forcing an emergency landing. officials say the door plug depressed, authorized just after the plane took off friday, with more than 100 passengers and crew on board. >> it was described as chaos and it was very violent. but when the uh- rapid decompression and the door was expelled out of the plane, the ntsb chair says investigators are documenting the damage before sending parts to a lab. >> they were able to find the cockpit voice recorder, but it was recorded over leaving them with none of the data to use in the investigation. bay area airports are seeing delays and cancellations related to the faa grounding. of the 737 max nine abc seven news reporter lena howland is live from sfo this morning. lena reggie, good morning to you. >> sfo is still feeling the impacts of friday's incident so far this morning. as of about 330 in the morning, they had already experienced 49 canceled flights and 18 delays so far.

now, this comes after the faa grounded nearly 200 boeing 737 max nine airplane over the weekend, and the agency is still in the process of conducting an urgent investigation of the aircraft. now three days after that terrifying mid-air emergency that left a hole in the side of an alaska airlines jet over the weekend, we saw several of those planes in question parked on an sfo tarmac away from terminals. a ground crew was looking at the planes. the grounding canceling dozens of alaska and united flights sunday on a busy travel day when the airport was seeing lots of post holiday travelers come and go, what they call that the flight is canceled, i said. >> i've already checked out of the hotel. what are they going to do? >> we are very, very fortunate here that this didn't end up in something more tragic. no one was seated in 26 a and b where

that door plug is. >> alaska airlines posting on x. we are deeply sorry for the disruption. the 737 nine max grounding has caused our guests. we expect the disruption to last through at least mid week. there have also been a handful of cancellations and delays in oakland and san jose, so this is a very important reminder to check your flight status before you go live at sfo. lena howland abc seven news thank you lena. >> developing news in the battle over berkeley's people's park today, workers say they will finish putting up a barrier of shipping containers around the park. uc leaders are trying to build student housing on that land. it's just a few blocks south of cal's main campus. crews started to clear the park last week. they dismantled what was left of an encampment. police faced off with dozens of protesters, making seven arrests. neighbors are reacting to the new barrier being set up. some of them say the park should be preserved. others are in favor of the housing project. i

intent was sent certified mail to mayor tao on saturday. the letter states. you lack the competence, credibility, judgment and the ability to lead what was once a great american city, the letter says. grounds for the recall include creating a public safety crisis by systematically dismantling the oakland police department, delaying opd's exit from 20 years of federal oversight, missing the retail theft grant and rising crime businesses were not leaving, leaving oakland at this pace before she came into office. >> so we can't pretend that there's no correlation between her decisions and what is happening with the city now. >> oakland city council member noel gallo says he's surprised by the recall and doesn't support it. he thinks it will create more divisions in city hall, but he adds he supports voter rights to take action. >> people are frustrated. they're disappointed. they want immediate action to bring back oakland to a level where it used to be. >> mayor tao has admitted to mistakes at previous public forums, such as missing a

multi-million dollar state grant deadline to fight retail theft. >> i am the mayor, so i take full responsibility for that. >> but mayor tao supporters point to new programs already underway, such as grants for small businesses and new policing initiatives. even as oakland tackles a historic deficit. and they argue, though crime may be up, it's not at historic levels. harbin forte was on the oakland police commission until she was removed by mayor tao last year. oakland city council member carol fife sees the recall as a political stunt. >> it's very disturbing that an individual that was released from the police commission for, for a number of factors, is a part of an effort to unseat a newly elected mayor, harbin forte dismisses such accusations . >> what's happening in oakland is serious. it is significant and we don't need anybody in this process who is trying to trying to settle a grudge. and i certainly am not doing that. >> mayor tao's office did not respond to a request for

comment. the mayor now has seven days to respond to the letter. in oakland, anser hassan, abc seven news. in the south bay, a former top san jose city employee is suing the mayor for defamation, according to our media partners at the mercury news, stacy katz. >> brown filed the suit last week. she says her firing and the narrative surrounding it has impacted her career. she was hired as a budget director last year and spent less than a week in that position. brown claims mayor matt mehan and chief of staff jim reid accused her of leaking information about his pick for vice mayor and the suit claims she was wrongly accused. >> and new development san francisco based cruz is offering $75,000 to settle accusations the company misled regulators about an october crash in san francisco. it involved a woman who was hit by a human driver and then dragged nearly 20ft by one of the company's drivers. s cars. cruz ended up having its permits to operate pulled in the aftermath and a filing friday, cruz said it hired a law firm to

investigate its interactions with the state and plans to make the findings public before a hearing next month, a spokesperson said. in a statement to our media partners at sf standard, cruz is committed to rebuilding trust with our regulators, increased transparency and cooperation with the cpuc, and providing the data, information the commission needs to ensure that av service is safe, equitable and accessible. neighbors and san francisco's fillmore and western addition neighborhoods are angry this morning about a plan to shut down a safeway store. the community says it's more than just a bag of groceries. we first told you about this last week when safeway announced plans to close the store on webster street. the company says they're selling the property, and it'll be turned into a mixed use development. some residents are worried about the impact on seniors and the disabled. they believe the plan will also have long terme negative implications on the city's black community. some blame mayor london breed and for london to not even fight for the black community to have this store stay here for the

of people this morning. they are digging out as another storm moves to the east. heavy snow and powerful winds created hazard conditions on major highways. you can see these trucks jackknife thing spinning off the highway and off the roads. this is a highway outside of boston. the city saw its first major snowfall in two years. a second storm is expected to hit much of the country this week. it's pushing east with blizzard conditions in some states and then in the south tonight, there's a high risk of flash flooding as heavy rain and wind are in the forecast. large hail, even a chance of tornadoes could hit late into the night and into tomorrow. from houston to tallahassee. now here in california, ski resorts in tahoe finally celebrating fresh snow. but it made for some serious problems on the roads all weekend with multiple accidents

and spinouts. things have calmed down this morning. there are no chain controls on either interstate 80 or highway 50. but look at palisades tahoe, the resort has gotten at least a foot and a half of snow, and it's attracting everyone out to the mountains. many people so say, though it's been a challenging drive, variants coming up here, there was a lot of snow. >> we've seen maybe 3 or 4 accident. that's where. well, we were trying to make it to tahoe donner, but we underestimated how long it was going to take there in the snowy conditions. >> last week, the berkeley snow lab recorded just 30% of the average snowpack in the sierra, compared to 185% the year before . >> new this morning, san francisco is on the shortlist of contenders to receive a panda from china. the news comes as the chinese foreign minister promised that giant pandas could return to california by the end of the year. glory at the live desk with the details of this possible partnership.

>> good morning reggie. this is exciting news. abc seven news obtained a letter from mayor london breed to chinese president xi jinping, and in it, she says that after apec, she wants to grow our friendship to greatly benefit our youth and to continue our joint efforts on panda conservation. and she suggested a partnership with the san francisco zoo to host the giant pandas. the letter also reveals how mayor breed first made the panda request as she, while bidding him farewell on the tarmac as he departed from apec. multiple sources close to the effort confirmed to abc seven news anchor dion lim that san diego was also in the running for a possible panda. however, given the relationships that were built and strengthened during apec, it's believed that san francisco has the advantage. this comes after the end of a 50 year conservation program with the chinese government, and it expired in november as a result, zoos across the country returned their pandas to china. so we're

>> lena, thank you. house and senate leaders say they've agreed on a spending deal for government funding in 2024. it's the first step to averting a partial shutdown next month. the deal would set spending at $1.59 trillion for this fiscal year. more than $880 billion will go toward defense spending, 704 billion will be for non defense spending. there are also there's also a 69 billion side deal that could go toward additional domestic spending. the agreement reduces the chance of a shutdown down. but congress will still have to approve stopgap funding bills before it's finalized and voted on. >> house republicans have said a hearing for wednesday on a plan to impeach homeland security secretary alejandro mayorkas. this move would make mayorkas the first impeached cabinet secretary in nearly 150 years. gop members have been seeking to remove mayorkas over his handling of the us border crisis. mallorca says downplayed his impeachment concerns this morning. there are more

during yesterday's game at levi's, a team honored a local hero, a u.s. marine corps combat fighter pilot. >> she's also the first indigenous woman from nasa to go to space commanding a mission to the international space station. our dan noyes interviewed colonel nicole mann at the game and gives us her story in her own words. >> hi, i'm astronaut nicole mann and a colonel in the united states marine corps. i grew up here in northern california, and we're attending the 40 niners game today. our front line hero of the game, colonel nicole mann . so i was born in petaluma, california, just north of the city, and went to school at rancho cotati high school in rohnert park. uh- after there, i went to annapolis, the united states naval academy in maryland. i knew i wanted to serve in the military, and i was interested in engineering. and so that was a great school for both of those. after that, i went to grad school back here in california at stanford university, and then off to flight school in the marine corps. i got my wings and learned to fly the f-18, which

is a hornet, and did two combat deployments off the aircraft carrier uss enterprise in iraq and afghanistan. >> what's more exciting, your first landing on a carrier or blast off on space-x? oh let's see. >> first landing on a carrier or launching on space from the planet. both were so exciting. both were beginnings of new chapters in my life. and i was the commander of crew five. and that's a space spacecraft. it's incredible to be in space. mom, look, i'm finally in space. we launched from kennedy space center in florida to the international space station, where my crew and i spent 157 days in orbit around our planet, where we conducted over 250 scientific experiments, seven spacewalks outside the door, a ton of outreach events and upgrades to the space station. it was an incredible experience and an incredible view of our planet from outer space. >> and as you just saw, splashdown of crew five.

violence. >> a court this weekend once again blocked a california law banning concealed guns in public places like libraries and amusement parks. on saturday, the ninth circuit court of appeals reinstate the hold on the concealed carry law. it was temporarily halted last month by a district judge. the judges say the measure violates the second amendment and that gun rights groups would be successful in proving it unconstitutional. the governor's office says the decision puts the lives of californians on the line. >> former president donald trump is expected to make at least two appearances in court this week, according to cnn sources. he's planning to attend federal appeals court arguments on presidential immunity in dc tomorrow. then on thursday, he'll be at the closing arguments in his new york civil fraud trial. trump maintains that he did nothing wrong. >> a vigil to honor tyree nichols was held in sacramento this weekend at the skate park, named after him. it's been a year since nichols, who was a sacramento native, died after a
