders why his flight was allowed to take off. >> that was my big thing. i just can't believe somebody dropped the ball and let the plane go off in the air. >> by saturday afternoon, 42 flights were canceled at sfo, including 27 alaska flights and 14 on united. we saw for alaska jets parked on this sfo tarmac, an aviation expert tells abc seven news. the planes are 737 max nines. the faa is requiring immediate inspections of the planes before they can return to flight. in a statement, the agency saying safety will continue to drive our decision

making as we assist the ntsb's investigation into alaska airlines flight 1282. mueller family from portland is flying home and feeling a bit uneasy after seeing video of the in-flight emergency on social media. >> so yeah, it's a little concerning, especially since we're like flying the day after. it's kind of a chance you take, like going on planes and, you know, have to get home either way. so at sfo, cornell, bernard, abc seven news. >> now to new details overnight police are investigating after a person was shot last night in san francisco's mission bay neighborhood. witnesses say it happened somewhere between the mission rock resort and chase center. officers responded to calls of the shooting just after 10 p.m. and found the victim nearby. that victim was taken to san francisco general hospital with life threatening injuries in the east bay. it's been a violent 24 hours in oakland, police are investigating multiple shootings at least two of which turned deadly. one happened just before 6 p.m. yesterday at seminary avenue and san leandro street. officers

found a female victim when they arrived on scene. she was taken to the hospital where she later died. no arrests have been made. about two hours later, a man was shot near a store on linden street near 30th. police say when they showed up, they learned the victim had already been taken to the hospital. they say he later died from his injuries. no arrests have been made in that case either. oakland police are also investigating a shootout that ended with a car crashing into a home. officers were alerted by gun detection technology. they determined people in two different cars were shooting at each other in the area of east seventh street and 55th avenue. we also have new details in the deadly shooting of oakland police officer twan lay, the east bay times reports. the mother of one of the suspects has been arrested, and jail records indicate she's now in custody. she's accused of being an accessory after the fact, according to the report, the mother of mark demetrius sanders, is accused of

attempting to destroy evidence and helping him leave the state. she is scheduled to be arraigned tomorrow and is being held without bail. the effort to recall oakland mayor shan tao is officially underway. in fact, a letter of intent was sent via certified mail to the mayor on saturday, and organizers tell abc seven news reporter anser hassan crime is a driving factor. >> signed, sealed and soon to be delivered. the recall of oakland mayor sheng tao is officially underway. >> there's too many. there are too many lives that have been lost, too many cars stolen, too many people who've been robbed coming from a bank followed home. too many things. too many businesses have closed. just just, you know, this mayor has blood on her hands. >> retired alameda county superior court judge brenda hardin forte is leading the recall campaign on the letter of intent was sent certified mail to mayor tao on saturday. the letter states you lack the competency, credibility, judgment and the ability to lead what was once a great american

city, the letter says. grounds for the recall include creating a public safety crisis by systematically dismantling the oakland police department, delaying opd's exit from 20 years of federal oversight, missing the retail theft grant and rising crime businesses were not leaving are leaving oakland at this pace. >> before she came into office. so we can't pretend that there's no correlation ation between her decision and what is happening with the city now. >> oakland city council member noel gayo says he's surprised by the recall and doesn't support it. he thinks it will create more divisions in city hall, but he adds he support voter rights to take action. >> people are frustrated. they're disappointed. they want immediate action to bring back oakland to a level where it used to be. mayor tao has admitted to mistakes at previous public forums, such as missing a multi-million dollar state grant deadline to fight retail theft. >> i am the mayor, so i take it responsibility for that. >> but mayor tao supporters

point to new programs already underway, such as grants for small businesses and new policing initiatives. even as oakland tackles a historic deficit. and they argue, though, crime may be up, it's not at historic levels. harbin forte was on the oakland police commission until she was removed by mayor tao last year. oakland city council member carol fife sees the recall as a political stunt. >> it's very disturbing that an individual that was released from the police commission for, for a number of factors is a part of an effort to unseat a newly elected mayor, harbin forte dismisses such accusations. >> what's happening in oakland is serious. >> it is significant and we don't need anybody in this process who is trying to trying to settle a grudge. and i certainly am not doing that. >> mayor tao's office did not respond to requests for comment. the mayor now has seven days to respond to the letter. in oakland, anser hassan, abc seven news. >> a hindu place of worship was hit with anti-india graffiti in

hayward. vijay sherawali temple was vandalized in support of a sikh separatist movement. it calls for establishing a homeland land in northern india. this is the second incident like this in the east bay in two weeks. a similar incident happened in newark, where someone spray painted a sign at another temple. they criticized the indian prime minister calling for a sovereign state of khalistan. all right. it is cold out there this morning. we still have that frosted advisory in effect. let's check in with lisa. >> yeah. good morning to you. some light north winds allowing for that extra punch of cold air in the north bay. nice clear. look here from the city where temperatures are holding in the low to mid 40s. so even cool. for san francisco, we'll talk about how long we stay dry when we return. >> lisa. thank you. also ahead, downtown recovery homelessness and fentanyl three issues to be on the ballot here in san francisco. the proposition is you need to know about as city

chevron refinery due to flaring yesterday afternoon. they also say it's no longer an issue and is not causing any public health risks at this time, but residents might smell an odor in the area. the refinery is dealing with repeated notices of air quality violations connected to these flaring incidents, and in the south bay, a former top san jose city employee is suing the mayor for defamation. according to our media partners at the mercury news, stacy katz, brown filed the suit last week. she says her firing and narrative surrounding it has impacted her career. she was hired as the budget director last year and spent less than a

week in the position. brown claims mayor matt mehan and chief of staff jim reed accused her of leaking information about his pick for vice mayor. the suit says she was wrongly accused. we also have new developments now in the gun control battle. the california law that allowed firearms to be blocked in 26 public places like libraries and amusement parks, is now blocked again. the ninth circuit court of appeals reinstated the block on this concealed carry law from a lower court. this has been going on for quite a while now. u.s. district judge cormac carney said that it violates the second amendment and that gun rights groups would be successful in proving it. unconstitu tional it was signed by governor gavin newsom, who said he will keep pushing for stricter regulations . now to your voice, your vote here in san francisco. voters will be asked to help the downtown area recover and take on the drug crisis. abc seven news reporter tara campbell has

a look at three measures that will be on the ballot. >> we need to dig in and we need to go harder and stronger. >> a plea from mayor london breed saturday, asking city voters to get behind three propositions and not be afraid to make the hard decisions that are going to get us to a better place. flanked by local leaders and in front of hundreds of supporters, the mayor outlined proposition c, e, and f. the first prop c, is aimed at revitalizing san francisco's downtown. >> downtown is not going to be what it was before the pandemic, but it it can become something better. >> the measure would incentivize investors by waiving the city's transfer tax on office buildings that are converted to housing for the buildings that can be converted from office to for housing, and some of them can be uh. >> we need to make sure that our very high transfer tax is not making that economically impossible. >> and from housing to policing,

prop e looks to lighten the load of paperwork on officers. right now, it's taking up about a third of their time. the measure also makes way for the use of surveillance video drones and facial recognition. >> it's so important to make sure that we are giving the tools, but that doesn't mean we let up on reforms forms. >> that doesn't mean that we don't focus on making sure that there's clear reporting and transparency. >> and finally, to the fentanyl crisis and proposition f, it would require people struggling with addiction to be enrolled in treatment in order to continue receiving welfare, not requiring them to be clean and sober, but requiring that they be in a treatment program if they want. >> benefits of the city. >> the mayor first introduced the idea last year, and it faced immediate scrutiny when they say this is a punitive measure by denying people access to ga, but it's more punitive to me when a person is lying down on the

streets and dying and we just walk past them every day, we're not taking away shelter options. >> we're not taking away housing options. we're not taking away the door that opens to help people struggling get the help and the support they need. tara campbell, abc seven news in the city's tenderloin district, hundreds of volunteers turned out for a trash pickup event organizers touted as one of the largest cleanups in the city's history. >> one volunteer says with all the bad news we see, this is his way of making the city a bit of a better place. >> i think the great thing about hope is that it's contagious and it can take any form that you want, whether that be picking up a little piece of trash on the street, or even just saying hello to a neighbor. so we're here to spread a little bit of that hope and make san francisco a better place and combat all those negative headlines. >> crews had music playing to keep up the energy, plus free lunch. the coalition of organizers say it was a chance to strengthen community bonds and make a lasting impact in our

community. we love to see that. well, last night those heading to tahoe had to be careful. there was chain controls in place after some raindrops froze onto snowflakes, creating grapple meaning drivers had to deal with more than just snow. there were actually multiple accidents and spinouts reported experience coming up here. >> there was a lot of snow, so we've seen maybe 3 or 4 accidents. well, we were trying to make it to tahoe donner, but we underestimate how long it was going to take. there in the snowy conditions. >> the storm brought some much needed snow to the area. the berkeley snow lab reporting just 30% of the average snow pack snowpack. that is before the start of the weekend compared to 185% from the year before. so that really puts it in perspective. and for us here at home, lisa is tracking some chances for more moisture this week. the a busy week that we have ahead of us. >> yeah. you know it's going to

be cold for sure. we've got another frost advisory not only this morning but for tomorrow morning. so the cold temperatures staying with us and then a couple of weak systems before sites are really set on the follow coming week, which could get interesting with heavier rain and maybe an atmospheric river or two visiting us. but as for right now, it's all about the cold air behind that system. live doppler seven satellite and radar shows the precipitation up to the north, and we are just left with the cold. how about that? 30 degrees in san ramon, 31 in livermore. now that sun, not up until after seven. so it won't be till about 8:00 that we see temperatures try to recover, but we'll still be in the 30s in some spots through 9:00. how about that? 33 palo alto, 38, in hayward and gilroy, with 44 in san francisco. and these numbers should get even colder for your monday morning as the winds will be even calmer. 29 in napa feels

like about 24. it is freezing in vallejo, 30 calistoga with 39, santa rosa, 37 novato. and on the coast, they're holding on to a little bit more warmth at 47 degrees. here's a look at our 24 hour temperature change anywhere from 2 to 10 degrees colder this morning. so really feeling the chill and as we get through the next couple of days, we're going to begin to warm up somewhat. but we don't have any 60s in our future. so the frost advisory, inland northeast bay and the south bay, this will continue into your sunday a couple of dry days. sunday and monday, and then some lighter rain return on tuesday, early tuesday morning. we're talking very little rain. we'll show you in just a moment. here's a look at the next few days. sunny skies today. stopping this late in the day. and as we get into your monday, we'll have some clouds around the system getting close to the north of us, but keeping us dry. early tuesday, stopping this in the morning at about 630 and you notice some scattered showers there. they'll continue to sweep to the south, and that weak

system kind of fall apart. so not much to make of this early call on the rain anywhere from a couple of hundredths to about a 10th. there on the peninsula, even up through novato. looks like we could see another system kind of graze the coast on wednesday. so much of the workweek looking pretty quiet with some rainfall here and there. highs today from the mid 50s in oakland. that includes in the south bay for the niners today, 55 in san jose, a little bit below average here, 54 in napa. and then overnight tonight once again those cold conditions with temperatures dropping off from the upper 20s to the low 30s in our inland valleys and the accuweather seven day forecast today is sunny. it'll be cold and getting into another cold start for your monday. a few more clouds around and then that level one system. tuesday perhaps again on wednesday. and then by the end of the week, looking like got to find some agreement in our forecast models. they keep pushing the

golden gate bridge is finished nearly a decade after the project was approved. now there now sits a suicide net installed on both sides of the bridge. abc7 news reporter j.r. stone found mixed reactions to this new edition. >> from a distance, you don't notice it, but look closely. just below the sidewalks on both sides of the golden gate bridge and you'll see a net.

>> it provides people a second chance. >> it's a steel net, one that if it had existed, then it may have caught kevin hines when he jumped off the golden gate bridge. many years ago, a move that he says he instantly regretted. hines, though, was one of the few who survived, crediting the coast guard doctor and a sea lion that he named herbert for saving him. he believes this steel net would have been a difference maker in his case. >> i would have hesitated uh, i believe, with enough time for patrol officers to wonder, why is that kid just standing there, leaning over the rail, crying his eyes out? >> people who come to the bridge to harm themselves are in a tremendous amount of pain, and they want to escape pain. a fall into the net is one that will be painful. it is stainless steel. it's a 20 foot fall. uh- it will. it will be incredibly painful and may cause injury. and while paolo schwartz of the golden gate bridge highway and transport district admits that the steel net might not stop all jumps last year there were 14

suicides here. >> well below the 30 that are usually seen at the golden gate bridge. each year. but some have questioned the project, one that cost $224 million. >> i have not seen convincing evidence that we're actually going to be saving that many lives, or that the several hundred million invested this way was the best way of saving the most lives. doctor john cruz wrote a column in clinical psychiatry news where he questioned the lack of data on regional suicide rates. >> after these type of measures have been put into place, saying he is doubtful that those working so hard to get to the golden gate bridge just won't go somewhere else, and it does not seem on the face of it, logical to me to say that someone that determined to die is only determined to die because the golden gate bridge has such a magnetic draw that will make such a statement. still, though, survivors and family members of

lisa is here and boy, it's chilly outside. >> it is. we're seeing temperatures drop off into the upper 20s and a wind chill factor of 24 up in napa. frost advisory for our interior valleys of the north and east bay and south bay down through monterey as well. so temperatures will continue to drop through the 20s in some isolated areas. how about that? 29 in san ramon? we are 42, though in san jose with 34. in concord, 31 in livermore, 38 in hayward, 33 palo alto upper 20s calistoga, napa, 33 clear lake, novato holding at 37. and on the coast, we're in the upper 40s. so the 24 hour temperature change pretty dramatic from napa to fairfield, 7 to 10 degrees

there. and throughout the next few hours, we're going to keep the temperatures in the 30s through 9:00. look what happens by the afternoon. we're sunny, but numbers staying in the low 50s, few mid 50s with those breezy winds at the coast, we'll talk rain chances in a few minutes. >> stephanie lisa thank you. developing news now u.s. secretary of state antony blinken is calling on middle eastern nations need to ensure the gaza conflict is contained and prevent a, quote, endless cycle of violence. new video shows blinken leaving jordan on his way to doha as he continues his trip in the middle east. he's expected to be in qatar soon. during the trip, he will discuss several issues with world leaders. that includes what could be done to protect civilians in gaza and increase deliveries of humanitarian assistance. now closer to home, police are investigating a major crash on interstate five outside of bakersfield. two people are confirmed dead and nine others are injured after 35 vehicles

crashed into each other, including 18 big rigs. it happened yesterday morning. this is all video of it. you can see drivers reported seeing heavy fog in the moments leading up to this crash. >> the fog hit. all i heard was screeching like screech, screech because like everyone was trying to brake. >> our gps notified us that there was an accident. and so we stopped and as like two minutes after we stopped the car behind us hit us. and that's when everything just happened real fast. >> caltrans officials say the road is closed overnight to clear the roadways, and there is no estimated time of reopening just yet. now to your voice. your vote. republican candidates are trying to reel in more voters ahead of the iowa caucuses in just a little over a week, former president donald trump, who holds a commanding lead in polls, is also in the state amid ongoing legal battles. abc news reporter maryalice parks is in iowa with

interviews house speaker nancy pelosi. three years after the january 6th attack on the capitol. the questions come as democrats try to keep the white house in 2024. you could watch the full interview on this week at eight this morning right here on abc seven. now, i also spoke with speaker emerita nancy pelosi earlier this week, and we talked about the assault on the capitol and her experience in the dome that day. three years ago. she says her message to the country is that democracy is fragile, and we have to always work to strengthen it. vice president kamala harris stopped in south carolina yesterday to speak at a women's retreat. harris spent the day at the women's missionary society annual retreat. this is all in myrtle beach. she addressed several issues specific to women , including abortion and infant mortality rates. she speaks for women, and she speaks for all women and not just black women. >> it does give our children a future in politics and a future

>> good morning. after missing 12 games due to an indefinite suspension, warriors forward draymond green has been reinstated by the nba. green was suspended for hitting son, center jusuf nurkic back in the face on december 12th. now, the league said that green has completed steps that demonstrated his commitment to conforming his conduct to the standards expected of nba players. he's met with the nba reps, the warriors and players association, and those meetings will continue throughout the season, espn reports. green is expected to be with the team later today for the game against the raptors. it's the first time since the suspension he'll likely need about a week to ramp up for a return to game action. the warriors went seven and five in his absence. chris paul broke his hand in the win over detroit friday night and will need surgery next week. currently, no timetable for his return. he's averaging 8.9 points, 7.2 assists per game in 32 games and after beginning the season coming off the bench, he had started the last four games a tough blow for a team searching for consistency. >> i just feel for him
