6:14 am
budget director last year and spent less than a week in the position. brown claims mayor matt mehan and chief of staff jim reid accused her of leaking information about his pick for vice mayor. the suit says she was wrongly accused in san francisco, voters will be asked to help the downtown area recover and take on the drug crisis. abc seven news reporter tara campbell has a look at these. three measures that will be on the ballot, and we need to dig in and we need to go harder and stronger. >> a plea from mayor london breed saturday, asking city voters to get behind three propositions and not be afraid to make the hard decisions that are going to get us to a better place. flanked by local leaders and in front of hundreds of supporters, the mayor outlined proposition c, e and f, the first, prop c, is aimed at revitalizing san francisco's downtown. >> downtown is not going to be what it was before the pandemic, but it it can become something
6:15 am
better. >> the measure would incentivize investors by waiving the city's transfer tax on office buildings that are converted to housing for the buildings that can be converted from office to housing, and some of them can be uh. >> we need to make sure that our very high transfer tax is not making that economically impossible. and from housing to policing, prop e looks to lighten the load of paperwork on officers. >> right now it's taking up about a third of their time. the measure also makes way for the use of surveillance video drones and facial recognition. it's so important to make sure that we are giving the tools, but that doesn't mean we let up on reforms. >> that doesn't mean that we don't focus on making sure that there's clear reporting and transparency. >> and finally, to the fentanyl crisis and proposition f, it would require people struggling with addiction to be enrolled in treatment in order to continue
6:16 am
receiving welfare by not requiring them to be clean and sober, but requiring that they be in a treatment program if they want benefits of the city. the mayor first introduced the idea last year, and it faced immediate scrutiny when they say this is a punitive measure by denying people access to ga. >> but it's more punitive to me when a person is lying down on the streets and dying and we just walk past them every day, we're not taking away shelter options. >> we're not taking away housing options. we're not taking away the door that opens to help people struggling get the help and the support they need. >> tara campbell, abc seven news. well the snow in the sierra is bringing dangerous conditions for drivers. >> this weekend. if you're driving on i-80, chains are required. officials are reporting multiple accidents and spinouts variants coming up here. >> there was a lot of snow, so we've seen maybe 3 or 4
6:17 am
accidents. well we were trying to make it to tahoe, to donner, but we underestimate how long it was going to take. there and the snowy conditions. >> oh, we can all relate for those of us who make that trek, the storm brought some much needed snow to the area. the berkeley snow lab, in fact, recorded 30% of the average snowpack before the start of the weekend, compared to 185% from the year before. now, here's video proof i actually took this video last year when i was up in tahoe, a time when the area had plenty of snow record snow, in fact. and you can see this guy, no shirt, no jacket, just shoveling the snow from the roof. lisa, you know, that means that's a tahoe native right there. and speaking of i mean, finally the area is getting some snow and we're getting some rain. yes some much needed rain. as you pointed out. >> that's right. the winter storm warning has expired. and we do have an opportunity for more rain here. it's not a lot
6:18 am
of rain, but we are looking at the cold weather to stick around for another day. at least that's our frost advisory through 10:00 this morning. and then another one tonight through 10:00 monday morning. that sets up the cold air. and that's the good news for the sierra nevada. but then a system on tuesday wants to bring us some rain. and it is a weak one. so how that translates into the mountains we'll have to see. but right now you can notice the north wind there allowing for a more cold air. a modified arctic air mass moving into the bay area, allowing for the chill and the ridge protecting us from any rain today or tomorrow. it is 38, in fremont, 29, in livermore. certainly very, very cold out there. san ramon is 2933, in concord with low 40s in oakland, san francisco, not a whole lot warmer. it's warmer at the coast and even in uh- at 47 point rains will continue to drop up to the north. 36 santa rosa. it's freezing in sonoma, below freezing in napa. and vallejo
6:19 am
dropped another degree in calistoga is at 29. look at mill valley, though at 40 degrees, just a little bit of mixing there in the atmosphere. overall though, notice how cold everyone is 4 to 6 degrees on average for the east bay and south bay and napa eight degrees colder compared to yesterday. a good visibility. we've got our frost advisory for the inland valleys of the north and east bay and south bay this morning, also into monday, but we'll get into more cloud cover monday afternoon. here are two dry days, sunday and monday. and then for tuesday, looking at some morning lightrillionain a level one system with the rainfall very very scant. as we look at your sunday afternoon, it is sunny and monday, with the feature getting close to the bay area but no rain for us, cloudy skies. and then here's a look at 630 on tuesday morning as some rainfall moves into the north bay, and this will continue to slide to the south. kind of fall apart as we get into the mid-morning hours on tuesday. that's about all we can manage
6:20 am
with the tuesday system. here's a look at the amounts anywhere from about nine hundredths less than a couple hundredths there in the south bay, maybe a 10th or so up in the north bay. so very weak system that happens a lot when we have the cold air in place, and we're going to have several systems that we have to decipher throughout the latter part of the week, whether or not they're going to hold on to that moisture content as they get closer to the bay area. 54 in concord today, sunny skies with mid 50s in richmond. and so temperatures a little bit below average in that narrow range. and then overnight tonight, look how cold it is with 32 in livermore freezing temperatures there, upper 30s in san rafael with mid 30s in the south bay, san francisco at about 40. that's a cold morning. so the accuweather seven day forecast we've got the frost to continue through your monday extra cloud cover level one system on monday. by tuesday, i should say. then again on wednesday. and then as we look at that break on thursday, looking at more shower activity into next weekend. stephanie.

crediting the coast guard doctor and a sea lion that he named herbert for saving him. he believes this steel net would have been a difference maker in his case. >> i would have hesitated, i believe, with enough time for patrol officers to wonder, why is that kid just standing there, leaning over the rail, crying his eyes out? people who come to the bridge to harm themselves are in a tremendous amount of pain, and they want to escape pain. >> a fall into the net is one that will be painful. it is stainless steel. it's a 20 foot fall. uh it will it will be incredibly painful and may cause injury. and while paolo schwartz of the golden gate bridge highway and transport district admits that the steel net might not stop all jumps last year there were 14 suicides here. >> well below the 30 that are usually seen at the golden gate bridge. each year. but some have questioned the project, one that cost $224 million. >> i have not seen convincing
