most of the north bay parts of the inland east bay, parts of the south bay, we just have temperatures in the 30s, if not the upper 20s. in some spots you may see some frost forming on your vegetation and your windshield. taking a look at how the day shapes up, we'll find more clouds rolling in as the day rolls on. partly sunny skies. temperatures only in the mid 50s for daytime highs. that's a look at the forecast. let's say hi to gloria. good morning. >> good morning drew. good morning everyone. we enjoyed a couple of nice weeks on the road with slower traffic with the holidays, but looks like some of that traffic is back on this monday. this is a look at your bay bridge toll plaza, and you could see that it is pretty busy out there this morning. the metering lights flipped on at 535 today and then a look at the san mateo-hayward bridge. again. some traffic here, but no major issues or delays there. >> developing news on a critical discovery in the investigation of that scary incident on board in alaska airlines flight. the boeing 737 max nine has a door plug, which is essentially a part of the fuselage. it fell

off after takeoff and it has been found. the ntsb says. a teacher in portland, oregon, found it in his backyard. as you can see, it left a huge hole on the side of the plane, forcing an emergency landing. officials say the door depressurized just after the plane took off friday, with more than 100 passengers and crew on board. >> it was described as chaos, and it was very violent. when the uh- rapid decompression and the door was expelled out of the plane, the ntsb chair says investigators are documenting the damage before sending parts to a lab. >> the cockpit voice recorder won't help. it was overwritten because the ntsb says maintenance teams didn't retrieve it in time. bay area airports are seeing delays and cancellations related to the faa grounding. of the 737 max, nine abc seven news reporter lena howland is live from sfo this morning. lena reggie, sfo is still feeling the impacts from

friday night's incident. >> as of about 330 this morning, there had already been 49 canceled flights here and 18 delays. now this all now alaska airlines and united airlines, two major operators of the boeing 737 max nine, canceling a combined 342 flights today across the country. this comes after the faa grounded all 737 max nine aircraft following friday night's mid-air incident, according to flightaware, 138 alaska flights were canceled today, which makes up about 20% of its schedule moments ago, i talked to one of our abc seven news producer reporters who was on his way back from buenos aires when his connecting flight to sfo in houston was abruptly canceled because it happened to be a 737 max nine airplane. now he has to take another layover in palm springs, getting home at least eight hours later than planned, of course. >> yeah, i'd rather be home right now, but at the same time,

the park. uc leaders are trying to build student housing on that land. you can see here on the map. it's just a few blocks south of cal's main campus. crews started to clear the park last week. they dismantled what was left of an encampment. people faced off with. excuse me. police faced off with dozens of protesters, making seven arrests. neighbors are reacting to the new barrier going up. some of them say the park should be preserved. preserved. others are in favor of that housing project. i represent a part of berkeley that's been here a long time. >> people's park is not usable. i mean, i used to i used to work on telegraph avenue, and i was here in the early 70s. construction at the park can't begin until after the state supreme court settles a lawsuit over the park's future. >> the university believes the ruling will be in their favor. oakland mayor shengtao has until the end of the week to respond to a letter of intent to remove her from office. >> the letter was sent by certified mail over the weekend to the mayor. grounds for the

recall include creating a public safety crisis, delaying the oakland police department's exit from two decades of federal oversight. it also cites mayor tile's role in missing a retail theft grant. organizers hoping to recall her say crime is another driving factor. >> there are too many. there are too many lives that have been lost, too many cars stolen, too many people who've been robbed coming from a bank followed home. too many things. too many businesses have closed. just, just, you know, this mayor has blood on her hands. she has blood on her hands. it's very disturbing that an individual that was released from the police commission for a number of factors is a part of an effort to unseat a newly elected mayor, council member pfeiffer is referring to brenda hartman. >> forte. you just saw her at the post office there. she was released from the police commission by mayor tao oakland officials against the recall say the recall could cause more divisions in city hall. abc seven has reached out to mayor tao's office for a response on

the matter. we have not yet heard back in the south bay, a former top san jose city employee is suing the mayor for defamation, according to our media partners at the mercury news, stacy katz. >> brown filed the suit last week. she says her firing and the narrative around it has impacted her career. she was hired as the budget director last year and spent less than a week in the position. brown claims matt mahan, the mayor and chief of staff, jim reid, accused her of leaking information about his pick for vice mayor. the suit claims she was wrongly accused and new development san francisco based cruz is offering $75,000 to settle accusations the company misled regulators about an october crash in san francisco. >> that crash involved a woman who was hit by a human driver and then dragged nearly 20ft by one of the company's driverless cars. cruz ended up having its permits pulled by the state and is facing over $1 million in fines. in a filing friday, cruz said it hired a law firm to

investigate its interactions with the state and plans to make the findings public before a hearing next month. a spokesperson said in a statement to our media partners at sf standard, cruz is committed to rebuilding trust with our regulators and increased transparency and cooperation with the cpuc and providing the data and information the commission needs to ensure that av service is safe, equitable and accessible. >> new this morning, san francisco is on the short list of contenders contenders to receive a panda from china, and the news is coming. as the chinese foreign minister promised that giant pandas could return to california by the end of the year. gloria is at the live desk with the details on that. hi, gloria. >> good morning. kumasi many are excited about this. abc seven news obtained a letter from mayor london breed to chinese president xi jinping, and in it, she says that after apex, she wants to grow our friendship to greatly benefit our youth and to continue our joint efforts on panda conservation. she suggested a partnership with the san francisco zoo to host the

giant pandas. the letter also reveals how mayor breed first made the panda request to xi, while bidding him farewell on the tarmac as he departed from apec. multiple sources close to the effort confirmed to abc seven news anchor dion lim that san diego was also in the running for a possible panda. however, given the relationships that were built and strengthened during apec, it's believed that san francisco has the advantage and this comes after the end of a 50 year conservation program with the chinese government that expired in november. as a result, zoos across the country returned their pandas to china. and i know a lot of people would love to see a panda right here in san francisco. >> guys, thank you. gloria. a winter storm over the weekend in the sierra nevada causing blizzard conditions. blizzard like conditions. the road conditions for those who made the trek. >> plus the latest on rescue efforts for five people trapped in a cave. the mission planned for today, 610 this morning. >> we have clear skies out there

in two guides are stuck. rescue divers say they have to wait until the water level drops to get them out, but that will be challenging because they're dealing with low visibility inside the cave and near freezing water temperatures. winter weather is causing problems for millions of people this morning. they're digging out as another storm is moving to the east. heavy snow and powerful winds created hazardous conditions on major highways, including in boston. the city saw its first major snowfall in two years. a second storm is expected to hit much of the country this week. it's pushing east with blizzard conditions in some states and in the south tonight, there's a high risk of flash flooding as heavy rain and wind are in the forecast. large hail, even a chance of tornadoes could hit late into the night and into tomorrow. from houston to tallahassee. now here in california, ski resorts in tahoe finally celebrating fresh snow. but it made for some serious problems on the roads all

weekend with multiple accidents and spinouts. things have come down this morning. there are no chain controls on either interstate 80 or highway 50, but let's take a look at palisades tahoe. the resort has gotten at least a foot and a half of snow, and it's attracting everybody out to the mountains. but many say it's been challenging to drive variants coming up here. >> there was a lot of snow. we've seen maybe 3 or 4 accidents. well, we were trying to make it to tahoe donner, but we underestimate how long it was going to take. there in the snowy conditions last week, the berkeley snow lab recorded just 30% of the average snowpack in the sierra. >> that was compared with 185% from the year before a bay area native ended up making history at the golden globes. >> ali wong, who is from san francisco and grew up in pacific heights, won best lead actress in a limited series for her role in beef. she became the first asian american woman to win that

we'll stay in the 40s for the most part, so not anticipating another round of frost advisories later on tonight. here's future weather. our next system on tuesday in the morning first arrives in the north bay. there's not a lot of moisture with this system. it moves through very fast. by the middle part of the day, we're pretty much wrapping up this system. sunshine appears for the back half of our tuesday, and then another impulse of energy moves in here on wednesday. again, the showers are light. they're very scattered in nature. when you look at total rainfall tuesday into wednesday, no huge totals. most of us will find less than a quarter of an inch of rain as this system moves through northern california, we'll get some snow in the sierra. winter storm watch begins tomorrow evening. we're thinking about a foot to a foot and a half in many locations. some of our highest peaks. likely seeing that foot and a half will likely see some chain controls in effect, especially wednesday morning, as some of this heavy snow starts to fall down. here's the accuweather seven day forecast. next seven days you frosty this morning. some sun this afternoon. showers tomorrow

is busy on 680 through walnut creek, but no major delays. right there. kumasi. >> thank you, gloria. developing news. the door panel that broke off of an alaska airlines plane mid-flight has been found and recovered by the ntsb. a teacher in portland, oregon, found it in his backyard. and this morning, bay area airports are seeing delays in cancellations related to the grounding of the boeing 737 max nine. abc seven news reporter lena howland joining us live at sfo with the latest on that. hi, lena. >> hi, kumasi. we are at the alaska airlines ticket counter inside of sfo right now. where we are seeing quite a few people trying to get some help right now at the ticket counter, as sfo is experiencing a total of 49 cancellations and 19 delays. so far today, alaska airlines and united airlines, two major operators of the boeing 737 max nine, canceling a combined 342 flights today. this comes after the faa grounded all 737 max

nine aircraft following friday night's mid-air incident, many of which we saw parked on an sfo tarmac away from terminals on sunday. earlier this morning, i talked to one of our abc seven producer reporters who is stuck in houston right now because of this. and that's because his connecting flight to the sfo got canceled because it happened to be a 737 max nine aircraft. >> get this thing that says that, you know, we're putting you on another flight. and i didn't look at the times until later. and yeah, i have to go through palm springs and then to san francisco. and then i have a four hour layover here in houston and another one in palm springs. so i'm getting back home about eight hours later than i had originally planned. >> the faa is saying it's first priority is keeping the flying public safe. we have grounded the affected airplanes and they will remain grounded until the faa is satisfied that they are safe. alaska airlines apologized for this disruption, and they

also said that they expect this disruption to last through at least mid week. live at sfo. lena howland abc seven news. thank you lena. >> neighbors in san francisco's fillmore and western addition neighborhoods are angry this morning about a plan to shut down a safeway store. the community says it's about more than just a bag of groceries. we first told you about this last week when safeway announced plans to close the store, which is on webster street. the company says they're selling the property. they're going to turn it into a mixed use development. but some residents are worried about the impact on seniors and the disabled. they believe the plan will have long terms, negative implications for the city's black community. some are blaming mayor london breed and for london to not even fight for the black community to have this store stay here for the blacks, it seems like they're just moving all the blacks out. >> so you're blaming the mayor on this? >> i blame linda because i think linda should have done more. she was raised in this area. mayor breed has told our partners at

the sf standard quote, this is a real and rare opportunity to add a significant amount of new homes in this part of our city, and even a new grocery store >> san francisco police are investigating a deadly weekend shooting near chase center. police say it happened somewhere between the mission rock resort and the arena on saturday night. when officers got there, they found a person suffering from a gunshot wound, and that person died at the hospital. police say witnesses said there may have been a vehicle involved but did not give any more details. >> voters in san francisco be asked to help the downtown area recover and take on the drug crisis. mayor breed is asking voters to get behind three proposals she outlined props c, e and f. prop c is aimed at revitalize housing downtown. it would incentivize investors by waiving the city's transfer tax on office buildings that are converted into housing. prop f would require people struggling with addiction to be enrolled in

school shooting in iowa planned to march at the state capitol in protest today. >> sixth grader amir jolliff was killed and seven others were hurt when a student gunman opened fire at perry high school last week. it was the first day back after winter break. today, students are planning to walk out around lunch and also deliver a letter to their governor. they're upset over what they call an action on gun violence. >> a court this weekend once again blocked a california law banning concealed guns in public places like libraries and amusement parks. on saturday, the ninth circuit court of appeals reinstated the hold on the concealed carry law. it was temporarily halted last month by a district judge. the judges say the measure violates the second amendment, and that gun rights groups would be successful in proving it unconstitutional. the governor's office says the decision puts the lives of californians on the line. >> all runways that were a part of the fiery two plane crash in japan are now back open at tokyo's haneda airport. the crash happened between the planes on the same stretch of
