seven captured the rally from up above, while abc seven news reporter tim johns was at street level talking with her supporters. he's here with the story, tim. yeah >> dan. now, remember the recall effort formally kicked off just this past weekend. those who support it say mayor tao is the main cause behind problems like rising crime in oakland. on the other hand, those opposed to the recall effort told me today they think the mayor is being unfair to be blamed and that she needs more time to tackle the city's issues. stop using or paying for political gain. dozens of oakland voters gathered on the steps of city hall tuesday to show their support for mayor sheng tao. tao, who has led the city since last january, is currently facing the possibility of a recall election in the coming months, a prospect voters here say would be a waste of time, as well as millions of taxpayer dollars. >> that money could be used for the housing crisis. that money could be used for violence prevention. that money could be used for affordable housing. >> as for the mayor herself, her chief of staff releasing a statement to abc seven news,

that statement reads in part, i have faith that oaklanders are smarter than this and will resist the urge to be distracted by a desperate attempt for relevance. many people out here acknowledge that oakland has its share of problems right now. however, they believe that those problems are the fault of former oakland mayor libby shaft and former opd chief lauren armstrong. that includes perhaps the city's most pressing problem of all crime. >> last past administration in this, uh- took away the foot patrols out of the business corridors. this administration has put back foot patrols in the business corridors. >> many people disagree with that stance, however, that includes former alameda county judge brenda harbin forte, who kicked off the recall effort over the weekend. >> this mayor has blood on her hands. she has blood on her hands, and she just has not done what she could do and what she should have done. >> but harbin forte says crime isn't the only reason she wants. tao recalled. she also points to the city having no police chief and missing the deadline for a

multi-million dollar state grant to fight retail theft as other reasons. >> we have businesses who are leaving, you know, they're shutting down. we have businesses that are being robbed , sometimes two and three times in a short period of time. >> now, recall proponents are still collecting signatures. thousands are required to put the question before voters. however, they're hoping they can do all that by this november's election. in the studio tonight, tim johns abc seven news. >> all right, tim, thank you so much. new at 11. vallejo is going to reportedly pay $5 million to the family of a man who was shot and killed by police in february of 2019. willie mccoy was found sitting in a car at a taco bell drive thru. he was unresponsive and allegedly had a gun in his lap. officers moved in and within a matter of seconds fired 55 rounds at mccoy's vehicle. an investigation by a special prosecutor determined the officers felt threatened and acted in self-defense. mccoy's family sued the city. the vallejo sun says this is one of the largest settlements in the

city's history. all right, once again, we have some rain to get ready for tomorrow morning. >> that's right. >> let's check in with abc seven news meteorologist sandhya patel for everything we need to know. sandhya yeah. and ama and dan, we are talking about needing those umbrellas tomorrow for the morning commute. only a few locations, but later in the day, all areas will be dealing with the rain. so it is up there, right by crescent city right now on live doppler seven, slowly moving in our direction. >> it is a level one storm and it is going to be producing more rain than what we saw with this morning system. so here's a look at what you can expect. 8 a.m. you will notice those scattered showers across the region heading into the afternoon. some light to moderate rain moving in. we also have a coastal flood advisory 8 to 11 a.m. all areas shaded in green. king tides are coming up with the peak high tide shortly before 10 a.m. there is concern of minor low lying flooding. these are some of the storm concerns. gusty winds will mean trees could go down. power outages is a low likelihood and sierra snow high likelihood. i'll be back with a

full look at the timeline, plus the rainfall estimates in the snow. warning coming right up, dan. >> all right, here we go again. sandy. thank you, san jose police chief anthony mata will soon leave the department for a new job. mata will now lead the investigations bureau for the santa clara county da's office. he's been with the police department for 28 years. the last three as chief sj. pd has had multiple misconduct controversies during that time. the city hopes to announce an interim chief and start the search for a new chief before mata leaves in march, building a better bay area is our guiding mission here at abc7 and capturing stories of progress is what we do so tonight we're highlighting a few breakthroughs we start in san francisco, where we have been closely following the quest to save a local safeway. >> we're now finding a new plan to keep the store open. many neighbors depend on this grocery store in the city's western edition. abc seven news reporter j.r stone is following the push to prevent it from becoming more real estate. >> safeway has to wake up more outrage over safeway's

announcement that they will close this western edition grocery store come march. it's the impact they're having on the community. i mean, the way that this thing was done, i mean, it's just just paulo saki is executive director of the japanese cultural and community center of northern california. >> he says this will directly impact those in japantown. when it comes to getting food, fresh produce, medicine and money, leaving no store like this within at least a mile. >> japantown has one of the highest density of seniors in the city sunday. >> those with the naacp were also vocal about the impact of the planned closure on the black community. san francisco supervisor dean preston has introduced legislation calling on safeway to reverse their plan to close the grocery store. hoop dream. maybe, but last year, the supervisor did. with the help of the community, get cvs to reverse plans on closing a store in the lower haight. >> they need to understand that

that shutting down a grocery store and succeeding notice in the heart of the fillmore, with the history of redevelopment and displacement from that neighborhood, with the number of seniors who rely on this place, it's just it's not okay. >> this safeway does have a history of theft problems. the store even installing gates inside. but executives made no mention of that as a reason for the planned closure. in an updated statement, safeway says like all retailers, we continue to evaluate the performance of our stores and occasionally it's necessary to close locations that aren't meeting financial expectations for 40 years. >> and you you you take money, you profit off the neighborhood and community, and then you just leave because it's not hitting your bottom line now. i mean, please, that's always the worst of corporate greed, safeway says. >> despite our best efforts, the webster store will close as planned. but there is still a hope that if that does happen,

some sort of grocery store can be guaranteed on the property. going forward. jr stone, abc seven news and our next abc seven news building a better bay area breakthrough takes us out to the coast. >> it does send the san mateo county is giving the go ahead to transform an old plot of land into much needed housing for farm workers. it's going to be in an area off highway one and half moon bay. the 50 acre lot previously housed a farm nursery, but closed down in 2019. >> this is all coming a year after the mass shooting there that killed seven farm workers. the mayor, joaquin jimenez, says this new property doesn't just give these workers safe shelter, but also a pipeline to oversee their own land. you have the opportunity now to triple it, maybe even quadruple your business, your income. >> and that's been the vision the county has until july 15th to make sure the site is up to standard before the actual purchase can happen. >> and our final abc seven building a better bay area

promised complete transparency today. the ntsb has been centering its investigation on the door plug and its bolts on the alaska airlines 737 max nine jet last week. amazingly, no one was hurt. we don't know if the bolts were loose. >> we don't know if bolts were uh- in there, fractured or possibly the bolts weren't there at all. >> alaska airlines says inspections of its fleet have revealed loose hardware visible on some of its max nines. the grounding of these jets will shake up air travel into the weekend, as we take a live look out at sfo tonight, those impacts are definitely being felt. according to flightaware, 53 flights were canceled with alaska and united planes, and the two u.s. carriers that use max nine jets and new developments with robo taxis, and who might have control when it comes to regulating them. a bill would give the power to cities currently, the state controls which companies are authorized and when and where they can operate. the proposal

would not only give cities the power, but also includes a provision that would allow for first responders to override the vehicle controls. there were numerous incidents in san francisco in which autonomous vehicles came to a stop or got in the way of crews responding to a call, according to the chronicle. during a three month period last year, there were 191,000 driverless taxi trips in san francisco. >> well, it's not just robo taxis. the future of artificial intelligence can clearly have some good and bad effects on our daily lives. that's why we're making it. tonight's abc seven news deep dive at 11. the state is now turning to ai to try to fix traffic jams. i is really opening up those possibly of taking like millions of points of data that caltrans collects on a regular basis. >> and that's traffic volume data. that's traffic speed data, that's freight mobility data. and being able to analyze that very quickly, much quicker than our own engineers can do on a

regular basis. >> caltrans can use it to develop strategies in areas that get congested. and it seems like a good idea to at least one driver. i think any time that you can get the human out of the equation, and i know that that's super controversial. >> uh, i think it's going to be really helpful because as though we think we're really smart, i think an algorithm that only does this one thing, we'll probably do it better. >> caltrans says there is still a human element, and it is partnering with other state agencies to educate young drivers about safety. and there are obviously some dangers that come with an advanced technology like this, particularly in 2024. the new york times reports about half of the world's population will vote in major elections this year. of course we will here in the united states and those estimates are that at least 83 elections for the next make the largest grouping for at least the next quarter century. that's why this year is so interesting and important. governments and parliaments across the world are warning of

ai being used as a weapon of disinformation, and fake content. major platforms like meta x and youtube have also reportedly downsized their fact checking and moderating teams in the past year. and one of the immediate downsides of this shift to ai the instant effect on jobs today. duolingo, a language learning app that many people use every day, laid off about 10% of its workers. the app's existing features increasingly rely on ai and chat bots to create and check content. duolingo says no full time employee are in this layoff, and it attempted to find alternate roles for those being let go. new at 11, there was a special screening of the nat geo documentary the space race, telling the story of black scientists and engineers who became nasa astronauts. >> astronauts involved in the project, including the artemis mission, came to see it at space center houston. the film explores the integration of the space program's goals and the racial justice movement. here on earth.

which is why a winter storm warning is going up at 4:00 tomorrow morning. runs until 1 a.m. above 3500ft, 1 a.m. thursday. that is 1 to 2ft of snow up to three feet for the higher peaks. with those gusty winds, it's going to be very difficult to impossible to get up there. the snow rates are going to be about a 1 to 3in per hour snow level, dropping to about 2500ft. eventually so that's just something to keep in mind. but we welcome that snow. we welcome the rain. here's a look at the headlines tomorrow. wet and gusty thursday it's going to be a cold morning with frost. and we are looking at saturday our next round of rain coming in. it is gusty right now at half moon bay 26 miles an hour, 21 in oakland. here is a look at the storm. it has been pushing into the pacific northwest and northwestern california. but it makes its way down into the bay area as early as tomorrow when the commute begins. so right now on live doppler seven, you just see those clouds coming in, taking a look back at the showers that we had this morning. you know, it

was a damp start for many of us here in the bay area. didn't expect a lot, didn't get a lot. except for millville picking up over a half an inch quarter of an inch in san francisco, two hundredths in san jose, 11 hundredths in oakland, napa getting 1800s and about a quarter of an inch in half moon bay. we'll be getting a little more than that tomorrow. so temperatures right now in the 40s and 50s for most of you, 38 in danville this morning we had 40s and 50s, so it was not quite as cold as it was the previous night. it's a level one on our storm impact scale for tomorrow. light to moderate rain, gusty winds, slick roads and minor low-lying flooding due to the king tides and the peak high tide is going to be coming up at 942, close to seven feet. we're going to repeat that again the following two days, so keep that in mind tomorrow morning winds begin to pick up getting even stronger by 4 p.m, 30 to 40 miles an hour near the coast remains gusty through the evening hours. as we time this rain out for you. it's spotty showers in the morning. watch what happens as we head into the afternoon. more areas are
