>> oh, did we ever. yeah even in san francisco, low 40s. that is certainly cold. but everyone else was in the 20s and 30s. here's a look at our satellite and radar right now that shows some showers offshore not affecting us. but in san jose, temperatures right now in the low 40s, 43 in hayward, as well as san francisco, half moon bay up to 45. and as we look at the golden gate bridge, the interior valleys have had plenty of cold air. but santa rosa 42 recovery. there 37. petaluma and concord with 35. napa and livermore. so that's certainly up a few degrees since last hour, but still ten degrees colder than you were yesterday at this hour in concord and the north bay is running behind as well as san jose. so in the 30s, for the next hour and then by noontime, we're in the 50s, sunny skies throughout the day, breezy at the coast, mid 50s, a cool day today, rain showers arriving in the next few days. how big is the system? we'll talk about it and how much rainfall coming up. >> stephanie busy week ahead.

lisa. thank you. developing news now. united airlines is suspending all of its 737 max nine planes. this comes after alaska airlines had an emergency landing when a section of the plane, known as a plug door, detached, and this is near the rear end of the aircraft as for that investigation, the ntsb is now looking for this part of the plane that dropped nearly 60,000ft from the sky and into an organ neighborhood. thankfully, no one was seated where the plug door was, and the panel of that part of the plane blew out ten minutes after takeoff, the chair of the ntsb said. the situation could have been much more dire if the flight made it to its cruising altitude, with people walking around the cabin. >> our investigator right now is focused on this particular aircraft and we're early on in the investigation, so we can't make any uh- broad statements about the fleet. but i am very encouraged again that the faa took action to temporarily

ground this particular aircraft for inspection. >> and you can see the faa ordered the grounding of this model of the boeing plane, although it's unclear what or who is to blame for the accident. engineering and quality problems have plagued boeing in recent years. today marks the first full day of this investigation. brian taking a live look now at sfo as we track those canceled flights and grounded planes. right now, we know that united has canceled 29 flights into and out of sfo and alaska airlines has canceled 24 flights so far. that's all. according to flightaware. but it's still unclear if all of those are related to the grounding of those 737 max nine seconds, the grounding is expected to last into the week. all three bay area airports are feeling the impact of the faa's temporary grounding order oakland, sfo and san jose mineta airports combined saw dozens of

flight cancellations as we just spoke about. abc seven news reporter cornell bernard says one alaska airlines plane actually had to return to san jose for inspection. more than an hour into the flight. >> actually, my wife noticed we're going in the wrong direction. they're coming back. >> tom lopez is vacation to puerto vallarta was cut short saturday an hour and a half after his alaska airlines flight took off from san jose mineta airport. >> five minutes later, captain got on and said, we've been instructed we have to go back to san jose. >> lopez says he heard the captain discuss the plane needed to be inspected. >> he never said emergency saturday, the faa temporarily grounding some boeing 737 max nine airplanes after this alaska flight from portland to ontario lost a cabin door plug mid-flight on friday night. >> no one was hurt, but lopez wonders why his flight was allowed to take off. >> that was my big thing. i just can't believe somebody dropped the ball and let the plane go off in the air.

>> by saturday afternoon, 42 flights were canceled at sfo, including 27 alaska flights and 14 on united. we saw four alaska jets parked on this sfo tarmac, an aviation expert tells abc seven news. the planes are 737 max nines. the faa is requiring immediate inspections of the planes before they can return to flight. in a statement, the agency saying safety will continue to drive our decision making as we assist the ntsb investigation into alaska airlines flight 1282. mueller family from portland is flying home and feeling a bit uneasy after seeing video of the in-flight emergency on social media. >> so yeah, it's a little concerning, especially since we're like flying the day after. it's kind of a chance you take, like going on planes and, you know, have to get home either way. >> so at sfo, cornell, bernard, abc seven news. >> yeah, same. >> now to new details overnight. police are investigating after a person was shot last night in

san francisco's mission bay neighborhood. witnesses say it happened somewhere between the mission rock resort and chase center. officers responded to calls of the shooting just after 10 p.m. and found the victim nearby. that victim was taken to san francisco general hospital with life threatening injuries. developing news in the east bay uc berkeley's warn me system says authorities are clearing the scene for a reported emergency. now, people near the university village were being asked to stay away from doors and windows and we are still working out to find the exact cause of this emergency. and we will stay posted on the latest information as soon as we get it . also in the east bay, a string of violence happening in oakland . police are investigating multiple shootings, at least two of which turned deadly. one happened just before 6 p.m. yesterday at seminary avenue and san leandro street. officers found a woman shot when they arrived on scene. she was taken to the hospital where she later died. no arrests have been made.

about two hours later, a man was shot near a store on linden streetrillionight. near 30th. police say when they showed up, they learned the victim had already been taken to the hospital. they say he later died from his injuries. no arrests have been made in that case either. oakland police are also investigating a shootout that ended with a car crashing into a home. officers were alerted by gun detection technology. they determined people in two cars were shooting at each other in the area of east 17th street and 55th avenue. we also have new details in the deadly shooting of oakland police officer twan lay, the east bay times reports. the mother of one of the suspects has been arrested, and jail records indicate she's now in custody. she's accused of being an accessory after the fact, according to the report, the mother of mark, demetrius sanders, is accused of attempting to destroy evidence and helping him leave the state. she is scheduled to be arraigned tomorrow and is being held without bail. now the effort to

recall oakland mayor shengtao is officially underway today. in fact, a letter of intent was sent via certified mail to the mayor on saturday organizers tell abc seven news reporter anser hassan. crime is a driving factor for signed, sealed and soon to be delivered. >> the recall of oakland mayor sheng tao is officially underway . >> there's too many. there are too many lives that have been lost, too many cars stolen, too many people who've been robbed coming from a bank followed home . too many things. too many businesses have closed. just just, you know, this mayor has blood on her hands. >> retired alameda county superior court judge brenda harbin forte is leading the recall campaign. the letter of intent was sent certified mail to mayor tao on saturday. the letter states you lack the competency, credibility, judgment and the ability to lead what was once a great american city, the letter says. grounds for the recall include creating a public safety crisis by systematically dismantling the oakland police department, delaying opd's exit from 20

years of federal oversight, missing the retail theft grant and rising crime businesses were not leaving are leaving oakland at this pace before she came into office. >> so we can't pretend that there's no correlation between her decisions and what is happening with the city now. >> oakland city council member noel gallo says he's surprised by the recall and doesn't support it. he thinks it will create more divisions in city hall. but he adds he supports voter rights to take action. people are frustrated. >> they're disappointed. they want immediate action to bring back oakland to a level where it used to be mayor tao has admitted to mistakes at previous public forums, such as missing a multi-million dollar state grant deadline to fight retail theft. >> i am the mayor, so i take full responsibility for that. >> but mayor tao supporters point to new programs already underway, such as grants for small businesses and new policing initiatives. even as oakland tackles a historic deficit and they argue, though,

crime may be up, it's not at historic levels. harbin forte was on the oakland police commission until she was removed by mayor tao last year. oakland city council member carol fife sees the recall as a political stunt. it's very disturbing that an individual that was released from the police commission for a number of factors is a part of an effort to unseat a newly elected mayor, harbin forte dismisses such accusations. >> what's happening in oakland is serious. it is significant and we don't need anybody in this process who is trying to are trying to settle a grudge, and i certainly am not doing that. >> mayor tao's office did not respond to requests for comment. the mayor now has seven days to respond to the letter. in oakland, anser hassan, abc seven news. >> a hindu place of worship was hit with anti-india graffiti in hayward vijay's sherawali temple was vandalized in support of a sikh separatist movement. it calls for establishing a homeland in northern india. this

was wrongly accused in san francisco, voters will be asked to help the downtown area recover and take on the drug crisis. abc seven news reporter tara campbell has a look at the three measures that will be on the ballot. we need to dig in and we need to go harder and stronger for a plea from mayor london breed saturday, asking city voters to get behind three propositions and not be afraid to make the hard decisions that are going to get us to a better place. >> flanked by local leaders and in front of hundreds of supporters, the mayor outlined proposition c, e, and f, the first prop c, is aimed at revitalizing san francisco's downtown. downtown is not going to be what it was before the pandemic, but it it can become something better. >> the measure would incentivize investors by waiving the city's transfer tax on office buildings that are converted to housing for the buildings that can be converted from office to

housing, and some of them can be . >> we need to make sure that our very high transfer tax is not making that economic impossible. and from housing to policing, prop e looks to lighten the load of paperwork on officers. >> right now, it's taking up about a third of their time. the measure also makes way for the use of surveillance video drones and facial recognition. it's so important to make sure that we are giving the tools, but that doesn't mean we let up on reforms. >> that doesn't mean that we don't focus on making sure that there's clear reporting and transparency. >> and finally, to the fentanyl crisis and proposition f, it would require people struggling with addiction to be enrolled in treatment in order to continue receiving welfare, not requiring them to be clean and sober, but requiring that they be in a treatment program if they want benefits of the city. the mayor

first introduced the idea last year, and it faced immediate scrutiny when they say this is a punitive measure by denying people access to ga. >> but it's more punitive to me when a person is lying down on the streets and dying and we just walk past them every day, we're not taking away shelter options. >> we're not taking away housing options. we're not taking away the door that opens to help people struggling get the help and the support they need. tara campbell, abc seven news the snow in the sierra is bringing dangerous conditions for drivers this weekend. >> if you're driving on i-80, chains are required. officials are reporting multiple accidents and spinouts experience coming up here. >> there was a lot of snow, so we've seen maybe 3 or 4 accidents. well, we were trying to make it to tahoe donner. but we underestimate how long it was going to take. there in the snowy conditions. >> relatable, right? the storm

brought some much needed snow to the area. in fact, the berkeley snow lab recorded 30% of the average snowpack before the start of the weekend, compared to 185% from the year before. for and here's video proof of that. yes, i took this video last year when i was up in tahoe, a time when the area had plenty of snow, and you can see this guy, no shirt, no jacket, just shoveling the snow from the roof. and he said, you know what? that means? that's a tahoe native right there. and then you look at us this morning, bundled up as we walk outside because it is cold. >> so still out there? yes. and the cold air in san francisco, certainly not as cold as it was in our inland valleys, because the frost advisory was for the inland valleys all around the bay, but closer to the water. we held on to some of the 40s and another frosty night tonight as our frost advisory goes into effect at midnight through 10:00 monday morning. look at the flow out of the north there and some of the showers right along the

coastline. so we are certainly in a cold trajectory as we go through the next couple of days. and the storm track is active in the pacific. but going up and over the ridge, we're going to see a few very weak systems slide down and just kind of graze the bay area come tuesday and wednesday, and barely a level one on our storm impact scale. we'll get to that in just a moment. it is 44 in san francisco, 45 in oakland. half moon bay is in the upper 40s with low 40s san jose and hayward. and a look from our sutro tower camera skies are clear, temperatures are cold, and our inland valleys with santa rosa actually the mildest at 42 upper 30s. petaluma and fairfield with 37. in concord, 35 livermore and napa. so finally coming up, we're in the upper 20s in our east bay inland valleys, and we will see that wind chill once again, perhaps, but more likely, less wind. tonight we saw 24. it felt like 24 by the delta this morning, but chilly conditions continue

throughout the morning hours. we'll have a dry day today. sunnier today than it will be on monday. cloudy will be increasing. no rain though the next chance of rain is a very weak system. arriving on tuesday morning. here's a look at the day to day with the clear sky. and then as we get into the overnight hours, it's frosty waking up to a little bit more cloud cover. this may help us just a little bit, keeping us perhaps out of the 20s, but still, that frost advisory tuesday morning. here comes a little bit of scattered shower activity, and as we go through the rest of the morning, you can see 930 hung up along the coast there. that will probably be our best rainfall totals right along the shoreline for a 10th. you can see half moon bay. maybe san mateo and san francisco. otherwise a couple hundredths to near nothing at all. right on through tuesday. then another system takes another familiar track on wednesday. but this could be a better snow maker for the mountains. notice we could see hopefully a foot of rain, a foot of snow, that rain

$224 million safety plan to try to deter suicides on the bridge is now finished. nearly a decade after the project was approved. they're now sits a suicide net installed on both sides of the bridge. abc seven news reporter j.r. stone found mixed reactions to this new addition from a distance, you don't notice it, but look closely just below the sidewalks on both sides of the golden gate bridge and you'll see a net it provides people a second chance. >> it's a steel net, one that if it had existed, then it may have caught kevin hines. >> when he jumped off the golden gate bridge. many years ago, a move that he says he instantly regretted. hines, though, was one of the few who survived, crediting the coast guard doctor and a sea lion that he named herbert for saving him. he believes this steel net would have been a difference maker. in his case. >> i would have hesitated, i believe, with enough time for patrol officers to wonder, why

is that kid just standing there, leaning over the rail, crying his eyes out? >> people who come to the bridge to harm themselves are in a tremendous amount of pain, and they want to escape pain. a fall into the net is one that will be painful. it is stainless steel. it's a 20 foot fall uh- it will. it will be incredibly painful and may cause injury. >> and while paolo schwartz of the golden gate bridge highway and transport district admits that the steel net might not stop all jumps, last year there were 14 suicides here, well below the 30 that are usually seen at the golden gate bridge. >> each year. but some have question the project, one that cost $224 million. >> i have not seen convincing evidence that we're actually going to be saving that many lives, or that the several hundred million invested this way was the best way of saving the most lives. doctor john crews wrote a column in clinical psychiatry news where he

questioned the lack of data on regional suicide rates. >> after these type of measures have been put into place, saying he is doubtful that those working so hard to get to the golden gate bridge just won't go somewhere else, and it does not seem on the face of it, logical to me to say that someone that determined to die is only determined to die because the golden gate bridge has such a magnetic draw that will make such a statement. still, though, survivors and family members of victims lost to the bridge are overjoyed by this net, i'm grateful every moment of every day to walk this earth and i think that all the people involved in raising the net are cheering internally right now and very grateful for this accomplishment. 95% of the barrier is up along the 1.7 mile bridge, with just temporary work left in the remaining areas. jr stone, abc seven news if you or someone you know is struggling

resettle palestine indians out of gaza. now, he says that is, quote, outright official and unequivocally not israel's position. meanwhile us secretary of state antony blinken is now calling on middle eastern nations to ensure the conflict is contained and prevent a quote , endless cycle of violence. new video shows blinken leaving jordan on his way to doha as he continues his trip in the middle east. he's in qatar today during the trip, he will discuss several issues with world leaders. that includes what could be done to protect civilians in gaza and increase deliveries of humanitarian aid closer to home. now, police are investigating a major crash on interstate five just outside of bakersfield. two people confirmed dead and nine others are injured after 35 vehicles crashed into each other, including 18 big rigs. it happened yesterday morning, drivers reported seeing heavy fog in the moments leading up to the crash. >> the fog hit all i heard was

in our inland valleys. we had some 20s and more tonight as another frost advisory from midnight to 10:00. monday morning takes us through this cold air mass into monday. but then by tuesday will be a little bit milder. so the sunnier day is today. some clouds on monday. and as we get into the next week, weather system that will bring up temperatures soared of. but it's going to be a little wet to start out your tuesday morning. there's a look at today where it is nice and sunny. the clouds increase for monday and then by tuesday stopping this early at 7:00 you'll see the scattered showers from the east bay to the north bay and then falling apart there on the peninsula. and, you know, yesterday, a 10th to 2/10, even less than that with this system on tuesday, with a couple hundredths to perhaps a 10th of an inch of rain. but it does look to be the system behind it. on wednesday, a better snow maker in the sierra nevada. so while these will not be significant, rainmaker in the bay area could see an additional
