meteorologist sandyha patel with a look at what we can expect this weekend. sandhya >> yeah, it is going to be a wet and windy tomorrow. larry and kristen right now on live doppler seven. you're seeing some moisture up in the clouds to the north of us. rain is falling up around crescent city and eureka. they're going to get hit hard. we are going to have our share of a drenching. it's a level two on our storm impact scale. as you look at the wider picture, one thing to keep in mind is that moisture stretches all the way out towards the hawaiian islands. so while there may be a spotty shower or two this evening, the main action is coming in while you're sleeping and then spreading at 9 a.m. you will notice tomorrow light to moderate rain moving through. we have our next round coming in in the afternoon and that is going to soak the bay area. this is also going to dump heavy snow in the sierra. 10 p.m. tonight until 4 a.m. sunday. a winter storm warning goes up 1 to 2ft of snow. those gusty winds, snow levels actually rising so it may be difficult to impose. able to get up there. i would hold off after tonight. level two on our

county are prepared for more scenes like this. flooding around the russian river valley. some roads may be impassable, even dangerous, to drive through even a couple inches can disable your vehicle and send it floating down. >> you know who knows where, so be safe. turn around. >> we were there when fire station one took delivery of this new jet ski for the department's swiftwater rescue team on the russian river. >> we're a propelled boat, you know. can get stuck in some areas, and it can be low lying or have hazards. the personal watercraft can get through those areas quickly and help us do search. and then we'll also be outfitted to do rescue as well. >> on wednesday, the santa rosa fire department posted on x that strong winds brought this tree down into power lines on south rightrillionoad, knocking out power to about 300 homes. we see this weather hitting really hard in p-g-and-e's north coast, so we have activated three of our operational emergency centers. p-g-and-e's says it's ready to respond with extra crews and

out there. live in santa rosa, cornell bernard abc seven news. >> all right, thank you cornell. definitely the calm before the storm right now. yep. >> and let's give you a live look. also calm before the storm. this is our lake tahoe camera where more snow is expected this weekend. it is beautiful right now although clouding over. and you can tell from the flags that it's starting to get pretty windy too. >> absolutely. the tahoe palisades ski lift, where a deadly avalanche struck on wednesday, has now reopened. resort officials say the k 22 express lift went back into operations this morning, and that follows two days of avalanche mitigation work done by crews. there wednesday's avalanche killed one person. two others were buried under the snow and had to be frantically rescued by fellow skiers. >> they just buried me so quick and all i could think about it, and i've taken an avi class was maybe punch a hole with my right arm that wasn't sealed yet and make an air pocket. and then it, just like i said, got real quiet . nothing's happening. i yell every once in a while, help! but at that point i felt this probe

hit the middle of my back or right in my spine, and it just jarred me. and i was like, oh man. and that's when i could hear the person above me just go , i found him, or we got him, and i just are. i mean, at that point, you know, it's probably going to be okay. you made it a jab in the back. >> probably saved him with more snow on the way this weekend. there will be controlled explosions today to reduce avalanche risk. and one person is dead after an avalanche occurred in the state of idaho. two were rescued in the avalanche yesterday at stevens peak. that's near the montana border, according to deputies. the two survivors were located through a gps texting device. >> investigators say speed is to blame for fatal car crash in richmond. the site of the wreckage at the scene was just shocking. this was at carlson boulevard in florida avenue this morning. the force of the single car crash tore a car into pieces . two people were killed. the

intersection had to be shut down for several hours. it's still unclear exactly what was happening before the crash. >> a large number of drivers are abusing the toll lanes on bay area freeways, and scenes like these are becoming more and more common. shooting down the side right here, drivers crossing illegally over the double line separating the carpool lanes. and now the chp is cracking down. researchers examined traffic on interstate 680 in contra costa county and the express lanes on 880 between july and september of last year. carpool and toll lane tickets on 680 went up a whopping 123% within a year, and enforcement stops were up by 59, and 34% of chp traffic stops in the area resulted in carpool citations. the metropolitan transportation commission and association of bay area governments met today to discuss the findings. some members say they need more proof that these express lanes are actually working before expanding. >> we don't want at least in san mateo county. we don't want a toll lane that generates money.

we want a toll lane that reduces congestion. >> the toll lanes do seem to be speeding up traffic a bit. cars moved almost 20mph faster during rush hour. meanwhile, parking rates changed today at eight bart stations. rates are up the glen park, millbrae and west oakland stations. they're down at bay fair coliseum, hayward, richmond and warm springs. south fremont locations. the biggest increase is at millbrae, where the daily reserve fee is up $1.80. the biggest drop is at the coliseum station, where the daily reserved fee is down $2.40. mayor london breed signed legislation into install new automatic license. plate readers across san francisco. >> at least 400 cameras will be installed in an effort to combat crime, including retail theft and motor vehicle theft, breed reported. she directed her staff to cut through any red tape or delays to get the cameras

now reporting high or very high levels of flu, covid 19 and rsv. abc news reporter melissa adan has the latest on the growing virus concerns. >> while the winter holidays may be behind us, a triple threat in respiratory illnesses remain. new cdc data is tracking at least 35 states experiencing high or very high levels of respiratory illnesses, with the south report the highest levels, the spikes can strain emergency rooms, and covid hospitalizations are still slightly growing week by week for the last two months, with

some slowing to flu hospitalizations. >> what's really critical right now is that the world understands that covid, the public health risk from covid, remains high and this is globally. >> and it's not just in the us. researchers at the world health organization say that the actual circulation of covid around the globe is anywhere between 2 and 19 times higher than what is being reported. this, due to testing found in wastewater. >> while we're not in the crisis , um, we and we're not seeing the levels of impact that we saw in the peak of the pandemic in 2021, 2022, and even early 2023. um, covid is still a global health threat, and it's causing far too much burden when we can prevent it. >> cases of rsv are still on the rise in many parts of the country. it is starting to drop in some parts, but infants and children under four are hospital sized with rsv more than any other age group, which is why doctors recommend rsv vaccines for babies under eight months. pregnant women and adults who

storm soaks us tomorrow. we are looking at winds ramping up strongest towards the afternoon. in the evening hours. and martin luther king junior day chilly morning. but it is going to be dry for any of you who have the day off. so on our exclusive abc seven news storm impact scale, this is a level two. it is going to bring rain downpours at times , gusty winds, flooding on our roadways and smaller streams and creeks. flood watch posted for lake and mendocino counties. all the way up alongth coast, starting at 10 p.m. tonight until 1 a.m. tomorrow. this is where the heaviest rain potential and flooding issues could happen, and you can see that parts of the north bay are under that heavy rain potential for tomorrow. so we're going to time this out for you tonight ahead of the storm, some rain begins to move in at 7 p.m, 9 p.m. you see those showers just kind of coming in ahead of it? the storm has been slowing, so just keep that in mind. tomorrow morning at 8:00, you're going to see light to moderate rain moving in. it stays over the

north bay for several hours before it starts to shift into the south bay. you're going to see some heavy rain at times going into the evening, you will notice pockets of moderate to heavy rain. this continues at 9 p.m. in the southern and eastern part of our viewing area, and then closer to the early sunday morning time period. the system will wind down. so rainfall projections with this storm highest in the north bay, you're looking at 1 to 2in for some areas. even higher. further north and along the north bay coast. there 1 to 2in in the santa cruz mountains. most other areas will be between a half an inch and an inch, and a half. the winds will pick up. they will get gusty tomorrow afternoon, close to 30 miles an hour, and then getting right up there and topping it later in the evening. the winds will remain gusty going into the late night hours, so your morning temperatures tomorrow not quite as low as this morning. 30s, 40s. thank the clouds and the storm for rain. those numbers tomorrow afternoon. it's going to be a wet, windy one. highs will be in the 50s and the

of san francisco's most charming neighborhoods, north beach, to see how this plan all unfolded. and in the heart of north beach, the place where people come for some of the world's best pizza. if you happen to look up, you'll see the work of a talented local artist. >> a lot of traveling, a lot of maps. >> marco palumbo maps out every stop for the landscapes used in her art. these are all the places you went to get these photos. >> yes. so i covered all national parks in oregon, california to nevada, and utah. i visited all of them. my favorites, joshua tree, and it's somewhere in here. there's joshua tree. >> there it is. that's amazing. >> thank you. >> her project is called extraordinary tree decisions. it's about a personal journey of moving from louisiana to california, specifically to north beach. the neighborhood where she happened to meet the owner of tony's pizza and how herself portrait photograph ended up for all to see. >> she handed me a card. this

not about a logo or something branded. tony says he wants visitors and locals to be drawn to the art and in turn, the neighborhood that he's loved since he was a teen. a lot of business guys came to me and said, you're going to give away the billboards to like some artists. what are you, nuts? i said, more people that come to north beach, the better it is for everybody or san francisco. >> and i just drive out. >> for markle, that kind of positive thinking and generosity turned into a dream. come true. >> i was so excited. i was really pumped because when i was in school, i was like, man, to be on a billboard board. and then a couple years later, it happened. >> her work now blown up to 12 by 25ft with a special message on the road to north beach. >> and what do you want people to take away from that? >> come to north beach and experience it and whatever journey you're on, wherever you're going, just stop in because we're a family here in the neighborhood and we want to

a forever home for forgotten dogs. here's reporter dave allgood. >> there's a house in wasilla, alaska, that has a deck that's full of dogs. so i'm full time a beagle wrangler. they. look like pooch passengers barking goodbye on a canine cruise ship. beagles. dave dorsey likes to laugh because he's a happy canine keeper. but i love them all. and these 18 beagles at his alaska beagle ranch are barking.

wait a second. make that 17 beagles and got one basset. his name is bill, and i like to say that he identifies as a beagle. well they bark because they're happy knowing this is their forever home. my doggies at they're a ragtag bunch of unwanteds. but here with dave, there's one thing they will never do without again. and that's love. you're at the headquarters of the alaska beagle ranch. this is where all beagles come to be happy. whether it's letting them out of door. >> here we go. >> or letting them outdoors. it's a stampede of unrestrained joy. they're good dogs. they're easy to love. this all started for dave back in 2009. i was divorced for about a year and i decided it was time to get a dog again because i always had dogs and well, here we are. and yes, beagles are notorious for their barking, but dave has a solution. i know when not to wear my hearing aids, but get these beagles in their comfort zone in the house and look at
