out there as well. during times of high tide this morning around 10 a.m, we may have some minor low lying flooding. here's how the forecast shapes up. we're cloudy right now. showers arrive here midday and they'll persist throughout the afternoon and the early evening. your winds are gusting about 20 to 30mph, so take the umbrella with you. you'll need it later today with temperatures in the 50s. hi, gloria. >> good morning. we do want to tell you about a crash that's causing some delays over in san jose. this is a live look outside right now at our highway 87 camera. and you can see there is a bit of a backup right now. there's a two car crash on northbound 87. that's before taylor street. and right now they are blocking two lanes. so we'll keep you updated on this. thank you. >> gloria. happening today, the community and law enforcement agencies from around the country will be honoring the life of oakland police officer tuan lei. he was killed in the line of duty while responding to a burglary call in oakland last month. the public memorial will be held for him this morning in castro valley. that's where abc seven news reporter dana howland

joining us live at the three crosses church. lena >> kumasi just up the hill for me is where hundreds of police officers, community members and family members of officer tuan lei will be gathering later this morning to honor his ultimate sacrifice. now, this was the memorial for him set up inside of the oakland federal building, where he worked security before joining the police department. he was killed in the line of duty ten days ago, marking the department's first first death since 2009. this was there was a brief police procession on monday in tribute, with a much larger one expected today from oakland to castro valley. ahead of the memorial. >> the eyes made me feel respected as a community member. um, i didn't feel like because i lived in a high crime impacted neighborhood that he didn't understand me or he didn't. he didn't want to really make a change because things have been this way for so long. >> during the ceremony, we are expecting to hear from

california attorney general rob bonta, oakland's interim police chief darren allison, as well as officer lee's cousin, uncle and brother in law, among others. as this service is open to the public and it starts at 10:00 this morning, if you are attending, you will want to get here early as parking in the church parking lot is expected to fill up. live in castro valley, lena howland abc seven news. thank you lena again. >> this memorial will be held at three crosses church in castro valley. you can watch the entire ceremony on abc seven. our 24 seven streaming app. our coverage starts at 10:00. the service is expected to last until about 1130. it's been one year since shengtao officially became oakland's mayor. >> she's the first hmong american mayor of a major u.s. city in oakland's youngest mayor in 75 years. tao has dealt with a lot during her first year, a little over one month into her terms, she fired then police chief lauren armstrong over his handling of a misconduct

investigation. the mayor's office says she is dedicated to making a dent in crime. now, the police force has grown by more than 30 officers, but the city continues to see an increase in robberies, burglaries and motor vehicle thefts from 2022 through the start of this year. now, over the weekend, opponents of the mayor officially launched a recall effort. >> supporters of mayor tao are pushing back against that recall effort. dozens of oakland voters gathered on the steps of city hall yesterday to show their support for her. they say the recall election would be a waste of time and a waste of millions of taxpayer dollars. >> that money could be used for the housing crisis. that money could be used for violence prevention. that money could be used for affordable housing. alameda county judge brenda harbin forte has launched the recall effort that happened over the weekend, and she says crime is one of the reasons she wants. >> the mayor recalled this mayor has blood on her hands. >> she has blood on her hands and she just has not done what

she could do and what she should have done. >> mayor tao's chief of staff released a statement reading in part, i have faith that oaklanders are smarter than this and will resist the urge to be distracted by a desperate attempt for relevance, boeing's ceo is acknowledging his company's, quote, mistake in the wake of the alaska airlines mid-air mishap last friday, david calhoun told staff members that boeing is going to approach the investigation with complete transparency. >> his comments come four days after the door plug used to cover optional emergency exits on a boeing 737 max nine jet blew out at least 16,000ft. amazingly, no one was hurt. alaska airlines says inspections of its fleets have revealed loose hardware visible on some of its max nines. the ntsb has grounded hundreds of the jets, mostly with alaska and united airlines. the issue with the 737 max nines comes as boeing reports its highest number of orders and deliveries in five years. the company says it

received 369 orders just last month, its highest monthly total ever. boeing also reported nearly 1500 gross plane orders for the year, one of its best years on record. now, it still leaves it far behind. rival airbus in both orders and deliveries, the issue still impacting air travel here in the bay area. this is a live picture now from sfo, where yesterday 57 flights were canceled, 53 of them involved alaska and united planes. >> new details this morning on the health of defense secretary lloyd austin. the pentagon says austin has prostate cancer, which led to a urinary tract infection and serious intestinal complication. his glory is at the live desk with more on his secretive hospitalization. >> gloria, good morning, kumasi secretary austin was admitted on december 22nd and underwent a minimally invasive surgical procedure to treat and cure prostate cancer. the pentagon says that the next day, he was

discharged and went home. but on new year's day, he was admitted again with complications from the procedure. determined to be a urinary tract infection. even though secretary austin was diagnosed with a cancer about a month ago, president biden only learned about it yesterday. >> say nobody at the white house knew that secretary austin had prostate cancer until this morning, and the president was informed immediately after we were. >> did the president or the white house instruct secretary austin to make this disclosure today? no does the president plan to stick with secretary austin through the rest of the time? yes >> according to the doctors, the cancer was detected when austin had a regular screening in early december. they say his prognosis is excellent. the pentagon has apologized for not being more transparent about austin's hospitalization. they say he is still at the hospital and is very actively engaged with his senior staff and making important decisions about national security and defense,

now in the south, a woman in alabama died when a tornado toppled over her mobile home and florida. powerful winds knocked a home off its foundation. the weather caused more than 1000 flight cancellations yesterday day. >> yes, it was just real messy across much of the midwest and northeast and the south. we have some light showers right now from the golden gate bridge. a live look, the windshield wipers are needed, but right now the showers are very isolated in nature as they ramp up in coverage later on. today, it's a level one for our wednesday, with those scattered showers. some gusty winds do pick up this afternoon. here's future weather. it's mostly cloudy later on this morning. it's as we head towards noon that's we start to see more showers developing. could have some isolated downpours and then we're in and out of the showers throughout the rest of the evening. do anticipate some slick roads for the evening commute. we're still tracking some heavy snow in the sierra. stephanie a winter storm warning is now in effect. we're talking

internal armed conflict with orders to neutralize criminals marked as terrorist groups. yesterday, armed men stormed into a television station. they burst into the studio and ordered the employees to get to the floor. an anchor from the station described the takeover as extremely violent. we heard something. >> we thought it was a fight that was going on outside the studio, but that wasn't the case. the producer told us. be careful, they are getting in. they are robbing us. >> very scary. and you can see images of these people, the employees on the floor. ecuador's government says 13 people were arrested and will be booked on terrorism charges. at least 30 attacks have happened throughout the country since the notorious drug lord escaped from prison. san mateo county is giving the go ahead to transform an old plot of land into much needed housing for farm workers. it's going to be in an area off

highway one in half moon bay. the 50 acre lot previously housed a farm nursery but closed down in 2019. now, this is all coming a year after the horrific mass shooting there that killed seven farm workers. the mayor, joaquin jimenez, says this new property doesn't just give these workers safe shelter, but also a pipeline to oversee their own land. >> you have the opportunity now to triple it, maybe even quadruple your business, your income and it's been the vision the county has until july 15th to make sure the site is up to standards before the actual purchase can happen. >> the cal state university faculty union is now planning a week of systemwide strikes at all 23 campuses this month. >> the california faculty association says its strike will begin january 22nd and go until the 26th. all five bay area campuses are said to be taking part negotiations fell apart yesterday after university officials offered a 5% rate hike for union members. the union is

asking for a higher 12% raise, among other benefits, for its members. >> governor newsom is calling for a crackdown on what he calls professional thieves in a statement yesterday, the government laid out his proposal. he wants to increase penalties and prison time for people who resell stolen goods, and he's calling for new penalties for auto burglaries and for anyone caught trying to sell items stolen from a vehicle, whether or not it was locked or not. some republican republican state lawmakers, that is, say it's not enough. citing prop 47 passed by voters in 2014, it lowered the felony thresholds for many property crimes. >> so we've told you about these before, but shift robotics is at it again, unveiling the latest edition of the so-called world's fastest shoes at ces 2024. so the company says these moonwalkers x are designed for commercial use. now, these are the original shoes, but the x

isolated downpour here or there, and the winds turned gusty later on. today but this system will start to wrap up by about 10:11 p.m, and that will lead to a clear night and a chilly morning. tomorrow morning. rainfall estimates. with this system, we're thinking anywhere from a few hundredths up to a half of an inch of rain, so do anticipate that the evening commute will likely find some slick roadways out there as you go about your evening, take a look at tahoe. we are seeing the snow starting to ramp up as the day goes on, and especially later on this afternoon. it is heavy snowfall at 1 to 2in per hour with some very gusty winds that could create some whiteout conditions. looking at the winter storm warning, you can see why it's in effect. we could see 1 to 2ft of snow across a big swath of the sierra, some of our highest peaks getting close to three feet of fresh powder tonight. back here at home today, it's all about those showers moving through. take the umbrella with you. take the sturdy umbrella, not the one you can fit in your bag because the winds will start to ramp up as we head throughout the afternoon, gusting 20 to 30mph. and then tonight, frost advisories will be in effect as

many ways officer lei is being remembered buddhist vigil was held in his honor in oakland's pacific renaissance plaza. oakland police say lei was born in saigon, vietnam, before later moving to oakland and being naturalized on september 11th, 2001. he was a four year veteran of the department and mostrillionecently, served as the community resource officer in west oakland. >> but i want to remind people, you know, the men and women in uniforms and every time when they leave home, they may say goodbye. i'll see you later that. see you later may not happen. so i think we really need to support our, you know, police department and thanking the men and women you know, in uniform, protecting all of us. >> this was the memorial for him set up inside of the oakland federal building, where he worked security before joining the police department. and

family sued the city. the vallejo sun says this is one of the largest settlements in the city's history. san jose police chief anthony mata will soon be leaving the department for a new role. mata will now lead the investigations bureau for the santa clara county da's office. he's been with the police department for 28 years. the last three of those as chief sj. pd has had multiple misconduct controversies. controversies. during that span, the city hopes to announce an interim chief and start the search for a new chief before mata leaves in march. >> in the east bay, a beloved store clerk laid to rest just days after he was killed during a robbery at the market where he worked in oakland. 46 year old majid alonzo was an immigrant from yemen and a father of four. a funeral prayer was held for him yesterday at the oakland islamic center. the community and business leaders are now calling for more to be done to protect small businesses from these types of crimes. >> it's a senseless killing.

this should not have happened. i mean, we are burying a father, a husband, a brother, a friend, a community member. it's a human being. they robbed him. they should have got a couple of hundred bucks and left. they did not have to shoot him. they did not have to kill him. and this does have to stop. it is getting out of hand. >> alonzo will be buried at a muslim cemetery in livermore. so far, no arrests have been made. >> san francisco mayor london breed wants to provide more help for people struggling with mental health or substance use disorders, according to the examiner. she introduced an ordinance yesterday to speed up the process of contracting care beds. it would waive the city's current lengthy process when working with third party facilities. when those beds do open up, the board of supervisors will hold hearings on this issue next month. >> happening today a los altos strip mall damaged in a christmas day fire will be partially demolished. the demolition will happen in

sections of the building at risk of collapse. a section of el camino real that's been closed since the fire will be able to reopen as soon as tomorrow. >> san francisco supervisor dean preston has introduced legislation calling on safeway to reverse its plan to close one of its stores. neighbors say they depend on the city. the store in the city's western addition neighborhood, but it's expected to close in march. many say this will impact the black community and japantown, which has one of the highest density of seniors in the city. in a statement, safeway says the store isn't meeting financial expectations for 40 years. >> and you, you you take money, you profit off the neighborhood and community, and then you just leave because it's not hitting your bottom line now. i mean, please, that's always the worst of corporate greed. >> understand that that shutting down a grocery store and succeeding notice in the heart of the fillmore with the history of redevelopment and displacement from that
