>> coming with a new issue for drivers, the lane confusion on interstate 80 more more big waves are coming to the bay area. >> how soon and how long we can expect the king tides, and it may not feel like it this morning, but 20-23 officially the hottest year on record. good morning. this tuesday, january 9th, i'm going to start the check of our forecast. >> it's true. yeah. good morning . it's a little damp out there. we'll have some light showers for the first half of our day outside this morning. not nearly as cold as you were yesterday. yesterday we're in the 20s and 30s this morning. we're in the upper 40s to the low 50s. it's all ahead of some showers are tracking later on this morning. here's live doppler seven along with satellite. you can see that front that is in northern california. it's inching closer to us and it will bring some scattered showers through about noon today. the afternoon we'll actually get some sunshine peeking out. believe it or not, some scattered drizzle this morning, a couple of steadier showers near ukiah and cloverdale right now, but this morning we'll keep it at a level one on the abc seven storm

impact scale. we'll have scattered showers under about a third of an inch of rain for most areas. not a huge rain maker by any means. and the biggest impact is just going to be some slick roadways out there. the winds are gusty at times, but all in all, it's not too breezy with this quick moving front. so san jose right now we are currently dry and quiet. first thing this morning, 8 a.m. will likely find no showers. in the north bay. it's about 11 a.m. noon. we'll have those showers spreading south and east for everybody. and then by about 12 p.m. we're done with this system in the afternoon. look at that. by 3 p.m, it's actually sunny, but it will feel cool with temperatures in the 50s. that's a look at your forecast. i'll see you on the roads with gloria. good morning. good morning drew. >> yeah. you may experience some slick roads this morning i know i did on my drive in, so check this out. this is a live look outside at the golden gate bridge. and you can see roads are a little wet out there. so give yourself a little bit of extra time this morning. and then we're going to get a live look at our highway 80 camera in

emeryville. and traffic is moving smoothly. no major delays today, but again, just slick roads. >> thanks, gloria. well, today boeing is having an all employee meeting to discuss the response to the alaska air incident when part of a 737 max nine plane flew off midair. it's coming as both united airlines and alaska airlines say they found loose parts on multiple grounded max nine aircraft. the chair of the ntsb provided new information about. that alaska air flight flight attendant interviews revealed they were concerned about four unaccompanied minors and three young children in the cabin. >> the communications was so poor that they felt like they they really needed guide and information. uh. and it was it was pretty terrifying. event >> one of the passengers on the flight said the force of the door blown out was so strong it took off. a young man shirt. >> so at first i thought it was just the window. and then i realized it was the whole panel and that the kid who was sitting

in that row, like his seatbelt, had saved his life, because that's why he didn't have a shirt on, was the suction had just torn it off yesterday, the ntsb retrieved the door that had blown off a teacher in portland, oregon, found it in his backyard. >> and it's going to be sent to the ntsb lab in washington, dc to be examined. now if you're flying, you can expect more delays and cancellations today as a result of that. alaska airlines issue. abc seven news reporter lena howland live at sfo this morning with how travelers are being impacted there this morning, lena kumar, say good morning here at sfo. >> we are already seeing more than 50 canceled flights and 25 delays so far this morning. and those are mainly coming from alaska and united airlines. now this is something that has been causing problems for travelers here at sfo and across the country since saturday, when the faa grounded more than 177 37 max nine aircrafts, still, passengers. here at the airport were frantically trying to book

new routes to their destinations . one couple we spoke with got a text last night saying their alaska flight from san jose to oahu was canceled and the value was deposit was deposited in an alaska wallet. they ended up at the sfo united terminal on an alternate flight paid for out of pocket. it's being like tricked, you know? >> and i wanted to use the credit for taking another uh- ticket. uh- for today from alaska. and the price was yes, it was double it was double. they should have made it automatically refunding people's tickets, not really making you call them waiting for 3.5 hours, not being able. i mean i use the chat option, i use the phone option, i use nothing. >> yesterday united said they have started some preliminary inspections on their fleet, including 79 of these planes in question, and confirmed they've already found loose bolts and other parts on some door plugs. alaska airlines said that their crews have prepared each aircraft to be immediately ready

for the required inspection. when instructions are finalized by the faa, and official inspections are likely to take about eight hours to complete. live at sfo lena howland, abc seven news. >> lena, thank you. we have new data that could support the claims that an incomplete freeway project is now endangering east bay drivers. sections of interstate 80 and hercules have either no painted lanes, beat up reflectors, or a temporary paint job. three months after caltrans finished repaving the lanes, the chp says 16 crashes have happened since. >> it's a concern in the morning when the sun's reflecting you don't see any lines. it's a concern when it rains and it's a concern at night. so let's say more than half. the time that the freeway is being used, a lot of residents and drivers cannot see the designated lines at all. >> residents are navigating the area as a dangerous guessing game, not knowing where to go, where to change lanes, or when to merge into traffic from the

on ramp. caltrans acknowledges the issues it's blaming their contractor and the weather. >> the contractor did not get out and complete the work that was assigned, and we got into sort of the rainy season and when the rainy season hits, then we struggle with keeping the striping up. >> the agency confirmed it's working on getting lanes painted in the coming days. >> a new lawsuit has been filed representing hundreds of residents accusing their counties of negligence. these were the images from one winter ago. the flooding and pah'-ha-row, a town with a large farmworker population. the suit claims monterey and santa cruz counties are responsible for the failure of a levee, causing widespread flooding and damage. some feel it's their only hope of repair, anticipating impacts to last for generations. now we've reached out to both counties for comment, but because they both declined and citing this is pending litigation now. now a heads up,

if you are near the water this week, king tides are making their way back to the bay area starting tomorrow. so it means minor flooding in some areas. these tides occur twice a year when the earth comes into alignment with the sun and moon, and it creates extreme high tides along the coast. >> new. this morning 2023 was officially the hottest year on record. gloy is. at the live desk with the data just announced. this morning. that's a warning for all of us about the threat of human caused climate change. gloria. >> good morning reggie. this newly released report from europe's copernicus climate agency is alarming. it shows the global temperature is now flirting with the warming threshold that nations wanted to stay within to avoid the worst consequences of climate change. now, officials say that the extremes observed over the last few months provide a dramatic testimony of how far. we are now from the climate in which our civilization developed. according to the report, 2023.

was 1.48°c above pre-industrial times. that's barely below the 1.5 degree threshold that nations agree to stay within during the 2015 paris climate talks, the copernicus report said that greenhouse gases from fossil fuels were the main factor in warming. but an el nino weather pattern also played a role. the previous record was set in 2016. this. morning, climate scientists are urging us all to do what we can to help reduce emissions and slow the warming. nasa the national oceanic and atmospheric administration and the research group berkeley earth are scheduled to release their own estimates of 2023. temperatures later this week. >> thank you. gloria, outside this morning. the exploratorium camera. it is quite cloudy out there. it's a little damp across the city and in parts of the north bay as we see our next cold front begin to inch closer to us and it will bring some on and off showers throughout the morning. here's how the morning drive sets up. we are at a level

one this morning. much of the rain over the next couple of hours really focused in the north bay. we have a lot of cloud cover and it's not nearly as cold as we were yesterday. we're in the low 50s in most areas. snow frosted advisories in effect, but later on this morning you can see those rain chances do increase a bit. they're not extremely high, but we'll have some scattered showers moving through, especially the first half of the day. here's how the forecast shapes up on our tuesday early on this morning. showers in the north bay right around lunchtime. that's when that front is really swinging through the area. so scattered showers on the docket for everybody. but it's a fast front. by 4 p.m. we have sunshine breaking out and we are dry. little gusty. those winds at 20mph. so we have rain this morning. sunshine this afternoon, temperatures going into the upper 50s for daytime highs. we have a winter storm warning in effect starting at 10 p.m. today we're talking 1 to 2ft of snow, likely above 4000ft. that's where we'll find the heaviest snow. snow levels could drop down to around 2500ft. and that means travel is

now. this was during his court appearance yesterday. he received a sentence of 19 months to four years in prison for attacking someone with a baseball bat. last year. the judge, mary. kay holthus, stressed that the sentence was the same she planned to impose before read and attacked her last week. whoa whoa whoa, hey

reddened faces, seven counts of battery on a protected person, and battery in connection with this attack that case will be heard by a different judge. >> the official law enforcement memorial service for officer tuan lei will be tomorrow morning at 10 a.m. it's open to the public. the service will be held at the three crosses church in castro valley. part of the tribute yesterday for the oakland police officer. he was killed in the line of duty ten days ago. the department's first death since 2009. you might remember how winds blasted holes into several skyscrapers in downtown san francisco early last year. well now, city leaders say changes are being made. high rises built after 1998 will now be required to have window inspections every five years. a san francisco board of supervisors committee just passed that policy. building owners will have to do visual checks every five years, and a more comprehensive inspection every ten years.

>> we're getting an idea of what p-g-and-e's bills might look like as we get into the colder months. the utility says regulator approved rate changes will account for lower natural gas prices than last winter. we'll see close to a 10% decrease, saving you a little less than 20 bucks on gas bills. but other cpuc approved rate changes will cost you more than before. there's a 13% rate hike to pay for burying power lines for wildfire prevention, and it may not be the last increase in 2024, according to one study. >> i have seen for the year as a whole, it could be a rate hike that amounts to $100 a month for the typical customer, and that is honestly shocking beyond words. to combat prices, the department of energy says you should keep your thermostat at 68 degrees in the winter. >> make sure your home is well insulated. also helps in the south bay. >> work is underway to provide outreach and resources to those most at risk. when bay area temperatures get dangerously cold, advocates for the unhoused say the cold temperatures take

many people by surprise. abc seven news south bay reporter zach fuentes has the details. these are extra large hand warmers. >> they're almost the size of this. they last 18 hours. the start of the new year has been an especially chilly one, and few have felt that more than the unhoused. >> this is when people die. advocates say they see many of those deaths related to the weather. >> in the summer. people die from heat exhaustion in the winter. you know, people certainly die of exposure. >> santa clara county data shows that more than 200 unhoused deaths were recorded last year. the advocates say those numbers are even higher. that's why they've come together to provide critical resources to help the unhoused cope with this week's cold weather, have emergency blankets with us. >> we have beanies, we have gloves. >> those are just some of the supplies being handed out here along with food. but the advocates say information is also critical because many who live out here don't have access to a forecast to know that cold or inclement weather is coming, let alone have time to prepare for it. >> the unhoused community the reliance on phones is not very good. so the physical contact to

people is really crucial in getting the word out. >> santa clara county officials say they're working in collaboration with many groups and advocates to provide resources, especially as more cold temperatures are expected. opening warming centers. >> um, wednesday, thursday and friday across the county. so those outreach teams are also, um, getting the word out to folks. >> while the help and information being handed out this week is important, both county officials and advocates agree longer terme solutions have to be a focus. >> the long terme solutions that we are working on are expanding, um, permanent housing programs, developing affordable housing, um, expanding our homelessness prevention in um sort survey acs so that there are fewer people becoming homeless. um, in the first place, that would have to experience these risks. >> still, advocates don't think their work will end any time soon and plan to keep providing resources that are greatly appreciated by many. the feeling you get that people are willing to do this for you without knowing you, it's um, it touches

areas like philly, d.c, new york and boston as this storm slowly makes its way to the north and east. back here at home is a level one. this morning on the abc seven storm impact scale. for those scattered showers, not a lot of rain with this system. less than a third of an inch. so this morning, scattered showers on future weather. look what happens by lunchtime. the northern half of the bay area seeing sunshine. the showers are pretty much done. and then we'll find a bright afternoon on the way later on today. but then tomorrow we'll have more showers, mainly in the afternoon , with another front that moves through here. rainfall totals again, not very high today and tomorrow. some areas between a quarter and a half of an inch of rain. look what's happening in the sierra. this storm is coming in colder and snowier. we're talking 1 to 2ft of snow, mainly falling tomorrow morning. look at some of these numbers like donner and kirkwood exceeding two feet of snow. winter storm warnings in effect. accuweather seven day. here we go. morning showers to sunshine, cloudy with more showers tomorrow. thursday is looking beautiful. clouds increase friday ahead of some

under the age of 12. >> a committee in the state legislature will take up the proposal tomorrow. >> as you can imagine, it's already igniting a firestorm of opinion. abc seven news reporter tim johns has more on this sports standoff. >> it's one of america's favorite pastimes. but for kids under the age of 12, tackle football could soon be a relic of the past. in california, it's all thanks to a new bill authored by sacramento assembly member kevin mccarty that's making its way through the state legislature. >> when we look at kids under the age of 12. tackle football is a high risk sport. >> doctor brian feely is the head of sports medicine at ucsf. he says he supports the bill. because of the elevated risk of concussions that comes with tackle football. feely says these risks are especially heightened for young kids whose brains are in their most important stages of development. >> you're at higher risk for anxiety, depression, suicidal ideation, julie says. >> instead of tackle football, flag football is a far safer option, not everyone agrees with

this bill, though. that includes some local coaches here in oakland who tell me they fear that it will disproportion impact young kids of color. >> we do a lot of low income families, a lot of, uh, families that go through struggles, maybe not have a male figure at home, chewy or and damon gardner are the coaches of youth tackle football team. >> the oakland dynamites. they tell me for teams like theirs, football is more than just a sport. it's a way to teach kids about things like friendship, leadership and camaraderie. they also say sports besides football also carry the risk of injuries. >> you can jump in basketball, you can fall down, hit your head, got concussions, and look at the picture. you're playing baseball. they throwing 90mph at you. >> and as for flag football coaches, chewy and damon say they don't think it's a suitable alternative of flag football just doesn't carry enough kids. >> we have 30 kids flag football typically don't have have maybe have about 15 in oakland. >> tim johns, abc seven news. a

this aircraft. >> if we have a bigger system wide or fleet issue, we will issue an urgent safety recommendation. asian to push for change. that investigation is still having an impact on flights in and out of the bay area. >> this morning, abc seven news reporter lena howland is live at sfo with more on what travelers are seeing today. lena hey, reggie. >> for four days in a row now, travelers have been experiencing some major canceled ins and a delays right now here at sfo. they are experiencing more than 50 cancellations and at least 25 delays. most of those are stemming back to the 737 max nine aircraft. most of the flight cancellations are coming from alaska and united airlines. this comes after the faa grounded more than 170 of the planes in question on saturday, following friday's mid-air incident, which left a gaping hole in an ontario bound flight.

79 of the grounded 737 max nine aircrafts were from united airlines yesterday. they said they have started some preliminary inspections on their fleet and confirmed they've already found loose bolts and other parts on some door plugs, but this has added a new frightening dimension to air travel for many who can't stop thinking about it as they board flights here at sfo, including a new mom. i imagine sitting in that seat and having my infant and not being her, not being buckled in, she would have flown right out. >> so it's definitely terrifying to think about. it's unlocked a new a new mom fear. >> in the meantime, alaska airlines said, our technicians have prepared each aircraft to be immediately ready for the required inspection when instructions are finalized. although preliminary inspections are already underway by some of these airlines, the official inspections have not started yet. when those do happen, those are expected to take about eight hours per plane. live at sfo lena howland, abc seven news

impact scale, not a lot of rain by any means. we're talking less than a third of an inch for most areas. so this morning we'll go hour by hour. some light scattered showers for the first half of your tuesday by 1230. here's the front. north of the front. we're finding sunshine breaking out. those showers are wrapping up and we'll actually have a bright and dry finish to the day today. this afternoon is quite sunny. then another front moves in here tomorrow. early in the morning, some light scattered showers along the coast, but mainly in the afternoon. we'll find some light rain moving through with this next front on wednesday, but when you add up today and tomorrow, not a huge rain maker. unfortunately, with these two systems you can see rainfall estimates in most areas. probably between a 10th and a half of an inch of rain is what we're looking at here. locally so slick travel some slower travel times. the biggest impact with the winter storm warning in the sierra, this storm actually looks to come in a bit colder and snowier than the past couple of model runs. look at these numbers 1 to 2ft of snow. very likely. so we're thinking that today if you're trying to go to
