county board of supervisors voted to buy the lot for $9 million. this in response to the deplorable housing conditions that surfaced almost a year ago after seven farm workers were killed during a mass shooting in half moon bay. supervisor ray mueller has been behind this site, and a second one for months. >> i went and i looked at where the farm workers were living at that site, and then we put together a task force here at the county that went and inspected every farm and ranch. we really came to. the conclusion is that if you really want to go ahead and make an impact and provide housing, you build it at scale. >> their plan is to build at least 100 units of housing for farm workers at this site. what does it mean that this decision was made almost a year since the mass shooting? >> it means a lot. it's uh- something that you're not able to explain, you know, in words, you know, the feeling of it. you know, uh. how things are happening in our community. are

we really doing things? yes, we are, and this is proof for years, halfmoon bay's mayor, joaquin jimenez, has been dreaming to create a co-op that would turn farm workers into farmers and this site will be used for that. you have the opportunity now to triple it, maybe even quadruple your business, your income. um, and that's been the vision. all the infrastructure is pretty much here already. water connection, electricity, pretty much everything is here. >> the county has until july 15th to make sure the site is up to standard before the actual purchase, but for now, this vote is a sign of hope. >> the fact that the board of supervisors has approved this funding to go towards housing for agricultural workers. it's a dream come true in half moon bay . >> luz pena abc seven news. >> and you should know that luz

spent days with farm workers shortly after the half moon bay shooting, learning about their lives and their struggles and their hopes for the future. she highlights their challenges with housing in a special called hidden crisis. tragedy in half moon bay. you can watch it on demand on abc seven news.com or the abc seven bay area app, as well. >> on to storm watch because this is the view many of us started the day with raindrops. abc seven news was in downtown san francisco for a wet morning commute this morning. storm ranked level one on the exclusive abc seven news storm impact scale, and the skies are clearing now. >> but for how long? that's a question. let's turn to abc seven news meteorologist sandyha patel to see sandy when it's going to rain again tomorrow morning, we'll start to see some wet weather again. >> dan and anna, let's take a look at the rain that fell over a half an inch in mill valley. quarter of an inch in san francisco, 11 hundredths in oakland. but you look at san jose only two hundredths and nothing measurable in places like livermore, half moon bay, a quarter of an inch of rain. this was a weak system that came

through. it didn't produce a whole lot. we didn't expect much, just scattered showers and a few snow showers mixing in in the mountains. the next system is a level one. it's coming in quickly and it is going to bring us more rain than what we experienced initially, though tomorrow morning it's just going to be spotty. showers and drizzle at 5 a.m. by noon time, the shower coverage begins to increase. winds are gusty right now and those gusty winds are going to remain with us and ramp up even more. so it's a level one on our storm impact scale. scattered showers for tomorrow, gusty winds, slick roads, minor low-lying, flooding expected due to the king tides. take a look at a live picture right now from mount rose where they are seeing snow showers right now. state route 88 chain controls. heavy snow is coming. i'll be back with the warning in a few minutes. ama. all right, sandhya, thank you. and you can track the forecast anytime with the same live doppler seven that sandhya uses. >> just search abc seven bay area in your device's app store to download it. now in the santa cruz mountains, crews are working to prevent weather related problems along highway

17 by trimming trees over the next few days. >> a as abc seven news south bay reporter dustin dorsey explains, short time delays could mean long terme benefits, heads up drivers on highway 17 roads are going to be a bit busier than normal this week. >> part of the northbound road is closing as caltrans does work to keep it open for the long haul this winter storm season. >> we don't uh- lightly take a close the lane during the daytime on highway 17 because there's approximately 65,000 average travelers on it every day. the idea there is really preventative maintenance, keeping the drainage infrastructure clear and functioning during future rain events. >> to do that, crews are closing one lane from vine hill road up to the summit from 10:30 a.m. to 5 p.m. as they trim trees, clear brush and clean out the drainage system. kevin drabinski with caltrans says the more debris cleared now, the better chance of it not blocking the roadways

later. this is especially important after the issues last winter. drabinski says crews are still cleaning up the mess from those atmospheric rivers. >> i think if you ask any local in the santa cruz mountains, they would say that it was an unusual year for us in that we had 21 consecutive atmospheric rivers. the repeated nature of these coming one after another, just lining up and doing the damage saturated the ground. >> and that led to many different road closures. in january, a landslide stopped traffic to the santa cruz mountains. in february, trees brought down power poles across all lanes of traffic, even ice and snow halted the south bay's corridor to and from the beach. drabinski says they can't stop the weather, but they can work around it. >> to the extent that we can get out there in reasonable weather and in winter, a little bit lighter traffic and take care of this drainage infrastructure, we have a better chance of keeping the roadway open for commuters and for emergency responders. when it comes time to respond during rain events in the future, if all goes according to schedule, the tree trimming and road closures will wrap up on

thursday along highway 17, in the santa cruz mountains. >> dustin dawsey abc seven news. new developments in the christmas day fire that engulfed a strip mall in los altos. >> the city has approved a partial demolition that will take place tomorrow. part of el camino real near san antonio road has been closed since fire investigators have been unable to safely access the interior. it's expected to reopen as early as thursday after the demolition work is complete. the demolition will target parts that are at risk of collapse while preserving the integrity of the site as much as possible. antioch's mayor is ready to take action over the state of a once popular strip mall. the delta fair shopping center has fallen into disrepair. buildings are boarded up and fenced off, trash and broken glass are everywhere. mayor lamar thorpe says the city has taken steps in the past to get the property owner to act, but nothing has worked out well. >> all we've utilized up to this point is code enforcement and some fines, but obviously we need to take greater legal action to ensure that we get these properties in a state that

is, is fair to everybody. >> the property is owned by chew family, llc. we reached out to them and have not heard back yet, and we have some developing news now. >> tonight, boeing ceo is acknowledging his company's, quote, mistake in the wake of the alaska airlines mid-air mishap last friday, david calhoun told members of his staff today that boeing is going to approach the investigation with complete transparency. his comments come four days after the door plug used to cover optional emergency exits on a boeing 737 max nine jet blew out at 16,000ft. thankfully, a amazingly no one was hurt. the head of the ntsb says it's investigation is centered on the bolts used to hold the door plug in place. >> we don't know if the bolts were loose. we don't know if bolts were uh- uh- in their fractured or possibly the bolts weren't there at all.

>> alaska airlines says inspections of its fleet have revealed loose hardware visible on some of its max nines. the ntsb has grounded hundreds of the jets, mostly with alaska and united airlines, and certainly this is affecting air travel again today. here's a live picture of sfo, where 57 flights were canceled, 53 of them involved alaska and united planes and the issue with the 737 max nines comes as boeing's boeing reports its highest number of orders and deliveries in five years. the company says it received 369 orders last month. that's its highest monthly total ever. a lot of people buying planes. boeing also reported nearly 1500 gross plane orders for the year, one of its best years on record still leaves it far behind. rival airbus in both orders and deliveries. jetblue will soon become the first major airline to have a woman in charge. joanne geraghty will become the ceo next month after serving as

agency will reveal where they will be installed next. so are they doing what they are intended to do? >> abc seven news reporter lyanne melendez is here with the results. so far they work. really? >> yeah, they sure do, you know, and i'm sure bart is now saying, why did we wait so long? we should have done this before. for now. is this 100% effective? nothing is, but bart hopes it will deter those people from doing what they have grown accustomed to. for years showed up unannounced at the west oakland station. no bart officials were contacted this way. we could observe and record whether or not the new fare gates were effective at deterring evaders. bart is testing several prototypes to see which door material makes more sense. why these seven foot gates? let's refresh your memory. for years, the transit agency has struggled to stop anyone with any kind of athletic

skill or will who avoided paying by jumping, sliding, squeezing, following or yes, crawling. it's hard to put a cost on how much bart loses out yearly, but the transit agency believes it loses between 15 and $25 million in unpaid fares this way. that brings us back to 2024 and the west oakland station as bart tries to deter evaders by hardening its system. we were there for nearly two hours. let's just say we've never seen so many people buying or adding money to their clipper cards. and during that time, we saw only one person who piggybacked off another paying passenger. so you've been taking bart for a long time, i suspect, right? yeah. >> a long time. >> did you ever jump? yeah a couple times. >> and now this one is the only one. i can't do it on. >> to be fair, we believe two other riders mistake only went through without realizing they were doing anything wrong by the way, kids five and older are

expected to pay. others tried but were unsuccessful. here you go. >> let me out of myself. back >> he never did this man on his bicycle. apparently had used the emergency gate before to exit without paying. but this time it was locked. bart employees asked to see his card. where's your card? he was told he had to pay just like everybody else. he then left by going back up to the platform to get off at another bart station that doesn't have the new gates, and presumably without paying to confirm our findings, we decided to return to the same station the following day. this time, we met up with a bart spokesperson. i can speak anecdotally, and from what i've heard from the station agents, they say it's been a complete game changer. when bart signed the $90 million contract with s traffic, a south korean company, they asked for gates that were harder to push

through than any other in the world. >> we wanted to have something physical, so we have the physical equipment in it that's going to lock those gates so they cannot be penetrated. >> and the mechanical locking brake has yet to be installed. but even without it, it was hard to push through. could i try? you can try. okay >> well, let's see. >> granted, most people are stronger than i am. bart is working on other issues for example, people were used to the old system of just tap and go with this new software. bart riders have to hold it for a little longer. >> we've noticed it and we're working on it. there's a little bit of delay sometimes for some of the clipper users. >> yeah, we're before it used to be bang bang, bang, one after the other. >> and that's why we're testing it. we're working on that timing right now. >> even when that gets addressed, there will still be those who get past without paying. today we saw a few who followed closely behind another person, or waited for the right moment to go through. despite warnings from the station agent.

hey, hey, you're supposed to go one at a time. >> we did see people coming down the stairs and then going right back up to go. >> probably to a different station. we expected that. but i mean, from our riders, they're telling us they like it. this is something that they've been asking for. they want people to pay their fair share. >> we saw proof of that when one man tried to exit without paying. by getting behind this bicyclist at the bicyclist refused to let him go through, and both got into a heated argument, which led to an exchange of words outside the station. against me country, i think some people are just really determined to not pay to get in the system, and if they want to figure out a way to do that, they're going to figure out a way to do that. >> this is going to make it much harder for so that exchange you just saw, there is a true example of how tired people are with fare evaders. >> now, the project calls for all stations to have new fare gates by the end of 2025. i think we have this culture now

of just thinking that we don't want to pay because other people don't pay, then why should we? >> and i haven't paid. i'm not going. yeah. >> so you'd rather go to another station and then have to bike? >> all that made no sense to me. yeah so. >> well, good. you know, even if it cuts it down significantly, that's a big. i think it will. okay. >> thanks. liane sure. >> all right, on to the weather forecast. more rain is coming. yes. >> sandhya patel has a timing for us. sandia yeah. and dan, we have more snow coming. >> so let's take a look at a live picture right now from mount rose, where this is what winter should be about. yeah, we're seeing some snowflakes right now by the way. mixed precipitation at blue canyon right now. quarter mile visibility 33 degrees. this is why tomorrow, as heavy snow moves in, it's going to be very difficult to impossible to travel. winter storm warning from 4 a.m. tomorrow until 1 a.m. thursday. above 3500ft. so the snow level is going to be very low, 1 to 2ft, up to three feet for the highest peaks, with those gusty winds, it is going to be difficult to see with 1 to

3in per hour snow level lowering to about 2500ft. as we look at live doppler seven, the snow showers have been really light and scattered, mixing in with rain showers as i mentioned earlier today. and then we have another system that is moving in our direction, an that is what's going to bring us some more wet weather for your wednesday right now on live doppler seven, we have a few scattered clouds around tomorrow. a coastal flood advisory goes up from 8 a.m. until 11 a.m. areas shaded in green with the king tide coming up and a northwest swell building will see some minor low-lying flooding. so this is going to be at 942. high tide of 6.8ft. but you'll notice after the low tide, another high tide coming up on thursday morning. so just be aware of it in case you're out and about and walking . there could be some flooding, but it is not expected to be as bad as what we saw back at the end of december. low 50s right now from san francisco to oakland to san jose. hayward 53 degrees 52 and half moon bay.

stuff that need to be secured, this would be a good time to do it. even though we don't have a wind advisory in effect tomorrow morning. spotty light showers at 5 a.m. or drizzle 730. same thing. and then we'll start to notice the coverage increasing by the lunch hour. rain will start to move across the region into the early afternoon as well. 7 p.m. you're still seeing light to moderate showers as we head towards 11 p.m. the showers are winding down. rainfall estimates with this system will range anywhere from about 8000/500 in ukiah to about 500 in fairfield. everyone else in between that range. so this should actually bring a little more rain to most areas. and what we just expect against your morning temperatures there coming down, it is going to be colder. so you'll need not only your heavy coat or jacket but also your umbrellas before you move out the door and head off to work or wherever you need to go. low 30s to mid 40s. your afternoon highs with scattered showers around. staying on the cool side. numbers will range from the 40s to the 50s, and a

throughout the community. >> he was a very hard working man, very hard working men and, you know, you see, you just seen with your own eyes how many people came from stockton, lodi, you know, the valleys in the bay area to come make prayer for lasani. and you know, it's really sad what's going on in the bay area. >> it's a senseless killing. this should not have happened. i mean, we are burying a father, a husband, a brother, a friend, a community member. it's a human being. >> ali al-basri is president of the bay area small chamber of commerce. for months, he's been calling attention to the ongoing robberies at the many yemeni owned neighborhood community markets, warning that one day it could turn deadly. >> they robbed him. they could have got a couple of hundred bucks and left. they did not have to shoot him. they did not have to kill him. and this does have to stop. it is getting out of hand. >> al-husayni will be buried at a cemetery in livermore. so far, no arrests have been made.

in crime. the police force has grown by more than 30 officers, and the city has seen a significant drop in property crimes over the past two months. over the weekend, opponents of the mayor officially launched a recall effort and support of the mayor held a rally just a short time ago outside city hall. >> the oakland voters have voted these people in the office, and they voted them into office on a platform that they ran for and it's really important that we get behind them and continue to support them and what they have been doing in our community. >> the mayor has seven days to respond to a recall letter that was sent out on saturday. some of her supporters have framed the recall as political revenge and not about her job performance. one of the people spearheading the recall effort was on the police commission, but was removed by tao. meantime, tomorrow is the public memorial for oakland police officer tuan lei lee's death ten days ago was the department's first line of duty death. since 2009. tomorrow's service is at

three crosses church in castro valley. you can watch the entire ceremony streaming on the abc seven bay area app. our coverage begins at 10:00 and the service is expected to last until about 1130. >> in the south bay, the police chief of the bay area's largest city announced today he's leaving the department. san jose police chief anthony mata said he plans to retire in the spring to take on a new role. abc seven news reporter zach fuentes has reaction to today's news and a look at the search for the next chief for the san jose police department is losing its leader, chief anthony mata made the announcement tuesday morning that he's leaving in march to take on a new role with the county. >> in a statement, he said in part, i believe it is the right time for me to embark on a new role with the santa clara county district attorney's office. i'm incredibly grateful for the support and encouragement i've received throughout my career. mata has been with the department for 28 years and has been chief for three. he'll now work as the investigations bureau chief for the santa clara county district attorney's office. d.a. jeff rosen spoke with us about mata's new role.

>> chief mata is going from handling everything san jose related to uh- a little bit of a in some sense, an even broader focus in that a lot of the things that our bureau of investigations does is help other agencies in the county, other police departments with particularly complex or challenging investigations. >> the department has seen multiple controversies in recent years. that includes an investigation that revealed racist text messages by an officer who shot a black man. one other controversy saw an officer accused of masturbating while responding to a call at a home for domestic disturbance. this video shows mata walking the fired officer out the door. despite the challenges, san jose mayor matt mehan said he's pleased with mata's work and put a premium on accountability and transparency. >> he has fired officers for misconduct. i mean, he has been serious about walking the walk on, holding everyone to a very high standard. >> mahan said he'd like the replacement search to be both within the police department and across the country. the silicon valley chapter of the naacp say that they would like to see
