reporter cornell bernard has the latest. >> he was a good man. >> my heart is broken and my heart is breaking for his family, melody hawks says. >> her friend, 66 year old kenneth kidd, and his wife split their time between the small town charm of point reyes station and the ski slopes of lake tahoe. >> he loved skiing. they were up there all the time and i, i, i'm pretty sure that that that, um, that trail just opened. that run just opened yesterday morning and i'm pretty sure he was like up and early wanting to be the first. officials say kidd was caught in an avalanche as wide as half a football field on the ct 22 run at palisade tahoe wednesday morning. >> melanie says kidd had recently retired and was living his best life. >> he was a really good listener and, um, loved his family. good advice giver, but not a man of many words in this town of 848 people, news of kidd's death has been the talk and hitting home for many who, boy, this is jojo.
5:03 pm
>> susan roselle is kidd's neighbor. she owns point razor, fabian adventures horseback trail rides. >> i'm just so shocked. i i saw it on, uh, um, the tv this morning, and i didn't realize it was him, and i'm just. i'm just. i'm so sad. we've been neighbors for over 20 years, and he's always been a wonderful neighbor. and, um, i'm just devastated that that happened. >> terrible. it's terrible. >> garrett mason is reacting to kidd's passing. he owns point reyes surf shop, but he's also spent time on the slopes. >> i've been caught in avalanches, and i know what it's like to get swallowed. and you know, be dug out, and it's not fun. it's very scary. >> at this time. the kidd family is requesting privacy. >> my heart goes out to the family. um, it really does. it's so sad. and i'm so sorry for their loss in marin county. >> cornell. bernard abc seven news. well today at ct 22, where the avalanche happened, it
5:04 pm
remained closed. >> but much of palisades tahoe in fact did reopen. an abc seven news reporter, jeff stone, is there, joins us live with the very latest, including another avalanche this afternoon. jr >> yeah. dan in the last 30 minutes, we just received confirmation that there was a second avalanche. it actually happened on the opposite side of that peak that you see directly behind me and off into the distance. here is a map of where it happened. it didn't happen here at the palisades tahoe side of the mountain, but it happened on the alpine meadows side of that mountain, which is owned by palisades. palisades. that is on the other side now, in the wolverine bowl area. no guests or employees were involved in the area. was closed by ski patrol. those from palisades tell us they had been doing avalanche hazard mitigation prior to that avalanche. we actually heard some of the explosions, ones of them doing that. >> for the usual, um, you know,
5:05 pm
blasting right there in the background, you can hear that from, you know, several miles away. but that's pretty typical. typically if it after it snows. >> but that doesn't go in. >> i heard it again there. >> yep. there you go. >> a lot of a lot of booms there. >> definitely. uh, taking care of trying to prevent another avalanche. i'm assuming the goal with that avalanche hazard mitigation is to make the area safe. >> they received a lot of snow last night. the conditions today were night and day. really compared to what we saw yesterday, with strong winds and lots of snow falling. this is what it looked like after that avalanche on wednesday when people were out there rescuing other people. last night we heard from a woman who was buried in that avalanche. you'll first hear her describe what happened, then how she felt, and then how she was saved. and i took me away and swept me off the mountain. >> i couldn't put myself up because the snow was so heavy on, on top of me. and i was burying my face, bury in the
5:06 pm
snow and luckily i have the face mask. so i have some air to say. no worry, i got you. i think that's the best thing i ever heard in my life. i feel like. >> and it is important to mention again that nobody was hurt in that second avalanche that happened on the other side of the peak behind me in the distance there, another major issue that we saw today here in the sierra was black ice. when i woke up this morning, very cold outside, and we actually saw some video of semis that were sliding along i-80 expected to get cold again tonight. going forward. reporting live at palisades tahoe j.r. stone, abc seven news. all right, j.r, thank you for the latest. >> and for more on the avalanche danger, let's go to abc seven news meteorologist sandhya patel . sandhya. yeah. ama, let's take a look at the avalanche danger today. >> so this is coming from the avalanche center. the sierra avalanche center. and they basically are saying that there is considerable avalanche danger
5:07 pm
today. you can see it shaded in orange. so it is on a scale of 1 to 5. and three is considerable. so this is once again the back country. and the concern is that you have new snow and gusty winds on top of weak layers of the snow. and so the danger will remain elevated is something to keep in mind, especially if you're going to be in the back country. here's a live view from our zephyr cove camera. and there is snow on the ground. snow capped mountains anywhere from three to about 19in of snow fell in the last 24 hours. the sierra snowpack is going up. it's now 42% of average heavy snow is coming this weekend. 7 p.m. tomorrow until 4 a.m. sunday. winter storm warning is going up 1 to 2ft of snow with those gusty winds, it is going to be difficult to impossible to travel and the avalanche danger will remain elevated. that storm is a level two for us here on saturday and it could bring some my major damage to parts of the
5:08 pm
bay area in terms of flooding. not the rivers but the streams. i should correct that. not major, but definitely some damage as we look here tomorrow night. light rain coming through, heavier rain as we head towards saturday morning and then saturday afternoon. some downpours across the region. so that is of course a concern. if you are traveling to tahoe. the worst day is going to be saturday. the forecast calls for mostly cloudy, gusty over the peaks, heavy snow and rain on saturday. a slight chance of showers sunday and then martin luther king junior day is partly cloudy. i'll be back with a full look at the timeline. coming right up. >> okay, sandhya, thanks a lot. caltrans crews spent the day fixing a massive pothole almost four feet long. that caused big problems on southbound 680 near vargas road in fremont. as many as ten vehicles were damaged after hitting it. drivers just could not swerve out of the way to avoid the pothole. >> the person in front of me swerved into the left lane and left me to hit the hole, which? which was fine because i didn't want to swerve and hit anyone on
5:09 pm
the left side of the traffic. so it looks like right there that white car got hit by another driver because someone avoided the pothole and bounced them into that wall. >> the damage to that man's front left tire was so severe he had to call. as you can see, a tow truck couldn't drive away in san jose, there's a new project that the mayor hopes can be a model statewide. cific motor inn and wilfehe interim housing for the unhoused.s abc seven news reporter dustin dawsey explains down the line, the project will expand to offer housing for everyone. >> winter temperatures serve as a reminder of the crisis on the streets in san jose, with thousands left out in the cold with no place to live. but help is on the way. we're getting people out of encampments into an old motel that's being immediately renovated and turned around to get people off the streets, something that has led to a positive curve in the unsheltered homelessness numbers in san jose. but city leaders say this housing solution is even more beneficial. >> while this project is not
5:10 pm
just another housing project, but it is a beacon of hope for a more inclusive, vibrant urban landscape that is open for everyone. >> this land along south second street will help immediate housing needs. first 72 emergency interim housing units will join 482 others developed since the start of 2023, then in a few years time, the site will be expand and converted again into a mixed income housing development, with 1000 units available. >> we've been talking about this. we said we need immediate solutions to homelessness. we've got to get people out of encampments today, but we also need more housing at all levels of income from affordable housing to market rate housing. this project literally does all of that. it's a model. >> mayor matt mehan says he wants the state of california to embrace allowing state funded homekey dollars to be flexibly spent to include an interim hotel conversion, as well as a long terme housing development. but mehan says this pacific motor inn project could only be made possible thanks to partnerships, including with private developer west bank corporation. they did the work
5:11 pm
necessary to adjust in existing project on this land to include affordable housing to help a wider variety of residents. >> thousands and thousands of hours went in to have an innovative solution like this that had never been done before. but having a government behind you that actually wants to see innovation is really what causes, uh, large problems to get solved for the benefit of thousands of residents right here very soon in san jose. >> dustin dawsey abc seven news. all right. >> coming up here, requiring chargers for electric vehicles at all, apartment building parking spots, we'll tell you which bay area city is considering this new proposal. >> plus one. east bay city is hiring private security. we'll tell you why and how much it will cost. >> and just look at the backup here on the lower deck of the bay bridge. you can see all those red tail lights busy on the upper deck as well. here's on the live caltrans camera. you can see exactly what's going on. two lanes of eastbound 80 heading to the east bay near

treasure island are blocked because of a crash involving a number of cars. there are no injuries reported. that's the good news. crews are clearing the scene, but it is slow going into the east bay from san francisco right now. we'll keep stinging, 5-times-a-day,... ...makeup smearing drops user. i want another option that's not another drop. tyrvaya. it's not another drop. it's the first and only nasal spray for dry eye. tyrvaya treats the signs and symptoms of dry eye disease fast by helping your body produce its own real tears. common side effects include sneezing, cough, and throat and nose irritation. relying only on drops? not me. my own real tears are my relief. ask your eye doctor about tyrvaya.

5:16 pm
>> if you do, you can get san jose clean energy's very reasonable, low cost electric rates. but if you are on a common charger, either in a public charging situation or even in an apartment complex that has shared charging, you no longer have access to those rock bottom regulated rates. >> right now, the city of san jose's current ev reach code does require infrastructure and electrical capacity for all parking spaces, but it does not require the circuit and outlet. >> those plots are not capable of charging. today they require an electrician and a permit to run wiring, so nobody can pull into those parking spots and charge. >> the city is working on updating its code. last fall, it held a webinar to get feedback. now friday, a proposed ordinance will be posted according to the draft of it in september, it could mandate every spot in a newly built multifamily dwelling be ready for ev charging. the mercury news reports that it goes before the san jose city council. january 23rd. >> the price is coming down so rapidly to buy an ev, but what people now need is they need to have at home charging. that is
