a stormy saturday is expected to bring heavy rain and gusty winds in some areas. we'll take you across the bay area with a live look from the golden gate bridge, san mateo and here in san jose things are quiet right now, but that is expected to change soon. good morning. it's saturday, january 13th. i'm stephanie sierra, lisa is here

with more on this level two storm. >> yeah that's right steph good morning to you. we are looking at a little bit of mist and drizzle out there north of the golden gate bridge right now. and that is where the rain is beginning to start bringing some lighter showers far up to the north. there's our sweep on top of mount saint helena, and you see right along the coast there from point reyes and inverness highway one. some wet weather just about to move into santa rosa, but it's going to take a while for the atmosphere to moisten up. so this is a level two system. it's going to be accompanied with some gusty south winds, and the heaviest rain will move in tonight. and that's when we could see some flooding concerns up towards the russian river. here's a timeline that looks at when everyone will see the rain. it looks like it ramps up between 9:00 this morning for everyone, and then we'll see a bit of a break towards midday. and then, as i said before, the heavier rain after 5:00 tonight through nine, ten and 11:00 with some pretty good downpours, there's a look at san jose and right now it is 48 degrees in oakland. the rest

of us are quite mild, anywhere from 8 to 11 degrees warmer with temperatures in the upper 40s. so as we go through the next several hours, the rain arrives and then we'll see a good soaking tonight amounts in a few minutes. stephanie. all right. >> lisa. thank you. well, today, utility crews in the north bay are preparing for this incoming storm. heavy rain and high winds might be the cause for regional power outages. earlier this week, nearly 300 santa rosa residents lost power after strong winds knocked down a tree and power lines. pkg says it's ready to respond this week, and they asked customers to be prepared. >> as we see this weather hitting really hard in p-g-and-e's north coast. so we have activated three of our operators emergency centers. charge up your cell phones now. if you do lose power, you can always charge your cell phone in your car. >> have an extra battery pack. um check your flashlights. make sure your flashlights are working, have batteries ready if you have to head out during the storm. >> california highway patrol says to take it slow. make sure

your windshield wipers are in good working condition before you go. now, we'll take a live look at lake tahoe from our camera at zephyr cove. you can see it's dark out right now, and a winter storm warning is in effect, though, and it will last in two tomorrow morning. that means if you are even thinking about heading up to the mountains, be prepared for some nasty conditions on both interstate 80 and highway 50 to get the latest on weather conditions and to access the same live doppler seven. our weather team uses. search abc seven bay area in your phone or any devices app store to download it. now to an update on palisades tahoe resort, where bay area man was killed in an avalanche on wednesday. the ski run where that avalanche happened is now back open. crews spent the past couple of days taking measures to prevent another one. that includes using controlled explosions. there was another avalanche at palisades tahoe thursday, but thankfully no one was trapped or hurt in the east bay. two people were rescued during a fire at an apartment complex in walnut

creek overnight. contra costa fire responded to a home on country wood court near bancroft road. fire crews found two people trapped inside and they were rescued from the burning building and rushed to the hospital, officials say. both victims were injured and their condition is unknown. right now in san francisco, there's new developments with the legal battle to clean up homeless encampments. the supreme court has agreed to hear the case. currently, a lower court ruling prevents sweeps unless shelter is available. abc seven news reporter tara campbell has the latest government has a responsibility for providing basic, dignified shelter and other alternatives to encampments. >> individuals in my view, have a responsibility for coming indoors and taking advantage of those alternatives to san jose. >> mayor matt mehan is talking about the issue at the heart of a case now being taken up by the supreme court. it stems from litigation in oregon, where two

homeless people challenged an ordinance in the city of grants pass banning people from camping in public spaces. an appellate court, siding with the duo, saying it violates the constitution's limit on cruel and unusual punishment, adding you can't stop people from sleeping in a public space if you don't provide an alternative . >> san francisco has struggled in recent years with some very significant unresolved question laws that were created by the grants pass case. >> san francisco among the many local governments urging the supreme court to weigh in, we joined cities up and down the west coast throughout the ninth circuit who think that the decisions that have been on the books by the ninth circuit have really hamstrung our ability as cities to grapple with the intense crisis we were seeing on our streets. governor newsom also responding friday with a statement saying in part, the supreme court can now correct course and end the costly delays from lawsuits that have plagued our efforts to clear encampments and deliver services to those in need.

>> the supreme court, taking up this case seems unnecessary. >> meanwhile, homeless advocates say the supreme court shouldn't be getting involved. >> it's deeply troubling that that, uh, um, the supreme court may allow jurisdictions to find new ways to punish people. we're not going to punish and find and jail our way out of our, um, homelessness crisis. >> david levine is a professor at uc law, san francisco. >> so the fact that the supreme court took it up, it doesn't mean that there will really be a change of what the rules are right now, but rather i think the cities and other localities will feel as if there's a chance that they will be less handcuffed in the future. >> tara campbell, abc seven news. now the supreme court could hear this case as early as april, a decision is expected by the end of june. >> meanwhile, san francisco is also battling a lower court case over sweeping homeless encampments in the east bay. now, razor wire now surrounds the shipping container

barricades around people's park. the university installed the wire. university officials say it's a security measure to prevent access to the park from an adjacent building. police have made several arrests since the containers were put up last week, but advocates for the park say it's another way to help the university get closer to building housing. >> the symbolism of this, of having this in berkeley is kind of astounding, but but what does it enclosing and what is it keeping out? i think is the issue. >> protesters say they will challenge the legality of the barbed wire in court. the university is confident the court will rule in its favor. mlk day is a couple of days away, but the celebrations have already begun. christian and jewish leaders gathered here in san francisco to honor doctor martin luther king junior. abc seven news reporter tim johns tells us more about this show of unity. >> we have an unsavory sheet

>> for almost four decades, the members of congregation emanuel and the third baptist church have gathered together in song and in prayer every mlk day weekend. >> this is what the world needs to see. there's too much division, too much hate. the gathering brings together people, both young and old, from across san francisco. >> the idea behind it, an interfaith and intercultural exchange between two minority communities to better understand one another, all of it in remembrance of the life and legacy of doctor martin luther king jr. >> more people want to be together and to listen to each other's stories, and to be there for one another than not, the connection between the black and jewish communities here in the u.s. extends far beyond just third baptist church and congregation emanuel, though it's actually a relationship that goes back decades. >> reverend amos brown is the head of the third baptist church. he says jewish americans were instrumental in assisting the black community during the civil rights movement, and even helped found the naacp back in

the early 1900s. we have a commonality of experiencing oppression because of our race, because of our religion and that commonality has brought us together. the weekend features two events. this first one at a local synagogue friday night for shabbat services, and the second on sunday at third baptist for a church service. although long popular among many members of both communities, several people tell us this year's show of unity is more important than ever. given world events, we're all the same. >> we have the same colored blood, the same cell system, nothing is like this. >> the connection of human beings seeing one another. some folks i've seen now for 10 or 12 years. >> and while the weekend might be a highlight for those involved, organizers say it's important for them to keep the conversation going all the time. >> this dialog that's not just on this weekend, but is a dialog that goes on throughout the year

happening today. tesla workers and trade unionists are expected to rally, demanding an end to alleged systemic racism and sexism at the fremont plant. they claim there's been numerous cases of harassment, bullying and discrimination. they say they're also showing support for more than 100 swedish mechanics who have been on strike for over two months. employees in sweden walked off the job in october because they want to unionize. ceo elon musk has said in the past he disagrees with the idea of unions new. this morning, the number of unhoused people who received shelter in san francisco last year has increased, according to officials, 1500 people struggling with homelessness receive shelter in 2023. now, that's a 22% increase from the previous year. the city attributes this success to their expansion of encampment cleanups. it comes in the midst of a lawsuit that claims the city forced unhoused people to move without providing them shelter. also in san francisco,

activists held what they're calling an emergency protest, calling to stop the us bombings in the middle east. this comes after the u.s. military launched strikes against iranian backed militants in yemen from yemen to palestine and syria, winds up in the pride, as you can hear, the protest was also in solidarity with palestinians. protesters are also asking the biden administration to halt the israel-hamas war. they gathered at the san francisco federal building and we also have new details. this morning, the u.s. has carried out more strikes against houthi targets in yemen. federal officials say friday's attack was much smaller than thursday's attack, but president joe biden still defended the actions, ordering the military to carry out the retaliatory strikes. new developments after a door plug blew off at alaska airlines flight mid-air, the faa is now extending the grounding of boeing 737 max nine airplanes indefinitely for new safety

checks. this comes as it tightens oversight of boeing itself. you're looking at new video from inside flight 1282. last week, the detached door plug was later found in someone's backyard. now on friday, it arrived at the ntsb in washington, dc. united airlines and alaska airlines canceled flights with those certain boeing planes through tuesday. the faa said it will require another round of inspections before it will consider putting the jets back in service. the push to prevent the next worldwide pandemic is happening right here in the bay area. in fact, researchers at stanford are trying to develop a universal vaccine. experts are imagining what it would have been like if we all avoided covid 19 together, fighting off new infections using different immunities in a way, it was too late for the covid pandemic, but i do think that it is timely. >> in a sense, it's stimulated a whole new field uh- that, god

confusion or furqan. abc seven news reporter lauren martinez tells us how it's helping local businesses. people in fur suits are taking over downtown san jose. >> the annual fur con is underway at the mchenry convention center. >> one, two, three francis wong with visit san jose said convention comeback is on the right track. >> the convention center is bookend by the marriott and the hilton, and those two are sold out. but they also have other hotels all around downtown that they're also booking in. so there's still over two conventions are booked this weekend a volleyball tournament and further confusion. >> furqan drawing people from all over the world to stay and dine locally. >> the more events we have and book in san jose, the better it is for the rest of the community. >> the event here has been going on for 21 years, but it started back in 1999 when they had about 700 attendees. now it's up to 5000. the vice chair. further confusion said attendees do have go to places when folks are

looking for food. >> they'll go to the sofa market or they'll go across the street to the empanada place. >> 60% of this year's furkan attendees are from out of town. anthony kherdian is visiting from salt lake city. he plans to attend three conventions in san jose this year. >> i just love the vibe of downtown san jose. san jose is one of my favorite cities and just this being so close to everything the airports, all the food here is just really great in san jose. >> lauren martinez, abc seven news. well temperatures have plunged in arizona. >> so much so that boiling water froze mid-air. take a look. video here shows staff at the national weather service throwing the boiling water into the air, and bellemont and this is just crazy. moments later, the icy temperatures quickly made the water freeze. this is science. temperatures drop below zero across the northern region of the state yesterday, so officials recorded actually -15°f in belmont. pretty neat video. well, speaking of the freeze, we're we're dealing with

the cold here as well as a level two storm is in route. lisa is tracking the specifics. how's the timing? >> yeah. you know what we're going to see most of the rain in the north bay after it's all said and done. and even this morning, the rain will slip to the south throughout the rest of the bay area. by the mid morning hours. but the real impetus, the cold front as it passes through, is going to be later on this evening. but getting set for some heavier rain and the breezy winds and the possibility of even perhaps some flooding up towards the russian river near hopland, where some of the heaviest rain will be in the far north bay. so here's a look at our satellite and radar composite, where you can see pretty active to the north here. and as we get in closer right along the coast here from point reyes and inverness, some light showers all the way down through highway one, their west eastward. i should say santa rosa reporting some lightrillionain and mist and drizzle further south along marin county as we go eastward, you can see some of the returns here out towards the delta and then slipping into the san pablo bay. so we are certainly looking

at the rain on the way right now. temperatures are mild out ahead of it in the mid 40s, 50 in san rafael, 45 in sonoma. and there's a look outside from our emeryville camera. so the level two storm soaks us today with lots of heavy rain tonight. right. and then looking at the winds ramping up as the cold front pushes through this afternoon and evening hours. and then for the holiday on monday, martin luther king day. we're looking at cold temperatures, but it will be dry getting a break from the rain. so those winds will be strongest in the afternoon with the passage of the cold front. here's a look at the timing. 7:00 notice still pretty much in the north bay, but this as we slip down to further to the south in the middle of the morning hours, notice that the rainfall is spreading the peninsula into the east bay. here's a look at 330. just some scattered light showers. but look what happens as we get into the seven 8:00 time frame. widespread, heavier rain all across the bay area, so anywhere from about an inch of rain in san francisco to an inch

up in santa rosa, maybe two inches further to the north, with anywhere from a half inch to an inch for the rest of us. but that rain shadow effect for you down around mountain view and san jose, bringing only about a quarter of an inch of rain. here's a look at the winds. notice by about noontime, the beginning to pick up along the coast and then with that passage of the cold front, they really ramp up so you can see the winds anywhere from 20 to over 30 miles an hour at the coast. but widespread 20 mile an hour wind gusts. and we could see in the upper elevations over 40 miles an hour. so breezy to gusty winds. and with this we have our winter storm warning through tomorrow, 4:00 highest elevations 1 to 2ft. but we will be getting snow down around lake level and also at the resorts here. anywhere from a half a foot to maybe 17in at donner. so the good news is, as the rain, that warm air moves over the higher passes, it will come down on the other side as snow. so that's the good news at least we're getting some snow out of it. 37 today in the sierra

are getting ready for a stormy saturday. a level two storm on the abc seven storm impact scale is expected to bring rain and winds to the bay area in just a couple of hours. let's get right to meteorologist lisa argen, who's tracking it all for us. lisa, good morning. >> good morning. we're beginning to see the rain slip into the north bay. stephanie, as we look at live doppler seven right now, the green represents the heaviest right along the north coast. but we're going to get into the heavy rain tonight. so periods of rain throughout the day, you can see it filling into the north bay from vallejo to napa out towards the delta. some mist and drizzle, but some light ower here across the bay bridge you can see 80 there with the darker green, so rain shortly moving into berkeley and

emeryville and the timeline for today will bring the heaviest rain throughout the evening hours and the gusty winds with downpours and perhaps even some flooding up towards the russian river. but as we get into the rest of the afternoon, you can see after that initial push of lightrillionain throughout the 9:00 hour, things kind of quiet down a little bit for some isolated, scattered showers throughout most of the day, and then the heavy rain picks up after about 7:00 through about 10:00 tonight. here's a look at the current temperatures from 45 to 50 right now. for most of us. and that is allowed for certainly the warmer conditions due to the southerly winds, some fog up in the north bay. and as we go through the next few hours, notice that the north bay and into the east bay, getting some wet weather noontime scattered showers from the peninsula to the east bay and then the heavy rain by the evening hours, pushing into the north bay. and that takes us through the rest of the evening hours and the rainfall totals. pretty impressive in parts of the bay area. we'll talk about that in a few minutes. steph.

>> all right. lisa. thank you. well, speaking of the storm in the north bay, first responders are gearing up to face the rain. abc seven was there yesterday when sonoma county fire started outfitting its new jet ski. you can see it here. officials say this new jet ski will help the swift water rescue team deploy onto the russian river in the event of emergencies. part of the county will likely see some flooding as lisa just pointed out, and some roads might be impassable. too dangerous to drive through even a couple inches can disable your vehicle and send it floating down. >> you know who knows where. so be safe. turn around boots, jackets and sandbags will be needed for this wet weather. >> workers at ace hardware in windsor say they are ready to help. they say the store is fully stocked with all things people might need for this storm system, and a reminder you can always track the weather right where you live. over on our website, abc seven news.com under accuweather, right on our home page. now to your voice,

your vote candidates are canceling campaign events in iowa because of the snow and dangerous cold. there here's a live look on the ground there this morning. you see the american flag blowing in the wind. the extreme weather is expected to continue through the caucuses on monday. as abc news reporter emma nguyen tells us, the weather is now causing concern about voter turnout. good morning. the snow is forcing republican presidential candidates to cancel numerous events this weekend, and it comes at a critical time as nikki haley and ron desantis are racing to catch up with donald trump ahead of monday. >> this morning, severe winter weather slamming the hawkeye state as iowans prepare to caucus monday, republican president candidates forced to cancel some campaign events in the home stretch. >> i'll brave whatever we need to. i mean, nothing's handed to you in this life much, much less a presidential nomination. so if you have to go and trudge through snow to be able to earn the vote, you trudge through

fill the late dianne feinstein's u.s. senate seat. >> the poll, conducted by the berkeley institute of governmental studies, shows schiff, with 21% of support. that's four points ahead of fellow democrat orange county rep katie porter, republican and former basketball excuse me, baseball star steve garvey is in third place, followed by oakland representative barbara lee. the two candidates with the most votes will advance to the november general election. under california's top two primary system. mayor london breed signed legislation to install new automatic license plate readers across san francisco. at least 400 cameras will be installed in an effort to combat crime, including retail theft and motor vehicle theft. breed reportedly directed her staff to cut through any red tape or delays to get these cameras installed. as quickly as possible. the cameras are being paid for with part of the $17 million in funding. san francisco got from a state retail theft grant program. a large number of drivers are

abusing the toll lanes on bay area freeways. researchers examined traffic on six 8-80 in contra costa county and the express lanes on 880 between july and september of last year. carpool and toll lane tickets on 680 went up a whopping 123% within a year. enforcement stops were up 59, and 34% of chp traffic stops are in the area. resulted in carpool citations. the metro politan transportation commission and association of bay area governments met today. met this week to discuss the findings. some members say they need more proof that the express lanes are actually working. >> we don't want, at least in san mateo county. we don't want a toll lane that generates money. we want a toll lane that reduces congestion on the toll lanes do seem to be speeding up traffic. >> cars moved almost 20mph faster during rush hour. coming up, king tides and sea level

slim operations at its union city distribution facility to try to fill existing orders. now, king tides made a return to the bay area this week. the exceptionally high tides are also expected next month. abc seven news reporter zach fuentes has more on what we are seeing this week, and could see long terme. >> it's captivating. video a tide so high that it's creeping onto the walkways of san francisco's embarcadero, so the sights are all thanks to king tides. >> there are about 1 to 2ft higher than your average high tide, and they're happening across california right now. >> experts at the california king tides project say that so far, the king tide seen on thursday and friday have been moderate, but they're giving a glimpse of sea level rise. a larger problem that can be traced back to burning fossil fuels. jeremy smith is a coastal engineer with the california coastal commission. he says that the first part in determining how to deal with climate change is working to understand how it impacts communities where flooding might occur and where how it's going to impact our

sort of infrastructure systems. smith says. sea level rise could impact those infrastructure systems, and in turn, impact communities that aren't even by the water. >> heavy rainfalls that rain needs to get to the low spot. and so when that rain is draining on our streets and through our storm drains, a lot of a lot of times those storm drains outfall into the bay or into the ocean. and so if you have a higher sea level, that can sort of slow down, how fast the storm drains can carry that water. >> now experts are using the king tides to help better determine sea level rise. smith says pictures sent to the california king tides project by the public are being used to help government officials and climate change experts do that. >> we're able to sort of use these photos and we can see how high the water was at a certain time, and we can use that to sort of improve our models of flooding and that can be really useful for trying to figure out how climate change is going to impact our communities. >> the california king tides project is so far received around 200 photo submissions from thursday and friday's king tides, with the next king tide event expected february 9th. they're hoping for people to take and submit even more, keep

get some rain here. snow in the sierra nevada. winter storm warning already up there. and you can see the heavy rain from the north coast. there and our sweep on top of mount saint helena. the rain along highway one. and this is where it's going to pick up first. then we're going to see a little bit of a break. but the north bay getting the most rain with this system, this is the warm frontal rain. so the cold front still hours behind this. but as we look around napa and vacaville through vallejo, you can see the rain overspreading the north bay down through six 8-80 martinez and hercules and highway four. certainly some wet weather over into the east bay. oakland and piedmont. here looking at a very wet morning here. highway 13, some slick roadways there, skyline boulevard and this is all going to move on through. we get a midday break for some of us, and this will fill in into the south bay and then the cold front. this evening there's a look further south. 580 san leandro and 75th avenue. some lightrillionain and through 880

as well. so another look off the coast and you'll see how the rain certainly is getting closer to the peninsula here. san mateo , looking at some mist and drizzle, this morning. it is 48, in vallejo. good morning to you. 47 santa rosa with some fog and rain. danville is at 45, so south winds ahead of the front will keep it breezy, but the real gusty winds come with the cold frontal passage tonight. so the level two system soaking us today, the winds ramping up later on today after 6:00. and then for the holiday martin luther king junior day. we are chilly but dry, so the timing on this gets us all wet by about eight 9:00 in the morning. here we are at 1130. and notice that we don't have rain everywhere, but we still are looking at the slick roadways, the scattered showers, and this is that midday somewhat break i talked about. we're not seeing the heavy rain yet, but pockets and periods of rain. and here comes that cold front. here it is seven 8:00, marching through the north bay. then along the peninsula, 830

and then finally 10:00 into the south bay. so rainfall amounts over an inch in the north bay, about that san francisco over a half inch in oakland. remember, we've got the breezy winds and could see three quarters of an inch anywhere from hayward to fremont and about a quarter of an inch or less with that rain shadow effect in the south bay. so the winds. so they're starting out breezy at the coast, and then they certainly do ramp up as we get through the seven 8:00 hour. remember this is when the cold front pushes through with gusts up to 30 and 40 miles an hour. the higher elevations. and then as we get through the overnight hours, just a few showers and then the winds will calm down. so through 4:00 tomorrow morning, 1 to 2ft of snow. this is above 8000ft. so as we get down to lake level, 1 to 5in at lake level, the ski resorts maybe six inches tahoe city and maybe 17in. that would be nice at donner. so it is a warmer storm, but with the height of the mountains and the trajectory of this rainmaker, we

will get some snow in the mountains. so a little bit of that sierra cement, but more likely the heavy wet snow. so that's the forecast for saturday in the mountains. sunday it'll be windy, low 40s. monday is a really nice day. so if you're not up there already, too treacherous to get up there. but then again, there is sunday and monday. so highs today, upper 50s in concord, 56 in fremont and look for the scattered showers throughout the afternoon . tomorrow morning. we're in the 40s and likely dry for most of us. the accuweather seven day forecast with the rain and wind a little bit in the morning hours. mainly this evening as the cold front pushes through, then a break on sunday and the holiday monday evening. showers on tuesday. this is a light system. a couple days of a break throughout the rest of the workweek. so this has got the wind, the rain, the downpours. this evening and that makes it especially tricky on the roadways. and then, of course, the snow in the mountains. >> oh yeah. no, a full full plate. it's a good reminder to
