president biden says he will, quote, not hesitate to direct further measures. >> thank you, gloria. two avalanches in two days and today there is more risk of avalanches in the lake tahoe area. this morning, we're hearing from some of the people on the mountain. wednesday morning, when the snow began to move. more video is coming out showing the frantic moments in the massive response at palisades tahoe. one of the people rescued is a man named jason parker, and he described what it was like when rescuers found him. >> i felt this probe hit the middle of my back or right in my spine, and it just jarred me and i was like, oh man. and that's when i could hear the person above me just go, i found him or we got him. and, uh, i just are. i mean, at that point, you know, it's probably going to be okay. you made it. now just one story being told by those who managed to survive wednesday's tragedy in tahoe. >> abc seven news reporter lena

howland live in studio with more. lena kumasi. >> despite two avalanches in two days, with the latest in an area on the alpine meadows side of the mountain, palisades tahoe is expected to partially reopen again this morning, with only select select lifts open. here's a map of where the second avalanche hit. it happened in the wolverine bowl area right around 1230. no guests or employees were hurt or hit by the avalanche afterwards. the area was then closed by ski patrol. those from palisades tahoe tell us they had been doing avalanche hazard mitigation using explosives prior to that avalanche. and this is video of wednesday's avalanche that killed one man and left three others hurt. more explosives are expected in the coming days as part of the avalanche hazard mitigation plan. with more snow on the way tomorrow, skiers and snowboarders fearless to get back out there yesterday, they told us the mountain can be unpredictable when it comes to the weather. >> there was, you know, it was

snowing sideways, super windy, snowing really hard. i was surprised that anyone really came out yesterday. >> family is more worried than i am. they didn't want me to come here, but i enjoy it. you kind of got to live what you enjoy. >> palace tahoe says even though there were no reports of any guests or employees impacted by yesterday's avalanche, ski patrol still searched the area using a dog team, probes and beacons to be safe before the lift could be reopened, according to the sierra avalanche center, the same area where these avalanches happened is still under a considerable risk of avalanches this morning. >> live in studio lena howland abc seven. >> a lot developing lena. thank you. in the north bay, a small town in marin county is mourning the loss of one of its residents who died in the avalanche. 66 year old kenneth kidd was a resident of point reyes station as well as truckee. it did not take long for word of what happened to spread in this town of roughly 850 people. he loved skiing. >> they were up there all the

time and i. i'm pretty sure that that that, um, that trail just opened. that run just opened yesterday morning, and i'm pretty sure he was like up and early, wanting to be the first. >> very sad kid had retired recently in his neighbor of 20 years, remembered him as a, quote, wonderful neighbor. >> well, crab season is finally opening in the bay area. fishermen can start collecting their catches next thursday, while commercial fishermen can go out and drop their traps. there will be restrictions, though the state is requiring a 50% reduction to try to keep humpback whales from getting entangled. that's been the issue. migrating whales are the reason the season has been delayed since november. >> coming up, just how close to catastrophe the new year's day train derailment in the east bay really was, and the close call. >> one california man had when a car nearly hit him while he checked the mail.

hospitalized with minor injuries but were released later that day. we are learning which bart stations will soon have new fare gates meant to stop riders who don't pay the gates will be installed at the stations in antioch, richmond, fruitvale in the east bay and then across the bridge at sfo civic center. >> montgomery, powell and 24th street. starting in may. one rider says the newly added gates at the west oakland station added a sense of security, and i didn't feel unsafe before, but i could imagine, you know, late at night and you're just kind of if people aren't are jumping the gates, then, you know, if something happens on the platform, it just feels kind of like a free for all. bart says it's going to cost $90 million to replace all 700 fare gates. it hopes to finish that up by 2025. officials estimate fare evasion costs bart more than $15 million every year. well the point of the new gates, of course, is to reduce fare evasion. abc seven news reporter liam melendez put that to the

ban controversy involving the seattle school board, the alameda county registrar of voters has approved the petitions to recall two of the trustees. the board ignited a controversy last year when it voted to ban all flags from being flown, except the state, and u.s. flags. this stemmed from a pride flag that was raised on the sunol glen elementary, but later then torn down. the two trustees, facing recall voted in favor of the ban. organizers have until february 20th to gather enough signatures to put the recall on the ballot. >> a police chase and shooting in the north bay ends with two people in custody. officers say it all started in american canyon and napa county, when deputies attempted to make a traffic stop, but the suspects did not stop and eventually led officers to susa way and gateway drive in vallejo across the freeway from six flags. they didn't. they then ditched the car and tried to get away on foot, and that's when an officer

opened fire, hitting one of the people, a man who lives nearby tells abc seven. he heard the whole thing. it sounded like i heard two shots and after i heard that uh- i put down the wood, i had my hand there and i went back to the back. the man shot had to be taken to the hospital. the second suspect was found shortly after, while armed police vehicles drove through the neighborhood. investigators found two guns at the scene. >> new developments in the court case. that's changing how san francisco responds to homelessness. the ninth circuit court of appeals is upholding a lower court's ruling that says the city cannot remove people from the sidewalk unless they are offered shelter and their space available. this means san francisco is still restricted when it comes to being able to do sweeps and encamped tents. governor newsom says the court's ruling, quote, will only create further delays and confusion and says he thinks the supreme court

should weigh in on the matter. >> bay area cities and counties are getting a look at new rapid response shelters to help address the homelessness crisis. a company called pallet stopped in san francisco to show off new shelter options there called the sleeper, which is 70ft■!s and te 120 square foot in suite, which, as the name indicates, includes a bathroom in the shower. >> they have a little more space, which is something that residents asked for a little more room for storage and shelving, and then they have an improved energy efficiency, which is really important for municipal i-team's. it saves them a lot of money on operating costs, pallets. >> first generation shelters are in 40 cities across california, including san jose and oakland. the shelters can also be used for emergency shelter after national natural disasters and mobile workforce housing and the south bay. >> there's a new project that san jose mayor matt mehan hopes will be a model for the rest of the state. it's happening at the pacific motor inn, and it will offer interim housing for unhoused residents, 72 emergency
