end to the week. >> today and tomorrow will dry out. today it is frosty this morning. live doppler seven showing you it is quiet. it is calm and it is clear. but here's that frost advisory in effect until 10 a.m. this morning because we have our coldest cities starting out. well in the 30s, maybe an extra minute or two. warm up that car. you may have frost on your windshield this morning. we have clear skies out there and that's going to lead to sunshine today. your day planner. you don't need the umbrella. you can keep that at home. take the sunglasses. it is bright. it is brisk with temperatures in the 50s. but we are tracking our next storm arriving on saturday and we could see some heavy rain here locally. and a new winter storm watch has been issued for the sierra. we'll talk about that coming up in a few minutes, guys. >> all right, let's get a check of your traffic for this morning. check this out. this is the bay bridge toll plaza camera. and you can see the traffic is a lot busier than it was earlier. we checked this out a little earlier, and, you know, really not too many cars out there. but now it is starting to build the metering lights flipped on at 537 this morning. and right now let's get a look at your maps. transit for today.

now the good news is everything is on time right now. no delays. and this morning the slopes will be open at palisades tahoe ski resort. just a day after an avalanche killed one person on the accident, launching a big search for survivors. palisades tahoe is just off of highway 89. that's on the northwest side of lake tahoe. the ski run where this happened is known as kate 22, and this trail map right here gives you a better look. the ct 22 express trail includes a grouping of black diamond runs. it's at the top of that area, which is called the gs gully, where the avalanche happened. and we're learning about the 66 year old man with bay area ties who was killed by the on rush of snow. three others were hospitalized and then released. abc seven news reporter lena howland is live in the studio this morning with more on what we know. >> lena gloria, community members at palisades tahoe are very much still shaken up after yesterday's tragedy on the slopes, and some questioning why

it was even open given the conditions. the placer county sheriff's office identified the victim killed in yesterday's avalanche as 66 year old kenneth kidd. he's a resident of point reyes and the truckee area. it's unclear how experienced of a skier or snowboarder he was. this avalanche prompted the resort to close 30 minutes after it opened. meanwhile search crews combed the area to see if anyone was injured or trapped. we spoke with one man that was already heading down the mountain just after the avalanche happened, he says. he and his friend were among several people helping to look for those who had been swallowed or knocked elsewhere by the snow . >> as we were riding down under the chairlift, some some people on the lift started yelling at us that there was an avalanche. we came across a man, um, who had lost his wife in the avalanche. so i unstrapped my snowboard and uh, asked where he had last seen her. >> palisades tahoe shut down for the rest of the day right around

11:00 in the morning. but it is expected to partially reopen today with only select lifts. but they say to expect significant delays. the sierra avalanche center has what they are calling a consider all avalanche risk in that same area today, with even more snowfall overnight. keeping crews on high alert. live in studio lena howland, abc seven news. >> thank you. lena. this morning we are hearing from a woman who was buried in the avalanche. janet. he was right behind her husband when she says she suddenly felt the ground slip away. she fell about 200ft down the mountain and was buried underneath the snow. >> i couldn't put myself up because the snow was so heavy on. on top of me, and i was buried, my face buried in the snow. and luckily i have the face mask. so i have some air in the face mask. >> janet says a stranger found her and was able to get her to safety. >> you say no worry, i got you. i think that's the best thing i

ever heard in my life. i feel like i survived. i can walk, it's okay. i can walk, that the risk is inherent. >> but we all knows we just need to respect the mountain, respect the risk that associated with that. >> both janet and her husband are seasoned skiers. they walked away without any injuries, and they say they'll be back out there today when palisades reopens. >> good thing they're okay. and although rare, avalanches can hit at a moment's notice and the sierra has seen its fair share. the last major one at palisades tahoe happened in march of 2018. a wall of snow buried five people, including a bay area couple, near the olympic lady chairlift. now, everyone did survive there. the last deadly avalanche happened at the alpine meadows resort in january of 2020. one skier was killed, another seriously injured. the deadliest avalanche in state history also took place at alpine on march 31st, 1982.

seven people were killed when snow buried dozens of skiers and staff. most avalanche deaths happen in the back country, according to the website ski california, 5% of all avalanche fatalities in the u.s. since 2010 have involved guests skiing or snowboarding, in-bounds. our team has been on top of these updates as new information comes in. abc seven news reporter j.r stone is in lake tahoe this morning and we'll have more coverage throughout the day for updates as they happen. be sure that you have the abc seven bay area app and also be sure to turn on those notifications. there this morning. >> it's not clear when the boeing 737 max nine airplanes will be cleared to fly again after a piece of one of those aircrafts flew off mid-flight at alaska airlines has canceled all max nine flights through saturday as they're waiting for instructions on how to inspect the fleet. united canceled more than 150 flights yesterday. we're already seeing more cancellations today. here's a live look right now at sfo.

there are 50 canceled flights today, 45 of those are either united or alaska airlines flights. san jose airport has canceled seven. an alaska airlines flights. oakland airport has canceled one. alaska airlines flight. a new project that begins at sfo next week is expected to make the runways safer, but it will mean delays if you're traveling runway 28 left is set to close on tuesday, so crews can realign on two taxiways and make them separate. non-interest intersecting tac tsay ways. this five month closure of runway 28 left is set to start tuesday and last until july 1st. sfo says nearly one third of flights may experience delays of about 30 to 60 minutes until april. still to come. bart is set to announce today the next stations that will get these fare gates to stop people from fare evading, and then a massive traffic project supposed to start this weekend, is now on

conference has gone on without any known issues. and that's good news for the city, which has seen a dip in its reputation recently. people who are going to the event from europe say they see improved points from last year's events compared to this year, was much safer, at least in the areas where we were around union square at and, and it looked much better than last year. last year's convention drew complaint because of the high prices of hotels in the city. the event is advertised as the largest of health and biotech professionals in the world, and it rakes in tens of millions of dollars for the

local economy. tsay. if you commute in and out of san francisco, this might not come as a surprise. rush hour traffic in the city was ranked one of the worst across the u.s. last year, according to international mapping software firm tomtom. san francisco commuters took 20 minutes and 30s on average to drive 6.2 miles. not a surprise. the truck marked the third slowest time on the list. new york came in at number one with 25 minutes, and then d.c. came in at number two with 21 minutes. >> state senator dave cortez says he's on a mission to make robotaxi safer. he's introduced a bill that would put decisions for these cars in the hands of local lawmakers, not state lawmakers. he says once the public utilities commission and dmv allow the cars to be on the roads, they're not. there are not enough accountability measures. as piloted vehicles, he believes putting local governments in charge of closing this loophole is best for

safety. >> city councils and county boards of supervisors meet every week uh. they can craft an ordinance, they can come back and tweak that a month later. they're much more nimble than the state of california. >> the first policy committee vote for this bill will be held in march. today, bart's board is expected to announce which stations will be the next to get new fare gates. right now, the gates are only up at the west oakland station. eight other stations will be getting them next. now, bart hasn't decided on a final door material for the new gates. they're testing out different options. abc seven news reporter lyanne melendez put them to the test and found they did prevent people from skipping out on paying fares. i can speak anecdotally, and from what i've heard from the station agents, they say it's been a complete game changer. >> we did see people coming down the stairs and then going right back up to go, probably to a different station. we expected that. but i mean, from our writers, they're telling us they like it. this is something that they've been asking for. they want people to pay their fair

share. >> the project calls for all stations to have new fare gates by the end of 2025. >> a bill to ban tackle football in california for kids under the age of 12 cleared its first legislative hurdle. a state assembly committee voted 5 to 2 in favor of the measure, authored by sacramento democrat kevin mccarthy. supporters say the bill will help protect kids from brain injuries like concussions, while critics warn that it will cut children off from physical activity. >> skateboarding, hockey, skiing , bicycling, ice skating. you know, every sport or activity has an inherent danger, but this bill eventually leads to an outright ban for tackle football for kids under the age of 12, just singling out that one sport. >> i can't with a conscious heart say and deny that the data that we see here today and have seen over the last couple of years is not warranted. >> if passed, the ban would be phased in over a period of years and it would take full effect in

cute this morning. >> it is chilly out there with frost advisories in effect to start the day. it is dry, though. for the next 24 hours live. look at the rooftop camera here at kgo. just a light breeze . we're expecting a lot of sunshine after that frosty start. keep the umbrella at home. we're dry today. temperatures going into the 50s. we're dry tomorrow too, but rain returns to the forecast on saturday. it's a level two, a moderate storm to begin the weekend. rain heavy at times, and we're watching the north bay , especially where we could see some of the highest rainfall and also an issue with some isolated flooding. here's future weather very early saturday morning, 2 a.m. some light showers begin to move in, and then as the morning goes on, we're watching the north bay because the shield of heavy rain doesn't move all that much, and those totals are going to add up heading into the afternoon. thatrillionain begins to move south and east, so the afternoon and the evening on saturday will feature on and off rain, heavy at times, rainfall totals. you look at the map and we see the highest numbers in the north bay. some areas could approach three inches of rain

around the bay shoreline. we could see about a half of an inch to an inch of rain. now, if the storm track shifts to the north or the south, these totals will change a bit. we'll fine tune the details over the next 24 hours, but again, watching the north bay very closely for some isolated pockets of flooding. thanks to this heavy rain, a new winter storm watch has been issued for the sierra. we'll have that beginning late tomorrow night. the heaviest snow is going to fall saturday afternoon. an additional 1 to 2ft of fresh powder is on the way over the weekend. things calm down on sunday. back here at home, accuweather seven day. it is frosty this morning, but it's a sunny day, mostly cloudy and dry. tomorrow. saturday there's that level two moderate storm. it's wet and it's breezy. we'll dry out through the day on sunday. the holiday monday looking nice. partly cloudy with warmer temperatures moving in tuesday and wednesday. hi, gloria. >> all right. good morning drew. so let's get a look outside at your traffic for this morning. this is a live look at our 8-80 camera at the oakland coliseum. and you can see the traffic is moving nicely northbound. and southbound through oakland. so

as new top financial officer. mayor london breed appointed greg wagner, the chief operating officer at the city's department of public health, as the next city controller. the mayor's office says he led the financial management of key citywide priorities, including san francisco's covid response. the comptroller is essentially san francisco's chief financial officer and oversees the city's budget. >> like many cities across our country, i know that we're

morning, and there's quite a bit of traffic there at this time. and the look at your drive times for this morning, you could see it is going very, very slowly right now on westbound 580 from tracy to dublin. it's in the red and that's pretty rare. so it's going to take you 57 minutes there right now. all right. thanks gloria. >> overnight palisades tahoe announced the ski resort will be open today. just a day after an avalanche killed one person and hurt three other people. palisades is on the northwest side of lake tahoe and olympic valley. the area where the avalanche happened is called the kt 22 run. also known as north america's favorite chairlift. now, the trail map that you see here gives you a better look. the kt 22 express trail includes a grouping of black diamond runs and it's at the top of that area called the gs gully, where the avalanche happened. abc seven news reporter lena howland live in studio this morning. and lena, we have learned that the tahoe area is facing avalanche danger again today.

police chief darren allison said lay brought compassion to policing. >> he had a true, true heart for service. >> his desire to better the lives of others was ingrained in his identity. it was just simply who he was as a person. lay. >> his family also spoke at the memorial. he was a vietnamese refugee who came to the bay area when he was just seven years old. he grew up in oakland and graduated from oakland high in 2006. >> so oakland to look at the pictures, even from his engagement, like wherever they were on that time that he proposed, he was still representing oakland. he had an oakland hat on. >> lay was fatally shot while responding to a burglary in oakland on december 29th. the effort to recall oakland mayor shengtao is quickly turning into a war of words, and we're hearing from one of the mayor's most outspoken critics. >> now, this week, the mayor's office addressed the recall efforts, calling it a distraction and a quote,

desperate attempt for revelation . relevance. the mayor's chief of staff has called it a recall led by losers, former alameda county judge brenda harbin, fort helped launch the recall effort and fired back, saying in a statement it is disheartening to witness the mayor's office respond in such a dismissive and callous way. in the meantime, the murder rate rises, businesses closed, and we still don't have a permanent permanent police chief. tao bears a full responsibility for oakland's decline with her incompetent leadership, her office is actions and remarks are offensive to everyone in oakland, a south bay housing project. >> years in the making is now a reality. the 94 unit permanent supportive housing complex gives formerly unhoused seniors a new home. path villas is located just east of the airport on north fourth street at east younger avenue in san jose city leaders in the community celebrated its grand opening. it's been a long journey for the residents who live here,

angeles los altos didn't give a reason or a timeline, just taking down parts of this at risk building means that fire investigators can finally get inside to figure out what sparked the fire. now, it also means that parts of el camino real near san antonio road will be able to reopen. that's expected to happen after that demolition work is complete. all street surrounding berkeley's people's park are open again. they've been shut down last week as a barrier of shipping containers was installed around the park to keep unhoused people out. uc berkeley is planning to build new student housing in that area, but that plan has led to protests. construction is on hold until pending legal issues are resolved, but the university says 24 hour security will patrol that area until the housing complex is complete. >> and now for your morning money reports. starbucks is being sued for alleged deceptive marketing. the national consumers league claims that the company misrepresents that it is committed to 100% ethical coffee and 100% ethically sourced tea.
